EULESS CITY COUNCIL
TUESDAY, MAY 10, 2011
A regular meeting of the Euless City Council was called to order by Mayor Mary Lib Saleh at
4:00 p.m. on Tuesday, May 10, 2011, in the Precouncil Conference Room of City Hall, 201
North Ector Drive. Those present included Mayor Mary Lib Saleh, Mayor Pro Tem Linda
Martin, Council Members Tim Stinneford, Leon Hogg, Donna Mickan, and Perry Bynum.
Council Member Glenn Porterfield was on a leave of absence due to knee surgery.
During the Precouncil meeting:
➢ Mayor Saleh encouraged the City Council and local community leaders to submit
recipes to be published in the "Tastes of Tarrant County; Feeding our Children ", a
charity cookbook. Proceeds from the sale of the cookbook will benefit the Tarrant
Area Food Bank.
Mayor Pro Tem Linda Martin reported that she attended a luncheon ceremony at the
Village Creek Waste Water Treatment Plant for the presentation of the 2010 EPA
Sustainable Public Health Protection Award by the Texas Water Development Board
to the City of Fort Worth in recognition of the Village Creek Reclaimed Water Project.
The City of Euless, DFW Airport, and the City of Arlington are participants in the
system.
➢ Council Member Tim Stinneford advised that he recently was interviewed by Trinity
Broadcasting Network (Channel 58) regarding volunteerism in Euless. The interview
will air May 30, 2011.
➢ Council Member Donna Mickan reported that she attended the HEB Teen Court
banquet, and accepted an appreciation certificate from the HEB Teen Court Advisory
Board for the City's support of the program.
➢ Council Member Perry Bynum advised that he attended a meeting in Austin with the
Chief of Emergency Management who spoke on the state of preparedness and the
management of grants by jurisdictions.
Police Chief Mike Brown announced that the "Bailin with the Boys" event will be held
on May 19, 2011, 7:00 p.m., at Trinity High School. The charity event supports
several charities including the HEBISD Dropout Prevention Program, and is a
basketball game of former Dallas Cowboys players versus current Cowboys players.
➢ City Secretary Susan Crim reminded everyone of the last day of early voting for the
May 14, 2011, election date.
➢ Texas Star General Manager Glenda Hartsell- Shelton reported on the Mother's Day
Brunch held at Raven's Grille, and added that the Easter Brunch held in April was a
success as well.

➢ City Manager Gary McKamie reported that Council Member Glenn Porterfield was
absent from the meeting due to a recent knee surgery. Additionally, he stated that he
and Council Member Stinneford will be absent from the May 24 meeting as they will
be attending the International Conference of Shopping Centers (ICSC) Conference in
Las Vegas, Nevada.
City Manager McKamie advised that Oncor has scheduled an educational smart
meter demonstration on May 12 and May 13 in the Lowe's parking lot at S.H. 121 and
Glade Road in Euless.
➢ Director of Public Works and Engineering Ron Young and Director of Planning and
Economic Development Mike Collins addressed the City Council regarding the
proposed amendments to the Master Thoroughfare Plan and its impact to the Right-
of-Ways along South Main Street at the intersections of Huitt Lane, Whitener Road,
and South Pipeline Road.
• Director of Planning and Economic Development Collins addressed the City Council
regarding the Ridgecrest development, specifically the grading and drainage plan.
➢ Police Captain Gary Landers presented the code update, including residential and
commercial as well as the apartment inspection program.
➢ Library Administrator Kate Lyon, Director of Parks and Community Services Ray
McDonald, Fire Chief Wes Rhodes, Fleet and Facilities Administrator Kyle McAdams,
Director of Public Works and Engineering Ron Young, Police Chief Mike Brown, City
Secretary Susan Crim and Deputy City Secretary Kim Sutter outlined the financial
impact of proposed legislative actions.
➢ Finance Director Vicki Rodriquez presented the financial update.
➢ City Manager McKamie reviewed the regular agenda items.
CLOSED SESSION
The City Council convened into closed session at 6:10 p.m. for deliberation regarding the
following:
Real property as authorized by Section 551.072 of the Texas Government

ITEM NO. 1. PRESENTATION OF EMPLOYEE SERVICE PINS
Information Services Administrator Dan McLain introduced Computer Support Specialist 11
Jake Dilliplane. Jake was accompanied by his wife, Terri. Council Member Hogg presented
Jake with a service award pin commemorating his five years of service with the City.
Fire Chief Wes Rhodes introduced Firefighter II /Paramedic Saul Padilla. Saul was
accompanied by wife, Cheri, daughters, Olivia and Olissa, and members of the Fire
Department. Mayor Pro Tem Martin presented Saul with a service award pin
commemorating his five years of service with the City.

Fire Chief Wes Rhodes introduced Secretary Melissa Thomas. Melissa was accompanied
by her son, Alex, and members of the Fire Department. Mayor Pro Tem Martin presented
Melissa with a service award pin commemorating her 10 years of service with the City.
Director of Planning and Economic Development Mike Collins introduced Secretary Deborah
Howard. Deborah was accompanied by her husband, Mark, Assistant City Manager Chris
Barker, Senior Planner Stephen Cook, Building Official Kurt Kasson, Inspector II Jeff Lee,
Senior Inspector Jim Moy, Inspector 1 Goose Wall, and Police Captain Gary Landers.
Council Member Stinneford presented Deborah with a service award pin commemorating
her five years of service with the City.
Director of Public Works and Engineering Ron Young and Public Works Manager J.T.
Ackerman introduced Public Works Field Tech !Weldon Mosier. Weldon was accompanied
by his wife, Beverly. Council Member Mickan presented Weldon with a service award pin
commemorating his five years of service with the City.
Human Resources Administrator Carolyn Marshall introduced Benefit Technician Anniece
McKanna. Anniece was accompanied by her mother, Peggy Vandiver, daughters, Alyssa
and LeAnne McKanna, Human Resources Technician Zella Stierwalt, Utility Billing Clerks
Debra Burk and Connie Molina, and Human Resources Generalist Debbie Moss. Mayor
Saleh presented Anniece with a service award pin commemorating her 25 years of service
with the City.
ITEM NO. 2. PRESENTATION OF PROCLAMATION
Council Member Bynum presented a proclamation to Director of Public Works and
Engineering Ron Young proclaiming May 15 through 21, 2011, as National Public Works
Week.
ITEM NO. 3. PRESENTATION OF QUARTERLY POLICE DEPARTMENT UPDATE
Police Chief Mike Brown presented the quarterly Police Department update for the quarter
ending March 31, 2011. Additionally, he explained the difference in the length of time a
dispatcher spends on a fire call versus a police call for service.

APPROVED RENEWAL OF BID NO. 007-09
May10,2011
Approved renewal of Bid No. 007 -09 with T.J. Concrete, 3325 Panola Avenue, Fort Worth,
Texas, for concrete repairs in an amount not to exceed $115,000, and authorized the City
Manager to enter into a contract.
ITEM NO. 5. RATIFIED THE EULESS DEVELOPMENT CORPORATION ACTION
TAKEN ON MAY 9, 2011
Ratified the action of the Euless Development Corporation on May 9, 2011, related to a
lease agreement with Retail Buildings, Inc. (Braum's) for the lease of surplus property
located in the 300 block of N. Main Street for a term of 20 years.

Approved City Council minutes of regular meeting of April 26, 2011.
REGULAR AGENDA
ITEM NO. 7. APPROVED AWARD OF BID NO. 003-11
Council Member Mickan motioned to approve the award of Bid No. 003 -11 for the
construction of street improvements to Baze Road from Glade Road to Priest Lane in the
amount of $1,269,134.50, and authorize the City Manager to enter into a contract with
McClendon Construction Company, Inc., Burleson, Texas.
Council Member Hogg seconded the motion.

Mickan, and Bynum

Mayor Saleh declared the motion carried.
ITEM NO. 8. APPROVED SECOND AND FINAL READING OF ORDINANCE NO.
1907
Council Members Stinneford and Bynum expressed their displeasure with the lack of
cooperation with regard to the owner of the property meeting the requirements of the
previously issued SUP as well as the clear cutting of the trees to the east of the property.
Leslie Garza, general manager of the property, and representing the applicant was present
to address questions relating to the request.
Council Member Stinneford motioned to approve the second and final reading of Ordinance
No. 1907 for a Specific Use Permit on Vine Subdivision, Block A, Lot 1 for a Hotel in C -2
(Community Business District) zoning at 421 W. Airport Freeway with the conditions outlined
by the Planning and Zoning Commission and listed below, and with the stipulation that the

work on the monument sign located on Ector Drive commence within 14 days and the work
be completed before the release of the SUP.
1. Tied to the business owner, Mr. Manny Singh;
2. Tied to the business name, Plaza Suites;
3. The reconstruction of the monument sign for the hotel located on S Ector to be in
compliance with the City of Euless Sign Ordinance Section 84 -232 (51) Euless
Unified Development Code; and
4. Valid for one year.
Council Member Mickan seconded the motion.
City Attorney Olson asked the applicant's representative if she understood the conditions
outlined by the City Council.
Leslie Garza, representing the applicant, stated that she is 100 percent clear on the
conditions outlined by the City Council for the release of the SUP.

ITEM NO. 9. ACCEPTANCE OF CITY SECRETARY'S NOTICE OF UPCOMING
RETIREMENT EFFECTIVE JUNE 30, 2011
Council Member Hogg motioned to accept City Secretary Susan Crim's notice of retirement
effective June 30, 2011.
Council Member Bynum seconded the motion.
Ayes: Mayor Saleh, Mayor Pro Tem Martin, Council Members Stinneford, Hogg,
Mickan, and Bynum
Nays: None
Mayor Saleh declared the motion carried.
ITEM NO. 10. APPOINTMENT OF CITY SECRETARY EFFECTIVE JULY 1, 2011,
AND APPROVAL OF THE CITY SECRETARY'S CONTRACT
Mayor Pro Tem Martin motioned to appoint Kim K. Sutter to serve as City Secretary effective
July 1, 2011, and authorized execution of an employment contract.
Council Member Stinneford seconded the motion.

City Manager McKamie welcomed Kim K. Sutter as incoming City Secretary. Additionally,
he stated that he will miss Susan as she has been a friend and confidant to him, and he
appreciates the role she has served in this city over the past 21 years.
