Chambers of the Euless Municipal Building, by Mayor Harold D. Samuels. Those present were Council Members Bobby Baker, Frank Douglass, Mary Lib Saleh and Peter Staks. Mayor. Pro Tem Bob Eden was not present. Staff Members Present Tom Hart, City Manager H. Kay todbey, Assistant City Manager Bob McFarland, City Attorney Susan Grim, City Secretary Steve Norwood, Assistant to the City Manager John Craig, Director of Development Tom Cox, Director of Administrative Services K. B. Fuller, Police Chief Lee Koontz, Fire Chief Rick Herold, Director of Community Services Debra Forte, Director of Fiscal & Human Resources Julia Wakeley, Recreation Manager Kyle McAdams, Fleet Superintendent Becky Null, Secretary to the Assistant City Manager Visitors Leon Hogg Marty Case Bill Brown Charles Miller Ron Henson Helen Lightbody Roy Power Richard McNeese Robert. (Pete) Allen Pete Jacobs and other interested parties 1990-166 Euless City Council Called Public Hearing Meeting August 28, 1.990 - Page Two PUBLIC REARING Mayor Samuels called the Public Hearing to order at 7:00 p.m. City Manager Tom Hart introduced Debra Forte, Director of Finance, who stated that the public hearing is held as required by law when a City increases its tax rate between 3% and 8 %. The tax rate for the 1989 -1990 Fiscal Year was 48.75% per $100 valuation of property, The tax rate proposed for the 1990- 1991 Fiscal. Year is 54.085% per $100 valuation. She illustrated the typical tax bill for an average homeowner's property tax liability and gave the breakdown of the tax dollar for a citizen of Euless between the City, the school. district, County, hospital and college. Mr, Hart. stated that a city manager never likes to recommend a tax increase and while he is reluctant, he believes that it is unavoidable at this time. He said it appears many of the surrounding communities are doing the same. Mayor Samuels said that as an elected official he, too, does not like to see the taxes increase, but that due to airport costs and the Council's desire to give the employees raises, it is necessary. There were no comments from the audience. Councilman Douglass moved to adjourn the public hearing. Councilman Baker seconded the motion. Ayes: Council Members Baker, Douglass, Saleh and Stairs Nays: None ADJOURNMENT Mayor Samuels declared the public hearing adjourned. APPROVED: Harold D.
