MINUTES OF A REGULAR MEETING OF '1'HE. EULESS CITY COUNCIL DECEMBER 12, 1989 PRECOUNCIL SESSION 1989 -191 The precouncil session of a regular meeting of the Euless City Council was convened in open session in the. Administration Building Conference Room at 6 :00 p.m., on Tuesday, December 12, 1989. Those present were Mayor Harold D. Samuels, Mayor Pro Tem Glenn D, Walker, and Counci? members crank Douglass, Bob Eden, Mary Lib Sales and Rory Sternfels . EXECUTIVE SESSION The business of the precouncil session being concluded, the City Council adjourned at 6 :48 p.m. and convened in an executive session for the purpose of discussing personnel matters. The business of executive session being recessed at. 7 :01 p.m., the City Council went into a regular meeting of the Euless City Council.. CALL TO ORDER A regular meeting of the Euless City Council was called to order at 7:03 p.m., on Tuesday, December 12, 1989, in the Council Chambers of the Euless Municipal Building, by Mayor Harold D. Samuels. Those present wsere Mayor Pro Tem Glenn D. Walker, Counciimembers Frank Douglass, Bob Eden, Mary Lib Saleh and Ron Sternfeis, Staff Members Present Tom Hart, City Manager Jim Hickerson, Assistant City Manager /Finance Director B. Kay Godbey, Assistant City Manager /City Secretary Paul_ Wieneskie, City Attorney Rick Herold, Director of Community Services Steve Norwood, Assistant to the City Manager. Rod Tyler, Senior. Planner James Knight, City Engineer Linda Lux, Deputy City Secretary Visitors Leon Hogg Tom LeMaster Robert and Anita Head. Mary Glover Bill Harmon Harold and Thelma Wells and other interested parties 1989 --192 Euless City Council Regular Meeting December 12., 1989 - Page Two PLEDGE OF ALLEGIANCE Mayor Pro Tem Glenn Walker led the pledge of allegiance. INVOCATION The invocation was given by Councilwoman Mary Lib Sale:h. ITFIi NO. 1: PRESENTATION OF EMPLOYEE SERVICE PINS Mayor Samuels presented ten year service pins to Tom Lenaster, Leadman in the Streets and Utilities Department, and Lt. Mark Lipman, Fire Department. Mayor Samuels extended his and the City Council's thanks and appreciation for their hard work and years with the City. ITEM NO. 2: SPECIAL PRESENTATION Mayor Samuels along with Mary DeWitt and Jeffrey Tate, coordinators for the SERVE Program, presented a plaque to Anita Head, Library volunteer, honoring her as "Volunteer of the Year - 1989." Mayor Samuels extended his and the City Council's thanks and appreciation for her hard work with the City. OLII BUSINESS ITEM NO. 3: CONSIDERATION OF ORDINANCE NO. 1017 Mr. Walker moved to approve the second. and final reading of Ordinance No. 1017, amending certain sections of Chapter 1 1%2 of Ordinance No. 1005, that amends the Code of Ordinances by the addition of "Schedule of Fees." Mrs. Saleh seconded the motion. Ayes: Messrs. Douglass, Eden, Mrs. Saleh, Messrs. Sternfels and Walker. Nays: None Mayor Samuels declared the motion carried. ITEM NO. 4: CONSIDERATION OF ORDINANCE NO. 1018 Mr.. Douglass moved to approve the second and final. reading of Ordinance No. 1018, re_w:arding Proposition 5 that gives local option to continue taxing goods in transit. Mr. Sternfels seconded the motion. Ayes: Messrs. Douglass, Eden and Sternfels Nays: Mrs. Saleh Abstain: Mr. Walker Mayor. Samuels declared the motion carried. 1.989 -193 Euless City Council Regular Meeting December 12, 1.989 - Page Three ITEM NO. 5: CONSIDERATION OF ACCEPTING A REPORT FROM THE CITY MANAGER Mr. Eden moved to extend consideration. of accepting a report from the City Manager, relating to compatible land -use areas controlled within the airport boundaries of the Dallas/Fort Worth international Airport:, to the January 9, 1990, City Council. meeting. Mr. Douglass seconded the motion. Ayes: Messrs. Douglass, Eden, Mrs. Saleh, Messrs, Sternfels and Walker Nays: None Mayor Samuels declared the notion carried. ITEM NO. 6: CONSIDERATION OF ACCEPTING A REPORT FROM THE CITY MANAGER Mr. Eden moved to extend consideration of accepting a report from the City Manager, relating to the impact of proposed airport expansion on public. land, open spaces, recreation areas and historic sites within the City of Euless, to the January 9, 1990, City Council. meeting. Mr. Douglass seconded the motion. Ayes: Messrs. Douglass, Ede::, Mrs. Saleh, Messrs, Sternfels and Walker Nays: None. Mayor Samuels declared the motion carried, NEW BUSINESS ITEM NO. 7: AUDIENCE REQUESTED BY MR. DAVID L. GUJINAN Mr. David. 1. Guinan, 215 Wooddale, Euless, Texas, presented a petition to the Council from the homeowners of Woodlands Ill, regarding the D<FW Airport expansion. He stated the homeowners are supporting the position of No Runway 1.6/34" within the City of Euless. Mayor Samuels accepted the petition and thanked all the homeowners in the audience for supporting the Council, ITEM NO. 8: CONSIDERATION OF BID AWARD NO. 89 -02O Mr. Douglass moved to approve awarding the low bid of $31,061.85 to Bruton -Mann Paint and Floor Covering, 1551 West Berry, Fort Worth, Texas, Bid No. 89 -020, that met specifications for carpeting the Municipal Building, Library and the new office area in the old gyxura.asium in the Administration Building. 1989 -194 Euless City Council Regular Meeting December 12, 1989 - Page Four ITEM NO. 8: CONSIDERATION OF RID AWARD NO. 89 -020 (cont) Mrs. Saleh seconded the motion. Ayes: Messrs. Douglass, Eden, Mrs. Saleh, Messrs. Sternfe.ls and Walker Nays: None Mayor Samuels declared the motion carried. STAN REPORTS ITEM NO 9: CITY MANAGER'S REPORT Mr. Hart stated he had nothing to report. IT» NO. 10: CITY ATTORNEY'S REPORT Mr. Wieneskie stated he had nothing to report. ITEM NO. 11: CITY SECRETARY'S REPORT The minutes of the November 28, 1989, City Council meeting were approved as written. ITEM NO. 12: CITY ENGINEER'S REPORT Mr. Knight. advised the Council that the Texas State Department of Highways and Public Transportation has scheduled State Highway 360 bid letting for January 1990, and has rescheduled State. Highway 10 bid letting for February 1990. ITEM NO. 13: CITY COUNCIL REPORTS Mrs. Saleh stated that she had received many compliments on the Euless berm and the Twelve Days of Christmas' signs in front of the City complex. Mr. Sternfeis stated that he was glad to see the Volunteer Program for the community progressing. Mr. Douglass wished everyone a Merry- Christmas and a Happy New Year. 1989 -195 Euless City Council Regular Meeting December 12, 1989 - Page Five ADJOURNMENT There being no further business before the City Col ;n.c:i1, the meeting was ad- journed at 7:29 p.m, Mayor Samuels announced that the City Council would reconvene into an executive session for discussion of litigation. Samuels reconvened the Executive Session at 7:35 p.m. for the discussion of litigation, The business of executive session being concluded, the City Council adjourned at 8:33 p.rn.
