PRECOUNCTL SESSION
1989 -081
The precouncil session of a regular meeting of the Euless City Council
was convened in open session in the Administration Building Conference
Room at 6:00 p.m. on Tuesday, May 23, 1989. Those present were Mayor -
Harold D. Samuels, Mayor Pro Tem Glenn D. Wacker, and Councilmembers
Frank. Douglass, Bob Eden, Mary Lib Saleh and Ron Sternfe.ls.
CALL TO ORDER
A. regular meeting of the Euless City Council was called to order at
7:05 p.m., on Tuesday, May 23, 1989, in the Council. Chambers of the
Euless Municipal. Building, by Mayor Harold D. Samuels. Those present
were Councilmembers Frank Douglass, Bob Eden, Mary Lib Saleb, Ron
Sternfels and Mayor Pro Tem Glenn D. Walker.

INVOCATION
The invocation was given by Councilman Bob Eden.
NEW BUSINESS
ITEM NO. 1: PUBLIC HEARING FOR ZONING CASE NO. 89 -03
Mayor Samuels explained the public hearing process and opened the public. hearing
for Zoning Case No. 89-03, a request of Church's Fried Chicken for a Specific
Use Permit for a general business pole sign with an area of 111 square feet and
a minimum height of 30 feet, and less than the minimum 1.00 -foot spacing between
pole signs, totaling 0.51 acres of land, generally located at 306 North Main
Street, also known as Lot. 5, Block 2, Euless Gardens Addition.
Mayor Samuels asked if there were any proponents for the specific use permit.
There being none, Mayor Samuels asked if there were any opponents to the
specific use permit. There being none and no questions from the Council or
audience the public hearing was closed.
Mr. Sternfels moved to table Zoning Case No. 89-03 to the next City Council
meeting on June 13, 1989, since no one was present to represent the applicant.
Mrs. Saleh seconded the motion.
Ayes: Messrs. Douglass, Eden, Mrs. Saleh, Messrs. Sternfels and Walker
Nays: None
Mayor Samuels declared the motion carried.
ITEM NO. 2: CONSIDERATION OF ORDINANCE NO. 1001
Mr. Walker moved. to declare an emergency and approve on first and final reading
Ordinance No. 1001 amending Section 3 -48, "Restrictions on Size and Locations of
Area for Keeping Livestock," of Article II, "Estrays" of Chapter 3, "Animals and
Rabies Control" of the Code of Ordinances, City of Euless, Texas, as amended,
providing for increased size and distance requirements for the keeping of
livestock within the City, with the ordinance being effective in sixty days
(July 23, 1989).
Mr, Eden seconded the motion.
Ayes: Messrs, Douglass, Eden, Mrs. Saleh, Messrs. Sternfels and Walker
Nays: None
Mayor Samuels declared the motion carried,

ITFiI NO. 3: CONSIDERATION OF RESOLUTION NO 89 -711
Mr. Walker moved to approve Resolution No. 89 -711, authorizing the City of
Euless to enter into an Interlocal Agreement between Hurst, Bedford, Grapevine,
and North Richland Hills for the purpose of generating a combined effort for
hiring, testing and investigating potential police personnel, pending approval
of the Euless Police Chief.
Mr. Sternfels seconded the motion.
Ayes: Messrs. Douglass, Eden, Mrs. Saleh, Messrs. Sternfels and Walker
Nays: None
Mayor Samuels declared the motion carried.
STAFF REPORTS
ITEM NO. 4: CITY ]MANAGER'S REPORT
Mr. Hart stated that Mr. Sustaire was home from the hospital and progressing
well after surgery, and that lung surgery was scheduled in four to sic weeks.
ITEM NO. 5: CITY ATTORNEY'S REPORT
Mr. Cribbs stated he had nothing to report.
ITEM NO 6: CITY SECRETARY'S REPORT
(A) The minutes of the. May 9, 1989, City Council meeting -were approved as
written.
(B) Board and Commission appointments were tabled until the next City Council
meeting on June 13, 1989.
ITEM NO. 7 : CITY ENGINEER'S REPORT
Mr. Knight reported to the Council on the status of the current street projects:
(A) Marlene Drive - final paving should be completed this week;
(B) Highway 10 - utility relocations were presently being performed;
South Pipeline Road - utility construction in the Industrial Park area is
presently in progress;

(D) Harwood Road is ninety percent complete and extra time may be needed. due
to recent had weather;
(E) Glade Road - the culvert was washed out due to the recent flooding;
(F) Mid- Cities Boulevard - part of the pavement washed away due to the
flooding;
(G)
Kynette Drive - repairs have been made.
ITEM NO. 8: POSITION STATEMENT/DEW RUNWAY 16-34 WEST
Mr. Walker- moved to approve a position statement concerning the environmental
impact study of the future. DEW runway and how the City of Euless will be
affected.
Mr. Sternfels seconded the motion-
Ayes: Messrs. Douglass, Eden, Mrs. Saleh, Messrs. Sternfels and Walker
Nays: None
Mayor Samuels declared the motion carried.
ITEM NO 9: CITY COUNCIL REPORTS
Mrs. Saleh thanked City Manager Tom Hart and City staff for their help and
information since being elected to the Council. Mrs. Saleh also stated she
recently attended a ribbon cutting for Carswell Federal Credit Union and they
were very excited about being in our City.
Mr. Sternfels stated he is looking forward to the wcrkscssion scheduled for May
30, 1989, and is very interested in updating the Zoning Ordinance.
Mr, Eden expressed his appreciation to all the employees who helped during the
recent flooding.
Mr. Douglass commented on how efficient the City operated during the recent
flooding and commended the employees.
