June 16, 1964
CALL TO ORDER
A joint meeting of the Euless City
Council and Planning and Zoning Commission was called to order at
8;10 P.M. by Mayor W, G. Fuller. Councilmen present were Messrs.
Bill Byers, Bobby Fuller and Don Warren.
Absent were Councilmen Billy Owens
and Frank Douglass,
Also present were City Attorney
James Cribbs, City Manager Lee Cowell and City Secretary Vada Ferris.
Representing the Planning and Zon-
ing Commission were: Messrs, Bert Heyl, Henry Uselton and LaVern
Lee.
Others present were: Messrs. Paul
Gregory and Bill Ratliff representing the City Engineers, Reaves,
Gregory and Knowlton; Mr . Donald Jarvis representing Jarvis, Putty
and Jarvis, Architects; and A& Bill Estes, Financial Advisor.
Mayor Fuller stated that the pur-
pose of this meeting is to reveiw and formally approve the report
of the Proposed Capital Improvement Program. Mr. Gregory informed
the group that the program is an adequate one and proper for presentation
to the Citizens of Euless.... that a prochure should be sent to the
people to inform them on all phases of the program and that scheduling
of the time of the election and other dates is a most important factor
that now needs consideration. The council members were in agreement on
the following schedule:
(1) June 23 -City Council calleelection to be held Saturday,
July 11th.
(2) June 24- Publish notice in official newspaper .
(3) June 24 or 25 -Mail brochure to Cities of 'Euless.
Discussion concerning the brochure
followed. City Manager Cowell stated that an eight page brochure was
being considered which would be colorful and descriptive, and would
contain an informative letter from the Mayor; names of several hundred
citizens sponsoring the Bond Issue would be printed on the back of the
brochure. City Manager Cowell stated that approximately 5,000 copies of
this brochure could be printed for about $650.00 and there would be
additional cost of mailing the brochures. Mayor Fuller suggested
that the brochure be mailed in a larger envelope and that the brochure
be folded only one time.
It was mentioned that the voting
requirements should appear on the brochure,
Councilman Byers commented that the
brochure should not be too fancy less people think money is being
spent foolishly.

It was stressed that local groups
could sponsor the brochure as well as the Steering Committee.
Mr. Bill Estes stated that the
Ordinance calling the election would be prepared by the Bond Attor-
ney .
Councilman Byers made the motion
that the Capitag Improvement Report be acceptdd by the Euless City
Council and expressed appreciation to everyone concerned with the pre-
paration of the reports for a very fine job. Councilman Warren sec-
onded the motion which carried unanimously.

The meeting adjourned at 8 :55 P. M.
on a motion by Councilman Fuller and seconded by Councilman Warren.
The motion carried unanimously.
