HomeMy WebLinkAbout1964-08-25Regu 1 a r Meet i ng of the Euless Citv Council August 25, 1964 CALL TO ORDER The regular meeting of the Euless City Council was called to order at 8;10 P. M. by Mayor W. G. Full'er. The follow- ing councilmen were present: Messrs. B i I I Byers, Frank Douglass, Don Warren, and B i 11 y Owens'. (Councilman Bobby Fuller was absent.) Also present were City Manager Lee Cowell, City Attorney James Cribbs and City Secretary Vada Ferris. INVOCATION The invocation was presented by Council- man Frank Douglass. APPROVAL OF MINUTES The minutes of the regular council meeting, August 11, 1964, were approved as written. VISITORS Visitors present were: Mr. W. E. Smith, Tax Assessor - Collector, Mr. Duane Thompson, Blue Cross -Blue Shield represent- ative, and Mr. W. J. "Doc" Hyde. I I. PRESENTATION OF 1964 -6 TAX ROLL Tax Assessor - Collector W. E. Smith pre- sented the 1964 -65 Tax Roll for the City of Euless. Mr. Smith informed the council that the assessed valuation is $25,691,700.00. After discussion Councilman Byers made the motion that the tax roll be accepted as presented by the Tax Assessor - Collector. Councilman Warren seconded the motion and the vote is as follows: Ayes: Councilmen Byers, Warren, and Douglass. Abstained: Councilman Owens. (Councilman Owens explained that he abstained because he had arrived after Tax Assessor - Collector Smith had given his resume of the tax roll.) Mayor Fuller declared the motion carried. (1964 -65 tax roll on fi I e' i n City Offices.) City Manager Cowell expressed apprecia- tion for the work performed by Tax Assessor - Collector Smith and his staff. Mr. Cowell stated that Mr. Smith had been most cooperative with the city o f f ices. EMPLOYEE INSURANCE BLUE -CROSS -BLUE SHIELD Mr. Duane Thompson, Blue Cross -Blue 139 N? 1. (Page Two - Minutes of Regular Council Meeting, August 25, 1964, continued) Shield representative informed the council that a premium increase is nec- essary for the ensuing fiscal year, 1964 -65. After discussion the council authorized City Manager Cowell to make a comparison of the policy as pre- sented by Mr. Thompson and make a decision on a policy for the city employees. Mr. Thompson thanked the council for accepting his report and stated that Blue Cross -Blue Shield has enjoyed serving the Euless City Employees. Mayor Fuller thanked Mr. Thompson and informed him he would' be advised of a decision concerning the employee in- surance. FIRST READING: ORDINANCE REZONING MR. M. L. T I LLERY PROPERTY ZONING VASE N0. 127 City Secretary Vada Ferris read an ordinance designating a zoning change from "A" Residential to "B" Local Business for property located on North Main Street (a tract in the J. P. Halford Survey.) After discussion, Councilman Warren made the motion to approve the first reading of the ordinance. The motion was seconded by Councilman Owens and carried unanimously. (Second reading of ordinance September- 8,- 1964.) IV. FIRST READING: ORDINANCE REZONING MR, ANDREW HIMES PROPERTY - ZONING CASE NO. 128 City Secretary Vada Ferris read an ordinance designating a zoning change from "A" Residential to "B" Local Business for property located on North Main Street (a tract in the J. P. Halford Survey.) After discussion, Councilman Byers made the motion to approve the first reading of the ordinance. The motion was seconded by Councilman Warren and carried unanimously. (Second reading of ordinance September 8, 1964.) V. FIRST READING: ORDINANCE REZONING MR. SEARCY DOBKINS PROPERTY-ZONING CASE N0. 130 City'Secretary Vada Ferris read an ordinance designating a zoning change from "A" Residential to "C" Commercial for a part of the Kitty House Survey between Pipeline Road and Euless Bou- levard. Councilman Douglass made the motion to approve the fi rst reading of the ordinance. Councilman Warren seconded the motion which carried unan- imously. (Second Reading of ordinance, September '8, 1964.) VI . City Manager Cowell informed the council that he and Mayor Fuller had met with the Bedford representatives, 141 (Page Three - Minutes of Regular Council Meeting, August 25, 1964, continued) Mr. Paul Comola and Mr. Shirley Peters, to discuss the purchase of the water and sewer system. He stated another meeting is scheduled for September 2nd. City Manager Cowell stated that the city fiscal agents have submitted reports to the firms of Moody's Investor Service and Standard and Poors, to secure a bond rating for the city. - One firm has rated our bonds BBB and the rating from the other is expected soon. This is a good first rating and will result in an interest savings to our tax payers of approximately 4 of 1 %. City Manager Cowell informed the council that he has been contacted by Mr. J. S. Anderson (former Euless Mayor) con- cerning the amount of traffic on Toplea Street, a portion of which is not paved. Mr. Cowell stated he has discussed with Mr. Dick Lewis, County Corry missioner, about the paving of this street. After discussion, Councilman Owens made the motion that City Manager Cowell be authorized to negotiate with Mr, Lewis for paving of Toplea and Signet Streets, and, contact the Texas Highway Department, in an effort to secure openings to the south side of Highway 1$3 from Marlene Street. a'nd Paula Street. Councilman Warren sec- onded the motion which carried unanimously. City Manager Cowell informed the council that the city has been sprayed several times this summer in an attempt to control the mosquitoes and that additional fogging has been scheduled. He also stated he has talked with Mr. Rickenbacher, editor of the Euless Herald, concerning the publishing of an article to enlist the aid of the citizens in the control of mosquitoes. City Manager Cowell commented that the fog- ging helps, however, eitizens should spray their garage and any other place that may be a - harbor for mosquitoes. City Manager Cowell informed the council that he, Mayor Fuller, Mr. Don Jarvis, Architect, and Mr. B i I I Ratliff, Engineer had viewed several sites for municipal buildings. Mr. Cowell com- mented that he would like for the council to give their views as to how the negotiating for sites should be handled. Mayor Fuller stated he had',sug- gested that a committee of several local realtors be authorized to make a recommendation to the council. After considerable discussion, Councilman Owens made the motion that the City Manager be authorized to formulate plans and use any means he considered necessary to secure information concerning possible land sites and report his conclusions to the city council. The motion was seconded by Councilman Byers; however, he stated he is of the opinion that local realtors should be consulted instead of personnel from another city. Additional discussion followed and Councilman Owens, with the permission of Councilman Byers, withdrew his motion. After sti 11 further discussion, Councilman Douglass made the motion that the site discussion be tabled until the next regular meeting. Councilman Owens seconded the motion and the vote is as follows: Ayes: Councilmen Douglass and Owens Nays: Councilmen Byers and Warren Mayor Fuller commented he considered too much time would elapse before another council meeting and his opinion is that some decision should be made 142 (Page Four - Minutes of Regular Council Meeting, August 25, 1964, continued) at this meeting, therefore, he would vote against tabling of this matter. Councilman Byers made the motion that the council members meet at the City Hall at 7:00 P. M„ Thursday, August 27, to view proposed City Hall sites and proposed fire station sites and recon- vene at the City Hall later in the evening to hear proposals from local real - tors. Councilman Warren seconded the motion and the vote is as follows: Ayes: aouncilmen Byers, Warren and Douglass Nays: Councilman Owens Councilman Owens stated that he was de- sirous that the minutes reflect that. h�.voted against the motion becasse his belief is that the City Manager should have the authority to formulate administrative details, in conjunction with the architect employed by. the City, on site location and purchase, and submit definite recommendations to the council.
