HomeMy WebLinkAbout2017-09-19 CITY OF EULESS PLANNING AND ZONING COMMISSION SEPTEMBER 19, 2017 MINUTES A regular meeting of the Planning and Zoning Commission was called to order by Chairman Richard McNeese at 5:30 p.m. on September 19, 2017 in the Pre-Council Conference Room of City Hall, 201 North Ector Drive. Those present included Chairman Richard McNeese and Commission Members: Eric Owens, Kenny Olmstead, Ronald Dunckel, Steve Ellis, and Warren Wilson. During the Pre-Session Meeting:' ➢ Senior Planner Stephen Cook reviewed the regular agenda. ➢ Director of Planning and Economic Development Mike Collins presented the Development Update. PLANNING AND ZONING CONSIDERATION OF SCHEDULED ITEMS — PRE- COUNCIL CONFERENCE ROOM The Euless Planning and Zoning Commission continued their meeting in the Council Chambers at 6:33 p.m. for consideration of scheduled items. STAFF PRESENT: Mike Collins, Director of Planning and Economic Development Stephen Cook, Senior Planner Hal Cranor, Director of Public Works and Engineering Tesla Worth, Administrative Secretary Don Sheffield, Building Official VISITORS: Amanda Mata Prabath Boteju INVOCATION Commissioner Ellis gave the invocation. THE PLEDGE OF ALLEGIANCE Commissioner Wilson led the pledge of allegiance. APPROVED PLANNING AND ZONING MINUTES Commissioner Dunckel made a motion to approve the minutes for the regular meeting of August 22, 2017. Commissioner Wilson seconded the motion. The vote was as follows: Ayes: Chairman McNeese and Commission Members: Owens, Dunckel, Ellis, and Wilson. Nays: None Abstention: Commissioner Olmstead Chairman McNeese declared the motion carried. (6-0-0) ITEM 2. APPROVED SITE PLAN NO. 17-10-SP Senior Planner Stephen Cook gave a brief description of the case. ComputerMinds.com intends to rehabilitate and occupy a former retail site for educational use /classrooms for computer training. Access — Previously, there were three driveways providing access to the property. The right-of-way (ROW) acquisition for the widening of SH 183 resulted in the closure of the north access to the frontage road and the northernmost access from S. Ector Drive. Access to the site remains on the southern drive approach onto S. Ector Drive. Parking — ComputerMinds currently operates out of 112 S, Ector Drive. Moving the training classrooms to the 100 S. Ector Drive building will enable the business to use the 112 S. Ector Drive building as an office only. The parking at 100 S. Ector is severely limited due to the ROW acquisition, which cut diagonally from the northwest to the southeast across the property. The property retains four (4) fully functional; appropriately sized parking spaces with an adequately sized drive aisle. The property at 112 S. Ector has seventeen (17) parking spaces, but only needs seven (7) spaces for the office use. A vocational school land use requires one (1) parking space per three (3) students. So, with the four (4) on-site parking spaces and the ten (10) spaces at 112 S. Ector Drive, ComputerMinds will cap the size of any classroom to 42 students. The Euless Unified Development Code allows minimum parking to be satisfied through properties of the same zoning classification and within three hundred (300') feet from one another. Both of these properties meet this requirement. The combination of the two properties satisfies the parking regulations of the administrative offices and educational space for the business. Landscaping— New 5" caliper hardwood trees will be planted within the northern portion of the property to satisfy landscape requirements. Additionally, the acquired ROW will be Planning and Zoning Commission Minutes Page 3 of 4 September 19, 2017 turfed as part of the MidTown Express project, but will be maintained by the ComputerMinds. Along the frontage of the building, new planters with a variety of low water maintenance plantings were installed. Exterior— The building was previously occupied for many years by several retail uses, with the condition of the exterior having deteriorated overtime. The owner has recently completed improvements to enhance the exterior fagade. The interior of the building will be renovated to provide the new educational space. The Development Services Group has certified that the site plan is in accordance with the requirements of the City of Euless. Commissioner Olmstead asked how one would access the property if approaching it northbound on Ector Drive, and requested that an effort be made to ensure there would not be parking in the grass or on unstriped surfaces. Mr. Cook stated that there is not access to the site for northbound traffic due to the median to be installed by TxDot. Commissioner Wilson asked if the City of Euless installed or had any input in the placement of the new median installed on Ector Drive across from this property. Mr. Cook stated that it was designed by TxDot and will be installed as part of the highway widening project. The applicant, Prabath Boteju, stated that since his courses last the full business day, there is not any in-and-out traffic to his site. He also stated that he would work with the City staff to create a solution to ensure parking would only occur in the designated areas. There were no further questions or comments presented by the Commission. Commissioner Owens made a motion to approve Case No. 17-10-SP for a Site Plan for Commercial Development proposed to be located at Ector Gardens, Block 1, Lot 1, 100 S. Ector Drive. Commissioner Ellis seconded the motion. The vote was as follows: Ayes: Chairman McNeese and Commission Members: Owens, Olmstead, Dunckel, Ellis, and Wilson.
