HomeMy WebLinkAbout1981-06-23129 Regular Meeting Euless Cilty Council June 23, 1981 CALL T0 ORDER The regular meeting of the Euless City Council was Called to order at 8:00 p.m., in the Council Chambers of Euless City Hall, by Mayor Harold Samuels. Other members present were Mayor Pro Tem Willie Mae McCormick, Councilmen Robert Pippin, Ron 5ternfel3, and Bob Eden. Councilman Glenn Walker was absent. STAFF PRESENT W. M. II. SECOND AND FINAL READING OF ORDINANCE NO. 663 - REQUET OF —HELEN LIGH—TBODY FOR CHANGE F ZONING ON LOTS 14 THROUGH 19, BLOCK 2, J. E. WHITENER ESTATES Mr, Pippin moved t0 approve second and final reading of Ordinance N0. 563 for request of Helen Lightb0dy for change of zoning on Lots 14 through 19, Block 2, J. E. Whitener Estates. Mrs. McCormick seconded the motion. Mayor Samuels asked if Council had any questions or if there was any discussion. There being none, the vote is as f0l lows : Ayes: Mr. Pippin, Mrs. McCormick, Mr. Eden Nays: Mr. St2rDfelS Mayor Samuels declared the motion carried. III. QUAIL CONSIDER FINAL PLAT OF RUN ESTATES PHASE II Mayor Samuels recognized Mr. Ken NiChelS, Engineer, representing H0meCrdft Land Development. Mr. NiCh8lS presented the request for approval of OUDi} Run Estates Phase II, and stated he would be happy t0 answer any questions about the final plat. There being no questions, Mr. Eden moved t0 approve the final plat Of Quail Run Estates Phase II, Mr. Pippin seconded the motion. Eden, Pippin, Sternfels, and Mrs. McCormick 1 Nays: None Mayor Samuels declared the motion carried. IV. Tract I is. Mr. Pippin asked what the current zoning of Mr. McLeland stated it is "C -2." Mr. Pippin asked if they would be utilizing the entire depth of Tract I and II. Mr. McLeland stated they would. Mr. Sternfels asked if there is a timetable yet established for this project. within ninety days. Mr. McLeland stated that construction may begin Mayor Samuels asked if there were any other pro- ponents for this zoning request. There being none, he asked if there were any opponents of this zoning request. There being none, he asked if there were any questions or discussion of Council. There being none, he declared the public hearing closed. Mr. Pippin moved to approve the zoning change request in accordance with the recommendations of the Planning and Zoning Commission. HUITT SURVEY, CATED SOUTH OF AIRPORT FREEWAY, a)UINTA MOTEL, AND WEST OF PARK ADDITION Mayor Samuels opened the public hearing on Zoning Case No. 339 and stated the Council would hear from the proponents first and then any opponents. Mayor Samuels recognized Mr. Dan McLeland. Mr. McLeland stated he is a Real Estate Broker, 1408 Fort Worth National Bank Building, Fort Worth, Texas, repre- senting Mr. Ralph G. Campbell, owner of the property concerned. He stated that Mr. Campbell is requesting a change of zoning to build a Furr's.Cafeteria on'the site. Tract I is. Mayor Samuels recognized Mr, BjJl Pasteur, 1O04 West Euless Boulevard, Euless, Texas. �h Mr. Bill Pasteur presented e request for zoning change, giving a brief history of the property and stated the pro- perty has matured and is DON ready for development. He introduced Mr. Jimmy Wolff and Mr. Kerry Young, Project Engineers, 5hd0burg and Associates, Arlington, Texas, and Mr. Charles Starnes, President, Starnes and Associates Consulting Engineers, Arlington, Texas. Mr. Pasteur outlined the purpose Of the zoning request and gave the justifications for Said request. Mayor Samuels asked if there were any further proponents of the zoning Chd,nge request. There being none, he J5k6dif there were any opponents of the zoning change request. There being DUD8, Mayor Samuels declared the public hearing closed. Pippin and SterDfelS Nays: N0D2 Abstentions: Mr. Eden Mayor Samuels declared the motion carried. . Mr. Eden stated that he was not opposed t0 the project. The reason for his abstention is t0 avoid any appearance of fDprOpriety on his part since the project adjoins his property. Mayor Samuels recognized Mr. Bill Pasteur, 1004 West Euless Boulevard, Euless, Texas. Mr. Pasteur explained this zoning request was for d clean-up project area necessary due t0 Street development which occurred different than proposed at the time of the original zoning request. This street development left two small portions Of property situated OD incorrect sides of the Street. Mayor Samuels asked if there were any other proponents for the zoning change reqUeSt. There being D0DS, he asked if there were any opponents. There being none, he asked if there were any questions Of Council. There being none, he declared the public hearing closed. PUBLIC HEARING ON ZONING CASE NO. 336 - REQUESffa6FgELLIN RUCE FRR CHANGE OF ZONING "R -1 "SAMILY DWELLING DISTRI"R -3" MMILY DWELLING DISTRIH "SP" L USE PERMIT FOR DAFACILITRTION OF TRACTS 1B, 6A, and 6D, S. HUITT SURVEY, A -705, LOCATED EAST OF NORTH MAIN STREET AND SOUTH OF EAST MIDWAY DRIVE Mayor Samuels opened the public hearing on Zoning Case No. 336 and stated the Council would hear from the proponents first and then any opponents. Mayor Samuels recognized Mr. Mike Weiss, L and N Land Corporation, who is representing Mr. Bruce French. Mr. Mike Weiss stated the zoning at this property is presently R -1 and his constituents feel the land would be better utilized with a zoning of R -3 with a Special Use Permit for a Daycare Facility. He further stated that the 1.259 acre tract, if developed as a daycare facility, would compliment the proposed NEB school site to the east, provide a buffer between the single family dwellings to the south, as well as the proposed multi - family and commercial areas to the north. Mayor Samuels asked if anyone was interested in building such a facility on the location at this time. Mr. Weiss stated no one is currently interested and it could possibly be four or five years before development begins. Mr. Sternfels asked about the status of the school site. Mr. Weiss stated someone on City Staff had stated the School District did still plan to build a school there, but no prospective date could be determinded. Mrs. McCormick asked if Newport Way would be extended and if the developer would be responsible for obtaining permission from other people living in the area. Mr. Weiss stated Staff's recommendation through a letter would be at the time of development, to implement the procedure to tee off, tear up the street, take care of the drainage, put in a separate drive for one of the adjacent landowners, and the developer would bear all costs of the project, estimated at $10,000.00. ]3J Euless CityC0UDCil Regular Meeting - June 23, 1981 - Page Seven Mr. Pippin asked Mr. Knight, Cil"y Engineer, if that was his recommendation for handling the three options; what is the best solution to the problem. Mr. Knight stated he could See no need of Newport Way continuing t0 Midway Drive. It is his recommendation it be abandoned at Sixpence and handled as a plat procedure rather than d ZoDfOg procedure. Mr. Pippin asked if Mr. Knight saw that as a better S0lULi0n than the cul-de-sac mentioned, as a particular *ay of handling the problem. Mr. Knight Stated he thought it would be better and would not be d traffic generator such as a cul-de-sac would if ft deadeDdS into the property uhere people would be C00iDg into the daycare center. Mr. Pippin asked if there possibly could be a way of servicing the daycare Center t0 avoid additional trdffiC on Midway DriVe, Mr. Knight Stated that it could, and it would also be a way of accessing the SCh00l site. Mr. [den asked how that would affect the person's entrance on Sixpence. Mr. Weiss stated they would put in the curb and take care of the asphalt, drainage, and driveway at their expense and this would be a condition of the development plan. Mr. Knight Stated the Council would have to approve the street at that time, not now. Mayor Samuels asked if there were any other pro- ponents. There being none, he asked if there were any opponents. CONSIDER CALLING A PUBLIC HEARING R ZONING CASE NO. 337 - REQUEST OF NEAL ADAMS FOR CHANGE OF ZONING FROM "R-2" DUPLEX TO " PD" ON LOTS THROUGH 18, BLOCK 1, WILSHIRE VILLAGE � Mr. Pippin moved t0 call d public hearing for Zoning Case N0. 337, d request Of Neal Adams for a Change of zoning from "R-2n Duplex t0 "PD" (Single Family Attached) on lots 1N through h, and Lots 8R through 18, Block l, Wilshire Village Square Additi0D, Mrs. McCormick seconded the 00ti0D and the vote is as follows: Ayes: Mr, Pippin, MrS, McCormick, Messrs. Eden, and 5ternfels Nays: None Mayor Samuels declared the motion carried. IX. CITY ATTORNEY'S REPORT The City Attorney had nothing t0 report. Fla CITY ENGINEER'S REPORT The City Engineer had nothing to report. Mrs. McCormick stated it was nice t0 have Bob McFarland back, and Mr. McFarland said it was good to be back in town.
