EULESS CITY COUNCIL
Tuesday, September 12, 2017
A regular meeting of the Euless City Council was called to order by Mayor Linda Martin
at 4:34 p.m. on Tuesday, September 12, 2017, in the Precouncil Conference Room of
City Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro
Tem Eddie Price, Council Members Tim Stinneford, Jeremy Tompkins, Linda Eilenfeldt,
and Harry Zimmer. Council Member Perry Bynum arrived at 4:42 p.m.
During the Precouncil meeting:
➢ Council Member Jeremy Tompkins advised that he attended a 9/11 Memorial Stair
Climb in Dallas on Saturday, September 9, 2017, as a citizen and was impressed
with the police officers and firefighters who participate.
➢ Mayor Linda Martin advised that she, along with Finance Director Janina Jewell,
attended the Euless Library Foundation (ELF) event, A Conversation with Anne
Hillerman and stated that it was a lovely evening. Additionally, she requested that
any Council Members who are available to attend the upcoming TML Region VIII
dinner on Thursday, September 21, 2017, contact the City Secretary to allow her
to make arrangements.
➢ City Secretary Kim Sutter advised that the Tarrant Appraisal District is accepting
nominations for their Board of Directors and any action must be taken at the next
City Council meeting. Additionally, she announced that Leon Hogg has decided to
step down from the Historical Preservation Committee and the Calloway Cemetery
Association.
➢ Police Chief Mike Brown introduced Civilian Services Manager David See, who
previously served as a member of the Secret Service and NCIS.
➢ Mayor Martin introduced Christian Richardson, a Boy Scout working toward his
Eagle Scout, who interviewed her as part of his Eagle Scout project.
➢ City Manager Loretta Getchell announced that a tour of the Trinity River Authority
(TRA) water facility can be arranged for either Friday, November 10, 2017, or
Friday, November 17, 2017, for those Council Members who are interested.
➢ City Manager Getchell reviewed the regular agenda.
➢ Director of Planning and Economic Development Mike Collins presented the
Development update, including commercial and residential development.
➢ Police Chief Mike Brown presented the quarterly Police update for the period
ending June 30, 2017, and provided statistics including crimes against persons,
property crime, and new employees.

➢ Information Services Administrator Scott Joyce presented the Information
Services update and provided information including new employees and major
projects.
➢ Finance Director Janina Jewell provided the Financial update for the month ending
July 2017, and advised that sales tax was down 1.69 percent for the month but up
4.82 percent year to date and car rental tax was down one percent for the month
and three percent year to date.
➢ Assistant City Manager Chris Barker advised of an upcoming full highway closure
along State Highway (SH) 183 affecting eastbound traffic.
CLOSED SESSION
The City Council convened into closed session at 6:20 p.m. for deliberation regarding the.

PLEDGE OF ALLEGIANCE
Council Member Linda Eilenfeldt led the pledge of allegiance.
ITEM NO. 1. PRESENTATION OF EMPLOYEE SERVICE PINS
City Manager Loretta Getchell introduced Finance Director Janina Jewell. Janina was
accompanied by members of the Finance Department. Mayor Martin presented Janina
with a service pin commemorating her 10 years of service with the City.
City Manager Loretta Getchell introduced Internal Auditor Doug Burkham. Doug was
accompanied by his wife, Paula, and members of the Finance Department. Mayor Martin
presented Doug with a service pin commemorating his 15 years of service with the City.
CONSENT AGENDA (items 2 through 10)
Mayor Martin asked Assistant City Manager Barker to read each item into the record.
Council Member Stinneford motioned to approve the consent agenda items number 2
through 10.
Council Member Bynum seconded the motion.

ITEM NO. 2. APPROVED DECLARATION OF FIRE EQUIPMENT AS SURPLUS
PROPERTY AND AUTHORIZE DISPOSITION
Declared fire equipment to be surplus property and authorized donation of such
equipment to a municipality affected by Hurricane Harvey. The Fire Department is

scheduled to retire the 2003 Sutphen Platform Truck upon arrival of a new fire truck that
is expected within a few weeks. The City Manager recommended declaring this truck as
surplus property and offering the truck to a municipality that has been affected by
Hurricane Harvey prior to posting for auction. Fire trucks have relatively little residual
value through auction, but could potentially be useful to another municipality.
ITEM NO. 3. APPROVED RENEWAL OF RFP NO. 011-13
Renewed RFP No. 011-13 with American Municipal Services, 3724 Old Denton Road,
Carrollton, Texas, for Utility Billing and Municipal Court collections services. The initial
contract was awarded by the City Council on October 22, 2013, for an initial three year
period beginning November 1, 2013. This is the second of three additional one-year
renewal options.
ITEM NO. 4. AUTHORIZED PURCHASE OF EIGHTY (80) GOLF CARS
Authorized the purchase of 80 golf cars from the E-Z-GO authorized distributor, C & M
Air Cooled Engine, Inc., 6612 US 84, Waco, Texas, through the BuyBoard Cooperative
Purchasing Program. A GPS option is provided on a monthly lease term. The estimated
expenditure is $356,000 which excludes a trade in allowance of$2,100 per car.
ITEM NO. 5. AUTHORIZED PURCHASE OF AUTOMOTIVE AND EQUIPMENT
TIRES
Authorized the purchase of automotive and equipment tires from Republic Tire & Supply,
125 North Vine Street, Euless, Texas, through the State of Texas Multiple Award
Schedule (TXMAS)contract. Republic Tire&Supply will serve as the city's primary source
for automotive and equipment tires. The contract will be for a one year term with the option
to renew annually. Expenditures are based on an as needed basis.
ITEM NO. 6. APPROVED RESOLUTION NO. 17-1511
Approved Resolution No. 17-1511, supporting an application to establish a Municipal
Setting Designation (MSD) for a tract of land located in the City of Arlington at 12700
Calloway Cemetery Road. The City of Euless has one groundwater source used for
potable water supply that is located within a five mile radius from the proposed MSD
site. The groundwater gradient and the depth of groundwater are such that an MSD at

this site will pose no threat to the Euless water supply.

ITEM NO. 7. APPROVED RESOLUTION NO. 17-1514

Approved Resolution No. 17-1514, approving the Fiscal Year 2017-2018 Service and
Assessment Plan for the Glade Parks Public Improvement District Number One (PID#1).
PID #1 was established December 14, 2010, by Resolution No. 10-1350 for property
located near the intersection of State Highway 121 and Cheek Sparger Road. Based on
the amortization schedule of the debt service for such improvements, no assessment is
necessary for FY2017-2018.

ITEM NO. 8. APPROVED RESOLUTION NO. 17-1515
Approved Resolution No. 17-1515, approving the Fiscal Year 2017-2018 Service and
Assessment Plan for the Glade Parks Public Improvement District No. 2 (PID#2.) PID#2
was established June 9, 2015, by Resolution No. 15-1461 for property located near the
intersection of State Highway 121 and Cheek Sparger Road. Based on the amortization
schedule of the debt service for such improvements, no assessment is necessary for
FY2017-2018.
ITEM NO. 9. APPROVED RESOLUTION NO. 17-1516
Approved Resolution No. 17-1516, approving the Fiscal Year 2017-2018 Service and
Assessment Plan for the Euless Midtown Public Improvement District(PID.) The PID was
established August 25, 2015, by Resolution No. 15-1471 for property located near FM
157, State Highway 10 and State Highway 183. Based on the Annual Service Plan
Update, an assessment of $988,302 is necessary for FY2017-2018 to fund the debt
service and annual collection costs.
ITEM NO. 10. APPROVED CITY COUNCIL MINUTES
Approved City Council minutes of the regular meeting of August 29, 2017, and the special
called meeting of September 5, 2017.

ITEM NO. 11. AUTHORIZED MAYOR TO NEGOTIATE AND EXECUTE
CONVEYANCE DOCUMENTS
Council Member Tompkins motioned to authorize the Mayor to negotiate and execute
conveyance documents for acceptance of property out of the S. Huitt Survey, Abstract
705 and the A. Bradford Survey, Abstract 152, Westwood Village Addition.
Council Member Eilenfeldt seconded the motion.

Council Member Eilenfeldt motioned to approve the Euless Development Corporation
(EDC) Budget for Fiscal Year 2017-2018

2164 ADOPTING THE CITY OF EULESS OFFICIAL OPERATING
AND CAPITAL BUDGETS FOR FY2017-2018 AND AMENDING
THE BUDGET FOR FY2016-2017
Council Member Stinneford motioned to approve the first and final reading of Ordinance
No. 2164, adopting the City of Euless Official Operating and Capital Budgets for Fiscal
Year 2017-2018, and amending the Budget for Fiscal Year 2016-2017.
Council Member Bynum seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tem Price, Council Members Stinneford,
Tompkins, Eilenfeldt, Zimmer, and Bynum

ITEM E NO. 14 RATIFIED THE PROPERTY TAX REVENUE INCREASE
REFLECTED IN THE FY2017-2 1

Mayor Pro Tem Price motioned to ratify the property tax revenue increase reflected in the
Fiscal Year 2017-2018 budget.
Council Member Tompkins seconded the motion.

ITEM NO. 15. APPROVED FIRST AND FINAL READING OF ORDINANCE NO.

Council Member Tompkins motioned that the property tax rate be increased by the
adoption of a tax rate of$0.4625 per $100 of assessed value, which is effectively a 6.89
percent increase in the tax rate, by adoption of Ordinance No. 2165.

2166, adopting the Tax Roll for 2017.

ITEM NO. 17. APPROVED FIRST AND FINAL READING OF ORDINANCE NO.

Finance Director Jewell advised that this ordinance would authorize the issuance of tax
notes not to exceed $625,000 for a term of two years for the purchase of public safety
related equipment and street maintenance equipment as detailed in the Fiscal Year 2017-
2018 Annual Operating Budget.
Council Member Bynum motioned to approve the first and final reading of Ordinance No.
2167, authorizing the issuance of"City of Euless, Texas Tax Notes, Series 2017", for the
acquisition of public safety-related equipment and street maintenance equipment.
Council Member Stinneford seconded the motion.

ITEM NO. 18. APPROVED FIRST AND FINAL READING OF ORDINANCE NO.

Finance Director Jewell presented the item and reviewed the proposed rate changes and
advised that the proposed rates would become effective October 1, 2017. She advised
that the proposed adjustments to the current water and wastewater fee structure are
sufficient to cover the overall cost of operating the system and that the proposed rates
are based on the estimated rates provided by the Trinity River Authority (TRA.)
City Manager Getchell advised that the City Council was provided a revised version of
the ordinance by the City Attorney and asked that the new version be considered for
approval. The revised ordinance removes changes to drainage fees and those changes
will be presented to the City Council at a future meeting for consideration.
Council Member Stinneford motioned to approve the first and final reading of Ordinance
No. 2168, amending the City of Euless Code of Ordinances, Chapter 30, "Fees", Section
30-35, "Water and Wastewater Service — Monthly Rates", and Section 30-37 "Monitored
Group Class."
Council Member Zimmer seconded the motion.

ITEM NO. 19. APPROVED FIRST AND FINAL READING OF ORDINANCE NO.

Council Member Bynum inquired as to the purpose for the ordinance.

Assistant City Manager Barker advised that Senate Bill 1004 recently amended Chapter
284 of the Texas Local Government Code to allow certain wireless network providers to
install their wireless facilities in the public rights-of-way. The ordinance brings the City's
Code of Ordinances into compliance with the new state law that went into effect
September 1, 2017.
j Council Member Bynum motioned to approve the first and final reading of Ordinance No.
2169, adopting regulations governing the use, occupancy and maintenance of City rights-
of-way by wireless network providers.

City Manacer
City Manager Getchell expressed her appreciation to the Directors and Administrators
and especially the Finance Department for their efforts in drafting and preparing the
annual budget.

City Council
Council Member Bynum commended the City's staff for their efforts during Hurricane
Harvey's aftermath.
Mayor Martin expressed her appreciation to City staff who worked for months to prepare
the budget. Additionally, she announced the following upcoming events:
• Season of Sounds Concert: Colt and the Old 45s, Friday, September 15, 2017,
7:00 to 8:00 p.m., Leon Hogg Amphitheatre; and
• Euless Citizens Police Academy Alumni Association (ECPAAA) BBQ Dinner,
Saturday, September 16, 2017, 6:00 to 9:00 p.m., Euless Family Life Senior
Center.
