CALL TO ORDER
The regular meeting of th,e Euless
City Council was called to order by Mayor W. G. Fuller with the follow-
ing councilmen in attendance: Messrs. Don Warren, Frank Douglass, Bobby,
Fuller and Bill Byers, Absent: Councilman Billy Owens.
Also present were City Manager Lee
Cowell, City Attorney James Cribbs and City secretary Vada Ferris.
INVOCATION
The Reverend Mr. D.L. Englehardt,
pastor.of Euless Presbyterian Church, presented the invocation.
APPROVAL OF MINUTES
Minutes of Regular Council meeting,
June 9, 1964, called council meeting, June 16, 1964, and called council
meeting, June 17, 1964, were approved by general consent of the council
members.

NO, 121 --- MR. ZOLON WILKINS
Mayor Fuller stated a Public Hearing
was in order for Zoning Case No. 121 which is a rezoning request sub-
mitted by Mr. Zolon Wilkins. City Manager: Cowell read ltern II, Council
Minutes May 26, 1964, which states that a Public Hearing shall be held
on June 23, 1964, to consider the rezoning of th &s property from "A"
Single Family Dwelling to "A -3 *1 Multiple Family Dwelling.
Mr. Wilkins had, in his original re-
quest to the Planning and Zoning Commission, specified twelve lots for
rezoning; however, the Planning and Zoning Commission had approved
rezoning of nine lots where construction is complete, and deleted three
(3) lots. Mayor Fuller recognized.Mr. Pat Garrett, Attorney for Mr. Zolon
Wilkins, who stated that his client is still desirous of constructing
units on the three lots he ins across the street from the nine units
already completed.and that, contrary to rumors circulating,the units
will be the same type as those previously built.
The following persons spoke against

the rezoning, stating they do not want duplexes or apartments in the
area; Mr. Perry Nash, Mr. and Mrs.fl. F. Willis (909 Vine Street),
Mr. Frank Fletcher, Mr. Llo�7d`Young, Mr. W. E. Perry, Mrs. Effie
McCoy, and Mr, Bill Wade.

that the tenants are.fine people - -many of them are professional people,
After considerable discussion', Council-
man Douglass made the motion that the council concur with the recommenda-
tion from the Planning and Zoning Commission and rezone only the nine
lots with eonsttuetion completed; The motion died for a lack of a
second.
Councilman Warren stated 'he would
like to know how building permits were secured for the structures on
the nine lots 'it the ' property was not zohea ror this type's truetur'e.
City Attorney Cribbs stated that this was an error on the part of the
City. Councilman Warren stated that he considered the City should
have very strict zoning laws in order to regulate the zoning in the
City. '
Councilman Warren made the motion
that the council concur with the Planning and Coning Commission recom-
mendation and rezone only the nine lots with completed structures: The
motion was seconded by Councilman Dbu6dass and the vote is as follows:
Ayes: Councilmen Warren and Douglass
Noes: Councilman Fuller.

Councilman Byers stated although he does bot have an interest in the
property in this case, he will abstain since he has property in the
area.

Mayor Fuller declared the motion

Mayor Fuller stated a Public Hearing
was in order for the rezoning request from "A" Single - Family dwelling
to "A -3" Multiple Family Dwelling submitted by the Eulesss Presbytetian
Church; specifically 2.80 acres of land on Simmons Drive. Mr. Walter
Hicks stated that the church de'si -res to have this property rezoned be-
cause they' wish to sell this tract which the church does not need and
funds from the sale would help sustain the church.
Messrs, J. B, Brown and Jimmy
Bratcher stated they were opposed to the rezoning of the property
because they were concetmed about the use 'of the land after rezon-
ing. Each stated they thought their property would decrease in
value if their= property is rezoned as requested.
Reverend Mr.Englehardt commented that,
usually the Presbyterian Church purchased about a four acre site for
its use, however, the site they have now has eight acres and the

owner would not sell a part of the.tract - -it was necessary for them
to purchase all of it. He stated that the church would be most con-
cerned about the use of the land, also, since it will -be adjacent'to
the church property.
After considerable discussion and view-
ing of plats, Councilman Fuller made the motion the council approve
the rezoning request as submitted by the Presbyterian Church and re-
zone the property from "A" Single Family Dwelling to "A -3" Multiple
Family Dwelling. Councilman Douglass seconded the motion and the vote
is as follows:
Ayes: Councilmen Fuller, Douglass and Byers.
Nays: Councilman Warren.
Mayor. 'Fuller declared the motion
carried.
(City Attorney Cribbs suggested
each rezoning request and accompanying plat pertaining to the property
be submitted to the engineers before the request is submitted to the
Planning and Zoning Commission. )

ORDINANCE NO. 225
REGULATING SPEED ON HIGHWAY 157
City Manager Cowell presented a
Speed Zone Ordinance submitted b the Texas Hi hway Department regulat-
ing the speed on Highway No. 157yapproaching Highway 183, north and
south. He recommended that the council approve this ordinance as
submitted.
After discussion Councilman Byers
made the motion that the rule be suspended for the Second Reading and
Ordinance No,' 225 be passed as an emergency measure on Firet Reading,
Couooilman Douglass seconded the motion which carried unanimously.

IV.
OFFICIAL NEWSPAPEP,
City Manager Cowell stated that on
April 28, 1964, the City Council had designated the -Daily News Texan
as the Official Newspaper for the City of Euless until July 1, 1964.
He 'advised that the Euless Herald, having been in operation one year,
has requested to be designated as the official newspaper. City'Manager
Cowell stated that he would recommend that the Euless Herald be desig-
nated as the Official Newspapea for the City of Euless, effective
July 1.5, 1964, fox a period of three (3) months on a trial basis,
After discussion, Counailman Fuller made the motion that the Daily
News Texan be designated as the Off'ieiar, Newspaper until July 15, 1964,
and, beginning July 15, 1964,.the Euless Herald, for apperiod of three
(3) months on artrial bails, be designated as the Official Newspaper
for the City of Euless. Councilman Byers seconded the motion which carried
unanimously.

AIR CONDITIONING: CITY HALL
Councilman Byers made the motion
that City Manager Cowell proceed with plans for air- conditioning the
City H al l at a cost not tmexceed $2,000.00. Councilman Warren sec-
onded the motion which carried unanimously. "
VI ,
COMMITTEE APPOINTMENT
Mayor Fuller appoilattted Councilmen
Byers, Fuller and Douglass to meet with a committee from the ',Minters
Chapel -Glade Road Property Owners Association and Tax Assessor - Coll-
ector Smith, Wednesday, June 24th at 7:30 P. M. as suggested in the
council minutes, June 17, 1964.
VII.
RESOLUTION:* BOND ELECTION '
Mr. 'Morrow; Bond Attorney, presented
the "Notice of Election for the Issuance of Bonds," Mayor "Fuller re-
quested the Resolution be read in its entirety. Mr. Morrow read the
resolution as requested by the Mayor. After discussion, Councilman
Douglass made the motion that the Resolution be approved as presented
by Mr. Morrow. Counci. man Byers seconded the motion which carried
unanimously. (Copy of Resolution, Affidavit of Posting, aid Resolution
Minutes on file in Office of City Secretary.)

SECOND READING: ORDINANCE NO.
226 - REZONING BELL -HI ADDITION
City Attorney Cribbs presented second
reading of Ordinance No. 226 designating a change in zoning from're=
sidential to Commercial for property in the Bell- Hi Addition. Council-
man Fuller made the motion that Ordi,n'ance No. 226 be approved on S�k`and
Reading.. Councilman Warren seconded the motion which carried unanimously.

FIRST READING: ORDINANCE
ZONING CASE NO. 125, SPOT ZONING
City Attorney Cribbs read an Ordinance
designating a zoning change from "A" Single Famil3r Dwelling to "C"
Commercial for properties located in various section of the city; the re-
zoning request having been submitted by the Planning and Zoning Commission.
City Attorney Cribbs stated that he is submitting this Ordinance for
First Reading as requested by the Council, June 9, 1964, however, he
suggests that, before this Ordinance is given Second Reading, the legal
description of these propertiesbe submitted to the City Engineers
for verification of the metes and bouildds. After - discussion, Councilman
Douglass made the motion that this Ordiance be approved on First Readingg
and the legal description submitted to the City Engineers as suggested by

-by the City Attorney. CouncilmanPByers seconded the motion and the vote
is as follows:
Ayes: Councilmen Doug. ass, Byers, and Fuller
Noes: Councilman Warren
Mayor Fuller declared the motion carried.

F I FST READING: ORDINANCE
REZONING CASE NO. 123
City Attorney Cribbs read an Ordinance
designating a zoning change from "1A"' Single Family Dwelling to "B " Local
Business for properties located in various sections of the city; the re-
zoning request having been submitted by the Planning and Zoning Commission.
City Attorney Cribbs stated that he is submitting this Ordinance for First
Reading as requested by the council, June 9, 1964, however , he suggests
that before this ordinanceE-s given Second Reading the legal description
of these properties be submitted to the City Engineers for verification
of the metes and bounds. After discussion, Councilman Douglass made the
motion that this Ordinance be approved on First Reading and the legal
description submitted to the City Engineers as suggested by the City
Attorney.
Ayes: Councilmen Douglass , Byers and Fuller
Noes: Councilman Warren
Mayor Fuller declared the motion carried.
XI .
RRTTRRA TFNTT
City Manager Cowell informed the
council that he is requesting their consideration for a retirement
plan for city employees for the ensuing fiscal year. He stated that
the Texas Municipal Retirement System has an excellent plan for City
Employees and he will submit material explaining the program if the
council so desires.
CITY MANAGER *S SALARY
Councilman Byers commented that at the
time Mr. Cowell was employed as City Manager, the council had discussed
the possibility of an increase in salary within six months and considering
the fine job Mr. Cowell has exhibited as City Manager, Mr. Byers stated he
considers a salary increase should be considered at this time. Councilman
Fuller stated that he considers Mr. Cowdll has performed his duties as
City Manager with vig.ozous enthusiam and diligence and he, therefore,
moved that City Manager Cowell receive a $300.00 annually increase in
salary effective July 1, 1964. Councilman Douglass seconded the motion
which carried unanimously.
XIII.
STATEMENT: JARVIS , PUTTY AND

City Manager Cowell presented a state-
ment from Jarvis, Putty and Jarvis, Architects in the amount of $1750.00
for architectural services to completion of Capital Improvement Program.
Councilman Byers made the motion to approve the statement as presented
and authorized payment thereof. Councilman Warren seconded the motion
which carried unanimously.
