The precounc::Li session of a regular meeting of the Euless City Council
was convened in open session in the Administration Building Conference
Room. at 5 :45 p.m., on Tuesday, April 10, 1990. Those present were
Mayor Harold. D. Samuels, Mayor Pro Tem Glenn D. Walker, and
Counc_:i.ime:£tibers Frank Douglass and Bob Eden.
CALL TO ORDER
A regular meeting of the Euless City Council was called. to order at
7:01 p.m., on. Tuesday, April 10, 1990, in the Council Chambers of the
Euless Municipal Building, by Mayor Harold D. Samuels. Those present
were Mayor Pro Tem Glenn D. Walker, Coun.c:i.l.n3en3bers Frank Douglass and
Bob Eden.

Councilmewber Bob Eden led the pledge of allegiance.
INVOCATION
The invocation was given by Mayor Pro Tem Glenn D. Walker.
OLD BUSINESS
ITIFi NO. 1: CONSIDERATION OF ORDINANCE NO. 1.020
Mr. Douglass moved to approve the second and final reading of Ordinance No.
1020, adopting the Land -Use Assumption Plan for the City of Euless, Texas, in
connection with the proposal for the adoption of a capital improvements plan
and :impact fees for financing thereof.
Mr. Walker seconded the motion.
Ayes: Messrs. Douglass, Eden and Balker
Nays: None.
Mayor Samuels declared the motion carried.
ITEM NO. 2: CONSIDERATION OF ORDINANCE NO. 1021.
Mr. Walker moved to approve ':rile second. and final reading of Ordinance No. 1.021,
allowing the maximum residential homestead exemption of 20 percent by State law
for the. 1990 tax year.
Mr. Eden seconded the motion.
Ayes: Messrs. Douglass, Eden and Walker
Nays: None.
Mayor Samuels declared the motion carried.

NEW BUSINESS
ITEM NO. 3: CONSIDERATION OF RESOLUTION NO. 90 -728
Mr. Douglass moved to approve Resolution No 90-728 appoint.thg the City
Secretary as Records Management Officer for the City of Euless, per staff
recommendations.
Mr. Walker seconded the motion.
Ayes: Messrs. Douglass, Eden and Walker
Nays: None
Mayor Samuels declared the motion carried.
ITEM NO, 4: CONSIDERATION OF RESOLUTION NO, 90 -729
Mr. Eden moved to approve Resolution No. 90 -729, supporting the creation of the
Tarrant County Crime Control and Prevention District, per staff's
recommendation.
Mr. Walker seconded the motion.
Ayes: Messrs. Douglass, Eden and Walker
Nays: None
Mayor. Samuels declared the motion carried.
ITEM NO. 5: CONSIDERATION OF CALLING A PUBLIC HEARING
Mr. Walker- moved to approve calling a public hearing for a capital improvements
plan and adoption. of impact fees for Tuesday, May 22, 1990.
Mr. Douglass seconded the motion.
Ayes: Messrs. Douglass, Eden and Walker
Nays: None
Mayor Samuels declared the motion carried.
ITEM NO. 6: CONSIDERATION OF BTD AWARD NO. 90 -09
Mr. Douglass moved to approve awarding the low bid to Preferred Office Supply,
Bid No. 90 -09, with a 51 percent discount for office supplies, excluding
furniture and el.ect:roni.cs, per staff's recommendation.

Mr. Walker seconded the motion.
Ayes: Messrs. Douglass, Eden and Walker
Nays: None
Mayor Samuels declared the motion carried.
ITEM NO. 7: CONSIDERATION OF BID AWARD NO. 90 -08
Mr. Eden moved to approve awarding the only bid received to Seobee Foods, Inc.,
Dallas, Texas, Bid No. 90-08, regarding food for the jail inmates, per staffs
recommendation.
Mr. Walker seconded the motion.
Ayes: Messrs. Douglass, Eden and Walker
Nays: None
Mayor Samuels declared the motion carried.
STAFF REPORTS
ITEM NO. 8: CITY MANAGER'S REPORT
Mr. Hart stated he had nothing to report.
ITEK NO 9: CITY ATTORNEY'S REPORT
Mr. Cribbs stated. he had nothing to report..
TTFM NO. 10: CITY SECRETARY'S REPORT
The minutes of the March 27, 1990, City Council meeting were approved as
wr itten.
TTEM NO 1.1.: VARIOUS STAFF REPORTS
Assistant City Manager H. Kay Godbey advised the Council that Mr. Sustaire had
visited City Hall today. Ms. Godbey also introduced Ms. Betty Harrell, who has
submitted an application for the position of City Secretary.
Mayor Samuels introduced the following candidates for the May 5, 1990, election:
Incumbent Frank Douglass for Place 1, Bobby Baker and incumbent Glenn D. Walker
for Place 3, along with Ron Henson and Todd Smith for Place 5.

ITEM NO. 12: CITY COUNCIL REPORTS
There were no further reports or comments from the City Council.
ADJOURNMENT
There being no further business before the City Council, the meeting was ad-
journed at 7:25 p.m.
