CALL TO ORDER
A regular meeting of the July 28, 1981, of the Euless Citv Council
was called to order at 8:00 P.M., in the Council Chambers of the Euless Muni-

Mrs. McCormick moved t0 consider Items I, II, and III, being
Ordinance Numbers 068, 009, and 670, as one, and vote OD them simultan-
eously. Mr. Eden seconded the motion, and the vote is as follows.

t0 "K-2" Two-Family Dwelling District and "R-4o Multi-Family Dwelling
District; Ordinance N0~ 569, regarding certain property out of the
Wilshire Village Square Ndditi0n for d change of zoning from xR-2" Two-
Family Dwelling District to "PD" Planned Development with Single Family
Attached Dwelling District; and Ordinance N0, 670, ratifying and approving
assessments levied the City of Fort Worth for a part of the cost of
improving South Pipeline Road from State Highway lO t0 Raider Road.

ITEM IV: SECOND AND FINAL APPROVAL OF COUNCIL MINUTE ORDER
Mr. Pippin n0wed t0 approve second and final reading Of a minute
order regulating the hours of operation Of artificial lighting on the
athletic fields and tennis courts located at City parks; establishing the
hours Of lighting to be prohibited from 12:00 A.M. (Midnight) t0 dawn.

Mr. SterDfels moved to approve Resolution N0, 508 1Q suspend for
one hundred twenty /120\ days the request Of Lone Star Gas Company to
increase rates within the City Of Euless. Mr. Eden seconded the motion,
and the vote is as follows.

ITEM VI: CONSIDER PLATTING
Mr. Pippin moved t0 approve the preliminary platting in accordance
with the recommendations Of the Planning and Zoning Commission, of Lots l
through 15, Block l, and Lots l and 2, Block 2, Th0mes Addition, First
Installment, located south of Ash Lane and west of Fuller-Wiser Road.
Mrs. McCormick seconded the motion, and the vote is as follows.

ITEM VII PUBLIC X AND LIGHT COMPANY RATE INCREASE
Mr, Eden moved t0 table the Public Hearing t0 August ll, 1981, in order
t0 receive the ruling from the Public Utilities Commission; and t0 approve
Resolution N0. 509 to further suspend for thirty /30\ days the request by
Texas Power and Light Company t0 increase rates. Mr, Walker seconded the
motion, and the vote is as follows.

ITEM VIII: PUBLIC HEARING ON ZONING CASE NO, 342

Mayor Samuels opened the Public Hearing on Zoning Case N0. 342,
a request of Jim Culbertson for a change of zoning, from "R-l" Single Family
Dwelling District t0 "R-3x, "R-4u, and "R-5x Multi-Family Dwelling District
On Tracts l, IC, ID, and 6, S. Huitt Survey, A-705, located south of Harwood
Road and east of North Main Street.
Mayor Samuels recognized Mr. Walter Elliott, Elliott & Hughes,
Engineers and Planners, 1004 West Euless Boulevard, Euless, Texas.
Mr. Elliott stated he represented the owners of the property,
Mr, Bob Eden, and his Sister, Mary Jane. He gave a brief history of the
property and added that the property is presently under contract L0 Jim
Culbertson, who is making the request for a zoning change. This property
consists of three nine-acre tracts; one with prospective oR-3n zoning
adjacent t0 Harwood Road; and two immediately t0 the south with prospective
"R-4" zoning. The south-most tract had previously been requested "R-5n;
however, the Planning and Zoning Commission recommended the "R-4n be extended
to incorporate it. This would result in a total unit development of 396
units, or 14.67 units per acre. Mr- Elliott stated this would be compatible
zoning with the neighborhood; it is consistent with past zoning in the area;
and it i6 the highest and best Use of the tract of land.
Mayor Samuels asked if there were any other proponents for the
zoning Case. There being none, he asked if there Were any opponents Of the
zoning Case,
Mr. Edward A. Cole, 1209 HillCr8St, Euless, of the MeJd0vVieN
Addition, was recognized as an opponent, and granted audience with the Council.

Mr. Cole stated he opposed the change of zoning to anything Other
than "R-lx. He felt there was enough of the multi-family housing in the area,
and that the MeadOwView Addition was becoming surrounded by tOwnh0mes, condo-
miniums, and apartments. He said he did not object t0 such construction, but
it should be better distributed through the area, rather than S0 close.

Mr. Cole mentioned that the Planning and Zoning C0Dxni5Si0n had pointed out
the reason for approving this zoning was they felt it was compatible with
construction in the area. Mr. Cole stated it was not compatible with what
is C0OStrUCt8d in M8ddONYiew Addition, and that if this multi-family Z0DiDg
was approved, more would be requested because it, also, would be what is
compatible With the area. Mr, Cole also expressed C0DCerD with the City of
EUl2SS resources for the area, the need for d fire station, and a possible
strain OD the police services.
Mayor Samuels advised Mr. Cole Of the pending C0DstrUCti0D of
Fire Station N0. 3, explained the prDC2dUr8S that are undertaken by the
City when a change of Z0DfOg is requested, and assured him that the City
COUDCfl does make a sincere effort to please as many citizens as possible
and still maintain the best interest of the City.
Mayor Sd0Q8l3 asked if there were any other opponents t0 the
zoning request. There being none, he asked if there were any questions or
discussion from the Council. There being none, Mayor Samuels declared the
Public Hearing closed.
Mrs. McCormick moved t0 approve the recommendations of the Planning
and DJDiDg C000i53iOn and grant the request for change of Z0ning, Mr, Walker
seconded the motion, and the vote is as follows:

ITEM IX: PUBLIC HEARING ON ZONING CASE NO. 344
Mayor Samuels opened the Public Hearing On Zoning Case NO. 344, a
request of J10 Harris for ChdDg8 of Z0niOq from xR-2" Two-Family Dwelling
District to xPD" Planned Development with "R-2x Two-Family Dwelling District
on Tracts lA2, lA3, and portions of Tracts lAl and lAlB, J. E. Field Survey,
A-540` located south of Glade Road and west Of North Main Street.
Mayor Samuels recognized Mr. J10 Dunaway, Dunaway and Associates,
Engineers, Fort Worth, Texas.
Mr. Dunaway presented the request for zoning change for Mr. Jim
Harris, owner and developer Of the twenty-four and One-half acre tract of
land. Mr. Dunaway Stated they had been working with Staff and the Planning
and Zoning CU00iS5iOn t0 work Out any minor problems and concerns. The
project is ready for the City Council's approval, if that is their desire.

Mayor Samuels asked if there were any other proponents Of the
request for zoning change. There being none, he asked if there Were any
opponents of the zoning change. There being none, he asked if there were

Mr. Walker moved t0 approve the request for ZUDiDg change in
accordance with the Planning and Zoning CO00i55\0n'5 recommendations.

Mr. Dunaway thanked the Council and stated the project i5
scheduled for completion in February 1982.
ITEM X: PRELIMINARY PLATTING OF NORTH GLADE ADDITION
James Knight, City Engineer, stated that everything is in order
on the preliminary platting Of North Glade Addition, located south Of Glade
Road and west of North Main Street, and with Council's approval of the
related Z0DjDg Case N0. 344, the preliminary platting is ready for approval.
Mr. Pippin moved t0 approve the preliminary platting Of North Glade
Addition. Mr. Walker SeC0DUed the motion, and the vote is as follows:

from "C-2" Community Business District to "C-2" Community Business District
with "SP" Special Use Permit for Commercial Amusements and Beer and Wine Sales
on part of Tract 5, Puente Del Oeste (703 S. Industrial Boulevard), located at

ITEM XIIB: CONSIDERATION OF AN ORDINANCE REGARDING CITY FEES
DiSCUSSioD was held concerning preparation Of OD ordinance to bring
City Euless fee schedules in line with area cities' fees. City Attorney
Bob McFarland advised that such an ordinance would be prepared and scheduled
for the next City Council meeting, t0 be approved on first reading.
ITEM XIII: CONSIDER BOARD APPOINTMENT TO COUNCIL OF SOCIAL CONCERNS
Mr. Pippin moved t0 appoint Mrs. Mina Faye Heflep t0 the Council Of
Social Concerns. Mr. Walker seconded the motion, and the vote is as follows:

ITEM XIV: CONSIDER BIDS FOR EMPLOYEE GROUP HOSPITALIZATION IN3URANCE
The City Council had previously received copies Of the bid tabulation
f Employee G Hospitalization IDSurJDC� as well as d copy of the recommen-
dation from the Insurance Committee, headed by City Engineer James Knight, to
accept the bid from Prudential Insurance Company of America, Texas Municipal
League Insurance Trust Program, Plan B. The bids were:

Mr. Knight recommended accepting the Prudential Insurance Company
of America bid because it was the lowest bid received for this plan, the
premiums were guaranteed through October 1, 1982, and retired and disabled
employees could continue the insurance coverage with the same benefits as all
employees of the City covered under the group plan.
Mr. Sternfels moved to accept the low bid from Prudential Insurance
Company of America, Plan B, as recommended by the Insurance Committee.
Mr. Walker seconded the motion, and the vote is as follows:

and Mrs. McCormick

ITEM XV: CITY ATTORNEY'S REPORT
RE: MARLENE DRIVE EASEMENT - Mr. McFarland advised he had spoken
with Frank Crumley regarding the easement donated for Marlene Drive. Mr. Knight
and Mr. McFarland were satisfied our ordinance would apply and the road would be
developed to City standards. Mr. McFarland has drawn a deed and grant on the
easement, and the City will own that extension and right-of-way.
RE: McCORMICK FARMS - Mr. McFarland and Mr. Haynes of Crow Develop-
ment will meet with the Federal Housing Administration in Fort Worth to discuss
FHA loan insurance on those homes with a perpetual maintenance agreement. If
more than ninety percent of the lots in a particular subdivision are eligible
for insurance, they will not grant it, and more than ten percent of the lots
do apparently border on a perpetual maintenance easement and are subject to
the agreement. Mr. McFarland will keep the Council advised.
