HomeMy WebLinkAbout1964-06-17III Eadld!d^ Meeting of the Euless City Council June 17, 1964 CALL TO ORDER Mayor W. G. Fuller called the meeting to order at 7 :45 P. M, in the ballroom at the Western Hills Inn with the following councilmen in attendance: Messrs. Don Warren, Billy Owens, Bobby Fuller and Bill Byers. Also present were City Manager Lee Cowell, City Attorney James Cribbs. and City Secretary Vada Ferris. The committee members from the Minters Chapel -Glade Road Property Owners Association present were: Messrs, E. L. Gideon, C. R, Smith;, C. A, Joel, Jr. , J. W. Hokett, W. Floyd Deacon and Lawrence Post. Also present was Wiley Hokett. City Manager Cowell stated that this meeting had been scheduled expressly for the purpose of discussing the de- wnnexation request to the Euless City Council by the Minters Chapel -Glade Road Property Owners Association. Mr. Floyd Deacon, chairman for the committee, expressed appreciation to the City Council for the cor- dial recepjbi6n extended this committee at a recent council meeting and for this meeting. Mr. Deacon explained that the seven men on this committee represent approximately two hundred (200) people in the Minters Chapel Glade Road area who• desire to de -annex from the city of Euless. The ae- annexation is requested because the City of Euless has not: _ . (1.j • supplied water service (2) gas service (3) telephone service. (4) street maintenance (5) fire .protection (6) police protection Mr, Deacon commented that most people �in -bis area do not, consider the area is ready for development and they cannot determine a way they can supplement their income to offset the increase in taxes caused by their annexation into the city. He stated that property owners, cantemplating the sale -of their land had failed to consummate a sale when the fact that taxes were raised in the area became known; therefore, they consider that their property has decreased in value rather than increased as a result of the annexation. Mayor Fuller asked the growl if they were aware-that another city, would rannex the area if Euless agreed to the de- annexation. He was advised by a member of the committee that this had been considered and the plan to form a township was planned if the de- annexation materialized. Mayor Fuller commented that the Euless Master Plan specified the development of this area alnd the value of 142 their land is enhanced by having an organized city government City Attorney Cribbs explained that taxation of the area had been delayed a year after the annexation and, that, it-they were not a part of ,Euless, they could be annexed by the City of Fort Worth, whose taxes are much higher than Euless. Several members of the committee stated that some homes in the annexed area are taxed more than homes of the same value in the City of Euless on paved streets. A comment stating that people feel that they are paying taxes to help develop Euless proper and people in the annexed area will receive nothing. City Manager Cowell explained the ad- vantages of being part of the City zoning laws to protect their property, permit requirements, codes to comply with; and others --- all a part of good government. City Attorney Cribbs explained that any land use practice in operation at the time of the annexation would not have to be abandoned because of the annexation; however , the area is now protected by zoning laws to regulate others from op- erating an undesirable venture . Mr. Post commented that he was certain all would agree that we are fortunate to live in the United States and in a community like Euless, and, that, more than likely, there will be no pasture land in ten or fifteen years. He stated that he could not understand why some of the tax money could not be used to de- velop the area instead of improving existing areas. He stated he did not consider they should be taxed for something they are not getting. The question was asked -- Wlit will the people in the annexed area recieve of tangible value from the Bond Election ? - -- their taxes will be raised. Mayor Fuller stated, for one thing, storm sewers would be put in to take off the run -pff water. City Manager Cowell informed the group of plans to locate public parksiin this area for their children as well as other citizens of the community. Mr. Cowell further stated that theme is a long range plan whereby all would benefit. Mayor Fuller inquired as to what the people would consider as a fair tax, and, was adtised that the people wanted to be de- annexed - -and, when the city could come into the area and develop it, they would not mind being a part of Euless and paying taxes . After further discussion Mayor Fuller suggested that three people for the Minters Chapel -Glade Road Property 0v crs Association and three members of the City Council meet with the Tax Collector- Assessor and attempt to work out a solution to this matter. Thursday, June 25, 1964, was tenatively set at the date for the meeting at the Tax Office; and, that any decision re- dAIting from the meeting would be presented to the City Council and to the Minters - Chapel -Glade Road Property Owners Association for ratification. City Manager Cowell commented that he realized de- annexation is what the comririttee was instructed to seek, however, the City of Euless wants this area to be a part of Euless and he sincerely hopes an amicable, agreement canoe reached to satisfy all concerned.
