M. by Mayor _Pro Tem Bobby Fuller presiding in the absence of Mayor W. G. Fuller, who is on vac- ation. Councilmen in attendance were: Messrs. Billy Owens, Bill Byers, Frank Douglass and Don Warren. Also present were City - Manager Lee Cowell, City Attorney James Cribbs, and City Secretary Vada Ferris. TT�TVC)c 0 TT(1NT The invocation was presented by Councilman Frank Douglass. APPROVAL OF MINUTES The minutes of the Regular Council Meeting, May 26, 1964, were approved by general consent of the council. The minutes of the Called Council Meeting, May 27, 1964, were approved by general consent of the council. VISITORS Visitors in attendance were: Messrs. Elbert M. Smith. The following represent a committee from the Minters Chapel Pleasant Glade Property Owners Association: Messrs. W. Floyd Deacon, J. W. Hokett, P. I. Vaughn, C. R. Smith, L. L. Post, E. L. Gideon, and C. A. Joel, Jr. - MINTERS CHAPEL -GLADE ROAD Mayor Pro Tem Bobby Fuller r eco.g- nized Mr. Floyd Deacon, spokesman for the Minters Chapel -Glade Road Property Owners Association. Mr. Deacon informed the council that he and Messrs. J. W, Hokett, P.IT. Vaughn, C. R. Smith, L. L.Post, C. A. Joel,JJr., and E. L. Gideon were unanimously selected by a group of approximately 200 citizens in the Minters Chapel -Glade Road Communities to inform, the. Euless City Council that the people in these areas wish to be de- annexed fma the City of Euless. Mr. Deacon stated that the deannexation was desired because the City of Euless had not - -- (I) Extended water lines to the area, (2) Extended service facilities, (3) Bu&lt streets, (4) Provided police protection, (5) Provided fire protection. Mr. Deacon stated some people in this area were not aware that their property had been annexed into the City of Euless until they received 104 tax statements. Mr. Deacon stated t] Property Owners Association requests under consideration the deannexation informed Mr. Deacon that this matter and plans w i l l be made for w meeting solve this problem. ZONING CASE NO. 125 iat the Minters Chapel -Glade Road that the Euless City Council take of this area. Mayor Pro -Tem Fuller will be taken under advisement with this group in an attempt to II. City Manager Cowell read Item I, Minutes of City Council Meeting, May 26, 1964, in which the council requested maps of the areas suggested for re- zoning be presented. City Manager Cowell stated that property owners had been notified of this meeting. Mr. Jack Bullard, City Inspector, presented maps of each area and after discussion by council members and interested citizens, Council- man Douglass made the motion that the council concur with the recommenda- tions from the Planning and Zoning Commission and rezone this property as presented with the exception of the property belonging to Mr. and Mrs. F. O. Geneske, described as follows: BEGINNING at a point in the East right -of -way of 157 the north right -of -way of Huffman Drive; THENCE East 300 ft. THENCE North 5,000 ft. to the property zoned commercial by Ordinance? 217. THENCE W e s t 300 ft. t o 157 THENCE South 5,000 ft. to the point of beginning. Councilman Owens seconded -the motion -and the vote is as follows: Ayes: Councilmen Douglass, Owens and Byers. Nays: Councilman Wrren. Mayor PropTem Fuller declared the motion carried. (Schedule of rezon- ing attached to original copy of minutes in Office of City Secretary.) III. PROPOSED CAPITAL IMPROVEMENT PROGRAM (PROGRESS REPORT) Mr . Paul Gregory,. City.Engineer, in- formed the council that the report on the Capital Improvement Program for the City of Euless is being printed at this time and should be avail- able for distribution to the council and interested citizens on June 16th. IV . CONTRACT - FISCAL AGENTS City Attorney Cribbs presented a con- tract which had been prepared by Mr. Henry Keller, representing the First of Texas Corporation. Mr. Cribbs stated that this contract is a stand- ard form and that he would recommend the following changes in the con- tract: (1) Include the amount of the bond issues. 145 `(2) Specify fees for the fiscal agents. After discussion, Councilman Byers made the motion that the contract be approved with the changessgnggested by the City Attorney. Councilman Warren seconded the motion which carried unanimously. V. PETITION Mr. Krause presented a petition to the City of Euless which is as follows: Since, we the undersigned, have been annexed by the City of'Euless, and are presently being assessed taxes by the aforementioned City, we hereby request and petition the City' ofEuless to provide utilities equal to those provided other residents or reduce taxes on those dwellings not furnished adequate utilities. Specificially we request that the natural gas lines be extended to give us service and that the water system be improved to permit` the installation of fire hydrants as well as to provide adequate water flow fo the dwellings. (Petition filed with official minutes in Office of City Secre- tary. ) BE FIRST READING - ORDINANCE REZONING IN BELL -HI ADDITION City Attorney Cribbs read an Ordin- ance designating 'a change in-zoning from Residential to Commercial for property. in the Bell -Hi Addition. Councilman Byers made the motion that this ordinance be approved and given second reading on June 23, 1964. Councilman Douglass seconded the motion which carried unanimously. Vii , MR, J I M PUCKETT - PLANS FOR COMMERCIAL DEVELOPMENT, Mr. W. G. Douglass, representing Mn Jim Puckett, presented a plan for a commercial development. Mr. Douglass stated that Mr. Puckett is desirous of the council's approval of t h i s development and requests a letter ascertaining their views. After viewing the plans, Councilman Douglass made the motion that the city council comply with Alk Puckett's request; further stating that the council has no objections to the land usage as presented. Councilman Owens seconded the motion which carried unanimously. A0 VIII. ,. . DEDICATION OF UTILITY EASINIENT OAK7 CREST ESTATES City Manager Cowell stated that Central Cities: -. Development, Inc. desire to dedicate a utility ease- ment to the City of Euless, described thusly; "Being the West ten (10) feet of Lot 7R, Block 1, of Oak Crest Estates, an addition to the City of Euless, and the City of Fort Worth, Tarrant County, Texas, out of the A. J. Huitt Survey." Central Cities Development, Inc. /s/ Manuel O. Slaughter Executive Vice President Councilman Byers made the motion that the dedication be approved. The motion was seconded by Councilman Douglass and the vote is as follows: Ayes: Councilmen Byers, Douglass and Owens Abstained: Councilman Warren. Thomas., representing the Amerieal Library Builders, informed the council that h i s f i r m w i l l place books in the library without cost to the city -- that., this plan is financed by Advertising subscribed by merchants -- the adver- tising to be placed in the books. He stated that the librarian -May select the books.., After discussion, Councilman Owens made the motion that,, the. City Manager negotiate with the Library Advisor and his committee concerning this matter. Councilman Douglass seconded the motion which carried unanimously. X. AIR CONDITIONING CITY HALL , Councilman Owens made the motion that City Manager Cowell negotiate with Alk Ross Cannon, Building Lessor, to formulate a joint arrangement for air conditioning the City Hall. Councilman Douglass seconded the motion which carried unanimously, XI. City Manager Cowell read a letter from Mr. Wynne Snoots suggesting that the City purchase his property on the Fuller Wiser Road - 1�j miles north of Euless for a municipal park. (Letter filed in Office of City Secretary.) ADJO _J ,N VlEl, I Councilman Owens made the motion to adjourn. Councilman Douglass seconded the motion which carried unanimously. The meeting adjourned at 10:35 P. M.
