CALL TO ORDER

A regular meeting of the Euless City Council was called to order at.
400 p.m., on Tuesday, November 27, 1990, in the downstairs
Administration Building Conference Room. The City Council met in
executive session for the purpose of discussing pending litigation as
authorized by V.'T.C.S. Article 6252-17, Section 2 (g), Those present
were Mayor Harold D. Samuels and Council Members Bobby Baker, Frank
Douglass, Mary Lib Saleh and Peter Staks. Mayor Pro Tem Eden was
absent.
COUNCIL CONSIDERATION OF SCHEDULED ITEMS - - COUNCIL CHAMBERS
The Euless City Council continued their meeting to the. Council
Chambers at 7:08 p.m, for the consideration of scheduled items.

PLEDGE OF ALLEGIANCE
Councilman Staks led the pledge of allegiance.
INVOCATION
The invocation was given by Councilman Baker.
ITEM NO. I: PRESENTATION OF SERVICE PINS
Mayor Samuels presented a 15 -year service pin. to Harland Westmoreland, Sergeant
in the Police Department and 10 -year service pins to Byron Fry Training Officer
in the Fire Department and Debra Riley, Dispatcher in the Police Department-
Mayor Samuels extended his and the City Council's thanks and appreciation for
their hard work and years with the City.
ITEM NO. 2: SPECIAL PRESENTATION
Mayor Samuels presented Johnny Keele with United Parcel Service and Dave Radke
with Ozarka Drinking Water Company, proclamations for lifesaving acts at the
Madrid Apartment fire on November 2, 1990.
OLD BUSINESS
ITEM NO. 3: APPROVAL OF SECOND AND FINAL READING OF ORDINANCE NO. 1039
Councilman Douglas s roved to approve the second and final reading of Ordinance
No. 1039, regarding policies and procedures consistent with the Local Government.
Records Act.
Councilman Staks seconded the motion.
Ayes: Council. Members Baker, Douglass, Saleh and Staks
Nays: None
Mayor Samuels declared the motion carried.
ITEM NO. 4: PUBLIC HEARING HELD
Mayor Samuels explained the public hearing process and opened the public hearing
regarding the Euless Municipal Drainage Utility System,
Assistant City Manager Kay Godbey gave the audience and Council an overview for
Levying a schedule of drainage charges for utility system. Ms. Godbey advised
the audience. that Mr. Phil Philipp, Knowlton-English-Flowers, Inc., the

ITEM NO. 4: PUBLIC HEARING IWJJ) (cont.)
Consulting Engineers, had distributed the "Euless Drainage Projects for Drainage
Utility System, November 1990" booklets to the. Council and the booklet
identifies and discusses the nineteen drainage projects.
Mr. Martin V. Case. Jr., 1306 Shady Creek Drive, Mr. William Teague, 1307 Pebble
Creek Dri< >e. and Mr. Tong Anderson of 3908 `, ildwood, all spoke in favor of the
Municipal Drainage System. Mr. J. B. HornLsher, 1402 Shady Creek Drive and Mr.
Wiley Voorhies, 1202 Shady Creek Drive were also present and indicated they were
in favor of the drainage utility district.
Mayor Samuels asked if there were any other proponents for the public hearing.
There being none, Mayor Samuels asked if there were any opponents to the public
hearing. There being none and no further questions from the Council, the public
hearing was closed.
ITEM NO. 5: APPROVAL OF TEIE FIRST READING OF ORDINANCE NO. 1040
Councilwoman Saleh moved to approve the first reading of Ordinance No. 1040,
levying a schedule of drainage charges for the Euless Municipal Drainage Utility
System.
Councilman Baker seconded the. motion.
Ayes: Council Members Baker, Douglass, Saleh and Staks
Nays: None
Mayor Samuels declared the motion carried,
ITEM NO. 6: APPROVAL OF RESOLUTION NO. 90 -751
Councilman Staks moved to approve Resolution No. 90-751, adopting a "No Donation
Policy ".
Councilwoman Saleh seconded the motion.
Ayes: Council Members Baker, Douglass, Saleh and Staks
Nays: None
Mayor Samuels declared the motion carried.

ITEM NO. 7: CONSIDERATION OF REQUEST FOR PROPOSAL
Councilman Baker moved to approve item (b) regarding computer upgrade for the
Police Department and table until the next. City Counci

Councilman Douglass seconded the motion.

ITEM NO. 10: CITY ATTORNEY'S REPORT
Mr. McFarland stated he had nothing to report.
ITEM NO. 11: CITY SECRETARY'S REPORT
The minutes of the November 13, 1990, City Council meeting were approved as
written, with the amendment of Item No. 9 to include, "the bid was rejected
based on information. from our erw.ineers that indicated possible cost savings
might_ be attained,"
ITEM NO. 12: STAFF REPORTS
There were no staff reports.
ITEM NO. 13: CITY COUNCIL REPORTS
Councilman Staks welcomed City Attorney, Bob McFarland back after being out for
surgery.
Councilwoman Saleh thanked Linda Evans for all her work. on the nice Christmas
Tree lighting tonight and she also thanked Assistant City Manager Kay Godbey for
all her work on the Municipal Drainage Utility System. She also wanted to send
her prayers out. to Mayor Pro Tem Eden who was out tonight due to being in the
hospital.
Councilman Douglass welcomed Mayor Samuels back from leg surgery, as well. as
City Attorney Bob McFarland. He asked that the City Council might consider
naming a street or park after. retired City Manager Blackie Sustaire, who passed
away last Wednesday, November 21st.

ADJOURNMENT
There being no further business before the City Council, the meeting was
adjourned at 8:15 p.m,
