Euless City Council was called to order at. 5:00 p.m., on Tuesday, September 25, 1990, in the downstairs Administration Building Conference Room. The City Council met in executive session for the purpose of discussing pending litigation as as authorized by V.T.C,S, Article 6252 -17, Section 2 (e). ;.hose present were Mayor Harold D. Samuels, Mayor Pro Tem Bob Eden, and Council Members Bobby Baker, Frank Douglass, Mary Lib Saleh and Peter Staks. COUNCIL CONSIDERATION OF SCHEDULED ITEMS - -- COUNCIL CHAMBERS The Euless City Council continued their meeting to the Council Chambers at 7 :00 p.m. for the consideration of scheduled items. Staff Members Present Tom Hart, City Manager H. Kay Godbey, Assistant. City Manager Bob McFarland, City Attorney Susan Cram, City Secretary John Craig, Director of Development Lee Koontz, Fire Chief K. B. Fuller, Police Chief Debra Forte, Director of Fiscal F. Human Resources Modesto Mundo, Intern Shelly Powell, Public Relations Coordinator Buddy Green, Battalion Chief, Fire Department Kevin Mercer, Assistant Building Official, Code Enforcement Visitors Kevin Ritchie, City Manager, City of Juneau, Alaska and other visitors as shown in register. 1990-199 Euless City Council Regular Meeting September 25, 1990 - Page Two PLEDGE OF ALLEGIANCE Councilman Frank Douglass led the pledge of allegiance. INVOCATION The invocation was given by Mayor Harold D. Samuels. ITEM NO. I: PRESENTATION OF SERVICE PINS Mayor Samuels presented a twenty year service pin to Buddy Green, Battalion Chief in the Fire Department and also presented a fifteen year service pin to 1<. B, Fuller, Police Chief. Mayor Samuels extended his and the City Council's thanks and appreciation for their hard work and years with the City. NEW BUSINESS ITEM NO. 2: APPROVAL OF A CONTRACT Councilman Eden moved to authorize the City Manager to enter into a contract with the City of Grapevine for the Environmental. Health Department of the City of Euless, to provide food establishment, day care, and swimming pool inspections for the City of Grapevine, subject to the City Attorney verifying that the City's insurance coverage is adequate. Councilwoman Saleh seconded the motion. Ayes: Council Members Baker, Douglass, Eden, Saleh and Staks Nays: None Mayor Samuels declared. the motion carried. ITEM NO 3: APPROVAL TO AUTHORIZE THE MAYOR TO EXECUTE RRQUESTED RELEASES OF CERTAIN TEMPORARY CONSTRUCTION EASEMENTS Councilman Staks moved to authorize the Mayor to execute requested releases of certain temporary construction easements regarding the property owned by Tom Purvis, currently occupied by Ritchie. Brother's Auctioneers on S. H. 121. Councilman Baker seconded the motion, Ayes: Council Members Baker, Douglass, Eden, Saleh and Staks Nays: None Mayor Samuels declared the motion carried. i990 -200 Euless City Council Regular Meeting September 25, 1990 - Page Three ITEM NO 4: APPROVAL OF BTD AWARD Councilman Eden moved to approve all the low bid awards on Fire Station No. 3, Phase IT with the exception of; (1) remove fuel tanks, (2) building slab, (3) concrete site work (4) wall panels and piers, and (5) structure, steel and deck. Councilman Douglass seconded the motion. Ayes Council Members Baker, Douglass, Eden, Saleh and Staks Nays: None Mayor Samuels declared the motion carried, ITEM NO 5: APPROVAL TO AUTHORIZE RENOVATION OF SIMMONS BUILDING Councilwoman Saleh moved to approve authorizing the City Manager to proceed with the renovation of the Simmons Building for senior citizen activities. Councilman Baker seconded the motion. Ayes: Council Members Baker, Douglass, Eden, Saleh and Staks Nays: None Mayor Samuels declared the motion carried. ITEM NO 6: APPROVAL OF CITY POLICY ON TRAVEL AND TRAINING Councilwoman Saleh moved to approve the Fiscal Policy on Travel and Training as prepared by the Fiscal and Human Resources Department with the amendment that the policy apply to City employees and other official representatives of the City and to state in the second paragraph of Item 2. SCOPE that "A designated spouse program or special circumstances must exist and functions much be deemed to he benefic:i.al to the business interest of the City." Councilman Douglass seconded the n3ot ion. Four ITEM NO 7: APPROVAL OF BID AWARD Councilman Eden moved to approve the bid award for renewal of the Fire. Department uniform contract. originally awarded. in September, 1989, to Uniforms of Texas, Inc. Councilman Staks seconded the motion. Ayes: Council Members Baker, Douglass, Eden, Sal.eh and Staks Nays: None Mayor Samuels declared the motion carried. STAFF REPORTS ITEM NO. 8: CITY MANAGER'S REPORT Mr, Hart. stated he had nothing to report. ITEM NO 9: CITY ATTORNEY'S REPORT Mr. McFarland stated he had nothing to report. ITEM NO. 10: CITY SECRETARY'S REPORT The minutes of the September 11, 1990, City Council meeting were approved as written, with the following corrections: Item No. 10 - adding "conducted through the Code Enforcement Department" and Item No. 14 - changing "accommodations" to "commendations ". ITEM NO. 11: VARIOUS STAFF REPORTS No staff reports were given. ITEM NO. 12: CITY COUNCIL REPORTS Councilman Staks thanked the Mayor for his fine presentation on Monday, September 24, 1990, at the Draft Environmental. Impact. Study Public Hearing, Councilman Staks was very appreciative of all the citizens who attended the [haft. Environmental Impact. Study Public Hearing. Mayor Samuels commented on the united. effort of the City of Euless, and stated that there seemed to be fewer differences of opinions, among the elected officials, staff and citizens, than in other cities. 1990 -202 Euless City Council Regular Meeting September 25, 1.990 - Page Five Iii NO 12: CITY COUNCIL EXPORTS (cont.) Coun.cil.womn. Saleh thanked Debra Forte. and the Human Resources group for the recent Health Fair. Councilwoman Saleh stated that every ten years the State Library Conference is held and that Betty Yarbrough, Library Manager, is on the State Steering Committee. She and Betty Yarbrough attended the meeting last Saturday and the following topics were discussed: (.3.) productivity, (2) democracy and (3) literacy. Councilwoman Saleh also commented on the letter recently received from Mr. Charles Little, complimenting the City and the employees he worked with in the Code Enforcement Office. Councilwoman Saleh reported that she liked the new signs now being put. out when the city crews are working on projects, such as in Morrisdale, and the residents have said how pleasant the city workers are. Mayor Samuels introduced Mr, Kevin Ritchie, City Manager for the City of Juneau, Alaska, who was here visiting City Manager Tom Hart. Councilman Douglass read a statement of concern and clarification regarding the 1.99011991 Fiscal Year Budget; "I don't want our citizens to think we were divided on this issue, but there was no indication in our workshops or precoun.cil sessions that the proposed budget was objectionable to anyone on the City Council or City Staff. We all seemed in complete agreement up until the approval of Ordinance No 1032, as presented on August 28, 1990. All Council and staff members had much input and discussions thereto, all expressed their opinion that this was a1he best fiscal budget that we could present to our citizens under the present economic conditions alter much cutting hack, realigning and generally tightening our belts in most areas of the present document. We worked hard for agreement and cooperation. It hurts for any of us to ask for a tax increase, especially after each council person tried so hard to find a better resolve. It saddens me to know a council member might have spoken up with a better alternative, but did not I'm wondering, has our open floor and person to person communications failed us? Maybe next time we can have better dialogue, more frankness and greater harmony . Let's pray for it." An unidentified man in the audience questioned the City's bidding process, specifically on the Fire Station No 3 bids. The City Manager and City Attorney explained the procedures to him and told him he was eligible to bid on the portions of the work that are going to be rebid. 1990-203 Euless City Council Regular Meeting September 25, 1990 - Page Six ADJOIRNMENT There being no further business before the City Council, the meeting was ad- journed at 750 p.m. APPROVED: / Harold D.
