The FY18 budget addresses several immediate needs facing Euless this year such as street maintenance, equipment replacement and public safety communications. These needs may not always be glamorous, but they are key to providing our citizens the services they have come to expect from this great City. The proposed budget also accomplishes the City Council's goal of maintaining the current tax rate at 46.25 cents. New staff positions are part of the budget this year. Capital expenditures include reconstruction of several streets, water and wastewater line replacement and relocation along with the design and remodel of the library. We remain considerate of our residents and their tax dollars in maintaining the current rate of property tax. Yet we also realize the need to provide funding to maintain existing service levels. The budget provides funding to continue the day-to-day operations of the City including 24-hour police, fire and EMS service, public works, parks and recreation, public library, neighborhood services, building inspections, code compliance and other City services. This is the 24th consecutive year that the property tax rate has either remained flat or been reduced. Although the City's tax rate is unchanged from the previous year, individual tax bills may fluctuate based on changes in home value, which are determined by Tarrant Appraisal District. The budget includes funding for: •Renovation of the Mary Lib Saleh Euless Public Library to include an enhanced children's area, a teen room, additional study spaces, and overall updates to the facility; •Reconstruction of portions of Fuller Wiser Road, Bear Creek Parkway, Midway Drive and Ash Lane; •Design engineering for the replacement of the Fuller and Far North Water Wells; •Wastewater line replacement in the Oakwood Terrace addition; •City-wide upgrades to traffic signal equipment and detection systems; and •Various capital equipment including fire department rescue tools, AED's, and portable radios as well as street evaluation and improvements, and computer upgrades. It also provides permanent funding for an additional police officer. Sales tax revenue is an important component of the Euless budget. Of the 8.25¢ sales tax rate, the State of Texas receives 6.25¢ and Euless receives 2¢. The City's portion is allocated as follows: •1¢ to fund general government operations •¼¢ is dedicated for property tax reduction •¼¢ is dedicated to crime prevention •½¢ is used for economic development, library and parks Using the average home value of $204,326 and the adopted tax rate of 46.25¢ per $100 of valuation, a homeowner with a homestead exemption will pay $756 this year in property taxes. A senior citizen homeowner in a home of average value will pay $539 this year. In addition to the 20 percent homestead exemption and one of the lowest tax rates in the region, the City of Euless also offers a $35,000 exemption for homeowners over 65, and an over-65 tax freeze. This tax freeze lets senior citizens pay no more than they paid at age 65 regardless of the home value, excluding improvements. The City property tax represents approximately 20% of a resident's overall property tax bill. The total tax bill also includes the school district, county, hospital district and the college district. The City's cost to purchase water and provide wastewater treatment services is increasing. In order to cover these costs, as well as, additional operating costs and upgrades to system infrastructure, the residential water and wastewater base rates will increase $1 and the volume rate for water will increase 14¢ per 1000 gallons with wastewater rates increasing 26¢ per 1000 gallons. To help offset these increases, the City Council approved a 30¢ per 1000 gallon rebate from the rate stabilization fund for residential water usage up to 15,000 gallons. The annual budget is available to view on the City's website at www.eulesstx.gov, at City Hall or at the Public Library. Ector Dr. The Euless Small Business Association and Chad’s Shred‘N Services are sponsoring a paper shredding day. You may bring your unwanted paper and documents for shredding and recycling. Papers may contain thin metals such as staples, paperclips or even rubber bands. Please do not bring CDs, jump drives, three-ring binders or plastic bags. Paper may be brought in standard size boxes.
