HomeMy WebLinkAbout1981-03-10Regular Meeting Euless City Council March 19, 1981 CALL TO ORDER The regular meeting of the Euless City Council was called to order at 8:90 p.m., in the Council Chambers of Euless City Hall, by Mayor Harold Samuels. Other members present were Mayor Pro Tem Willie Mae McCormick, Council- men Ron Sternfels, Charles Hunt, Glenn Walker, and Robert Pippin. Also present were City Manager W.M. Sustaire, City Secretary Della Houy, City Attorney James Cribbs, and City Engineer James Knight. VTgTTnPq Visitors in attendance were Man - Chun Siu, Zella Calliham, Tom Calliham, Walter A. Elliott, Jr., Jan Jordan, Don Perkins, Helen Lightbody, E. W. Northcutt, and Horace Maples. INVOCATION Pro Tem Willie Mae McCormick. APPROVAL OF MINUTES The invocation was given by Mayor The minutes of the regular meeting dated February 24, 1981, were approved as written. I. PRESENTATION OF TEN YEAR SERVICE PINS Mayor Samuels presented ten year service pins to E. W. "Red" Northcutt and Horace Maples, employees in the Public Works Department. IT. Huitt Survey, A -705, and Tract A, Somerset Place Addition from "C -l" Neighborhood Business District and "PD" Punned Develop- ment District with "R -3" Density to 11C -1" Neighborhood Business District and 11R -3" Multi- Family Dwelling District with "CUD" for Conforming Housing. Mrs. McCormick seconded the motion and the vote is as follows: Ayes: Mr. Pippin, Mrs. McCormick, Messrs. Walker, Hunt, and Sternfels Nays: None carried. Mayor Samuels declared the motion III. PUBLIC HEARING - ZONING CASE NO. 328 - REQUEST OF JIM LUCAS FOR CHANGE OF ZONING FROM "R -1" SINGLE FAMILY DWELh1NG DISTRICT WITH "CUD" FOR CONFORMING HOUSING FOR SINGLE FAMILY ATTACHED HOUSING ON TRACT 2, J. E. FIELD SURVEY, A -540 Mayor Samuels opened the public hearing on Zoning Case No. 328 for change of zoning from "R -1" Single Family Dwelling District to "R -3" Multi - Family Dwelling District with "CUD" for conforming housing for single family attached housing on Tract 2, J. E. Field Survey, and stated the Council would hear from the proponents first and then any opponents. Mayor Samuels recognized Mr. Walter Elliott. Mr. Elliott, representing Mr. Jim Lucas, stated the rezoning request is a change of zoning on thirty -nine acres located approximately 1000 feet south of Glade Road between North Main Street and Field -Doss Road. He stated Mr. Lucas is going to develop this tract of land similar to Quail Run Estates. He stated the maximum density of the development will be eight units per acre. Mr. Hunt inquired the maximum density for "R -2" development. Mr. Knight stated the density for "R -2" is five or six units per acre, that the density is based on the size of the lots in the development. (Page Three, Regular Meeting, Euless City Council, ?`March 10, 1981) Mr. Sustaire stated that when Quail Run Estates was rezoned, the developer requested a variance to the livable floor area requirement and the Council approved a minimum of 2100 square feet of floor area for the two units. Mr. Elliott stated Mr. Lucas is requesting the same size units as is being constructed in Quail Run Estates and request the Council grant the variance in the minimum square footage requirement. Mr. Elliott stated the developer will dedicate a fifty foot right -of -way with a thirty -one foot paved surface for the street. He stated there will not be any off - street parking in the area, that the parking will all be at the rear of the units. After further discussion, Mayor Samuels inquired if there were any other proponents. There being none, he inquired if there were any opponents. There being none, he declared the public hearing closed. Mrs. McCormick moved to concur with the recommendation of the Planning and Zoning Commission and approve first reading of an ordinance rezoning Tract 2, J. E. Field Survey, from " 1R -11' Single Family Dwelling District to "R -3 " Multi- Family Dwelling District with "CUD" for conforming housing for single family attached housing with a maximum of eight units per acre and a minimum of 2100 square feet of livable floor area per double unit. the vote is as follows: Mr. Pippin seconded the motion and Ayes: Mrs. McCormick, Messrs. Pippin, Walker, Hunt, and Sternf els Nays: None carried. Mayor Samuels declared the motion IV. SPACE ?TO. 82, WILSHIRE SHOPPING CENTER u (Page Four, Regular Meeting, Euless City Council, March 10, 1981) Mayor Samuels opened the public hearing on Zoning Case No. 329 for change of zoning from "C -2" Community Business District to "C -2" Community Business District with a Specific Use Permit for billards and beer sales and con- sumption in lease space no. 82, Wilshire Shopping Center and stated the Council willhear from the proponents first and then any opponents. Mayor Samuels recognized Mr. Tom Calliham. Mr. Calliham, 224 Melbourne Road, Hurst, stated he proposes to open a billiard parlor in the Wilshire Shopping Center with a place to sell hot dogs, sandwiches, salads, and beer. He stated the Planning and Zoning Commission denied his application at their meeting on February 17, 1981. He stated one of the members of the Commission was concerned that there was not enough parking area, but there are 1000 parking spaces at the center. He stated one of the members of the Commission suggested he get a letter from the other tennants of the shopping center stating that they are not against his type of business. He stated he also went to the homeowners on the streets surrounding the shopping center and took a poll to get the opinions of these residents. He presented copies of the petition from the shopping center tenantsand the petition from the surrounding residents to members of the Council Mr. Hunt stated the petition from the tenants of the shopping center does not mention beer being sold at the business and inquired if the tenants were advised that beer will be sold there. Mr. Siu, owner of the shopping center, stated he advised all the tenants in the shopping center that there will be pool tables, a snack bar and beer will be sold when the business is open. Mrs. McCormick inquired how many businesses in the shopping center sell alcoholic beverages. Mr. Siu stated Rossi's Restaurant and the Alpine Bawling Alley both sell mixed drinks. Mrs. McCormick inquired if the Council could put a time limit on the specific use permit. Mr. Pippin stated the specific use permit goes with the property until it is rezoned. r (Page Five, Regular Meeting, Euless City Council, March 10, 1981) wlry Mr. Pippin stated there is a problem at the shopping center with beer bottle litter and inquired if allowing beer to be sold may not cause more problems. Mr. Siu stated the problem with the beer bottles in the parking lot is caused by people drinking in their cars. Mayor Samuels stated that because the Planning and Zoning Commission denied the request, it will take four positive votes for approval of this zoning case. Mr. Hunt stated there were two petitions presented, which is very beneficial, but one petition does not say that beer will be sold and one petition does not have the addresses of the persons who signed it. He stated he would prefer delaying the decision on the zoning case for two weeks to allow further study of the petitions. Mayor Samuels inquired if there were any other proponents. There being none, he inquired if there were any opponents. There being none, he declared the public hearing closed. Mr. Hunt moved to table decision on Zoning Case No. 329 until the next regular meeting on March 24, 1981. and the vote is as follows: Mr. Sternfels seconded the motion Ayes: Messrs. Hunt, Sternfels, Walker, Pippin, and Mrs. McCormick Nays: None carried. Mayor Samuels declared the motion V. CONSIDER AUTHORIZING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR REPAIR AND REPAINTING THE GROUND STORAGE TANK AT THE HARWOOD ROAD WELL I r. Walker moored to authorize the City Manager to advertise for bids for the repair and repainting of the ground storage tank at the Harwood Road well. Walker, Pippin, Sternfels, Hunt, and Mrs. McCormick Nays: ?None carried. CITY ENGINEER'S REPORT Mayor Samuels declared the motion VI. BIDS FOR SANITARY SEWER LINE IN MIDWAY PARK Mr. Knight stated the Tarrant County Planning Department will have to reject all the bids received for the sanitary sewer line in Midway Park and will have to readvertise for bids. He stated the new bids will have to include a specific time for completion of the project. VII. nnMMrMmc Mrs. McCormick stated she wanted it noted in the minutes that Derr Construction Company furnished the cable for the fence in Little Bear Creek Park and Bobby Baker furnished the equipment to transport the cable to the park. Mrs. McCormick stated the yearly report submitted by the Fire Department was very good. Mayor Samuels stated he wanted to acknowledge the commendations received on four police officers. He stated he also wanted to commend the two public works employees who received their ten year pin tonight and to express appreciation to all employees of the city. ADJOURNMENT VIII.
