Euless City Council
May 12, 1981
CALL TO ORDER
The regular meeting of the Euless
City Council was called to order at 8:15 p.m., in the Council
Chambers of Euless City Hall, by Mayor Harold Samuels. Other
members present were May Pro Tem Willie Mae McCormick, Council-
men Robert Pippin, Glenn Walker, Bob Eden, and Ron Sternfels.
Also present were City Manager
W. M. Sustaire, City Secretary Della Houy, City Attorney James
Cribbs, and City Engineer James Knight.

The minutes of the regular meeting
dated April 28, 1981, were approved as written.

PUBLIC HEARING - ZONING CASE NO. 331 - REOUEST
OF HELEN LIGHTBODY FOR CHANGE OF ZONING FROM
"R-l" SINGLE FAMILY DWELLING DISTRICT TO "R -5"
MULTI - FAMILY DWELLING DISTRICT WITH "CUD" FOR
CONFORMING HOUSING ON LOTS 14 THROUGH 19,
BLOCK 2, J. E. WHITENER ESTATES
Mayor Samuels opened the public
hearing on Zoning Case No. 331, for change of zoning from "R-1"
Single Family Dwelling District to "R-5" Multi-Family Dwelling
District with "CUD" for Conforming Housing on Lots JA through 19,
Block 2, J. E. Whitener Estates, and stated the Council would
hear from the proponents first and then any opponents. Mayor
Samuels recognized Mr. Keith Wallace.

Mr. Keith Wallace, with Owen Ayes
Engineers, stated he is representing the owners of the property,
Mr. and Mrs. Lightbody, on this rezoning request. He located the
property as being in the extreme southeast corner of Euless,
bordered on the eastern and southern side by the City of Fort
Worth. He stated they are requesting "R-5" Multi-Family Dwelling
District zoning with "CUD" for Conforming Housing. He stated the
developers plan to develop a maximum of 250 units on the 11.2 acre
site. He stated this site contains a large creek traversing
through the property and since the topography is so rugged, the
developer feels the property is unfeasible to develop as a single
family development. He stated it will be quite expensive to build
a bridge across the creek in order to construct Whitener Drive. He
stated the developer has agreed that there will not be an access
to the property from Pipeline Road and they will construct a
screening fence along the west side of the property. He stated
access to the property will be from the east by way of American
Airlines Boulevard, which will enter onto State Highway 360. He
reviewed the zoning on the surrounding property.
Mr. Sternfels inquired the density_
of the proposed multi-family development to the east.
Mr. Wallace stated there will be
approximately twenty-four units per acre.
Mr. Pippin inquired the projected
cost to install a bridge on Whitener Drive.
Mr. Walllace stated it will cost
from $250,000 to $350,000 to build one bridge across the creek.
Mayor Samuels inquired if there were
any other proponents.
Mr. Tom Purvis, 6745 Calmont, Fort
Worth, stated he is the owner of the property to the east in the
Fort Worth city limits. He stated he believes the proposed use
of the land is compatible with the use of his land and he is in
favor of the rezoning.
Mr. Pippin inquired if Mr. Purvis
intends to develop a street into this property from American
Airline Boulevard.
Mr. Purvis stated he will construct
a major street through his development to serve the area on the
west.

Mayor Samuels inquired if there were
any other proponents. There being none, he inquired if there were
any opponents.
Mrs. Jill McBurnett, 407 South
Pipeline Road East, stated her house is the first house west of
the site and her main concern is the high density that is proposed.
She stated there is a large amount of traffic on Pipeline Road
now and this development would add to the traffic. She stated
she doesn't want anything constructed on the site that will
devalue her property, and inquired what CUD means.
Mr. Knight explained the CUD
section of the zoning ordinance.
Mrs. McBurnett stated her children
have to walk along Pipeline Road to South Main Street and it is
dangerous and she would rather see something developed there
that will not cause additional traffic and be compatible with
the homes that are there.
Mr. Nevin Carver stated he is on
the board of Knob Hill Mobile Home Park and they are opposed
to the construction of additional apartments in that area.
He stated the traffic along Pipeline Road, from FM 157 to State
Highway 360, makes it dangerous for the children to walk to
school.
Mrs. Gail Riddles stated there are
five families on fifteen acres and they all moved to that area
to get out into the country. She stated her children cannot
play in the back yard because of the dirt bikers and people
hanging out in the open area behind her house. She stated the
additional children in the apartments will cause overcrowding
in the schools.
Mr. Sternfels inquired who owns
the adjacent property.
Mr. Wallace stated Mr. Himes owns
four lots to the west and he is in favor of the rezoning.
Mrs. McCormick inquired how close
the homes on the north will be to the development.
Mr. Wallace stated they will be
approximately 150 feet.

Mr. Pippin stated the Council needs
to discuss the adjoining four lots to be sure that they do not
become landlocked.
Mr. Knight stated Raldon Company
has escrowed one-half of the cost of construction of Whitener
Drive and they will stub a street into Whitener Drive.
Mayor Samuels inquired if there
were any other opponents. There being none, he declared the
public hearing closed.
Mr. Sternfels stated "R-5" zoning
does not appear to be consistent with the adjoining property.
He stated he would recommend a buffer along Whitener Drive
adjacent to Twin Creek Estates, and it is his opinion that "R-3"
should be the total density.
Mayor Samuels inquired if any of
the residential streets in Twin Creek Estates would give access
to Whitener Drive and South Euless Elementary.
Mr. Knight stated all lots in Twin
Creek Estates have access to South Main Street.
Mr. Sustaire stated it appears
that the City needs more than one access into the development
for fire and police protection.
Mr. Pippin moved to table decision
on this zoning case until June 9, 1981, for additional study.
Mr. Walker seconded the motion and
the vote is as follows:
Ayes: Messrs. Pippin, Walker, Sternfels, Eden, and
Mrs. McCormick
Nays: None
Mayor Samuels declared the motion
CONSIDER REPLAT OF LOT 23R, BLOC

Mrs. McCormick moved to concur with
the recommendation of the Planning and Zoning Commission and
approve the replat of Lot 23R, Block 13, Bell Ranch Terrace Addition.

Mr. Sternfels seconded the motion
and the vote is as follows:
Ayes: Mrs. McCormick, Messrs. Sternfels, Eden, Walker,
and Pippin
Nays: None
Mayor Samuels declared the motion
carried.
CONSIDER BIDS • THREE

The Council had previously received
copies of the bids received for three compact pickup trucks. The

The Council had also received a recommendation of the Director
of Streets and Utilities to accept the low bid of George Grubbs
Datsun.
Mr. Walker moved to concur with the
recommendation of the Director of Steets and Utilities and
approve the low bid of George Grubbs Datsun in the amount of
$17,856.00.
Mr. Pippin seconded the motion and the
vote is as follows:
Ayes: Messrs. Walker, Pippin, Sternfels, Eden, and
Mrs. McCormick
Nays: None
Mayor Samuels declared the motion
carried.

OVERLAY OF EULESS STREETS
Mr. Knight reported that the County
Commissioner, Lyn Gregory, and his crew will begin the overlay of
the city streets on Wednesday morning.

Mr. Walker moved to authorize the
City Manager to update the General Liability Insurance program.
Mr. Sternfels seconded the motion
and the vote is as follows:
Ayes: Messrs. Walker, Sternfels, Eden, Pippin, and
Mrs. McCormick
Nays: None
Mayor Samuels declared the motion
carried.
Mr. Sustaire stated the insurance
carrier and consultant have recommended an internal insurance
investigator in order to protect the rights of the carrier and
the City. He stated he has drawn a job description of the
position and has assigned the job to an employee of the City.
Mr. Buddy Ragley stated he is
representing the citizens of Euless and requests the Council
designate Friday, May 15th, as Della Houy Day in the City of
Euless.
Mrs. McCormick stated she would
recommend this proclamation be prepared.
Mr. Sustaire stated the City has
planned a partyfor Della Friday morning beginning about 10:30 a.m.
