EULESS CITY COUNCIL
Tuesday, September 26, 2017
A regular meeting of the Euless City Council was called to order by Mayor Linda Martin
at 4:36 p.m. on Tuesday, September 26, 2017, in the Precouncil Conference Room of
City Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro
Tem Eddie Price, Council Members Jeremy Tompkins, Linda Eilenfeldt, and Harry
Zimmer. Council Member Tim Stinneford arrived at 4:40 p.m. Council Member Perry
Bynum arrived at 4:57 p.m.
During the Precouncil meeting:
➢ Council Member Harry Zimmer advised that he attended the TML Region VIII
meeting on Thursday, September 21, 2017, and announced that Bedford Mayor
Jim Griffin was elected President of TML Region VIII.
➢ Council Member Jeremy Tompkins advised that he and his wife, Lori, participated
in the Mayoral GrapeStomp at Grapevine's annual Grapefest event on Saturday,
September 16, 2017, and had a wonderful time. Additionally, he expressed his
appreciation to Human Resources/Risk Administrator Carolyn Marshall and her
staff for hosting the Quarter Century dinner on Friday, September 15, 2017.
➢ City Secretary Kim Sutter advised that former Mayor Jimmy Payton's wife, Helen,
has been released from the hospital following a recent illness and is recuperating
at home.
➢ City Manager Getchell reviewed the regular agenda.
➢ City Secretary Sutter provided an update on the Boards and Commissions
appointment process and advised that interviews are tentatively scheduled to be
held with the City Council on Monday, October 23, 2017.
➢ Director of Parks and Community Services Ray McDonald presented the Parks
update including the Glade Parks Trail project, the Parks at Texas Star, facility
attendance, and special events.
➢ Library Administrator Sherry Knight made several announcements:
• Friday, October 6, 2017, HEB Chamber Coffee and Conversation event, 8:00
a.m. to 10:00 a.m.;
• Friday, October 6, 2017, Edible Book Contest, judging begins at 4:00 p.m.;
• The City has received a $75,000 grant from the Texas State Library for mobile
outreach and library staff is working to create a mobile library vehicle.
Additionally, Ms. Knight introduced Kiera Elledge, Hurst-Euless-Bedford
Independent School District (HEB ISD) STEM and School Libraries Coordinator.

Ms. Elledge discussed the mission of the HEB Reads! program and provided
statistics from the results of the 2017 program.
➢ City Manager Getchell announced several upcoming events:
➢ Finance Director Janina Jewell presented the Financial update for the period
ending August 31, 2017.
Discussion ensued regarding increased employee insurance costs.
➢ Assistant City Manager Chris Barker advised of an upcoming renewal of the
contract for solid waste and recycling agreements.
Additionally, he presented the Capital Projects update and made the following
announcements:
• A full freeway closure of the eastbound lanes of State Highway (SH) 183 is
planned for the weekend of October 13, 2017; and
• The City has been officially approved to apply for a Texas Water
Development Board Clean Water State Revolving Fund loan.
The City Council recessed the Precouncil session at 6:30 p.m.

ITEM NO. 1. PRESENTATION OF EMPLOYEE OF THE MONTH FOR
OCTOBER
Fire Chief Wes Rhodes introduced Firefighter II/Paramedic Josh Schnitzius. Josh was
accompanied by his wife, Kris, daughter, Sage, son, Blaine, and members of the Fire
Department.
Mayor Martin presented Josh with a plaque and certificate commemorating his selection
as employee of the month for October 2017.

ITEM NO. 2. AUTHORIZED MAYOR TO NEGOTIATE AND EXECUTE
CONVEYANCE DOCUMENTS
Assistant City Manager Barker advised that the property is adjacent to the Glade Parks
development. The majority of the property is in a flood plain and the developer would like
to convey the property to the City.
Council Member Stinneford motioned to approve authorizing the Mayor to negotiate and
execute conveyance documents for acceptance of property out of the J. Doss Survey,
Abstract 441.
Council Member Tompkins seconded the motion.

ITEM NO. 3. AUTHORIZED CITY MANAGER TO ENTER INTO AN
INTERLOCAL COOPERATION AGREEMENT WITH NORTH
CENTRAL TEXAS COUNCIL OF GOVERNMENTS
Council Member Eilenfeldt motioned to approve authorizing the City Manager to enter
into an Interlocal Cooperation Agreement with North Central Texas Council of
Governments for operation of the Trinity Railway Express commuter rail service.
Council Member Stinneford seconded the motion.

Tompkins, Eilenfeldt, and Zimmer

ITEM NO. 4. APPROVED REQUEST FOR A TEMPORARY USE PERMIT NO.
17-07-CC
Director of Planning and Economic Development Mike Collins advised that St. John the
Baptist Greek Orthodox Church is seeking a Temporary Use Permit to host its' annual
Mid-Cities Greek Food Fest on the church grounds. The Church has coordinated with
several City departments including the Police and Fire Departments as well as the Public
Works Department.
Festival Chairperson Cynthia Pursley was present to address any questions.
Cynthia Pursley, 303 Cullum Drive, Euless, advised that she has spoken to the nearby
Methodist Church regarding additional parking and confirmed that the festival will have a
shuttle for festivalgoers. She inquired about organizations she could contact for
volunteers and utilize during the festival.
Council Member Bynum motioned to approve Temporary Use Permit No. 17-07-CC, for
a Greek Food Festival to be located on Alexander and Cullum Subdivision, Lot 6R and
Lot 7R, 303 Cullum Drive, for four consecutive days, October 12, 2017 and concluding
on October 15, 2017.
Council Member Tompkins seconded the motion.

ITEM NO. 5. APPROVED AWARD OF BID NO. 009-17
Mayor Martin advised that Bid No. 009-17 provides that Concord Commercial Services,
Inc., 11400 Long Street, Balch Springs, Texas 75180, will serve as the City's contractor
for new plumbing installations, plumbing maintenance and repair services and actual
expenditures will be on an as needed basis. The contract will be for a one year term with
the option to renew for three one-year terms.
Mayor Pro Tem Price motioned to approve Bid No. 009-17, for routine plumbing and
emergency repair services to Concord Commercial Services, Inc.,
Council Member Bynum seconded the motion.

ITEM NO. 6. APPROVED SITE PLAN NO. 17-10-SP
Director of Planning and Economic Development Collins presented the site plan to the
City Council. He advised that the applicant, ComputerMinds.com, intends to rehabilitate
and occupy a former retail site for educational use and classrooms for computer training.
ComputerMinds currently operates out of 112 South Ector Drive and moving the training
classrooms to the 100 South Ector Drive building will enable the business to use their
existing building as an office only. The Planning and Zoning Commission considered this
site plan at their regular meeting of September 19, 2017, and voted to recommend
approval with a vote of 6-0-0.
Owner Prabath Boteja was present to address any questions.
Council Member Stinneford inquired about configuring the parking lot to allow for parallel
parking.
Mr. Collins advised that it was considered as an option but was determined to not be
feasible in the available space.
Council Member Stinneford motioned to approve Site Plan No. 17-10-SP, for commercial
development proposed to be located at Ector Gardens, Block 1, Lot 1, 100 South Ector
Drive.
Council Member Eilenfeldt seconded the motion.

ITEM NO. 7. APPROVED FIRST AND FINAL READING OF ORDINANCE NO.
2170
Council Member Zimmer motioned to approve the first and final reading of Ordinance No.
2170, reappointing Tim Murphy and Terri Pearce as associate judges of the Municipal
Court of Record to two year terms expiring September 30, 2019.
Mayor Pro Tem Price seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tem Price, Council Members Stinneford,
Tompkins, Eilenfeldt, Zimmer, and Bynum

meeting of September 12, 2017.
