MINUTES
A regular meeting of the Planning and Zoning Commission was called to order by
Chairman Richard McNeese at 5:30 p.m. on August 1, 2017 in the Pre-Council
Conference Room of City Hall, 201 North Ector Drive. Those present included Chairman
Richard McNeese, Vice Chairman LuAnn Portugal, and Commission Members: Eric
Owens, Ronald Dunckel, and Steve Ellis.
During the Pre-Session Meeting:
➢ Senior Planner Stephen Cook reviewed the regular agenda.
➢ Director of Planning and Economic Development Mike Collins presented the
Development Update.
PLANNING AND ZONING CONSIDERATION OF SCHEDULED ITEMS — PRE-
COUNCIL CONFERENCE ROOM
The Euless Planning and Zoning Commission continued their meeting in the Council
Chambers at 6:30 p.m. for consideration of scheduled items.

ITEM 1. APPROVED PLANNING AND ZONING MINUTES
Commissioner Dunckel made a motion to approve the minutes for the regular meeting
of July 18, 2017.
Commissioner Owens seconded the motion. The vote was as follows:
Ayes: Chairman McNeese, Vice Chairman Portugal and Commission Members:
Owens, Dunckel, and Ellis.
Nays: None
Abstention: None
Chairman McNeese declared the motion carried. (5-0-0)
ITEM 2. HELD A PUBLIC HEARING FOR SPECIFIC USE PERMIT CASE NO. 17-
07-SUP AND RECOMMENDED AN ORDINANCE
Chairman McNeese opened the public hearing at 6:31 p.m.
Senior Planner Stephen Cook gave a brief description of the case. La Quinta Hotels is
seeking a Specific Use Permit for a mid-scale limited service hotel to be located on the
east frontage road of SH 121. La Quinta is proposing an eighty-five (85) room hotel under
the La Quinta Del Sol branding. The proposed hotel will be a four-story structure and
contain 48,490 square feet.
Access and Parking. Access to the hotel will be from the northbound frontage road of SH
121 and a mutual access easement connecting the property to Centurion Boulevard on
the north. Surface parking will meet the required parking for the structure.
The hotel's primary facade and entry will face to the west with a porte-cochere.
Architecture and Design. The La Quinta Del Sol is a new branding element for the La
Quinta company. The architecture of the structure is dominated by the primary entrance
with large format tile and the remainder of the building in brick
The project will include a pool and landscaping surrounding the project. Landscaping will
buffer between the project and the existing steel fence surrounding the multi-family
development to the east of the hotel.
Staff recommends approval of the Specific Use Permit with the following conditions:
a. The Specific Use Permit is tied to the Property Owner: GSP Investments; and,
b. The Specific Use Permit is tied to the Business Name: La Quinta Del Sol, and,

c. The Specific Use Permit may be revoked if one or more of the conditions imposed
by this permit has not been met or has been violated.
Amish Patel, the developer, spoke about the changes to the La Quinta design. He stated
that the elevations shown were of the Grand Prairie location, which opened in November
2016. The look is more modern, attractive, and eye catching. The Euless market is similar
to that of Grand Prairie, which has been doing well since its opening. With its proximity to
Grapevine, AT&T Stadium, and other nearby attractions, plus the development of Glade
Parks, he believes this La Quinta will fit in the area nicely.
Chairman McNeese asked to hear from any proponents/opponents who wished to speak.
Seeing none, Chairman McNeese closed the public hearing at 6:36 p.m.
There were no further questions or comments presented by the Commission.
Vice Chairman Portugal made a motion to recommend approval of Case No. 17-07-SUP
for a Specific Use Permit on 1.804 acres of the L. Franklin Survey, Abstract No. 513,
Tracts 4F, 4F1 and portion of 4D, to be platted as Centurion Addition, Block B, Lot 1, 2600
Block of SH 121 for a Hotel in TX 121 Gateway District (TX-121) with the conditions as
presented.
Commissioner Ellis seconded the motion. The vote was as follows:

Owens, Dunckel, and Ellis.
Nays: None
Abstention: None

ITEM 3. APPROVED PRELIMINARY PLAT NO. 17-03-PP
Senior Planner Stephen Cook gave a brief description of the case. The applicant
proposes to preliminary plat the above described property for commercial development
which will be in compliance with the TX-121 zoning district.
The technical aspects of the subdivision, including setback distances, and placement of
easements are in compliance with the City of Euless Unified Development Code.A mutual
access easement will cross both lots connecting to Centurion Way on the north side of
the property.

The Development Services Group has reviewed the proposed Preliminary Plat and has
certified that it meets the technical standards of the City of Euless. Staff recommends
approval.
Commissioner Ellis asked to clarify access on the north side that lines up with the existing
median on Centurion Way.
Mr. Cook stated that there is access at that point, and it would be required that any type
of drive approach would be located far enough back from the intersection so as not to
have queueing interfere with traffic.
There were no further questions or comments presented by the Commission.
Commissioner Ellis made a motion to approve Case No. 17-03-PP for a Preliminary Plat
of 5.562 acres of the B. Harrington Survey, Abstract No. 808, Tract 3D and L. Franklin
Survey, Abstract No. 513, Tracts 4D, 4F, and 4F1 to be platted as Centurion Addition,
Block B, Lots 1 and 2, located in the 2600 Block of SH 121.
Commissioner Dunckel seconded the motion. The vote was as follows:

ITEM 4. APPROVED SITE PLAN NO. 17-01-SP
Senior Planner Stephen Cook gave a brief description of the case. Life Connection
Church is the property owner of an existing 11,620 SF place of worship. They plan to
expand the building with a new one-story sanctuary building addition. The new
construction will add 8,032 SF to the existing building. The site plan was originally
approved by the City Council on May 27, 2014, but has expired after one year of no
activity. With the church now ready to construct the building, a new site plan application
was submitted for review.
The building will be constructed of split face concrete masonry units with baked-in
inherent earth tone colors. To break up the wall facade, pilasters of a different color will
be placed along the exterior wall face.
With the expansion of the sanctuary, the existing fire lane surrounding the building will be
extended to the south to accommodate the new structure. Additional parking and
landscaping will be added to the existing site to ensure compliance with Euless
Planning and Zoning Commission Minutes Page 5 of 6 August 1, 2017
regulations. The lighting for the site is designed to illuminate the parking lot, without
throwing light to the adjacent residential properties.
The Development Services Group has reviewed the application and has certified that it
meets the regulations of the City of Euless. Staff recommends approval.

Vice Chairman Portugal made a motion to approve Case No. 17-01-SP for a Site Plan for
Place of Worship located at Block A, Lot 1, Glade Crossing Baptist Church Addition, 208
Nutmeg Ln.
Commissioner Owens seconded the motion. The vote was as follows:

Owens, Dunckel, and Ellis.
Nays: None

ITEM 5. APPROVED FINAL PLAT NO. 17-03-FP
The applicant proposes to plat one (1) commercial lot within the Glade Parks Planned
Development zoning district. A Site Plan (#16-10-SP) was approved in February 2017,
which enabled development of a 5,000 s.f. retail building at the Brazos Boulevard
intersection with the SH 121 frontage road. The submitted plat conforms to the
appropriate easements and boundaries according to City of Euless regulations.
The Development Services Group (DSG) has reviewed and certified the application has
met all of the information required for consideration by the City of Euless. Staff
recommends approval of the final plat.
There were no further questions or comments presented by the Commission.
Commissioner Dunckel made a motion to approve Case No. 17-03-FP for a Final Plat to
be located on 1.018 acres out of the Jesse Doss Survey,,Abstract 441, to be platted as
Glade Parks Addition, Block E, Lot 2, located at 2131 SH 121.
Commissioner Owens seconded the motion. The vote was as follows:
