The regular meeting of the Euless
City Council was called to order at 8.00 p.m., in the Council
Chambers of the Euless City Hall, by Mayor Harold Samuels. Other
members present were Mayor Pro Tem Willie Mae McCormick, Councilmen
Ron Sternfels, Charles Hunt, and Glenn Walker. Absent was
Councilman Robert Pippin.
Also present were City Manager
W. M. Sustaire, City Secretary Della Houy, City Attorney Bob
McFarland, and City Engineer James Knight.

Don Perkins, Archie Clark, and Neal Adams.
INVOCATION
The invocation was given by Mayor
Harold Samuels.
APPROVAL OF MINUTES_
The minutes of the regular meeting
dated January 13, 1981, were approved as written.

COMMENDATION OF CITY SECRETARY
Mayor Samuels stated he wanted to
publicly commend and congratulate the City Secretary on completing
the Municipal Clerks and Secretaries Certification Program at North
Texas State University, and receiving her graduation certificate
on January 16, 1981.
CONSIDER SECOND AND FINAL READING OF ORDINANCE
NO. 651 FOR CHANGE OF ZONING FROM "R -1" SINGLE
FAMILY DWELLING DISTRICT TO "R -2" TWO- FAMILY
DWELLING DISTRICT AND "R -4" MULTI - FAMILY DWELLING
_DISTRICT WITH "CUD" CONFORMING HOUSING ON LOTS
15 AND 16, RAY SHELTON SUBDIVISION
Mr. Walker stated he is concerned
that the developer of this property will not be required to develop

the "R-2" when the "R-4" is developed. He stated he thought that
with a "CUD" the entire development was to be constructed at the
same time.
Mr. McFarland stated that in all the
zoning categories there is no ordinance requirement that requires
the full development of a tract of land when there is incremental
authorization in the ordinance. He stated the Council has the
authority to require conditions subsequent on the zoning. He
stated the Council may want to table the second reading of this
ordinance to allow additional time to talk to the developer about
establishing a time sechdule for development of the tract.
Mrs. McCormick stated she is con-
cerned about having conditions subsequent attached to a zoning
ordinance.
After further discussion, Mrs. McCormick
no,i,redto table second reading of Ordinance No. 651 until the next
regular meeting on February 10, 1981, to allow time to talk to
Dr. Thomes about his construction time table.
Mr. Walker seconded the motion and
the vote is as follows:
Ayes: Mrs. McCormick, Messrs. Walker, Sternfels, and Hunt

Mrs. McCormick moved to approve
second and final reading of Ordinance No. 652 amending Article I,
Section 4, of Ordinance No. 412, the City's Wrecker ordinance.
Mr. Walker seconded the motion

Mr. Walker moved to approve second
and final reading of Ordinance No. 653 vacating a portion of a
drainage channel and Perpetual Maintenance Agreement in Westpark
Central Addition.
Mr. Sternfels seconded the motion
and the vote is as follows:
Ayes: Messrs. Walker, Sternfels, Hunt, and Mrs. McCormick
Nays: None
carried.
Mayor Samuels declared the motion

ORDINANCE • • 4 ESTABLISHING L OFFICE OF
CIVIL PREPAREDNESS
Mr. Hunt moved to approve second
and final reading of Ordinance No. 654 establishing an Office of
Civil Preparedness.
Mrs. McCormick seconded the motion
and the vote is as follows:

Nays: None
carried.

Mr. Walker moved to award a
Certificate of Convenience to Arlington Taxicab Company.
Mr. Sternfels seconded the motion
and the vote is as follows:

Mrs. McCormick moved to authorize
the City Manager to advertise for bidsfor one 1981 six yard
dump truck and one 1981 cab and chassis for the Public Works
Department.
Mr. Sternfels seconded the motion
and the vote is as follows:
Ayes: Mrs. McCormick, Messrs. Sternfels, Hunt, and Walker
Nays: None
carried.
Mayor Samuels declared the motion
VIII.
AUTHORIZE THE CITY MANAGER TO INSTALL
A TRAFFIC SIGNAL LIGHT AT MIDWAY DRIVE
AND NORTH EULESS MAIN STREET
Mr. Sternfels moved to authorize
the City Manager to install a traffic signal light at Midway
Drive and North Euless Main Street at a cost of $16,400.
Mr. Walker seconded the motion
and the vote is as follows:
Ayes: Messrs. Sternfels, Walker, Hunt, and Mrs. McCormick
Nays: None
Mayor Samuels declared the motion
carried.
Mr. Hunt inquired when the City
Manager anticipates work to begin on this light.

Mr. Sustaire stated he anticipates
work to begin within thirty days, as the man who will install this
light is also installing the school zone lights at the various
elementary school sites.
