CALL TO ORDER
The regular meeting of the Euless City
Council was called to order at 8:00 P. M. in the council chambers of the
Euless C i t y H a l l by Mayor W. G . F u l l e r w i t h the f o l l o w i n g councilmen i n a t t -
e n d a n c e : Messrs. B i l l y Byers, Frank Douglass, Don Warren and Bobby Fuller.
Absent: Councilman B i l l y Owens.
Also present were City Manager Lee Cow-
ell, City Attorney James Cribbs and City Secretary Vada Ferris.

Councilman Billy Byers presented the in-
vocation.
APPROVAL OF MINUTES
Minutes of the regular meeting of July
23, 1964, were approved by general consent of the council.

Visitors in attendance were: Messrs.
B i I I Rat] i ff and Paul Gregory, representing Reaves, Gregory and Knowlton,
Henry Keller, Fiscal Agent, Donald E. Jarvis, representing Jarvis, Putty
and Jarvis, H. R. Kuehn, W. J. "Doc" Hyde, Mrs. Frank Douglass, Mrs. George
Clark, Ralph E. Zeitz, Thomas L. Thompson, Frank Dumas and Jimmy W. Jones.
REPORT BY ENGINEER,
ARCHITECT AND FISCAL AGENT
Mr. Paul Gregory informed the council
that his firm, Reaves, Gregory and Knowlton are prepared to begin the first
and second phase of the street and drainage program totaling $433,370.00.
Mr. Keller advised the council that, by
law, it is necessary to wait thirty (30) days after the election before sell-
ing the bonds; however, he is making preparations for advertising the sale of
the bonds.
Mr. Jarvis informed the council that his
firm, Jarvis, Putty and Jarvis, Architects, are desirous to begin their work,
however, it is necessary to have a site before buildings can be designed.
After considerable discussion, Council-
man Byers made the motion that Mr. Keller be authorized to proceed with the
sale of the bonds in the amount of $1,100,000.00 just as soon as possible,
and, t o work w i t h C i t y Manager Cowell, who in t u r n w i l l report to the council.
Councilman Warren seconded t'he motion which carried unanimously.
Councilman Douglass made the motion that
Reaves, Gregory and Knowlton, Consulting Engineers, be authorized to coordinate
all plans with City Manager Cowell and proceed with plans for the first and
second phase of the Street and Drainage Program. Councilman Fuller seconded
the motion which carried unanimously.

Councilman Fuller made the motion that
Architects, Jarvis, Putty and Jarvis be authorized to work closely with City
Manager Cowell in the preparations for acquisition of land and design of build-
ings, and to proceed as soon as possible with the program. Councilman Doug-
lass seconded the motion which carried unanimously.
City Manager Cowel1 stated that it may
be possible to complete the construction of the four buildings in the civic
center and the sub -fire station within a year and one -half, and, that after
discussion with the architect it seemed feasible to construct a I I buildings
in the complex at the same time.
After f u r t h e r discussion, a l l members
of the council were in agreement that the architect and City Manager should
begin immediately to locate a suitable site for the Municipal Buildings.
COMMERCIAL FRANCHISE -
GARBAGE DISPOSAL
City Manager Cowell informed the council
that Mr. Maurice Duncan with the Arlington Disposal Service had requested to
appear before the council to discuss the possibility of securing a commercial
franchise agreement with the City Of Euless. Mr, Duncan was not present,
therefore, the council agreed the matter should be,handl4-,d, by the City Manager
if Mr. Duncan wishes to pursue the matter.

City Attorney Cribbs read an Ordinance
designating a Zoning change from "A" Single Family Dwelling to "A -3" Multiple
Family Dwelling for 2.80 acres on Simmons Drive (a portion of Presbyterian
Church Property -legal description defined in Ordinance). After discussion
Councilman Douglass made the motion that the Ordinance be approved on First,
Reading. The motion was seconded by Councilman Fuller and the vote is as
f o I lows:
Ayes: Councilmen Byers, Fuller and Douglass.
Nayes: Councilman Warren.

that the Planning and Zoning Commission had approved a rezoning request sub-
mitted by Mr. M. L. Tillery for the rezoning of property in the J. P. Halford
Survey from Residential to Local Business. Councilman Fuller made a motion to
set the date, August 11, 1964, for a Public Hearing before the City Council
for this property. Councilman Warren seconded the motion which carried unan-
imously.

REZONING REQUEST, MR,
ANDREW HIMES
City Manager Cowell informed the council
that the Planning and Zoning Commission had approved a rezoning request sub-
mitted by Mr. Andrew_ Himes for-the rezoning of property in the J. P. Halford
Survey beginning`at'a point in'the west right of way of North Main Street from
Residential to Local Business. Councilman Fuller made a motion to set the date
August 11, 1964, for a Public Hearing before the City Council for this property.
Councilman Warren seconded the motion which carried unanimously.

ZONING CASE NO. 130
REZONING REQUEST
MR. SEARCY DOBKINS
City Manager Cowell informed the council
that the Planning and Zoning Commission had approved a rezoning request sub-
mitted by Mr. Searcy Dobkins for the rezoning a part of the Kitty House Survey
between Pipeline Road and Highway 183 from Residential to Commercial. Council-
man Fuller made the motion to set the date August 11, 1964, for a Public Hearing
before the City Council for this property, Councilman Warren seconded the
motion which carried unanimously.

TAX RATE
City Manager Cowell informed the council
that Tax Assessor - Collector Smith had advised that it is necessary for his office
to know the tax rate for the fiscal year 1964 -65 as soon as possible. City
Manager Cowell recommended that the tax rate be set at $1.00 per $100.00 valu-
ation for the ensuing fiscal year. After discussion, Councilman Byers made the
motion that City Attorney Cribbs be instructed to prepare an Ordinance establish-
ing the tax rate of $1.00 per $100.00 valuation for the fiscal year 1964 -65.
Councilman Fuller seconded the motion which carried unanimously.

IX.
CHALLENGE:
TENNIS MATCH
Counc'ilman Frank Douglass read a
challenge for a set game of tennis to be held on dedication night of the
new tennis courts at the Euless Junior High School (date to be determined
later). The challenge was issued by Messrs Frank Douglass and Jeff Ball
to Messrs. W. J. "Doc" Hyde and Ralph Zeitz. A signed "scroll" was pre-
sented to become a part of the Official Minutes of the Euless City Council
and is filed in _Off.ice of the City Secretary,

Councilman Byers made the motion to
adjourn. Councilman Fuller seconded the motion which carried unanimously.
The meeting adjourned at 9 :35 P. M,
