The precouncil session of a regular meeting of the Euless City Council
was convened in open session in the Administration Building Conference
Room at 6:00 p.m. on Tuesday, May 9, 1989. Those present were Mayor
Harold D. Samuels, Mayor Pro Tem Glenn D. Walker, and Counc::i.lmesnbers
Bob Eden and Ron Sternfels. Frank Douglass and Mary Lib Saleh were
also present.
CALL TO ORDER
A regular meeting of the Euless City Council was called to order at
7:00 p.m., on Tuesday, May 9, 1989, in the Council Chambers of the
Euless Municipal Building, by Mayor Harolcl D. Samuels. Those present
were Councilmernhers Bob Eden, Ron Sternfels and Mayor Pro Tem Glenn D.
Walker. Frank Douglass and Mary Lib Saleh were also present.

INVOCATION
The invocation was given by Mayor. Harold D. Samuels.
ITEM NO. 1: OFFICIAL CANVASS FOR THE CITY OF EULESS GENERAL AND SPECIAL
ELECTIONS HELD ON MAY 6, 1989
Mayor Samuels announced the election results as they were presented to him by
Mrs. Dorothy Wilkinson, Election Judge, in the general election for Mayor,
Counciimember Place 2 and Councilxnernbe:r Place 4 and in the special election to
fill the unexpired term for Counc.ilmembe.r Place 1.
MAYOR:
Harold. D. Samuels received a total of 924 votes.
Ron Sternfels received a total of 396 votes.
COUNCILMEMBER PLACE 1:
Frank Douglass received a total of 650 votes.
Bonnie O'Brien received a total of 633 votes.
COUNCILMEKBER PLACE 2:
Bob Eden received a total of 1045 votes.
COUNCII, 4EMBER PLACE 4:
Mary Lib Saleh received a total of 794 votes.
Lewis Lowe received a total of 509 votes.
Miscellaneous write-in votes were received as follows: Pete Krause - one vote
for Mayor: Leon Hogg - twenty -four votes for Place 2, Ray Brewster -- one vote.
for Place 2, George Zahn - one vote for Place 2, Richard Herrell - one vote for
Place 2, W. Besgrove - one vote for Place 2, Hodges - one vote for Place 2,

Mayor Samuels expressed. the City Council's appreciation for Dorothy Wilkinson
and the election clerks who assisted with their time in conducting the election.
Mr. Walker moved to accept the results of the May 6, 1989, election for Mayor
and Council Places 1, 2 and 4 as presented.
Mr. Eden seconded. the motion.
Ayes: Messrs. Eden, Sternfeis and Walker
Nays: None
Mayor Samuels declared the motion carried.
ITEM NO. 2: OATHS OF OFFICE
:Tames C:r ibbs, City attorney, administered the following Oath of Office to Harold
D. Samuels, Mayor; Frank Douglass, Councilmember Place 1; Bob Eden,
Councilmember Place 2; and Mary Lib Saleh, Councilmember Place 4: I (name) do
solemnly swear (or affirm), that I will faithfully execute. the duties of the
office of (title) of the City of Euless, State of Texas, and will to the best of
my ability preserve, protect, and defend the Constitution and laws of the United
States and of this State; and I furthermore solemnly swear (or affirm), that .%
have not directly nor indirectly, paid, offered, or promised to pay,
contributed, nor promised to contribute any money, or valuable things, or
promised any public office or employment, as a reward for the giving or
withholding a vote at the election. at which. I was elected. Sworn to and
subscribed before me, this 9th day of May, 1989.
Mayor Samuels distributed the Certificates of Election.
ITEM NO. 3: SELECTION OF MAYOR PRO TEM
Mr. Douglass moved to nominate Councilman Glenn D. Walker as Mayor Pro Tem.
Mr. Eden seconded the motion,
Ayes: Messrs. Douglass, Eden, Sternfels and Mrs. Saleh
Nays: None
Abstain: Mr. Walker
Mayor Samuels declared the motion carried.

ITEM NO. 4: PRESENTATION OF EMPLOYER SERVICE PIN
Mayor Samuels presented a ten -year service pin to Richard Wa.ldrip, Heavy
Equipment. Operator in the Public Works Department, Mayor Samuels extended his
and the City Council's thanks and appreciation for his hard work and years with
the City.
OLD BUSINESS
ITEM NO. 5: CONSIDERATION OF AUTHORIZING INSTALLATION OF WATER LINE

Mr. Brownlie said his facility works to enhance communication between parents
and minors.
Ms. Billie Osbrtan, President of Northeast_. Tarrant Right to Life, stated that
she is opposed to minors receiving abortions and birth control devices. MS,
Oshman stated that Planned Parenthood is involved in political matters and have
in the past ran ads in magazines. She is against strangers referring children
to abortion clinics without parental consent.
Mr. Walker moved to approve Resolution No. 89-710, regarding a petition
submitted by Euless citizens relative to abortion and birth control.
Mr. Eden seconded the motion.
Ayes: Messrs. Douglass, Eden and Walker
Nays: None
Abstain: Mrs. Saleh and Mr. Sternfels
Mr. Sternfels abstained, "Because I am not entirely sure. of the intent of the
resolution and my concern with. the liability of the City in adopting such a
resolution of such a complex issue. This is the reason for my abstention. It
is not necessarily the issue at hand that I am addressing."
Mayor Samuels declared the motion carried.
ITFJ4 NO 8: CONSIDERATION OF A PLAT ABANDONMENT
Mr. Eden moved to approve the abandonment of Lots 16 and. 17, Ross Cannon
Addition as filed In Volume 388 -104, Page 385, of the Deed and/or Plat Records
of Tarrant County, Texas, 0.52 acres, generally located at 117 West Euless
Boulevard, in accordance with the recommendation of the Planning and Zoning
Commission.
Mr. Walker seconded the motion.
Ayes: Messrs. Douglass, Eden, Mrs. Saleh, Messrs. Sternfels and Walker
Nays: None
Mayor Samuels declared the motion carried.

TT EM NO 9: CONSIDERATION OF PLATTING #P -89 -08
Mr. Sternfels moved to approve the combined preliminary and final plat of Lot 1,
Block A, 3+ +ire. Station No. 3 Addition, 0.656 acres, generally located at 117 West
Euless Boulevard, in accordance with the recommendation of the Planning and
Zoning Commission.
Mrs. Saleh seconded the motion.
Ayes. Messrs. Douglass, Eden, Mrs. Saleb, Messrs. Sternfels and Walker
Nays: None
Mayor Samuels declared the motion carried.
ITEM NO 10: CONSIDERATION OF VACATING AN EASEMENT
Mr. Douglass moved to approve vacating an easement regarding the 30-foot
drainage easement granted by William 0. Hoover and wife, Phala S. Hoover, as
described in the City of Euless easement document dated April 25, 1988, and
recorded in Volume 09282, at Page 0139, in consideration for the execution by
the sa :i.d William 0. Hoover and wife, Phala S. Hoover, of a replacement and
correction easement granted of even date herewith.
Mr. Sternfels seconded the motion.
Ayes: Mr. Douglass, Mrs. Saleh, Messrs. Sternfels and Walker
Nays: None
Abstain: Mr. Eden
Mayor Samuels declared the motion carried.
ITEM. NO. 11: CONSIDERATION OF A PLAT ABANDONMENT

Mr. Sternfels moved to approve the plat abandonment of Lot C, John Groves
Addition, as filed of record in Volume 388 -84, Page 1, of the Deed and/or Plat
Records of Tarrant County, Texas, 1,0 acres, generally located at 3010 South
Pipeline Road, in accordance with the recommendation of the Planning and Zoning
Commission.
Mr. Walker seconded the motion.
Ayes: Mr. Douglass, Mrs. Saleh, Messrs. Sternfels and Walker
Nays: None
Abstain: Mr. Eden
Mayor Samuels declared the motion carried.

ITEM NO. 12: CONSIDERATION OF PLATTING #P- 89--07
Mr. Douglass moved to approve the final plat of Lot C, John Groves Addition,
1.824 acres, generally located at 3010 South Pipeline Road, in accordance with
the recommendation of the Planning and Zoning Commission.
Mr. Walker seconded the motion.
Ayes: Mr. Douglass, Mrs. Saleh, Messrs. Sternfels and Walker
Nays: None
Abstain: Mr. Eden
Mayor Samuels declared the motion carried.
ITTFJI NO. 13: AUDIENCE REQUESTED BY MICHELLE LIVENGOOD AND Tt7I.IE DOROGA OF
HARWOOD JUNIOR HIGH SCHOOL
Ms. Michelle Livengood and Ms. Julie Doroga, seventh grade students at Harwood
Junior High in Bedford, Texas, were present regarding the City's participation
in the Drug Awareness Resistance Education (DARE) Program. They thanked the
City for Euless's participation in the program.
Assistant Police Chief Gary McKamie introduced officers Mike Brown and Ron
Williamson, who both teach the DARE Program.
ITEM NO. 14: AUDIENCE REQUESTED BY EULESS ATHLETIC ASSOCIATION
Mr. Butch Potvin, First Vice Commissioner for the Euless Athletic Association,
was present regarding a petition to allow their association to host an arts and
crafts festival_ at Midway Park the weekend of May 21 -22, 1989. Mr. Potvin
stated. that a Euless Board member would be present during the event.
Mrs. Saleh inquired as to whether they would be around the new sprinkler system
and what precautions would be taken. Mr. Potvin stated that this had been
discussed with the Parks Department and the area would be roped off.
Mr. Walker moved. to approve the arts and crafts festival with the stipulation
that he coordinate with the appropriate departments (being Police, Parks and
Recreation), along with supplying the appropriate insurance policy to Lyrtn
Shackelford, Risk Manager.
Mr. Douglass seconded the motion.
Ayes: Messrs. Douglass, Eden, Mrs. Saleh, Messrs. Sternfels and Walker
Nays: None

ITEM. NO. 15: AUDIENCE REQUESTED BY MISS KFLLY WICKLANDER
Miss Kelly Wicklander was not present regarding the sponsorship as Miss
Mid- Cities in the Miss Texas Pageant.
STAFF REPORTS
ITEM NO. 16: CITY MANAGER'S REPORT
Mr. Hart stated he had nothing to report.
ITEM NO. 17: CITY ATTORNEY'S REPORT
Mr. Cribbs stated he had nothing to report.
ITEM NO. 18: CITY SECRETARY'S REPORT
The minutes of the April 25, 1989, City Council meeting were approved as
written.
ITEM NO. 19 : CITY ENGINEER'S REPORT
Mr. Knight stated he had nothing to report.
Mayor Samuels commented that the City Engineer had met recently with the Corps
of Engineers, who plan to take some action regarding the City's flood situation.
He asked City Manager Tom Hart to send a letter to all residents along Sulphur
Branch to update them on the status of the Corps project.
ITEM NO. 20: CITY COUNCIL REPORTS
Mayor Samuels read a letter from Bliss Dodd, Director. of Special. Education with
the Hurst- Euless- Bedford Independent School District, commending Lynn
Shackelford, Director of Administrative Services and Jay Heilman, Director of
Community Services, along with Marge Crow of the BEE Committee, for providing
work opportunities for the handicapped students.
Mayor Samuels stated a plaque would he placed on the wall in the Council
Chambers thanking LMD Telecom, Incorporated, for their generous gift
(telephones and intercom system) in the City Council Chambers.
Mr. Walker expressed his thanks regarding the cooperation of staff and all
employees in the City.
Mr. Douglass stated, as a citizen, that he appreciated. the fast clean-up of
po.litic_al signs after the election.
