HomeMy WebLinkAbout275 03-22-1966ORDINANCE NO. 275 AN ORDINANCE ESTABLISHING POLICIES AND PROCEDURES FOR THE MAINTENANCE, IMPROVEMENTS, AND EXTENSIONS OF THE MUNICIPALLY OWNED WATER AND SEWER SYSTEM DEFINING CERTAIN TERMS USED IN SAID ORDINANCE; SETTING SERVICE CHARGES; ESTABLISHING CHARGES AND DEPOSITS FOR CONNECTIONS TO EXISTING MAINS OR LATERALS; PROVIDING FOR SYSTEM EXTENSIONS TO SERVE SINGLE CUSTOMERS OR GROUPS OF INDEPENDENT SINGLE CUSTOMERS; PROVIDING FOR SYSTEM EXTENSIONS TO SERVE SUBDIVISION DEVELOPMENTS; PROVIDING FOR STANDARD REQUIREMENTS IN CRITERIA OF DESIGN FOR SYSTEM EXTENSIONS; PROVIDING A PENALTY; A SEVERANCE CLAUSE AND AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF EULESS, TEXAS: 1. The policies and procedures for maintenance, improvements and extensions of the municipally owned water and sewer system attached hereto and marked Exhibit "A" be and the same are hereby adopted and shall hereafter be enforced by the officers of the City of Euless, Texas. 2. This Ordinance and Exhibit "A" shall be posted on the bulletin board at the Euless City Hall for a period of 14 days and the caption of this Ordinance shall be published as required by the Euless City Charter and the Statutes of the State of Texas; such publication to be made in the official newspaper of the City of Euless, Texas. 3. All ordinances and parts of ordinances inconsistent herewith are hereby repealed. 4. Every section of this Ordinance and every provision of each section is hereby declared to be an individual section or provision and the holding of any ITEM VI, COUNCIL MINUTES February 22, 1966 section or provision of any section to be void, ineffective or unconstitutional for any cause whatsoever shall not be deemed to affect any other section or provision hereof. 5. Any person violating any of the provisions of this Ordinance shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in any sum not more than $200.00. Each day a violation under this Ordinance continues shall constitute a separate and distinct offense. 6. This Ordinance shall take effect and be in full force and effect from and after the date of its passage and publication as required by law. SECTION I DEFINITIONS Unless a different meaning clearly appears from the context, the following words and terms shall have the following meanings, as they are used in these Policies & Procedures respectively: "BOUNDARY (OR ALONG SITE) FACILITIES" are defined as water or sewerage facilities located in a street, alley, or easement that is common to or between two or more developments of different ownership such that the one facility serves more than one development. "CITY" shall mean the City of Euless, Texas. "CITY COUNCIL" shall mean the City Council of the City of Euless. "COMMERCIAL CUSTOMERS" (Users) are other than residences whose wastes are domestic type as opposed to industrial type as defined herein. "CONTRACTOR" is defined as the person (individual, partnership, corp- oration, etc.) who has legally agreed and obligated himself, by proper formal execution of complete Contract Documents, approved by the City, to construct water and /or sewerage facilities that are to be a part of of the systems of the City. "CONTRACT DOCUMENTS" shall mean the standard form of written and drawn documents employed by the City of Euless for the award of construction contracts and which consist of Notice to Contractors, Proposal, Contract Performance Bond, Payment Bond, Maintenance Bond, Description of the Project, General Conditions, Special Provisions, Detailed Standard Specifications and Plans. "DEVELOPER" shall apply to the owner or legal sponsor of a subdivision development. "DISTRIBUTION MAIN" is defined as a water main located in a street, alley, or easement to which Service Lines are directly connected or which serve to distribute water to another water main. "DISTRIBUTION SYSTEM" is defined as the entire system of pipes, con- duits and appurtenances employed to distribute water from the Supply Source to the Point of Service. "DOMESTIC SEWAGE" is defined as the normal waste effluent from dwell- ing units, residences, institutions and business buildings having a Biochemical Oxygen Demand (B.O.D.) of not greater than 300 parts per million (p.p.m.) and other characteristics of both quality and quan- tity similar to other purely domestic sewage in the area. "ENGINEER" shall mean a person duly authorized under the provisions of the Texas Engineering Registration Act, as heretofore or hereafter amended, to practice the profession of engineering in the State of 1 of 5 SECTION I Texas. The term "CITY'S EHGINEER(S)" shall identify the Engineer regularly em- ployed by the City with the tital and usual responsibilities of City Engineer and/ or the independent Consulting Engineers retained by the City for Special engineer- ing services. The term "Developer's Engineer(s)" shall identify the Engineer(s) employed or retained by the Developer to perform design, planning or other engineering functions for the Developer. "FIXTURES" as applied to the determination of the sewerage charges is defined as any device that discharges waste material into the sewerage system, with certain questionable devices specifically identified or excepted as follows: Water heaters, residential ice makers, drinking fountains, air conditioners and similar devices with only blow -off condesate or minor drip connections shall not be counted as separate fixtures. Double kitchen sinks or pairs of sinks in a single bath, utility or other similar room shall be counted only as one fixture; however, each garbage disposal unit shall be counted as another fixture in addition to the sink in which it is installed. Floor drains may or may not be counted as fixtures depending upon the nature and frequency of wastes entering as determined by the Superintendent. "FRONT FOOTAGE" is defined as the number of linear feet in that portion of the boundary of a property (i.e., lot, tract, or parcel of land) abutting a street, alley or easement containing a sanitary sewer line or water "Distribution Main" from which the property will be served with water or sewerage service. In such case of a water "Distribution Main" or "Lateral Sewer" located in an case- ment across or into a single piece of property, the "Front Footage" shall be the length of the "Distribution Main" or "Lateral Sewer" within the boundaries of the property, measured along the centerline of the "Distribution Main" or "Lateral Sewer ". Normally, "Distribution (Mains" or "Lateral Sewers" are located in streets, alleys, or easements that are adjacent to, and separate individual lots or tracts of land, whether owned by one or separate owners. In these normal cases, the Front Footage for each separate lot or tract of land is the length of the "Distribution Main" or "Lateral Sewer" that is opposite to and approximately parallel with any one boun- dary of the lot or tract. "Front Footage" for two "Distribution Mains" or "Lateral S::wers" shall not be applied to any one lot or tract and only the "Distri- bution Main" or "Lateral Sewer" to which the first Point of Service is established by the City shall be used on the calculation of charges or refunds. "HOUSE SEWER" is defined as that portion of the connecting sewer from the end of the Service Sewer to the customer's fixtures. House Sewers shall be constructed by the customer or Builder in accordance with applicable ordinances of the City of Euless or the City of Bedford, depending on the location of the connection and in accordance with specifications for labor and materials, as adopted by the City of Euless. 2 of 5 SECTION "INDUSTRIAL SEWAGE OR INDUSTRIAL WASTE" is defined as the waste effluent resulting from manufacturing or industrial processes having a biochemical Oxygen Demand (B.O.D.) greater than 300 parts per million (p.p.m.) and having other characteristics, as determined by concurrence of the City's Engineer and Super- intendent, which would indicabe that the effluent is not suitable for direct treatment by the. City's treatment facilities, or would cause excessive per connec- tion loading of the facilities. "INSPECTOR" shall mean the representative of the City (or of the Consulting Engineer if so directed by the City) who is specifically assigned to inspect any or all parts of the water and sewerage system, particularly new subdivision exten- sions, but who is without authority to revise, alter, or revoke the requirements of the rules, regulations, policies and procedures of the City or the approved Contract Documents for the job. "LATERAL SEWER" is defined as a sewer main located in a street, alley, or easemen usually, but not always, located on the Developer's property to which Service Sewers are directly connected. "OFF -SITE FACILITIES" (Approach Mains, Approach Sewers, etc.) are defined as those facilities located outside the boundaries of and not contiguous with the area of development except by point of contact, but that are required to join remote developments to the prior existing system. "ON -SITE FACILITIES" are those situated within or surrounded by a single develop- ment such that they do not provide direct access for service to other than the one development. Generally, all discussions of facilities will pertain to on- site facilities unless they are specifically denoted to be "Offsite" or "Boundary" facilities. "POINT OF SERVICE" (1) Water - Service shall be considered to be available for a customer without extension cost to the customer, when a "Distribution Main ", suitable for connecting the customer, exists along the street, alley or easement abutting or passing through the lot or designated building tract such that the "Water Service Connection" can be installed and the "Distribution Main" continued to the opposite side or corner of the lot or designated building tract so as to be available for commencing the separate continuation to the next adjacent lot or building tract without extension of more than fifty (501) feet. SECT1OM 1 Provision for continuation to the next adjacent properties as set forth above shall always be included unless the "Distribution Main" involved must necessarily terminate as a dead end not subject to extension because of topography, street pattern, City boundaries or other fixed barriers. (2) Sewer - Service shall be considered to be available for a customer without extension cost to the customer, when a "Lateral Sewer" or sewer main suitable for connecting the customer exists along thc strett, alley or easement abutting or passing through the lot or designated building tract such that the "Service Sewer" can be installed and the "Lateral Sewer" or sewer main continued to the opposite side or corner of the lot or designated building tract so that to be available for commencing the separate continuation to the next adjacent lot or building tract without extension of more than one hundred (100') feet. Provision for continuation to the next adjacent properties as set forth above shall always be included unless the "Lateral Sewer" or sewer main involved must necessarily terminate as a dead end, not subject to extension because of topography, street pattern, City boundaries or other fixed barriers. No connection shall be made to any sewer belonging to the City of Euless until the proper connecting charges have been paid and the installation must then be properly inspected by the City's designated Inspector. "SERVICE SEWER" is defined as that portion of the connecting sewer located in the roadway, street, alley or easement between the Sewer Main or Lateral Sewer and a point approximately six (6') feet from the right-of-way line or Customer's property line and shall consist of a service wye or tapping saddle and the required length of service pipe. Sewer Service Lines shall be installed by approved plumbers employed directly by Single Customers or by Developers under Contracts approved by the City. Construction shall conform to current specifications for labor and material as adopted by the City of Euless. "SEWERAGE SYSTEM" is defined as the entire system of conduits, life stations, treatment facilities and appurtenances required in the general process of removing sewage. "SINGLE CUSTOMER" shall apply only to an individually owned single family dwelling unit or to a single commercial establishment which is not a part of a contiguous sponsored development or subdivision, as determined by the Super- intendent. "SUBDIVISION" is defined as the division of any tract of parcel of land into two or more parts, for the purpose of immediate sale or building development . (See Vernon's Texas Civil Statutes, Article 974a). "SUPERINTENDENT" shall mean the Water & Sewer Superintendent employed by the City of Euless or other employee representative of thc City of Euless who is designated by the City Manager as responsible for the operation and management of the City's waterworks and sanitary sewerage systems. 14 of 5 1 1 1 1 1 1 1 1 1 1 1 1 1 1 1 1 SECTION I "WATER SERVICE CONNECTION" is defined as the corporation cock tapped into the Distribution Main, the Service Line, the Curb Stop, service meter of size required with meter setter or connections and the meter box or any other required items completely connected to supply water from the Distribu- tion Main to the culitomer's curb stop. A standard Service Connection is defined as a customer service supplied through a single 3/4" service line and equipped with a single 3/4" x 5/8" service meter. Service connections of other sizes shall be considered as Special Service connections. All water service connections shall be installed by the City's forces or under Contracts approved by the City of Euless. "WATER SERVICE LINE" is defined as that portion of the Service Connection located in the roadway, street, alley or easement, which conveys water from a Distribution Main to the service meter or customer's curb stop, located approximately six (6') feet from the customer's property line, but not longer than one hundred (100') feet from the Distribution Main. In no event shall the service line, as constructed by the City or under Contract for the City, extend on to private property without a written easement granted by the property owner to the City. All Water Service Lines shall be installed by the City's forces or under Contracts approved by the City of Euless. "WATER SUPPLY SOURCE" is defined as the origin;, either singular or plural, of the water supply for the entire Distribution System, or any part thereof. 5o SECTION II OPERATING POLICIES IN GENERAL A. AUTHORITY OF MAYOR DURING A WATER SHORTAGE. 1. All persons are prohibited from using water in the system for the purpose of watering lawns and flowers and washing automobiles and trucks when the Mayor has declared that a shortage of water exists; provided, however, that the Mayor may designate certain hours when certain groups of persons may use water for the above purposes during the existence of a shortage of water. 2. The Mayor is hereby authorized to declare that a shortage of water exists at any time, that in his opinion, the unrestrained use of water will create a danger to the water supply and during such times he may designate which groups of persons may use water and on which days such persons may use water and for what purposes. 3. Notice of such restricted use of water shall be given by publica- tion in the official newspaper of the City one time or by posting notices at three (3) places in the City or by actual notice to any person by an officer of the City. B. DEPOSIT REQUIRED PRIOR TO TESTING METER ACCURACY. Should any consumer demand a meter be tested for accuracy, he shall make a deposit of three dollars ($3.00) with the City Water Department. If the test shows the meter is registering within the warranty of the meter manufacturer, the deposit shall become the property of the City Water Department. If the test shows the meter is registering more water than is actually going through the meter, the deposit shall be refunded the user. C. PERMIT REQUIRED TO TURN WATER OFF OR ON AT METER. No plumber or any other person except authorized employees of the City Water Department shall turn on or off water at the stop -cock in the meter box without a written permit first being obtained from the City Water Department. D. RESPONSIBILITY OF CONSUMER FOR WATER LOSS. A consumer shall be held responsible for loss of water due to breakage in pipe or plumbing on the discharge side of the meter, and if this water is not paid for according to the established rates, when it becomes due, the service shall be discontinued by the City Water Department until all charges are paid. Should any meter fail to register correctly the amount of water used by a customer since the previous reading, the right shall exist on the part of the City Water Department to average the month and charge for water on the basis of any three months average. 1 of 3 1 1 1 1 1 1 1 1 SECTION 11 E. RIGHT TO CONTINUE OR DISCONTINUE SERVICE TEMPORARILY FOR REPAIRS. The right is reserved in the City Water Department to temporarily dis- continue and to reconnect without notice, water supply to all consumers for the purpose of making repairs, connections, extensions, and clean- ing of mains, machinery, reservoir or any part of the City Water Depart ment property. F. RIGHT OF ENTRY. Every person taking water from the City Water Department shall at all reasonable times permit the Water Superintendent or his agents to enter the premises and building for examination of pipes and fixtures and the manner in which the water is used, and refusal by any consumer shall result in refusal of water supply from the City Water Department until such permission is granted. 6. BOND REQUIRED PRIOR TO INSTALLATION OF WATER & SEWER MAINS. Any person installing water or sewer main lines in any dedicated public street, alley, easement or thoroughfare shall post a ten thousand dollar ($10,000.00) bond of standard form approved by City for each one hundred thousand dollars ($100,000.00) of construction work, with approved Sureties guaranteeing maintenance for a period of two (2) years from date of installation. Such bond shall be furnished to the City prior to water or sewer installation works. H. MODIFYING EXISTING WATER OR SEWER FACILITIES TO ACCOMMODATE NEW DEVELOPMENT, BUILDINGS OR OTHER IMPROVEMENTS. 1. No building of any kind shall be constructed over an existing sanitary sewer main or lateral, unless and until said sanitary sewer has been replaced with either cast iron water pipe or extra heavy cast iron soil pipe, of a type and class specified by the City, subject to the approval of the Superintendent. This pipe replacement requirement may be waived by the Superintendent if, in his judgment, concurred by City's Engineer's opinion, its fulfill- ment would not serve the best interests of the City. 2. Whenever it is necessary to relocate or replace an existing water or sewer facility to accommodate a use of a tract of land or lot of record contemplated by the owner and /or Developer thereof, such relocation or replacement shall be accomplished by the City, or under City supervision by a Contractor employed by the owner and approved by the Superintendent. The owner or Developer shall, without charge to the City, furnish such easements or rights -of -way on the property as may be required to accomplish construction of the relocation or replacement. 4+. The cost of such work shall be borne 100 percent by the owner or Developer of the property, except that should the City elect to increase the size of the existing water or sewer facility to be 2 of 3 SECTION II replaced or relocated, the City shall pay the difference in the cost of pipe and size of such existing water or sewer facility and the cost of the pipe of the size the city desires to have installed in the relocation or replacement thereof, provided such increase in size is not necessary to provide capacity at least equivalent to that of the existing water or sewer facility to be replaced or relocated. OWNERSHIP AND MAINTENANCE. 1. Title to all sanitary sewers constructed under this policy, except title to sanitary sewer "service connections ", shall be vested in the City. 2. Title to all sanitary sewer "service connections" (including the connection wye or saddle) constructed under this policy by the City or its contractors shall be vested,in the Developer, or "Single Customer", and the City assumes no responsibility for the maintenance or operation of such "Service Connections ", except to invoke the Contractor's Maintenance Bond in event of applicable defects The City shall maintain *.and operate only those sanitary sewers whose title is vested in the City. 4. Title to all Water Mains constructed under this policy, including title to "Service Connections', shall be vested in the City. 5. The City shall maintain and operate only those Water Mains whose title is vested in the City. J. PROVISIONS IMPUTED TO CONSUMER, All of the provisions of these policies shall be deemed to be incor- porated in every contract between the City Water Department and its consumers, and each consumer shall be charged with knowledge of the provisions of these policies, and by applying for and accepting water from the City Water Department, to have assented to the provisions hereof. K. ESTIMATES OF WATER LOSS. The Superintendent shall maintain currently by months an accounting of estimated total water produced and the total water sales and shall estimate the distributions of the difference to fire usage, leakage, unaccounted losses and other cause of loss if known. 3 of 3 SECTION ||| SERVICE CHARGES A. THE FOLLOWING MONTHLY RATES SHALL BE CHARGED FOR WATER: 1. In Euless: a. Minimum for motth for first 3,000 gallons b. Next 7,000 gallons - $0,50 per thousand c. All over 10,000 gallons - $0.35 per thousand 2. In Bedford: 3.00 a. Minimum for month for first 3,000 gallons $3.0O b. Next 7,000 gallons - $0.50 per thousand c. To be scrvud on system only by specific Contract approved by Council for particular Industrial Sewage or Waste involved. 1 of 2 1 SECTION III C. BILLING - DELINQUENT PENALTY. All charges for services furnished or rendered by the City Water Department shall be due and payable on the date stampcd on the bill at the office of the water collection department in the City Hall and if not paid within sixteen (16) days aftcr it becomes due and payable a ten per cent (10%) penalty will be added to the next bill. D. DISCONTINUANCE OF SERVICE, NOTICE; RECONNECTION FEE. Service to any customer will be discontinued after written notice within four (4) days from the date of any bill containing an arrears balance. Where service has been discontinued for failure to pay for service rendered, a charge of Two Dollars ($2.00) shall be made for each meter disconnected before such service shall be restored. 2 of 2 1 1 1 1 1 1 •1 1 1 1 1 SECTION IV CHARGES AND EPOSITS FOR CONNECTIONS TO EXISTING MAINS AND LATERALS A. WATER SERVICE. 1. All applicants for water service will be required to make a meter deposit (payment security deposit) for each water service connec- tion, such deposit to remain with the City throughout the term of the scrvica contract. The amount of the deposit shall be determined as follows: (a) For residential customers who have not previously been eligible for discontinuance under prcceeding Section III D, the deposit shall be $10.00. (b) For commercial customers, the deposit shall be calculated by the Superintendent to equal the multiple of $5.00 nearest the estimated average monthly billing for thc particular type of customer involved, but in no case loss than $10.00. (c) For customers who have previously been eligible for discon- tinuance under proceeding Section III D., the deposit shall be determined by the Superintendent to equal the multiple of $5.00 nearest the largest amount ever previously owed by that particular customer, but in no case less than $10.00. The deposit will be refunded, or in event a balance is due, applied against the final bill for services required upon termination of the contract. The City will not pay interest on meter deposit funds. • In locations where a complete Service Connection, including tap, service line, curb stop, meter, and box were paid for or installed by a Developer or other prior Single Customer, no charges are made other than the meter deposit (above) and the regular monthly service charges as set forth in Section III. • At locations where only a partial connection has been previously paid for or installed, including only the tap, service line or curb stop and setter, the applicant for service shall pay (in addition to the meter deposit) the cost of completing the Service Connec- tion with meter and box, which costs are non-refundable and for various sizes of service are as follows: 3/4" Service ------ $ 35.00 P' Service - - - - - - - $ 75.00 1" Service - - $125,00 For Services larger than one and one-half ( T") inches in diameter, an estimate of the cost for the connection will be provided by the City and a deposit of the estimated amount will be required before work is started on the installation of such connection. Should the final cost of the work exceed the amount of the deposit, a statement showing the amount of the excess will be immediately furnished to the person having made the deposit, and this amount will be due 1 of 3 SECTION IV before water service is actually begun. Should the final cost be less than the amount of the estimate or deposit, a refund of over- payment will be immediately made to the person from whom the deposit was received. 4, At locations where no part of the Service Connection is existing, or previously paid for, but a Distribution Main is existing adjacent to the property to be served or sufficiently close such that it will not require extension of more than fifty (50') feet of Distribution Main as set forth under the definition of Point of Service, nor more than one hundred (100') feet of Service Line, the non-refundable Connection Charge for 3/4" Service shall be a minimum of Seventy Five (75.00) Dollars which is in addition to the meter deposit. Should the Service Line required be longer than 100 feet, or should the customer desire larger than 3/4" service, an estimate of the cost for the connection will be provided by the City, and a deposit of the estimated amount will be required before work is started on the installation of such connection. Should the final cost of the work exceed the amount of the deposit, a state- ment showing the amount of the excess will be immediately fur- nished to the person having made the deposit, and this amount will be due before water service is actually begun. Should the final cost be less than the amount of the estimate or deposit, a refund of overpyament will be immediately made to the person from whom the deposit was received. At all locations except within the Bedford City Limits, there shall be added the applicable cost of street repairs for the Service Line only as follows: a. Penetration type asphalt surfaces streets - - $4.00/S.Y. b. Asphaltic concrete type surfaced streets - $5.00/S.Y. c. Concrete surfaced streets - - $7.00/S.Y. d. Gravel or dirt streets - $5.00/Min. 5. Where a Single Customer desires to increase the size of his exist- ing Service Connection, the Superintendent shall determine the charges for the larger Service Connection, and shall apply a credit against the charges for the larger connection equal to one-half () of the ncw cost of the size Service Connection to be replaced. 6. Extension of the service piping from the City's meter and curb- stop shall be accomplished by thc customer at his expense; however, sich installationn shall be in accordance with the applicable ordinances of the City. G. SEWER SERVICE. 1. Applicants for Sewer Service who also have posted the $10.00 meter deposit for water service to the same location are not required to post a separate deposit for Sewer Service; however, if the Applicant receives Sewer Service only, or for any other reason, has not posted the water meter deposit, then they will be required to make a Sewer Service payment security deposit, in the amount of Ten Dollars ($10.00) for each such Sewer Service Connection, which will 2 of 3 SECTIOC IV remain on deposit with the City throughout the term of the Service Contract. The deposit will be refunded, or in the event a balance is due, applied against the final bill for services rendered, upon termination of the contract. The City will not pay interest on such deposit funds. • Where the furnishing of Sewer Service by the City does not require thc extension of Lateral Sewers or other Sewer Mains more than one hundred (100) feet, as defined under Point of Service, to serve a new Single Customer, the charge for the right to connect to the system shall be One Hundred Fifty Dollars ($150.00). At all locations, except in Bedford, there shall be added the applicable costs of street repairs as follows: at Penetration type asphalt surfaced streets - - $4.00/S.Y. b. Asphaltic concrete type surfaced streets - - $5.00/S.Y. c. Concrete surfaced streets ----- - - - - - $7.00/S.Y. d. Gravel or dirt streets- - ----- - - - $5.00/S.Y. Each Single Customer shall also bc responsible for paying the cost and accomplishing the tapping of thc sewer main or lateral and installation of the required tapping saddle, Service Sewer and House Sewer. All materials used and mcthods of construction shall be in full compliance with the latest specifications, as adopted by the City and the applicable ordinances of the City. The person or persons actually performing the installation of the Service Sewer must be properly licensed plumbers in accordance with City requirement and shall obtain all permits, particularly including a permit from the City or the City of Bedford, prior to tapping the City's Lateral Sewer or other sewer, and no Sewer Service installa- tion will be considered as acceptable for service unless and until the installation has been inspected and approved by a representa- tive of the City prior to and after completion of the trench backfill. The permit of the City as evidenced by a copy of the receipt for payment of the connection charge, or such permit as may be required by the City of Bedford shall be in possession of the person performing the installation of the Service Connection and shall be exhibited to thc City's Superintendent or Inspector at his request. SECTION V SYSTEM EXTENS PS TO SERVE SINGLE CUSTOMERS CR GROUPS OF INDEPENDENT SINGLE CUSTOMERS A., GENERAL: This section shall apply only to Single Customers or Groups of Independent Single Customers requiring system extensions to satisfy the requirements of Point of Service for connection to thc City's wa r or sewerage systems, and it shall specifically cxc7u{m ^^Le,,slnns for Subdivisions which ore covered in Section VI, The City will extend its existing Water Distribution Mains a distoncc of not more than fifty (50,) feet and its existing Latorol Sewers or Sewer Mains o distance of not more than one hundred (700/) feet per connection in any dedicated street or alrby without additional cost to each Customer above the standard connection charge as covered in Section IV. Extensions of thc City's water or sewerage systems or both under the provisions of this section of the policies, which is in addition to thc extensions required for Point of Service, shall be at the discretion of the Superintendent, subject to approval by the City Manager, but, in any event, the entire costs of the extensions in excess of Point of Service allowances shall be paid by the customers whose service lines are directly connected to the extensions. D. METHOD OF PROCEDURE. Where one or more Single Custbmer desires that the City extend either its water or sewerage systems, or both, beyond the amounts specified to satisfy the requirements for Point of Service for their property, they shall make their request to the Superintendent in writing, stating the lot and block number, name of subdivision and street address of the property to be served and the type or types of service ruqu|mud. Eacb request shall be signed by all property owners initially requesting service and their signatures shall be identified with the property they desire to be served. Upon receipt of such request, the Superintendent will instruct the City's Enginuor(s) to prepare an estimate of the cost of the extensions beyond the Point of Service which shall include actual construction cost plus an allowance of ten (10%) percent of such costs to cover the administration, field surveys and contingencies. Thc estimated amount of the construction cost plus ten ylO%\ percent as determined above for extending the Distribution Mains, Lateral Sewers or Sewer Mains beyond thc amount of the extension required to satisfy Point of Service for oach customer, plus thc applicable Connection Charge and meter deposit prescribed for each of the initial customers requiring the extension as set forth in Section IV shall be deposited with the City by the individuals in proportions determined as herein- after provided before construction is initiated by the City. 1 of 3 1 1 1 1 1 1 1 SECTION V Each Single Customer participating in system extensions under this section of the City's policies shall execute a written agreement with the City setting forth in detail the location, extent, total and Single Customer cost of the extensions, and the name and address of the person to whom any refunds are payable. After all required deposits are posted with the City, the applicants may stipulate that competitive bids be received from private Contrac- tors for performing the extension, otherwise it will be left to the option of the Superintendent with concurrence of City Manager whether the work is let by competitive bids or performed by City Forces for the amount of the estimate. If bids are received on the work, the amounts of the deposits will be adjusted by additional collection or refunds to the actual contract cost plus ten (10 %) percent plus the applicable connection charges and meter deposits. Such adjustment shall be made upon completion of the work and prior to connecting the customer for service. ' C. DETERMINATION OF PROPORTIONS OF EXTENSION CHARGES ASSIGNED TO RESPECTIVE INDIVIDUALS PARTICIPATING IN EXTENSIONS BY GROUPS. 1 1 1 1 Where groups of single customers join together to accomplish system extensions for service as provided above, the proportion of the cost assigned to each individual customer shall be determined as follows: 1. The total construction cost of the sewer and /or water main exten- sion including all appurtenances and water service connections, but not service sewers, shall first be determined. 2. From the total determined by 1. above shall be subtracted the cost equivalent of 100 feet of sewer main and /or 50 feet of water main for each service connection involved in the group participation. 3. The difference thus obtained shall be the group of single custo- mer participant's share of the construction cost of the extension, to which is added 10% for the group of participant's total extension cost. I:. The participants total extension cost shall be proportioned to the individual single customers by a combined relationship of individuals "Front Footage" as well as distance from prior termina- tion of system as follows: a. The distance from prior termination of system to the proposed service connection location shall be determined for each participant and all these distances shall be added together. b. The Front Footage length of all participants shall be added together. c. The combined total of a & b above shall be divided into the individual totals of distance from prior system plus front footage, thus providing the factor which when multiplied by the group of participants total extension costs gives the individual's share. 2 of 3 SECTION V 5. In addition to extension costs thus determined, the Customers shall also pay the Connection Charges and meter deposits as pro- vided in Section IV and provide their own sewer service line and/or water connection to the meter. D. SUBSEQUENT CONNECTIONS TO EXTENSIONS PAID FOR BY SINGLE CUSTOMERS OR GROUPS OF SINGLE CUSTOMERS, When Intermediate customers between the last previous Point of Service and the extended Point of Service request and pay the standard Connec- tion Charges, the City will refund to the customers who paid for the extension, the sum of Seventy Five ($75.00) Dollars per connection for each water connection and One Hundred ($100.00) Dollars per connection for each sewer connection until the full amount advanced to the City for the extension beyond the amount required to satisfy Point of Service and in addition to their Connection Charge has been repaid. Refunds shall be made to the initial customers within thirty (30) days after the new customer Connection Charges have been paid to the City, and shall be divided among the initial participants in the same proportion as their participation in the extension. 3 of 3 1 1 1 1 1 1 1 1 1 1 SECTION VI SYSTEM EXTENSIONS TO SERVE SUBDIVISION DEVELOPMENTS A. BASIC POLICY AND SCOPE OF CHARGES. 1. The Developer shall pay all costs attributable to the installation of Water and Sewerage Facilities as are needed to fulfill the basic criteria requirements of the City for service to his Subdivision. Such costs generally comprise the following: a. Easement or Rights - Of-Way costs b. Direct Construction Cost c. Engineering Design and General Administration d, Review and handling of Plans and Contract Documents e. Construction Layout, Cut Sheets and Field Adjustments f. inspection and Acceptance by City g. Fees Assessed by Bedford or Others Not Within Control of the City of Euless !n all cases, the Developer furnishes or pays for all easements or riAs -of -ways, all fees assessed by Bedford or other parties not within control of Euless, and all direct construction costs (Items a, b, s. g) at no cost to the City of Euless, Also, in all cases, the Developer pays to the City of Euless a fee in amount of 2% of the actual construction cost for which the City reviews the plans and Contract documents and performs the inspection and acceptance of the work (Items d In addition, at the Developer's option, he may employ his own Engineer to furnish the Engineering Design, General Administration, Construction Layout, Cut Sheets and Field Adjustments (Items c & e) at no cost to the City; or he may pay the City an additional fee of 5% of actual construction cost for which the City will furnish the Engineering Design, General Administration, Construction Layout, Cut Sheets and Field adjustments. All fees assessed by Bedford or other parties not under control of the City of Euless shall be paid direct to such other party independent of fees paid to City of Euless. 2. All Subdivision extensions shall be covered by a written and executed agreement of form prepared or approved by City's Legal Counsel which clearly defines the scope and details of the proposed extension and particularly contains the Developer's Agreement to abide by all regulations of the City and to deliver to the City clear and unincumbered title to all the proposed improvements at the time of Acceptance by the City, which must be prior to commencing service. The City shall participate in the cost of Subdivision extensions only where and to the extent that oversized facilities in addition to the subdivision needs are required for the proper overall benefit of the system and when City funds for such oversizing are available. Such oversizing needs shall be determined by the City's Engineer(s) 1 of $ SECTION VI with concurrence of the Superintendent and shall be authorized only by approval of the City Manager. 4, When the City participates in the cost of constructing the project by oversizing facilities, or other participation, the Contract for construction shall be executed between the City and the Contractor after compliance with all Charter and Statutory requirements for advertising and receiving competitive bids. When the City does not participate in the construction costs of the project, the Contract for construction may be negotiated between thc Developer and the Contractor of his choice, or by mutual agreement of the Developer and the City Manager, bids may be received and the Contract executed between the City and the Contractor. 5. Refunds to the Developer shall be made only on applicable situations involving connections to offsite facilities (Approach Mains) or boundary facilities, and then only when provisions for such refunds are specifically provided for in the City-Developer Contract executed prior to construction of the extensions. B. METHODS OF PROCEDURE. 1. When the Developer proposes to pay the full 7% of construction cost for City to furnish all services as enumerated, the procedure shall be as follows! a. Preliminary action is first initiated by the Developer furnish- ing the Superintendent with a reproduceable sepia of the pre- liminary plat as approved and signed by the City with request for preliminary layout and tentative estimate of costs for water and sewer service with directions as to the extent of area to be constructed in first increment. Superintendent transmits sepia of approved preliminary plat to the City's Engineer(s) with instructions to proceed and directions as to extent of first increment. City's Engineer(s) prepare preliminary layout and estimate of cost for overall tract and of first section designated by Developer if incremental development is planned. Two prints of the proposed layout and estimates of cost for the Developer's needs only are furnished to the Superintendent. Attached to the Superintendent's copy will be a supplement showing additional oversizing needed with estimate of City's participation in cost for such oversizing. The other print will be for use of the Developer. The Superintendent transmits the Preliminary Layout and estimates to the Developer or conveys the information through direct conference. 2 of 8 SECTION VI b. Action toward proceeding with the filing and improving of all or a portion of a development covered by Preliminary action as per a. above is initiated by the Developer as follows: (1) In Euless, Developer submits two (2) blue line prints of the Filing Plat with approval signature of the City to the Superintendent and advises him where the original plat trac- ing can be picked up for additional reproductions. The Superintendent furnishes Developer with three (3) blank forms of the City - Developer Agreement and also forwards one print of the signed plat to the City's Engineer(s) with instructions to proceed with intial layout and estimate. The City's Engineer(s) advise the Superintendent by written duplicate memo of the estimated construction cost and the amount of the initial Developer deposit of 7 %. After Developer -City Agreement has been executed and proper fee has been executed and proper fee has been deposited with the City, the Superintendent returns one copy of memo to City's Engineer(s) with instructions to proceed with pre- paration of construction plans and documents and the advertising and receiving bids if Contract is to be with City, or deliver documents to Developer if he is to negotiate and execute Contract. (2) In Bedford - Developer submits to the Superintendent two (2) blue line prints of the filing plat in final form ready for submitting to the City of Bedford and advises the Super- intendent where the original tracing can be picked up for additional reproductions. The Superintendent furnishes Developer with three (3) blank forms of the City - Developer Agreement and also forwards one print of the filing plat to the City's Engineer(s) with instructions to determine preliminary estimate of cost. The City's Engineer(s) advise the Superintendent by written duplicate memo of the estimated construction cost and the amount of the initial Developer deposit of 7%. After Developer -City Agreement has been executed and proper fee has been deposited with City, the Superintendent returns one copy of memo to City's Engineer(s) with instructions to proceed with construction plans. City's Engineer(s) furnishes copies of the plans and specifications to Developer for approval of City of Bedford and after such approval has been obtained, Developer makes available to City's Engineer(s) for necessary reproduction the approved plat signed by the City of Bedford. City's Engineer(s) then proceed with advertising and receiving bids if Contract is to be with City or delivers documents to Developer if he is to negotiate and execute the Contract. c. After selection of the Contractor has been accomplished by bids or negotiation as per b. above, the actual construction shall be accomplished as follows: 3 of 8 SECTION VI (1) If bids are received, the City's Engineer(s) furnish to the Superintendent a tabulation of all bids and attached will be a duplicate memo with breakdown of Developer's costs, deposit due and City participation, if any. After deposit or other approved financing is arranged and Developer has furnished Vol. and Page where Plat is filed of Record, the Superintendent returns one copy of memo to City's Engineer(s) with instructions to have Documents executed and issue the Work Order. City's Engineer(s) have Documents executed and furnish copies and Work Order to Superintendent, Developer, Contractor and Surety. (2) If Contract is negotiated between Developer and Contractor, the Vol and Page where Plat is filed, along with five (5) copies of the complete executed Contract Documents and a Work Order signed by the Developer are delivered to the City's Engineer(s) for checking after which they will be distributed as above. (3) After Work Order is issued, the City's Engineer(s) provides the construction layout staking and prepares cut sheets for all -sewers. A copy of all cut sheets shall be furnished to the Superintendent and the Contractor. The Superintendent or City Inspector shall inspect the work and prepare or check the partial and final pay estimates to the Contractor. After pay estimates have been agreed upon by the Superintendent or Inspector and the Contractor, they shall be transmitted to the City's Engineer(s) for checking. The City's Engineer(s) shall check all pay estimates and after thcy arc in order, shall transmit them to the Superintendent or the Developer with recommendation for payment. After final completion of the work to the satisfaction of the Superintendent or Inspector, the Developer shall deliver a conveyance of title acceptable to the City Attorney and thc City Manager shall issue a statement of Acceptance of thc facilities for ownership and operation by thc City. • When the Developer elects to use his own Engineer for Design, Administration, Layout, Cut Sheets, etc., and pay only the 2% of construction cost for the City review, processing and inspection, the procedure shall be as follows: a. Developer initiates Preliminary action by obtaining copy of applicable portions of City's Policies and Procedures from Superintendent. Developer then has his Engineer prepare and of 8 SECTION VI submit to Superintendent, who forwards to the City's Engineer(s) a preliminary layout of proposed water and sewer extensions superimposed on an approved preliminary plat signed by the City, along with his tentative estimate of costs for the overall development and for the first section if incremental development is proposed. City's Engineer(s) review the proposed preliminary plat and returns to Superintendent with comments and recommendations concerning acceptability and oversizing needed. Superintendent advises Developer of tentative approval or necessary changes with copy to City's Engineer(s). b. Action toward the filing and improving of all or a portion of a development covered by Preliminary action as per a. above is initiated by the Developer as follows: The Superintendent furnishes the Developer with three (3) blank forms of the Standard City - Developer Agreement. Developer's Engineer shall prepare and submit to the City Superintendent complete construction plans, specifications and other necessary Contract Documents along with estimates of Developer's cost and City participation, two blue line prints of the final plat show- ing approval signature for the City of Euless, or copy of the plat to be submitted for approval if in Bedford. Such Documents shall be submitted to City's Engineer(s) for review and after they have been fully completed and are acceptable to the City, the City Superintendent shall return them to Developer with Notice of Approval in exchange for the executed Developer -City Agreement and City's Fee of 2%. After approval by the City of Bedford, if located in Bedford, Developer shall furnish City Manager with a copy of the approved plat signed by the City of Bedford. If Contract is to be between Developer and Contractor, Developer proceeds to negotiate Contract and submit five (5) copies as executed to City Superintendent, who in turn, forwards them to City's Engineer(s) for review. If Contract is to be between City and Contractor, the Developer's Engineer prepares and furnished to the City Superintendent a Notice to Bidders to be properly published with bids to be addressed to the City Superintendent and received at the Euless City Hall. c. After selection of the Contractor has been accomplished by bids or negotiation as per b. above, the actual construction shall be accomplished as follows: (1) (2) (3) SECTION VI If aids are received, the City's Engineer(s) furnish to the Superintendent a tabulation of all bids and attached will be a duplicate memo with breakdown of Developer's costs, deposit due and City participation, if any. After deposit or other approved financing is arranged and Developer has furnished Vol. and Page where Plat is filed of Record, the Superintendent returns one copy of memo to City's Engineer(s) with instructions to have Documents executed and issue the Work Order. City's Engineer(s) have Documents executed and furnish copies and Work Order to Superintendent, Developer, Contractor and Surety. If Contract is negotiated between Developer and Contractor, the Vol. and Page where Plat is filed, along with five (5) copies of the complete executed Contract Documents and a Work Order signed by the Developer are delivered to City's Engineer(s) for checking after which they will be distribut- ed as above. After the Work Order is issued, the Developer's Engineer provides the construction layout staking and prepares cut sheets for all sewers. A copy of all cut sheets shall be furnished to the City's Engineer(s)p the Superintendent or Inspector and the Contractor. Also, a carbon copy of the actual construction staking field notes shall be furnished to the City's Engineer(s). The Superintendent or Inspector shall inspect the work and review the partiai and final pay estimates to the Contractor as prepared by the Developer's Engineer. After pay estimates have been agreed upon by the Inspector and the Contractor, they shall be transmitted to the City's Engineer(s) for checking. The City's Engineer(s) shall check all pay estimates and after they are in order, shall transmit them to the City Superintendent or Developer with recommendation for pay- ment or corrections as noted. After final completion of the work to the satisfaction of the Superintendent or Inspector, the Developer shall deliver a conveyance of title acceptable to the City Attorney and the City Manager shall issue a statement of Acceptance of the facilities for ownership and operation by the City. 6 of 8 SECTION VI C. EVALUATED PRICES. When the City participates in the cost of facilities for oversizing or for any other reason, separate bid items shall be set up to reflect the cost to the City when such separate items can be feasibly determined. In the absence of such specific bid prices, the following evaluated prices shall be used to determine participation costs. 1. When any extension or improvement to the water and /or sewerage system is to be installed under Contract between the City and a Contractor, the cost of which is to be paid wholly or partially by a Developer, the Contractor shall not be authorized to commence work until after the City has received the full amount due from the Developer, either in cash to be placed in escrow or by irrevocable commercial letter of credit from a bank or other lending agency acceptable to the City, the conditions of such letter to be included in the City - Developer Agreement and of form approved by the City Attorney. SECTION V1 E. CHARGES AND /OR REFUNDS ON OFFSITE AND BOUNDARY FACILITIES. When any customer, whether an individual, residential or commercial customer, builder, developer or any other person, desires a service connection direct to an existing water or sewer line that was previously installed as a boundary or offsite facility of an extension serving another development or other individuals, the charges for each such connection to the line shall be assessed in accordance with the terms of the preceding Section IV A and IV B. When a Developer installs "Off- Site" or "boundary" facilities in which the City does not participate in the cost in any way, such Developer shall become eligible for refunds from future connections to these facilities by fully identifying in the City — Developer Agreement the line location and extent of such "Boundary" or "Off -Site" facilities. Such refunds shall be made only from the connection charges as they are paid by customers not within the platted area of development covered by the Agreement. The determination of such refunds shall be made by the same formula as set up in preceding Section V, D. When portions of an increment of a development necessitates facilities that are "Boundary" or "Off -Site" relative to the intitial increment,but later furnished direct service to subsequent increments, then such later connections may be made without payment of additional connection charges by the same Developer or his legal heirs, assigns, successors or executors; however, if the subsequent development is by others, then, connection charges will be assessed and refunds to the original Developer will be made if so provided in his City - Developer Agreement. 8 of 8 1 1 1 1 1 1 1 1 1 SECTION VII STANDARD REQUIREMENTS s. CRITERIA OF DESIGN FOR SYSTEM EXTENSIONS A. All Contract Documents for extensions or improvements to the City's water or sewerage facilities shall be prepared under the supervision and bear the seal of a Licensed Professional Engineer, licensed by the State of Texas in the field of Civil or Sanitary Engineering, as required by the Revised Civil Statues of Texas, Article 3271a, Section 19 and shall consist of the following: 1. Maintenance Bond (10% of total Contract for 2 years) 7. Description of the Project (By engineer) *8. General Conditions (Standard adopted by City) 9. Special Provisions (by engineer) *10. Detailed Specifications (Standard adopted by City) 114 Plans (Usually but not always bound separately) *MOTE; If Documents are prepared by Developer's Engineer, the City will furnish five (5) copies of the City Standard Items noted thus* for inclusion in the Documents and the Developer's Engineer will prepare other sections required for complete Documents. If more than five (5) copies are desired for any one Development, they may be reproduced by Developer using any direct image type reproduction, or they may be obtained from City at City's cost of reproduction, as determined by City Manager. Reproduction of City Standards by re- typing, etc. will not be permitted because of chance of typographical errors and omissions. B. WATER SYSTEM DESIGN AND CONSTRUCTION STANDARDS. 1. All materials and workmanship used in extensions or improvbments to thcCity's 1-!s►tcr'Systemphali conform .- t th:e'Jatest revisions .o#_Ames.ican Water- WorksLAssociat ion or American Standards Association specifications and particularly to the most recent revisions of the Detailed Specifications which have been adopted by the City; a copy of which is on file at the offices of the City Manager and Superintendent and will be made available for inspection upon request to the City Manager or Superintendent. All installations shall be designed and constructed to conform to the latest applicable rules and regulations as published by the Texas State Department of Health. 2. Non- rising stem gate valves with slip or screw type case iron cover boxes and other control devices shall be installed throughout the system as recommended by the City's Engineer for proper control, maintenance and operation of the system. SECTION VII • Standard three-way, improved type, dry head fire hydrants constructed to provide a minimum of three (3') feet of cover over the connecting main shall be installed at locations such that all areas of development are located within a five hundred (500') radius from a fire hydrant. 4. All fire hydrants shall be served by a six inch or larger Supply or Distribution Main. 5. Two (2") inch Distribution Mains shall be cast iron pipe and will only be permitted to be installed in dead-end locations that are not subjcct to future extension and shall not serve more than six (6) standard 3/4" Service Connections. No Distribution Mains shall be smaller than two (2") inch in inside diameter. 6. Four (4") inch Distribution Mains shall be cast iron pipe and it shall not be uscd to serve more than thirty (30) Standard 3/4" Service Connections of fifteen (15) Double 3/4" Service Connections and no 4" Distribution Mains shall exceed fifteen hundred (1,500') feet in length between direct connections to larger mains. 7. Mains Six (6") inch and larger shall be cast iron or asbestos cement in accordance with the Standard Specifications. • All Supply Mains and Distribution Mains installed within a Developer's platted and filed area of development must extent to the borders of his development as required for future extension of the City's system, regardless of whether or not such extensions are required for service within the area of development. 9. Water system extensions and improvements shall be designed to provide for a peak daily requirement of at least 250 gallons per capita served at a minimum supply pressure of 42 pounds per square inch. C. SEWERAGE SYSTEM DESIGN AND CONSTRUCTION STANDARDS. 1. All materials and workmanship used in extensions or improvements to the City's sewerage system shall conform to the latest revisions of the applicable sections of the American Society of Testing Materials Standards as prescribed in the latest revision of the Detailed Specifications which have been adopted by the City; a copy of which is on file at the offices of the City Manager and Superintendent and will be made available for inspection upon request to the City Manager or Superintendent. All installations shall conform to the latest applicable Design Criteria For Sewerage Systems as published by the Texas State Department of Health. 2. Approach Sewers shall be &Signed with consideration for serving the full drainage arca subject to collection by the system, but modified as governed by the projected rate of development and the 2 of 5 1 1 1 1 1 1 SECTION VII financial feasibility of the proposed extension. Lateral Sewers shall be designed to serve the planned arca of development with provision for extension where possible into adjacent undeveloped areas. The population density for undeveloped areas shall be based on surrounding development, but shall not be less than 9.5 persons per acre unless approved otherwise by the City. The contributing sewage flow shall be determined on thc basis of an average flow of 100 gallons per person per day without separate provision for infiltration. Outfall Sewers, Approach Sewers and Collector Sewers shall be designed on the basis of the following peaking factor formula; Peaking Factor ■ 1 + 14 14 + V P P = Population expressed in thousands. All Lateral Sewers or Sewer Mains installed within a Developer's platted and filed arca of development must extend to the borders of his development as required for future extensions of the collecting system regardless of whether or not such extensions arc required for service within the development. 4. Detailed determination of the sanitary sewerage area shall be the responsibility of the City. Where there is a question as to the facilities required, it shall be resolved in favor of additional cppacity. All construction will be inspected by the City's designated Inspector. 5. The construction of sewage lift or pumping stations or separate treatment facilities will not bc permitted unless the costs of constructing such lift stations or separate facilities is at least twenty (20%) percent less than the costs of constructing an adequate Outfall or Approach Sewer to serve the area. All estimates of costs for this determination shall be prepared by the City's Engineer(s). 6. In such cases where sewage lift stations or separate treatment facilities are permitted, they shall be designed by the City's Engineers) and constructed under contracts awarded by and in the name of thc City. The construction costs of such facilities plus ten (10%) percent shall bc deposited with the City by the Developer or person requiring the facilities, prior to commencing construction. 7. Gravity flow sewer pipe of sizes twelve (12 ") inch and smaller shall be vitrified clay pipe conforming to A.S.T.M. Specification C 26 -60T for standard strength and C 278 -60T for extra strength. Extra strength pipe shall be used where trench depths exceed eighteen (18') feet and at such other locations as determined necessary by the City's Engineers. Joints for vitrified clay pipe shall be factory made joints conforming to A.S.T.M. 3 of 5 SECTION VII Specification C 425 -60T, Type 111, as manefa. -tured under the trade name of "Delta Seal ". In dry trench conditions and at spek.ie1 connections, hot poured joints may be made using Atlas JC 60 after proper priming with Atlas 60 primer. 8. Gravity flow sewer pipe of sizes fifteen (15 ") inch and larger shall be vitrified clay pipe as stated above or under suitable conditions as approved by the City's Engineer(s) other types of pipes may be used as determined by the individual conditiohs. 9. Service Sewers and House Sewers from the Lateral Sewer to the clean -out located immediately outside the building where service is provided shall be vitrified clay with "Delta -Seal" joints or may be cast iron soil pipe. The Service Sewer and the House Sewer shall be cast iron soil pipe. The Service Sewer or the House Sewer shall be tested with an exfiltration test as an indication of its ability to eliminate infiltration. The test shall be made by a plumber of the person installing said sewer and shall be completed prior to placing of any backfill or blinding material on the pipe. The test shall be conducted in the presence of the City's authorized Inspector using the following procedure and no connection permit will be issued by the City until such tests are satisfactory. The test shall be made by placing a water tight plug in a test tee until the water reaches the level of the rim of the clean -out stack. If any leak is detected during a period of thirty (30) minutes, the defective portion of the sewer shall be removed and replaced with sound material and the exfiltration test repeated until the total installation is found to be tight. No cement shall be used for the purpose of repairing a defective joint. Repairs may be made by using Atlas JC 60 hot poured joint compound and encasing the repair with a minimum thickness of four (4 ") inches of five (5) sack concrete. The encasement shall completely encircle the pipe for a length of at least twelve (12 ") inches on either side of the point of leakage. 10. No connection shall be made to the City's sewerage system which will permit the entrance of surface water from roof, street or other type drains. No connection shall be made to the City's system which will permit the entrance of waste of other than Domestic Sewage characteristics, without specific written agreement with the City. The following design practices shall be considered as generally applicable, but they may be modified by concurrence of City's Engineer and Superintendent in specific cases where they are impractical. Mo sewers other than Service Sewers and House Sewers shall be less than six (6 ") inches in diameter. 4 of 5 1 1 1 1 1 1 1 1 1 1 1 SECTION VII Service Sewers and HOUSQ Sewers shall not be less than four (4") inches in diameter and shall approach the "Lateral Sewer" on at least a one (1%) Percent grade. All Lateral and Approach Sewers shall be designed with hydraulic slopes sufficient to give mean velocities, when flowing full or half-full of not less than two (2.09 feet per second based on Kutter's or Manning's formula using an "n" valve of 0.013. Grades which will produce velocities in excess of five (5') feet per second shall be avoided. Sewers shall be laid in straight alignment wherever possible. Where horizontal curvature must be used, the smallest radius shall bc one hundred (100') feet. Manholes shall be constructed at all changes in alignment, grade or size of sewer intersection of other sewers except Service Sewers and at the ends of all sewer lines that will be extended. CITY OF EULESS, TEXAS STANDARD SPECIFICATIONS FOR CONSTRUCTION OF WATER & SEWERAGE FACILITIES ITEM GENERAL REQUIREMENTS These standard construction specifications constitute Appendix "C" to the "Rules, Regulations, Policies and Procedures" as adopted by the City of Euless for their water and sewerage facilities. These standard specifications shall become a part of all contracts for extensions or improvements to the Euless water and/or sewerage systems, and although they may be supplemented by Special Provision for clarity they may not be superceded by requirements of lesser quality than provided in these standards. Similarly, all such work performed under these specificat ons shall also be in compliance with and subiect to all other applicable portions of the published "Rules, Regulations, Policies and Procedures for the water and sewerage facilities of the City of Euless." Where any reference is made in the standard specifications to discretionary actions CT judgement such as "Ordered", "Approval", "Allowed", "Acceptauct:", -reimission" "Satisfactory", "Required" or any other such terms relative to the control of the project, the implied or stated judgement shall rest solely with the Water and sawcr Superintendent of the City of Euless or such other agent of the City 'if Euless as is specifically designated by the Superintendent to be so identified in the Contract Documents. 1 of 1 1/66-Ten. ITEM TRENCHING AND BACKFILL 1. Description. This item consists of excavating all necessary trenches for the water distribution system and/or sewer system and backfilling same after the pipe has been properly laid, inspected and tested. This work shall include the furnishing of all labor, materials, tools, equipment and machinery necessary for clearing and removing from the site of the work, wherever located, all obstructions, trees, stumps, brush, vegetation and debris, and all earth, rock and other materials to be excavated; the removal of existing structures except where specifically paid or as separate contract by items; the stripping or removal of top soil or sod to be piled separate from other excavated materials and later to be restored to its original place after backfilling is completed; the furnishing, placing and maintaining of all sheeting, shoring, and bracing necessary to protect the work and adjacent properties; all pumping, bailing and draining necessary to keep the excavation free from seepage water, water from sewers, drains, ditches, creeks, and other sources, and provision for the uninter- rupted flow of sewers and surface waters during progress of the construction; the removal, after the completion of the work, of all sheeting, shoring and bracing not necessary to support the sides of the excavation; the satisfactory disposal of excess and unsuitable materials not required or which cannot be used for back- filling, tamping, compacting and refilling; after settlement, or all excavated areas; the restoring of all streets, alleys, right-of-way and other lands or struc- tures private or public, damaged or occupied by the Contractor in the performance of the contract to as good condition as they were prior to the beginning of the work, and maintenance of any trench settlement that occurs within two years after accepting of the job. 2. Classification. 1 1 1 1 1 Excavation in trenches for water lines will be unclassified and will not be paid for separately, but shall be included in the price bid per linear foot II for the various sizes of water pipe unless specific provision for separate payment is called for in the "Special Provisions" and on the "Proposal" form. Trenching for sewer lines and structures will be "Unclassified" unless separately classified as 'Wet", "Dry", "Rock" or "Special" and a price for each is specifically called for in the "Special Provisions" and in the "Proposal". Where no separate classification is provided, the price bid shall be on the basis of "Unclassified" trenching and the Contractor shall satisfy himself as to the material and conditions to be encountered as well as the special bedding backfill materials and methods which are hereinafter required. Where excavation is classified, the following definitions shall apply: "Dry" excavation is defined as all dry earth excavation that may be properly removed with a trenching machine. No special bedding is required. "Wet" excavation is defined as trench excavation which encountered water in the trench and requiring sheathing, pumping or de-watering. Special bedding is required. 1 of 9 1 tem Trenching and Backfill "Rock" excavation is defined as all masses which cannot be removed without blasting or the use of a power hammer, all detached rocks or boulders measuring more than two (2') feet in their largest exposed face and that are fastened in the trench due to their size and hard underlying strata or sedimentary rock in its natural bed- ding. Special bedding is required. "Special" excavation is defined as all loose rock and extremely hard shale or clay which, in the opinion of the Engineer, seriously impedes the normal trench- ing operations. "Special" excavation quantities will be computed as a percentage of the total excavation per linear foot of trench. Trench containing more than 75% large loose rock removed by a trenching machine will be paid for as 100% special excavation. Trench containing 501 large loose rock removed by a trenching machine will be paid for as 50% special excavation. All lesser percentages of large loose rock will be paid for in direct proportion. Special bedding is required. 3. Construction Methods. Trenches shall be excavated by a trenching machine or back hoe except in locations where hand trenching is required. Banks of trenching shall be vertical when in material that stands firm. In material that caves, banks shall be braced or cut on slope as determined most feasible on the job. Trenches will be excavated to the approved lines and grades, as shown on the plans. No changes in the locations of the lines are contemplated, but should any changes be necessary, they shall first be approved in writing and the revised work shall be compensated for at the unit price as bid unless a revised price is specifically agreed upon before performing the work. The width of the trench shall normally be six (6 ") inches minimum and eight (8 ") inches maximum on each side of the pipe bell. Trenches for water pipe shall be of such depth as to give thirty -six (36 ") inches cover for four (4 ") inch and larger size pipe, and thirty (30") inch cover for pipe of smaller size, unless specifically planned otherwise. The excavation shall not advance more than one hundred (100 0 feet ahead of the completed backfilled line. Pipe shall have been laid in all trench that has been opened at the end of each day's work, except with written permission to do otherwise. Extra deep excavation and addition of material other than the existing native material encountered at the bottom of, the trench excavation may be necessi- tated to accomplish a satisfactory job due to various conditions which include the following: (a,) When the excavated material is rocky, hard clods, or otherwise will not granulate and flow to suitably bed and blind over the pipe with homogeneous cover, outside material or suitable select material form other points on the job shall be hauled in and in no case shall extra pay be allowed for furnishing and installing such material. (b) Special granular embedment either with or without cement stabilizer or concrete encasement may be specified to be placed immediately 2of§ Item Trenching and Backfill under or about the pipe to provide necessary support and /or protect- ion to the pipe because of deep trench or other abnormal laying conditions other than rocky or unstable subgrade. Such embedment, which is other than (a) above, shall be used only when specifically ordered and shall be paid for either as part of the pipe price or as a separate item if covered in the proposal, otherwise, the basis of compensation shall be determined by Supplemental Agreement when its installation is ordered. (c) Trench bottoms in rock shall be excavated minimum 8" below flow line and backfilled to grade with cushion sand, gravel or other suitable bedding material. No additional pay will be allowed for either the added excavation or the bedding material unless the excavation is classified "Rock" in which case the rock excavation will be paid to full depth of excavation, but no extra pay will be allowed for the bedding material. (d) Trench bottoms in unstable material, such as with free water in trench, clay, loose sand, high humus content, etc., shall be ,e ocavated additional depth not less than 8" below flow line and backfilled or admixed with crushed stone, oversized gravel or other treatment as specified to form a stable base upon which to place the pipe and embedment material if specified. When the condition of•un- stability results from neglect of Contractor to divert or pump out water or other act within control of Contractor, no extra compensa- tion will be allowed either for extra excavation required or materi- al added. When conditions of unstability exist or result from con- ditions not wdthin control of the Contractor, extra compensation will be due the Contractor as set up in the Special Provisions or negotiated prior to performing the work unless it is specifically provided in the Special Provisions that such stabilization is included in the "Unclassified ", "Wet" or "Special" excavation as the case may be. The Contractor shall remove any water which collects in the trenches while sewer pipes are being laid. In no case shall water be allowed to run over the invert or foundation or through the sewer without permission. Water encoun- tered shall be disposed of by the Contractor in an approved manner. The bottoms of the trenches for all sewers shall be carefully and truly graded, formed and lined according to the approved grades and dimensions. They shall be approved before any sewer pipe is laid and bell holes shall be excavated by hand. The Contractor shall excavate all trenches, including work necessary in working around existing pipe lines or other obstructions. Tunnelling for railroad or highway crossings at greater depth than required above shall be done without any extra compensation therefor. The Contractor shall give notice to the owners of any such lines or obstructions, in order that they may have time to take the necessary precautions for protecting their property. The Contractor shall be responsible for protecting the Owner from any damage arising from his operations in such work. After testing and inspection of water pipe lines has been finished on any completed portion of the work, the trench may be backfilled. Backfilling shall be accomplished in compliance with the applicable portions of this specification. 3of9" Item Trenching and Backfill 4. Test Borings. Where any information pertaining to the character of the materials expect to be encountered in the excavation work, as found by making borings, from observations, records or otherwise, is shown on the plans, it is with as much accuracy as possible, but it is expressly understood that the Owner does not assert or gurantee the accuracy of such information or that any materials to be encoun- tered at any other points are even approximately the same, either in character or elevations, as those shown on the plans. 5. Sheathing. The sides of all excavations shall be sufficiently sheeted, shorted and braced so as to prevent slides, cave-ins, settlement or movement of the banks and to maintain the excavation clear of obstructions that will in any way hinder or delay the progress of the work. In wet, saturated or flowing materials, when it is necessary to install tight sheeting or cofferdams, wood or steel sheet piling of an approved design and type shall be used. All sheet piling, shoring and brac- ing shall have sufficient strength and rigidity to withStand the pressure exerted and maintain the sides of the excavation properly in place and protect all persons or property from injury or damage. When excavations are made adjacent to existing building or other structures, or in paved streets, particular care shall be taken to adequately sheet, shore and brace the sides of the excavation to prevent under- mining of, or settlement beneath the structures or pavement. Underpinning of adjacent structures or pavement shall be done by the Contractor at his own cost and expense and in an approved manner, or when required, the pavement shall be removed, the void satisfactorily refilled, compacted and the pavement replaced by the Contractor; the entire expense of such removal and subsequent replacement there- of shall be borne by the Contractor. Sheeting, shoring and bracing shall not be left in place unless otherwise provided for in the contract or specifically author- ized. The removal of sheeting, shoring and bracing shall be done in such manner as not to endanger or damage either new or existing structures, private or public properties, and so as to avoid cave-ins, or sliding of thc banks. All holes or voids left by the removal of the sheeting, shoring or bracing shall be immediately and completely filled and compacted with suitable materials, Sheeting, shoring and bracing ordered left in place will be paid for at the unit price bid for this item. 6. Pumping, Bajljriq and Draining. The Contractor shall immediately remove all surface or seepage water from sewers, drains, ditches and other sources which may accumulate during the excavation and construction work, by providing the necessary underdrains or other- wise, and by doing the necessary pumping, bailing or draining. The Contractor shall have available at all times sufficient equipment in proper working order for doing the work herein required. All water removed from excavations shall be disposed of in an approved manner, so as to not create unsanitary conditions, nor to cause in- jury to persons or property or damage to the work in progress, not to interfere un- duly with the use of streets, private driveways or entrances. Pumping, bailing and draining, underdrains, ditches, etc., shall be considered as incidental work and will not be paid for as seperate items, but their cost shall be included in the contract prices bid in the proposal for the various units of excavation measure. of 9 item Trenching and Dackfill 7. Support of Existing Pipes Across Trench. it shalt be the responsibility of the Contractor to protect and support all water, gas and other conduits crossed by the excavation or work to be performed by him or to arrange for their temporary removal, and subsequent replacement. All expense incidental to this phase of the work shall be borne by the Contractor. Sanitary sewers crossing the trench shall be replaced by a piece of cast iron pipe long enough to span the trench with ample support on each side, as detailed on the plans. Separate contract pay items will be provided for in the Proposal and contract for such as iron pipe "Trench Spans ". 8. Disposal of Excavated Materials. Excavated materials, so far as needed and of a suitable character, &hall be piled adjacent to the work to be used for backfilling as required. Exca- vated materials unsuitable for the backfilling, or in excess of that required for backfilling, shall be disposed of in an approved manner at locations designated on the plans or as approved. Desirable top soil, sod, etc., shall be carefully piled separately and replaced in its original position when required. Excavated materi- als shall be handled at all times in such manner as to cause a minimum of incon- venience to public travel and to permit safe and convenient access to private and public property adjacent to or along the line of work. In parkways and easements where it is necessary to deposit excavated materials on lawns during the work, - burlap or canvas shall be placed on the lawn to prevent contact between excavated materials and the lawn. 9. Protection of Trees, Plan ts,Shrubbery, Etc. Where trees, plants, shrubbery etc., are adjacent to the line of the work and are not to be removed or removed and replaced, the Contractor shall pro- tect such trees, plants, shrubbery, etc., by substantial wooden boxes and guards and shall not permit machinery or employees to scrape, tear the limbs from, or damage, or attach guy cables to them, and if, such trees, plants, shrubbery, etc., would be damaged by machinery, etc., hand excavation may be required. The Con-.i tractor shall be responsible for all damages to such trees, plants,shrubbery, etc. 10. Protection of Buildings and Existing Improvements. The Contractor shall, at his own expense, shore up and otherwise pro- tect any building or other structure which may be endangered during the work and he shall restore all buildings, culverts, fences, walls, or other properties dis- turbed during the work to a condition similar or equal to that existing before his operation. The Contractor shall be responsible for any injuries to persons and property for all damages to any pipe, conduit, sewer or other structures injur- iously affected by the work, and the Owner shall not be liable therefor. 11. Use of Explosives. Should the Contractor elect to use explosives in the prosecution of the work, they shall be used with utmost precaution, and no blasting shall be done within 50 feet of the completed work or exposed pipes, conduits, etc., and he shall assume all liability for any injury or damage to persons or property resulting from 5 of 9- 1 1 1 1 1 1 1 1 1 1 1 1 1 1 1 1 1 1 1 1 Item Trenching and Backfi such usage. All necessary precautions shall be taken by the Contractor, and prov- isions shall be made for the protection of the new work, and all blasting shall be so conducted as not to endanger persons or property. Only a sufficient quantity of explosives for the immediate day's work shall be kept at the site of the work by the Contractor. Caps, exploders and explosives shall be stored separately. The Contractor shall be responsible for, and shall make good, any damage caused by blasting or accidental explosions. 12. Tunnelling and Casinq. Tunnelling under highways, streets, or railroads shall be accomplished by means of jacking and tunnelling equipment which has been approved prior to starting tunnelling operations. Tunnels shall be pressure grouted or backfilled as completely as practicable with selected materials, compacted by means of mechan- ical tampers or hydraulically placed in such manner that no voids remain between the backfilled material and the roof of the funnel. Tunnelling and casing shall be further in accordance with the Item, "Railroad and Highway Crossings" or as further provided In the Special Provisions or shown on the plans. 13. Crossings to be Kept Open, At such street, railroad, and all other crossings as may be designated by the Engineer, the trenches are to be hand tamped and filled in such a manner as to prevent any serious interruption of traffic upon the roadway or sidewalks, the cost thereof to be borne by the Contractor, 14. Protection of Unfinished Work. Before leaving work for the night, or during a storm, or at other time care must be taken to protect and securely close the unfinished end of the pipe. Any earth or other materials that may find entrance Into the pipe through any such open or unplugged end of the pipe must be removed at the Contractor1s expense. 15. Lights and Guards. The Contractor must provide and maintain adequate detours around the work under construction. The Contractor must provide sufficient lights, warning signs, and watchmen to provide adequately for the safety of the public. 16. Backfill, Materials and Workmanship. Excavation shall be backfilled only with approved materials; the type of backfill shall vary according to the type of pipe being installed. (A) Unless special granular embedment or encasement is required, the initial blinding -over of the pipe shall be as follows; (1) All asbestos cement pipe shall be embedded and blinded over with not less than 4" below & 4" above the barrel of pipe with select "hauled -in" cushion sand. Material from the trench will not be used for cushion sand unless the Contractor furnishes suitable reports from an inde- pendent laboratory showing that it has proper qualities. 6 of 9 Item Trenching and Backfi 1 (2) All cast iron or steel cylinder concrete pipe laid on rock or in clay material with P.1. of 20 or greater shall be em- bedded and blinded over with not less than 4" below and 4" above barrel of pipe with select "Hauled-in" cushion sand. (3) Cast iron or steel cylinder concrete pipe laid through materials of P.I. less than 20 which granulate or crumble to particles less than 1" in size may be blinded and bock- filled with the native material unless some other condition is found that would be detrimental to this installation. Embedding and blinding must be not less than 4" below and 4" above barrel of pipe. (4) All clay or other sewer pipe shall be blinded and back- filled with native material where the excavated material is good earth free from rock, broken concrete, broken pavement or other lumpy material larger than 1" in the greatest dimension. The pipe shall be blinded by carefully placing by hand, and hand or mechanically tamping layers to a height twelve (12") inches above the pipe. (B) After initial blinding-over has been accomplished as specified above, the remainder of the backfill shall be placed and treated depending upon the location of the trench as follows: (1) Where trenches are located in open or undeveloped land, and in land which has not been planned or platted and submitted for review by the City Planning Commission or City Council, backfill shall be added to the trench to bring it up to natural ground level. The ditch shall then be allowed to settle with additional fill material added from time to time as natural settlement is accomplished and until all backfill has stabilized or the period of maintenance as prescribed for the project has expired. (2) Where trenches are located in land for which a preliminary plan has been or is being presented to the City Planning Commission or City Council, the backfill shall be jetted until all settlement has been ceased. Jets shall be used at not over six (6) foot spacing and on alternate sides of the trench. After jetting and prior to any street con- struction in the area planned, the ditches shall be thor- oughly "walked in" by tracked machinery and any settlement corrected by addition of material up to ground level. Where trenches are located in areas dedicated as streets in a plat which is filed of record, these trenches shall be backfilled with select material from trench excavation and this backfill shall be hand or mechanically tamped in not more than six (6") inch layers or hydra-tamped to minimum 90% density. If the material is dry, and if so instructed, the Contractor shall moisten the backfill material in order to obtain satisfactory compaction. (4) Where trenches are located in existing paved streets, all excavated material shall be removed from the site and the full trench above initial embedment filled with crushed stone or other approved granular material of a nature that 7 of 9 (3) 1 1 1 1 1 1 1 Item Trenching and Backfill readily compacts to near maximum density by jetting or other proposed construction procedure. After accomplishing com- plete compaction and allowing a reasonable time for the fill to cure, (normally 7 to 14 days), the Contractor shall remove the top portion of backfill and restore the paving as further provided under the Specification Item, "Street Paving Replacement ". All surplus material from trench excavation shall be removed from the site and disposed of by the Contractor. All ditches and drainage structures shall be maintained free from excavated material. No additional compensation will be allowed for the backfill materials or methods prescribed herein. Any additional select material required for back- fill to replace unsuitable material excavated in trenching shall be supplied by the Contractor at no additional cost to the Owner. 17. Concrete Cushion and Backfill. Concrete cushion and backfill shall be composed of a free flowing granular material consisting of small stone, pea gravel, limestone chat, or pit run sand and gravel and shall always consist of at least 60 percent sand. The material shall all pass a 3/4" screen and be free from sticks, lumps, stones and organic matter. The material shall be mixed with Portland cement in the propor- tions of 1 part cement to 12 parts of the above described granular material, by volume measurement. Concrete cushion or concrete backfill shall be poured either wet or dry as directed. When concrete cushion or concrete backfill material is specified or ordered to be poured dry, the Contractor shall place this material on each side of the pipe for the full width of the trench, using shovels to cut the material back under the pipe and tamped to a height of 12" above the pipe to receive final backfill. Care must be exercised not to dislocate or disturb the grade or align- ment of the pipe. If ordered to be poured wet caution and care must be used not to float the pipe out of place. In the event pipes are floated out of proper position, they shall be removed and relaid at the expense of the Contractor. Tamping may be performed by either hand or mechanical tamping, however when the initial backfill is not getting the proper compaction by hand tamping methods, the Contractor may be ordered to use mechanical tamping entirely. When ordered or called for on the plans or in the "Special Provisions ", concrete cushion will be paid for separately. In lieu of hand or mechanically tamped initial backfill, the Con- tractor may, if he so elects, use concrete backfill material poured wet around and over the pipe to a depth of 12 ". When selectbackfill is poured wet in lieu of tamping, no extra compensation or pay for select backfill material will be allowed. 18. Measurement & Payment. The basis for measurement and payment shall be as follows unless specifically provided otherwise in the "Special Provisions" and "Proposal ": 8of9' Item Trenching and Backfil1t "Unclassified", '"Dry", 'Wet" and "Special" trench excavation, as called for in the Proposal, for sewer pipe of sizes up to and including twelve (12 ") inch inside diameter will be measured and paid for at the price bid per linear foot separately from the sewer piep. "Unclassified ", "Dry ", "Wet" and "Special" trench excavation, as called for in the Proposal, for sewer pipe of sizes fifteen (15 ") inches and larger in- side diameter will not be measured or paid for separately, but the cost therefor shall be included in the price bid per linear foot for the pipe. Rock excavation, when called for in the Proposal, shall be measured and paid for at the price bid per cubic yard. The width of rock excavation re- moved from trenches shall be considered as the same nominal width of the trench not being cut in rock, but the maximum width allowed shall not exceed eight (8n') inches on each side of the pipe bell. Tunnelling of the various diameters called for in the Proposal will be measured and paid for at the price bid per linear foot. No additional excavation or trenching will be allowed within the limits of tunnelling. Gravel cushion, embedment, or backfill will be measured and paid for separately at the price bid per cubic yard, only when ordered by Supplemental Agreement or called for on the plans or in the Special Provisions. Concrete cushion and concrete backfill will be measured and paid for at the price bid per cubic yard. Class "B" (5 —sack) concrete encasement will be measured and paid for at the price bid per cublc.yard, except when required at a part of "Lump Sum" bid items. Sheathing, when ordered left in place, will be measured and paid for at the price bid per M.F.B.M. Trench spans of the various sizes called for in the Proposal will be measured and paid for at the price bid per linear foot of the various sizes. Casing for water and sewer pipe of the various sizes will be measured and paid for at the price bid per linear foot. Pumping will not be paid for directly. The cost thereof will be in- cluded in the unit price bid for wet excavation. Backfilling will not be paid for directly, but will be included in the unit price bid per linear foot for the various classifications of trenches, Twenty - five (25%) percent of the price bid for trenching of the various classifications for sewer lines and /or fifteen (15%) percent of the price bid for water mains complete in place may be withheld for incomplete or unacceptable backfill. All bid prices shall be full compensation for all labor, equipment, shoring and incidental work, including pumping and backfilling of the trench, necessary to complete the work. No separate measurement or payment will be made for replacing street base or surfacing unless prices are requested in the Proposal. Measurement and payment, when called for separately, will be in accordance with the Item, "Re- placing Street Surfacing ". 9 o 1 1 1 1 1 1 1 1 1 1 1 1 1 1/66 -Ten. ITEM WATER DISTRIBUTION SYSTEM, 1, Description. This item covers the material and labor required for the construction of the water distribution system, or extensions to the existing system as shown on the plans. Included are all mains, laterals, valves, valve boxes and appurtenances unless specifically covered by separate specification item. "Service Connections ", "Railroad and Highway Crossings" and other special devices and situations will be covered by separate items. This specification Item may be amended or adapted to the particular project by the "Special Provisions ". 2. Excavations and Backfillinq. All trenching and backfill shall be accomplished in conformity with the specification item, "Trenching and Backfill ", and the costs of furnishing and placing cushion sand or other embedment material as required in Section 16 of the "Trenching and Backfill" item shall be included in the installed price of each size and type of pipe unless specifically provided otherwise in the "Special Provisions" and "Proposal ". 3. Selection of Pipe Type. All buried distribution system pipe used on this project shall be Cast Iron, Asbestos Cement, or Copper suitable for working pressure of at least 150 p.s.i., unless otherwise provided in the "Special Provisions" or shown on the plans. The selection of pipe type for any given situation shall be governed as follows: (a) All service lines 2" and smaller shall be Type "K" copper. (b) All distribution mains smaller than nominal 6" I.D. shall be cast iron and if smaller than 4" joint lengths shall not exceed 12 feet, nor shall wall thickness be less than 0.25 ". (c) All distribution mains from nominal 6" I.D. to 12" I.D. inclusive shall be either cast iron or asbestos cement, at Contractor's option, with the type selected to be stated in the Proposal. (d) Pipe larger than nominal 12" I.D. will be of type selected by the City based upon the individual circumstances of the partic- u3ar job involved. Galvanized steel, plastic or other special types of pipe shall be used only when specifically approved and provided on the plans or in the "Special Provisions ". Where more than one class of pipe is required, the location of the various classes will be shown on the plans. 1 of 13 Item Water Distribution System 4. Materials Specifications. 4.1 Copper Pipe shall be cold drawn seamless pipe and it shall con- form with A^5.T.M. Class "A" Specification and U.S. Government Type "K/ Specifi- cation 4"2 Cast Iron Pipe in sizes smaller than 3" nominal I.D. shall con- form to AWWA Cl12-65 and in sizes 3" I.D. and larger shall conform to AWWA Cl06~62 or C100~62 as further clarified or excepted herein. All Cast Iron Pipe shall have standard thickness cement mortar lining in accnrancq with AWWA C104~64 and shall be coated outside with AWWA standard bituminous coating. Cast Iron Pipe may be manufactured with metal having tensil strength of 18,000 p,s,Y, and modulus of rupture of 40,000 p,s,i, or the pipe may be man- ufactured of metal having a tensil strength of 21,003 p.s.i. and modulus of rup- ture of 45,000 p.s.i.. Thickness of the pipe shall be not less than is required for an internal working pressure of 150 p,s,i° and for installation with 31 ft. of cover in trench condition "A", flat bottom trench with un-tamped baokfill, computed in accordance with A.S.A. A 21,1~1957^ "Manual For The Computation of Strength and Thickness of Cast Iron Pipe", nor shall the thickness be less than the minimum thickness tabulated as follows: Diameter o Pipe Inch Min. An affidavit of compliance shall be furnished in accordance with Section 5 of the AWWA Standard, Pipe class shall be for a work- ing pressure not less than 150 p.m.l. All 6" pipe shall be in standard 10 ft. lengths and pipe larger than 6" shall be standard l3ft" lengths, with 10% per- missible shorter random leng ths allowed as per standards. . Asbestos-cement pipe couplings shall include an asbestos-cement sleeve, of the same composition as the pipe, and two rubber rings. The couplings shall be machined so as to insure a tight joint with the p]pe. The rubber rings used to seal the joints shall conform to the requirements of the latest revision of ASTM D 1869. 2 of 13 1 1 1 1 1 1 1 1 1 1 1 1 i 1 1 1 1 1 1 1 Item Water Distribution System 4.4 Fittings for Cast Iron and Asbestos Cement Water Distribution Pipe, shall be cast iron conforming to AWWA C110 -64 designed for a working pressure of not less than 150 p.s.i. nor less than the design pressure of the pipe in which they are installed. All fittings shall have AWWA standard bituminous outside coatings and cement - mortar linings. Fittings for direct burial underground shall have mechanical joints and where such buried fittings cannot feasibly be restrained by concrete blocking they shall be equipped with retainer glands or tie rods to prevent joint separa- tion. Fittings installed in exposed locations shall have joints flanged with ASA 125 lb. flanges unless noted otherwise, or if installed with pipe rated great- er than 150 p.s.i. working pressure, flanges shall be rated equal to or greater than the design working pressure of the pipe. Gaskets shall be 'Rainbow ", "Durable Garlock ", or approved equal. Gaskets eight (8 ") inch diameter and smaller shall be 1/16" thick; over eight (8 ") inch diameter shall be 3/32" thick unless specifically required otherwise by in- dividual job requirements. Bolts shall have American Standard Heavy Unfinished Hexagonal Heads and the nuts shall be American Standard Heavy Unfinished Hexagonal dimensions all as specified in American Standard for Wrench Head Bolts and Nuts and Wrench Open- ings (A.S.A. B 12.2- 1941). All bolts or bolt - studs, if used, and all nuts shall be threaded in accordance with American Standard or Screw Threads (A.S.A. 61.1- 1935), Coarse - Thread Series Class 2 Fit. 4.5 Gate Valves shall open by turning left (counter clockwise) and all valves installed underground in the distribution system shall be mechanical joint, double disc, parallel seat type, and shall be iron body, bronze mounted; designed for 200 p.s.i. working pressure, 400 p.s.i. test pressure in sizes 2" through 12 "; and 150 p.s.i. working pressure, 300 p.s.i. test pressure in sizes 14" through 48 ". In addition to the above general requirements, gate valves shall be designed so that when closing or opening the valve, the discs move freely with the wedging mechanism in a collapsed position, thus eliminating abrasive action between the seat rings and the disc rings. To eliminate deflection of the valve discs, seating force resulting from the wedging mechanism shall be applied equally and at four separate contact points on the back side of each disc. All gate valves shall be equipped with "0" ring type packing. Lubri- cation of the thrust collar shall be accomplished by means of a special lubricant sealed between two "0" rings. Seat rings shall be screwed into the valve body. The disc rings shall be pressed or rolled into the discs in an approved manner. Both seat rings and disc rings shall be of bronze and shall make an absolutely watertight joint. The threads on the bronze stem shall be Acme threads. The stem for 3 of 13 Item Water Distribution System valves, size 16" and smaller, shall be made from rolled bronze rod with the collar formed by a forging operation. Stems for valves 18" and larger may be made from rod or casting. All iron castings; bonnet, body, discs, etc., shall be made from a superior quality of iron. Iron shall be tough and of even grain and shall possess a trensile strength of not less than 31,000 p.s.i. All bronze castings, except the stem, shall have a tensile strength of not less than 30,000 p.s.i. All stems shall be made from bronze having a tensile strength of not less than 60,000 p.s.i. In addition to the detailed specifications, above, all gate valves furnished for underground installation shall comply in all respects to the American Water Works Specifications, and shall be Mueller or approved equal. Valve keys shall be furnished only if specifically called for in the "Special Provisions" or "Proposal ". Valves installed in exposed locations shall generally comply with the above requirements, except with flanged joints and other special details as shown on the plans or in the Special Provisions. 4.6 Boxes For Gate Valves shall be furnished and installed on all valves as shown on details included herein. Adjustment to final grade and pour- ing concrete base block where required shall be included in the price bid for valves and boxes. 4.7 Fire Hydrants shall be of proper length for 36" cover on mains unless specifically shown otherwise and shall have one (1) 42' pumper nozzle and two (2) 2i" hose nozzels, national std. threads. Fire hydrants shall open counter clockwise and shall be manufactured in strict compliance with the latest specifi- cations as approved by the American Water Works Association. In addition, other design features, as listed below shall be incorporated in the manufacture of the fire hydrants furnished under these specifications: (a) Fire hydrants shall be of the compression type which close with the pressure and shall be so designed as to provide for two drain ports that are an integral part of the main valve assembly and work automatically when the hydrant is operated. The main valve shall remain closed without loss of water in the event of a traffic accident. Hydrants shall have 5 -1/4" V.O. (b) Fire hydrants shall be provided with a safety flange assembly, located at a point approximately 2" above the ground line, and shall consist of a two piece stem and barrel and designed so as to assure no breakage or damage to either the stem or upper or lower barrel in the event of being accidentally struck by a vehicle. (c) Hydrants shall`be.:of the dry top design with all working parts and operating threads sealed away from the water in either the open or closed position. "0" ring seal packing shall be used 4 of 13 Item Water Distribution System to prevent water and oil leakage between the barrel and dry top of the hydrant. The stem shall be bronze lined where it passes through the "0" ring seals. (d) Provision shall be made so that lubricating of all hydrant working parts will be permitted without the removal of the hydrant bonnet. It is desired that a lubrication system be provided whereby oil is stored in a reservoir, and all bearing surfaces and working parts are completely force lubricated by the normal operation of the fire hydrant. Hydrants shall be designed so that all maintenance. including the installation of extension sections, may be performed above ground with no excavation necessary. (E) It shall be possible by means of a swivel flange to face the hydrant nozzles in any desired position. (g) All iron castings shall be made from a superior quality of iron with even grain and shall possess a tensile strength of not less than 32,000 p.s.i. All bronze castings shall be made from bronze having a tensile strength of not less than 30,000 p.s.i. Fire hydrants furnished in accordance with these specifications shall be Mueller Improved or approved equal. Hydrant wrenches will not be required un- loss specifically included in the "Special Provisions" and "Proposal ". 4.8 Chcck Valves for Underground Piping shall be horizontal, iron body, bronze mounted, with tilting disc designed to eliminate slamming and pound. Inge Check valves shall be designed for the working pressure of the pipe in which the valve is to be installed. Check valves underground shall be mechanical joint unless otherwise specifically called for on the plans or in the "Special Provir sions ". Check Valves for installation Above Ground adjacent to water pumps or well pumps shall be Clayton (No -Slam) Check Valve No. 81; A.P.C.O. Slanting Disc Check Valves equipped with Dashpot; or approved equal unless specifically provided otherwise on the plans or "Special Provisions ". Check valves installed in exposed locations shall have the small con- trol piping protected with one (1 ") inch thich pre - molded Armstrong cork insula- tion tape wrapped. 4.9 Special Valve Pits: When check valves or special devices are re- quired to be installed underground, they shall be installed in valve pits which, unless specifically provided otherwise on the plans or "Special Provisions" shall be constructed from 12 ga. corrugated galvanized metal pipe with cast iron covers equipped with hasp and lock. Diameter of valve pit shall be sufficent to clear the valve at least three (3 ") inches at closest point. All exposed metal shall be painted with "Nitros" at the rate of two (2) gallons per 100 square feet of sur- face and two (2) coats of best quality of aluminum paint. 4.10 Pipe and Fittings Smaller Than 2" shall generally include only 5 of 13 Item linter Distribution S stem service connections as covered by separate detailed specifications. No other types of small diameter pipes and fittings will be used in the system except with specific approval of thc individual installation. 5. Construction Methods shall bc as set forth following herein and in event a situation occurs, not covered by this specification, thc requirements set forth in AWWA Standards 0OO-54T, "Installation of Cast Iron Water mains" and 66O3-64, "Installation of Asbestos-Cement Water Pipe" shall govern. 5.1 Receiving, Unloading and Distribution of Materials: All pipe, special castings, gate valves, fire hydrants, and othcr fittings may be delivered by the Contractor on sidings or team tracks at available points, as near the work as practicable. Should switching charges be lawfully demanded by thc railroads, the Contractor will pay any such charges incurred. All pipe, special castings, gate valves, valve stems, etc., shall be carefully examined by the Contractor before unloading, and the attention of thc Engineer and the Agent of the Railroad called to breaks, cracks, or other defects. A certificate of acknowledgement of defects, whore such defects are caused by transportation, a receipt signed by the Agent of the Railroad with authorization to do so, shall be taken by the Contractor. All materials shall be unloaded at the Contractor's risk. All pipe, special castings, gatu valves and fire hydrants shall be lifted by tackle not skidded or dumped off cars and trucks. No dumping or other ,ovgh hdnJlYng will be permitted. All pipe and other material shall be transported to site of trench and distributed in such manner as to be convenient for laying and placed in such a manner as to afford as little inconvenience to the public as possible. Cost of unloading, transporting, trucking and distribution of materials shall bc included in the unit prices bid for material in place, it being intended that no separate price bu paid for any unloading, transporting or distribution of material. 5.2 Pipe LoyYnL: All pipe, castings, valves and fire hydrants shall be thoroughly cleaned of all dirt and trash before lowering into the trench. Pipe and appurtenances shall be lowered into thc trench by dcrrick, crane, side boom or other means capable of completely lifting thc pipe - - - not dumped or rolled in by ropes. Before lowering, and preferably while suspended, pipe shall be rung with a light hammer to detect cracks or flaws and shall be carefully examined to see that the inside of the pipe is clean. After lowering in the trench and before "stabbing home/, the interior and outside of thc pipe joint shall again bc cleaned of any dirt, mud, or other foreign matter. Each joint of pipe shall be swabbed while suspended in air. During the process ofsturilioatimn of the installed pipe, as specified herein, should the newly installed lines produce excessive mud or other foreign matter or rail to produce the calculated discharge quantity, the Contractor shall pay thc full cost of such cleaning, removing sections of pipe for inspection or 6 of 13 1 1 1 1 1 1 Item Water Distribution Sys After pipe and fittings have been placed In correct alignment and driven "home", a mound of earth, free from rocks, shall be placed back of each joint and In the middle of each full joint of pipe, these mounds shall be rammed and tamped in such a manner that the pipe will be held securely in place. The remainder of the backfill shall be accomplished In accordance with the Item, "Trenching for Water or Sewer Lines" contained herein. At the end of each day's work, or if the incompleted pipe line is left unattended, the Contractor shall securely block the open end of thc pipe by means of a suitable size "Test Plug" screwed sufficiently tight to prevent the entrance of surface water into the pipe. The end of the pipe and thc test plug shall be covered over with loose earth to a depth of approximately twelve inches to dis- courage molesting by unauthorized persons. Failure to properly block the pipe as specified will be sufficient cause to require the entire new construction to be rodded out and cleaned before additional pipe is laid or payment is authorized for the construction work. 5.3 Connections to ExisttqlrAystern: Connections to the existing system may be made by cutting in a tee, wye or cross in the pipe, by tapping sleeve and valve; or by entering a plugged outlet on an existing fitting. No existing valves shall be manipulated without first contacting operating personnel of the Owner, and the Contractor shall notify the customers when service is to be temporarily off. Payment for cutting in fittings or for tapping sleeve and valve shall be at the unit price bid for cach. Extra payment will be made for wet connections at existing plur,ged outlets at the unit price bid per each, such wet connections being defined as connections under pressure that cannot be substantially valved uff. Non-Pressure connections (which may flow some water by gravity or through leaky valves) will not be paid for separately unless a separate pay item is specifically called for in the "Special Provisions" and/or "Proposal". 5.4 Rubber Gasket Joints t Mechanical joints or push-on joints shall conform to American Standard Specification A21.11 (AJW.W.A.Z411-64), and shall be installed with the "Notes on Method of Installation" as contained in the above listed specification, except that all bolts shall be tightened with torque wrenches. The use of re ular socket wrenches will not be permitted. 5.5 Setting Gate Valves: Gate valves shall be installed as per detail drawing herein'and set with stems truly vertical. Cast iron valve boxes shall be set to grade. CARE SHALL BE TAKEN TO CENTER THE VALVE STEM IN THE VALVE BOX. Base of valve box shall be supported on bricks or concrete blocks and shall not rest upon thc pipe or valve. 5.6 Setting Fire Hydrants: Fire hydrants shall be installed as per detail drawing herein and set truly vertical upon a flat rock or slab of concrete, and backed up in the same manner, four to six inches in thickness and sixteen to eighteen inches square. Bose of hydrant below and above "weep holes" shall be surrounded with approximately six cubic feet of clean crushed stone or coarse gravel which is free from cementing material. Ground line grade should be set in all cases at such a location and such a grade that spanner wrench will rotate freeli, on all hose connections to the hydrant. Care shall be taken to clean thoroughly valves and hydrants of sticks, stones, dirt or trash of any kind prior to setting. 7 of 13 Item Water Distribution System 5.7 Hydrostatic Tests: The Contractor shall provide all necessary equipment and shall perform all work required in connection with the tests. The Contractor shall provide two pressure gauges for this test. One gauge shall be located at the pump and the other gauge shall be located at a remote or low point on the system. All pipe shall be tested by hydrostatic pressure fifty (50%) percent in excess of the normal working pressure. Each section tested shall be slowly filled with water, care being taken to expel all air from the pipes. If necessary, the pipes shall be tapped at high points to vent the air. The required pressure as measured at the point of lowest elevation, shall be applied for not less than one-half hour; and all pipe, fittings, valves, hydrants and joints shall be carefully examined for defects. The Contractor shall furnish two (2) copies of Tabular Record of these tests which shall show location of pipe, date, time of day and gauge readings. Leaking joints shall be replaced and made tight. Mo pipe installation will be accepted unless and until the leakage (evaluated on a pressure basis of 150 p.s.i.) is less than 100 U.S. gallons per 24 hours, per mile, per inch, nominal diameter for pipe 12' in length; 75 U.S. gallons for 16' lengths, and correspondingly varied for other lengths of pipe. Evaluation of the actual leakage to the leakage under the assumed basis pressure of 150 pownds p.s.i. shall be calculated by the application of the ratio determined from the square root of the respective pressures. Although it is provided herein before that none but sound pipe, specials, etc., are to be laid in the work, and that the Contractor shall properly assemble or make all joints, nevertheless, it is to be presumed that leaks or other defects may develop after the trench is backfilled. The Contractor shall repair such leaks or defects at his own expense until the system is accepted by the Owner. 5.3 Sterilization of Completed Line: Before being placed in service, the entire line shall be chlorinated. Chlorine may be applied by the following methods: Liquid chlorine gas-water mixture, direct chlorine gas feed, calcium hypochlorite and water mixture, or dry calcium hypochlorite distributed along the line as it is laid. The chlorinating agent shall be applied at the beginning of the section adjacent to the feeder connection and shall be injected through a corporation cock, or other connection or it shall be uniformly distributed along the line insuring treatment of the entire line. Water shall be fed slowly into new lines with chlorine applied in amounts to produce a dosage of 40 to 50 p.p.m. Mains previously filled shall be 8 of 13 1 1 Item Water Distribution System a concentrated dosage at intervals along the line and retained for a period of eight hours or more. A residual of not less than 5 p.p.m. shall be produced in all parts of the line. During the chlorination process, all valves and accessories shall be operated. After chlorination, the water shall be flushed from the line at its extremities until the replacement water tests are equal. Chemically and bacter- iologically, to those of .the permanent source of supply. Liquid Chlorine: Chlorine gas -water mixture shall be applied by means of a solution -feed chlorinating device. Chlorine gas shall be fed directly from a chlorine cylinder equipped with suitable device for regulating the rate of flow and the effective diffusion of gas within the pipe. Calcium hypochlorite shall be comparable to commercial products known as "H.T.H. ", "Perchloren ", and "Maxochlor ". A solution consisting of 5% of powder to 95% of water by weight should be prepared. The calcium hypochlorite and water mixture, first made into a paste and then thinned to a slurry, shall be injected or pumped into the newly laid line under the conditions specified hereinbefore. The following procedure is recommended for the disinfection of a new water systefn: Fill the elevated storage tank and thoroughly flush all water mains until the tank is nearly empty and until all evidence of any foreign substance which may have gained entrace to the system during the construction have been flushed out. With the water level in the tank at or near the bottom of the bowl, add a chlorine solution containing 15 pounds of calcium hypochlorite (70% available chlorine) dissolved in 15 gallons of water, and continue pumping from the water supply until the tank is full. After this chlorinated water has been in the tank for two hours, flush the system to draw this chlorinated water into all parts of the distribution piping. Allow this heavily chlorinated water to remain in the distribution system for not less than ten hours; then flush out the water remain- ing in the storage tank and refill by pumping from the source of water supply. 5.9 Approval of Materials: All materials shall be accompanied by the manufacturer's certificate of compliance. The Owner may make any pertinent laboratory or plant tests he desires. 6. Measurement. Water pipe of the various types and sizes will be measured by the linear foot in place of actual pipe length, exclusive of fittings. Reinforcing steel will be measured by the pounds in place. Concrete of the several classes will be measured by the cubic yard in place, except ooncrete for restraight blocking unless specifically included In the "Special Provisions" and /or "Proposal ", 9 of :ps Item Water Distribution System Metal pipe casings will be measured by the linear foot in place. Boring for casing will be measured by the linear foot clear between pits. Valves, fire hydrants and valve boxes will be measured by units of one in place. Wet connections will be measured by units of one connection each. Fittings will be measured by the short ton of two thousand (2,000 #) pounds in place. 7. Basis of Payment. The price bid per linear foot for the various sizes of water pipe, com- plete in place, shall be full compensation for furnishing all material, trans- portation, equipment, labor and incidentals, including trenching and backfilling. The price bid for the various size gate valves shall include the box and all material, labor, equipment, excavation and backfill and incidentals necessary to set the valves with the service box in place ready for Use. The price bid per ton for fittings shall be full compensation for furnishing all materials, tools, labor, equipment and incidentals necessary to complete the work, including all restraint blocking, ties and accessories. The price bid for each fire hydrant shall be full compensation for the fire hydrants, concrete or stone base, all labor, materials, equipment, excavation and backfill necessary to set the hydrants in place and ready for use. Concrete trestles supporting pipe will be paid for at the price bid per cubic yard for Class "A" Concrete and the price bid per pound for Reinforcing Steel. Special piers, as detailed, will be paid for per each complete in place. Where pipe is encased in concrete, the concrete will be paid for at the price bid per cubic yard for Class "B" Concrete. Where water pipe is carried on concrete piers, concrete piers will be paid for at the price bid for Class "A" Concrete and the price bid per pound of steel. Pipe casing, of the various sizes required, will be paid for at the unit price bid per linear foot in place. Wet connections, if price is requested in the proposal, shall be paid for at the unit price bid per each connection. This item covers the furnishing of materials and work necessary for the construction of all sewer mains, laterals, manholes, cleanouts, and other appurtenances and incidental work as shown on the plans. Sewer service connec- tions are covered under a separate standard specification. Lift stations treat- ment facilities and other special installations will required separate detail specifications. 2. Trenching. Trenching and backfilling shall be done in conformity with the Standard Specification Item, 'Trenching and Backfill for Water or Sewer Lines" herein. 3. Selection of Type of.eipe: 3.1 All 4" sewer pipe shall be vitrified clay with factory formed joints, or at Contractor's option, 4" cast iron pipe with push -on rubber gasket joints may be used. 3.2 Unless specifically stated otherwise, all sewer pipe from 6" to 12" nominal size inclusive shall be vitrified clay, standard strength unless extra strength is specifically called for. Sewer pipe joints shall be factory formed if any free moisture exists in the trench; otherwise, if trench is dry, hot poured plastic joints will be allowed at Contractor's option. 3.3 Pipe up to 12" size for above ground spans on piers shall be min. Class 150 cast iron conforming to the separate standard specification for C.I. water pipe. 3.4 Pipe sizes larger than 12" shall be of type determined or approved by City on the basis of individual conditions prevailing. 4. Material Specifications. 4.1 Vitrified Clay Sewer Pipe and fittings for standard strength clay sewer pipe shall conform to A.S.T.M. Specification C 261 -60T or the latest revision thereof. Extra strength clay sewer pipe and fittings shall conform to A.S.T.M. Specification C 278 -60T or the latest revision thereof. 4.2 Factory Formed Joints for vitrified clay sewer pipe shall conform to the standard specifications for "Vitrified Clay Pipe Joints using materials having resilient properties ", ASTM designation C 425 -64. 1 of 10 Sewer Pipes and Structures 4.3 Hot Poured Field Joints shall be made with hot poured plastic type bituminous joint compound. Joint material and primer shall be GK Compound and Atlas 31 Primer as manufactured by Atlas Mineral Products Company, or approved equal. Joint material shall :,c applied in strict compliance with the material manufacturer's recommendations except that all pipe shall be primed regardless of trench condition. No hot poured or cast in place 'oint shall be used when water is in the trench, nor shall water be allowed to rise around the pipe before the joint has set. 4,4 Approval of Materials: All materials to be incorporated in the completed work shall �m subject to approval as to conformity with these speci- fications. Materials received on the project shall be accompanied by an invoice completely identYfylnj the quantity, quality and source of the material. The manufacturer's certificate of compliance to the specifications shall be shown on the invoice or attached hereto. Payment for material for which invoices have not been furnished will not be allowed. 5. Construction Methods. Construction mcthods shall 1p as specified following herein and in event a situation occurs that is not covered by these specifications, then the reco*mandod practice for '/|nstall|n: Clay Sewer Pipe," ASTM C 12-64 shall govern. 5.1 Pipe Bedding: Thc pipe shall be placed on the natural undisturbed earth foundation, which has been carefully shaped to fit the lower part of the pipe exteriors for at least 15% of its overall height. Wyes for service connections shall be installed where shown on the plans or where directed. Service connections are further covered in detail under separate standard specification item. 5.4 Trench Spans - Pipe Crossing Trenches: Where existing sewer mains or laterals are crossed, they shall be replaced by a section of cast iron pipe of the proper size and constructed in accordance with details as shown on the plans, or as may be directed. In the event lines of other utilities, pipeline companies, etc., are crossed, the Contractor shall notify such parties in advance of construction and the Contractor shall be responsible for avoiding any damage to such other lines. 6. Sewer Structures. 6.1 Concrete Work: Concrete work shall conform to the plan. and to the applicable portions of separate Items, "Concrete, Materials and Mixing" and "Reinforcing Steel" herein. 6.2 Concrete Cradles: Where called for on the plans or when ordered, concrete cradles of Class "B" concrete shall be constructed for the full width of the trench bottom and to the sections as detailed on the plans. The pipe shall be set and held to true line and grade by wedges, blocks or other approved method. Pipe that is allowed to become dislodged or floated from the true line and grade shall be replaced to line and grade by the Contractor at his own cost and expense. 6.3 Manholes. Standard manholes shall be constructed of brick or radial clay tile with cast iron frames and covers as shown on the plans. Foundations of the manholes for the sewers shall be of Class "B" concrete. The bottom of the foundations shall not be lower than twelve (12") inches below the lines of the invert of the sewer at that point, and shall be included in the unit price bid for manholes. Invert channels shall be smooth, accurately shaped and in accordance with the plans. Invert may be formed directly in the concrete of the manhole base; be built up of brick work and mortar; consist of half tile laid in the concrete base, or be constructed by laying full section sewer pipe straight through the manhole and cutting out the top half after the concrete base is constructed and suffi- ciently set. 3 of 10 Sewer Pipes and Structures Cast iron steps shall be installed as shown on the plans. Cast iron shall conform to A.S.T.M. Specification A~48. In lieu of installing cast iron steps, the furnishing of straight, aluminum sectional ladders may be required if so directed in the Special Provisions. Each section of the ladders shall be approximately six feet long and sufficient sections shall be furnished to extend each ladder to the bottom of the deepest manhole to be constructed. Brick shall conform to the A.S.T.M. Specification C-32, Grade MA. Mortar for laying bricks shall be composed of one part cement to two parts sand with approximately twenty pounds of hydrated lime added for each sack of cement. Cement, sand and hydrated lime shall conform to the applicable portions of Item, "Concrete, Materials and Mixing" herein. Bricks shall be clean and thoroughly wetted shortly before they are laid. They shall be laid in a full bed and joint of mortar shall be shoved in place so that all joints are completely filled. The outside of brick or radial clay tile manholes shall be plastered and trowelled smooth with one-half (1/) inch of mortar composed of one part cement and two parts sand. The inside shall be plastered in like manner where so indicated on the plans. Manhole brick or radial clay tile shall be laid up with mortar composed of one part cement to two parts sand, in a manner that will insure water tight joints. The joints shall be made so as to produce a smooth and regular surface. 6.4 Frames, Covers and Gratings: Frames, covers and gratings shall be of the type and duty shown on the plans. Iron castings shall conform to the Standard Specifications for Gray Iron Castings, A^S^T,M, Specification A-48~41, Class 20. All castings shall be true to pattern in form and dimensions, free from faults, sponginess, cracks, blowholes and other defects affecting their strength. Gratings and cover shall be standard design of the manufacturers of this material for the desired use. Bearing surfaces between cast frames, covers and grates shall be machined, fitted together and match-marked to prevent rocking. 6.5 Cleanouts: Cleanouts shall be constructed where shown on the plans. Materials shall conform to the applicable portions of the specifica- tions herein. Item Sewer Pipes and Structures 6.6 Manhole Drops: This item shall include the wye, sewer pipe for stack, Class "B" Concrete and all necessary labor, accessories and materials required to join and drop the entering sewer into the standard manhole as shown on the plans. 7. MwYntenancm, All sewers and sewer structures shall be thoroughly cleaned and maintained in workable condition until final acceptance. 8. Connections and Operations of any Sower or Drain. The Owner shall have the right to make connections with and operate any and all parts of the sewer or drain when such connection does not in any way interfere with the progress of the work. It is understood that by making such use of connections, the Owner does not accept the sewer or waive his right to object to any defects found therein until the same has been finally inspected and found to be in accordance with the contract and specifications. 9. Measurement. Sewer pipe of the class stated in the Proposal or in the "Special Prov(sionso of sizes up to end including 12« inside diameter, will be measured by the linear foot complete in place separate from trench and backfill. Sewer pipe of the class stated in the proposal or in the "Special Pnovisions«' of sizes 15// and lar er inside diameter, will be measured by the linear foot complete in place including trench and backfill. Cast iron force main of the size called for in the Proposal shall be measured by the Linear- foot complete in place, including trench and backfill. Tunnelling will be measured by the linear foot. No additional excavation or trenching will be allowed within the limits of tunnelling. Casing will be measured separately by the linear foot in place. Standard or minimum depth manholes, up to five (5') feet deep, will be measured by the unit of one complete including all necessary material and labor. Additional depth for manholes, deeper than five (5') feet will be measured by the linear foot. Manhole drops will be measured by the unit of ono. ITEM WATER SERVICE CONNECTIONS SINGLE & DOUBLE 1. Description. This item covers the tapping of the water main, the furnishing and installation of the corporation stop, service pipe, single meter yokes and U-branch and two meter yokes and marking the location as required for each type of service as shown on the plans. The meter and meter box are to be furnished and installed by the Owner unless provided otherwise in the Special Provisions. Water service connections shall be made by tapping the mains at specific points as shown on the plans or as directed. Service connections shall he for "Single Service Connections" or "Double Service Connections" as shown on the water system layout and shall be constructed in accordance with the details attached hereto. Service taps shall be made after the mains have been laid and tested and while the main is under pressure. The work shall be accomplished by experienced workmen and proper suitable tapping machine and tools. Service connections may be installed either prior to construction of curb and gutter or immediately after the curb and gutter is constructed and prior to replacement of street base; this sequence being subject to change with individual conditions. The copper service pipe shall be connected to the corporation stop at the main and shall be shaped with a reverse or "S" bend at each end to allow for expansion and contraction of the pipe. The copper service pipe shall have a cover of twenty-four (24") inches below street subgrade except where the pipe rises toward its termination as it passes under the street curb, at which point the pipe shall clear the underside of the curb and gutter at least 12". Ex- cessive bending of the pipe which will injure or reduce the cross sectional area of the pipe will not be Oermitted. When curb and gutter is existing at the time the service is installed, the meter yokr shall be located at the depth and distance back of curb as called for on the dtails attached hereto and the letter "W" shall he chiselled on the face of the curb opposite the yoke. When services are installed prior to construction of the curb and gutter, the service pipe shall be cut to proper length and shaped such that after the curb and gutter is constructed, the yoke can be placed in the position called for on the dtails attached; however, at the time of initial installation, the yoke shall be left about 6" deeper than final position to minimize the chance of its being damaged during construction of the curb and gutter. The materials and methods of construction paving replacement shall be such to provide a. section of equal or better condition than existed prior to the cut, Any of the following types may be specifically designated on the plans or in the Special Provisions and in the absence of a specific designation, the 6" thick asphaltic concrete surfacing or approved equal section shall be sued. (a) Flexible Case Surfacing. After the full trench backfill of stone or other approved granular material has cured an approved length of time, (but not longer than 21 days without specific approval) the six (6 ") inches shall be removed and replaced with crushed stone or other material meeting Owner's speci- fications for flexible base material. If backfill material met this requirement, it may be left in place. The surface layer shall be wetted, mixed and compacted by tamping or rolling in such manner to provide minimum 95% proctor density in the upper 6" layer and leaving the surface smooth and level. In the absence of a governing specification for flexible base material, it shall meet the following requirements. Flexible base material shall be obtained from approved sources; shall consist of durable particles of gravel mixed with approved binding material; and,:shall be free from thin or elongated pieces, lumps of clay, soil, loam, or vegetable matter. The material may be bank -run or binder may be added and incorporated by approved methods. Materials containing gravel or conglomerate over two (2 "). inches in their largest dimension shall not be used. The surface of the replaced base, adjacent ex posed base and the neat cut edges of the paving shall receive a tack coat of RC-2 asphalt applied at the rate of 0.15 gallon per square yard. Aftcr the tack coat has been applied, thc remaining two (2") inches shall be filled with Hot Mix Asphaltic Concrete Type "D" in conformity with Texas Highway Department Standard Specifications, 1962 edition, Item 340. Duramix as supplied by Uvalde Rock Asphalt may be furnished as an acceptable alternate. This type of resurfacing may be applied when specifically provied to paving replacement for streets that are surfaced with existing asphaltic material of any description, regardless of whether the existing surface is penetration type or asphaltic concrete. (c) 6" Thick Asphaltic Concrete Surfacing. The upper layer of backfill shall be removed to 6" below finished street surface within the edges of the trench and the existing asphaltic surfacing cut back in a near line 6" beyond the edges of the trench. The surfaces shall be tacked as in (b) preceding, and the entire 6" layer filled and compacted to a smooth, level surface with Type "D" H.M.A.C. material. (d) Concrete or Brick Surfacing. The upper layer of backfill shall be removed to six (6") inches below finished street grade. An additional width of the existing concrete surface shall be removed, if required, so that the existing sub-base is exposed over a width one (1') foot wider than the top of the trench. Darricodes and Warning Signs. Barricades, warning signs and flares or warning lights shall be provided at the site of the work to protect the public against the hazards of the construction involved. Barricades shall be standard type, first class, construc- tion, designed specifically for that purpose, shall be in good condition and shall be approved by the Engineer. 5. Schedule of Resurfacing. On projects where replacing street surfacing is included in the proposal for separate payment, this work shall not be started until authorized in writing. Immediately prior to beginning trenching within surfaced streets the Contractor shall request authorization for the work and to establish the type, extent and schedule for the replacement. After authorization the work shall begin and proceed in such a manner that replacing the street surfacing is completed within thirty (30) days after the trench is opened. During the interim period, it shall be the responsibility of the Contractor to adequately protect thc work and to provide ingress and egress to all private property. On projects where replacing street surfacing is not included in the proposal for separate payment, authorization to begin the work will not be required. Resurfacing operations shall be accomplished as soon as practicable after the initial backfill has been completed, settled and accepted. Failure on the part of the Contractor to complete the backfill and replace the base, surfacing or paving expeditiously and in accordance with the approved schedule will be grounds for the Owner to order the work to be performed by separate contract. ITThe cost of having the work thus accomplished shall be deducted from amounts due or to become due the Contractor. When this method is used, the annular space between the carrier pipe and bored hole shall be pressure filled with cement slurry or sand - cement grout, except that on Highway crossings smaller than 12 ", grout may be omitted if the Contractor obtains permission from the Highway to omit the grout. 2 of 5 Item Railroad and Highway Crossings 4. Open Cutting, Where evidence is presented indicating the impracticability of boring, the Highway Department or Railroad Company may grant permission to open cut the crossing. Such evidence shall be first presented to the Owner's Engineer, who will in turn request the necessary permit from the Highway Department or Railway Company. Rejection of such open cut permit by Highway Department or Railway Company will not relieve the Contractor of the responsibility of completing the job in the manner as originally bid. If open cutting is permitted, the following conditions shall govern. All backfill material shall be stabilized with Portland Cemcnt and mixed in a concrete mixer or transit mix equipment. If soil is used, it shall be sandy material, free from lumps or clods, and shall be stabilized with two (2) sacks of cement per cubic yard of soil. If sand and gravel are used, pit run material will be allowed, and it shall be stabilized with one (1) sack of cement per cubic yard. Backfill shall be mechanically temped in a moist condition. When existing asphalt surfaced roadways are cut, the six (6 ") or more corresponding to the existing base shall be replaced with Class "B" concrete which extends at least twelve (12 ") inches beyond the backfillcd trench width on both sides. The remaining two (2 ") inches on top shall be resurfaced with material similar to the existing surrounding surface. Where quality of the existing surface is questionable, the resurfac- ing material shall be Duraco Type "A ", FIintmix Type "A" or approved equal. All asphalt resurfacing shall be accomplished by workmen skilled in this particular type of work. Where concrete surfaced roadways are cut, the entire top six (6 ") inches or more corresponding to the existing pavement shall be replaced with Class "B" concrete with reinforcing added ' to match all existing bars. 5. Construction Operations. Operations along highways shall be performed in such a manner that all excavated material will be kept off of the pavements at all times. Operating equipment shall be on the traveled way a minimum amount of time required to continuously prosecute the work. The use of explosives will not be permitted except with written permission from the Highway Department or Railway Company. Where concrete base or concrete paving is required to be replaced because of open cutting, payment will be made for the concrete separately at the price bid per cubic yard for Class //B// concrete. Where base material other than concrete is required to be replaced because of open cutting, payment will be made for the base material of the type or types called for in the proposal at the price bid per cubic yard compacted in place.
