A regular meeting of the Euless City Council was called to order at 8:00 P.M., August 25, 1981, in the Council Chambers of the Euless Municipal Building, by Mayor Harold D. Samuels. Councilmembers present were Mayor Pro Tem Willie Mae McCormick and Councilmen Robert Pippin, Bob Eden, Glenn Walker, and Ron Sternfels. Staff Members Present W. M. Hicks, Deputy Fire Chief, EUl8S5 Fire Department, who has been employed with the City since July l, 1971. ITEM V CONSIDERATION OF AN ORDINANCE FOR CITY OF EULESS ZONING ORDINANCE REVISIONS - PHASE 11 Mrs. McCormick moved to approve d first reading Of an ordinance to revise the Euless Zoning Ordinance relating t0 standards for approval Of a Community Unit Development, in 5eCt1OD 7-1111; Section 7-1104, relating to density, site coverage, lot size, parking and loading requirements; Section 7-1104A° relating to special lot size requirements for special planned unit developments, "SPUD"; and Section 7-1105, relating to procedures for estab- lishing standards. ITEM VI: PUBLIC HEARING ON ZONING _ CA3E NO. 347 Mayor Samuels opened the Public Hearing on I0Mfng Case N0, 347, a request Of FreelOn D. TU|lO5 for change of zoning from oR-lx Single Family Dwelling District CO "R-3/' Multi-Family Dwelling District with "CUD" for Conforming Housing on Tracts 3 and 3A, R. Crowley Survey, A-312, located north Of proposed extension of Ash Lane and east of Fuller-Wiser Road. Mayor Samuels recognized Mr. William Malj5h^ 4601 Piedmont, Arlington, Texas, representing Mr. Paul Yarbrough, Jr., and Mr. Fre8l0n D. Tullos, owners of the property. Mr- RaliSh stated that the thirty-two acres of land on Fuller- Wiser Road i5 surrounded by Mr. Spain's project, Zoning Case N0, 348. The two Z0RiMg cases have been coordinated closely, sharing information, and working together t0 best Utilize the land. They have been working mostly With the greenbelt creek area t0 maintain a permanent c000UMitv open space. Their park plan has been approved by the Euless Park and Recreation 8ODrd- The multi-family usage seemed the most feasible, with twelve Units per acre, including the entire tract of thirty-two acres. The Sharp slope Of land on the Site has made lot determination Very difficult. The land has been mined for gravel, and the slope is 510 to 530 feet, with thirty to forty-foot holes. They will attempt t0 maintain all the trees possible t0 not disturb the natural beauty of the land- They would like t0 begin COMStrUCti0M in ninety t0 one hundred twenty days. There being none, he asked if there Were any opponents t0 the zoning case. Mr. David Bagwell, Crow Development Company, 2001 Bryan Tower, Dallas, Texas, stated he i5 not an opponent to the zoning case, but would like t0 request that a buffer area of a lower density housing be established for the area at Fuller-Wiser Road. The single family dwelling district at Woodlands Will consist of $100,000 homes, and it would be unpleasant for these type homes to face an area of a much higher density. They would like to see a lower density in this area, which would benefit surrounding dwellings and the City alike. ITEM VII: PUBLIC HEARING ON ZONING CASE NO. 348 Mayor 3dNUel5 opened the Public Hearing on Zoning Case N0. 348, d request of Paul Spain for change Of zoning from xR-l» Single Family Dwelling District to xC-2" Community Business District and xR-l" Single Family District t0 «R-Y, xR-4", and R-5x, Multi-Family Dwelling District with "CUD" for Con- forming Housing on Tracts l, lA, 2, 4, 4Bl, 4BlA, 4B2, 4B3, 4B4, and 4B7, R. Euless City Council Regular Meeting - August 25, 1981 - Page Five 172 Mr. Paul Spain, Consulting Engineer, Dallas, Texas, represented Terra Properties and Block Brothers International, and presented the request for zoning change. Mr. Spain outlined the surrounding areas of the property, reviewing their present uses, and informed the City Council of the known future uses of the land. He explained the thoroughfares that will affect the site, the status of schools in the area, and the possible commercial applications of the land near the Airport entrance. The "C -2" area will allow hotels, high -rise office buildings, and other commercial properties. The western area of the site will have an "R -3" buffer zone approximately 350 to 400 feet wide for custom homes, and the strip of land along the creek will be maintained in its natural state for a park area. Mr. Spain stated that the North Central Texas Council of Governments has reported that multi- family residences are permissible with the "B" Zone with sound modifications. Also, the traffic flow will be approximately two - thirds less with a residential area developed here, rather than the present land use. This is due to the truck traffic creating repeated trips as opposed to residential traffic which is often a one -way trip. Staff has a study of this impact. Mr. Pippin asked if they knew the status of the proposed Highway 360 extension. Mr. Spain stated that they had checked with the Texas State Department of Highways and Public Transportation, and the project was not reflected on their twenty -year plan. This was not good news to them, but the developer felt that possibly by developing this property, it would induce the State agency to advance the completion of this highway. Mayor Samuels declared the Public Hearing closed. Mrs. McCormick moved to approve the request for zoning change in accordance with the Planning and Zoning Commissions' recommendations. Mr. Sternfels seconded the motion. Ayes: Mrs. McCormick, Messrs. Sternfels, Pippin, Walker, and Eden Nays: None The motion carried. Mr. John Joiner, Joiner- Pelton -Rose, Dallas, Texas, presented the airport noise study and explained the findings. Mr. Joiner agreed to send a copy of this report to the City Council for the record and for future informa- NO tion. Mayor Samuels asked if there were any other proponents for the zoning case. There being none, he asked if there were any opponents to the zoning case. There being none, he asked if there were any questions or discussion of the Council. Harrington Survey, A-808, located south of Glade Road and west of 8aZ8 Drive' Mr. Ron Haynes, Crow Development Company, 2001 Bryan Tower, Dallas, Texas, presented the request for zoning change. He stated this i5 D thirty- three acre site in the northwest sector of Euless, with the Master Plan calling for a low density multi-family development. Crow Development i5 proposing 240 single family attached lots, sized at approximately 32-1' x 115' each, which is 8b0Y8 City minimum standards. Mr. Haynes reviewed the site by relating five areas: zoning, setbacks, house size, fencing, and promotion. He informed the City Council Of the surrounding property development; reviewed their request for front and Side yard setbacks to allow for alleyways; stated their house sizes would be 25% with 1000 square feet, 25% with 1050 5qUDr8 feet, and 50% with llOO square feet, with this area doubled per building; explained their policy for fencing; and outlined the advantages of their promotional plan for their development, as well as for the City. Mr. Pippin asked if the developer would be willing t0 designate a twenty-foot COMCret8 island divider at the parking frontage at Glade Road. Mr. Haynes agreed that this would be done, but the 1SldMd would not be solid concrete, but would be landscaped in the center. Mr. Pippin agreed this would be satisfactory. Mayor Samuels asked if there were any Other proponents of the 20MiMg case. There being none, he asked if there were any opponents t0 the zoning case. MS. Jackie Howes, BaZe Drive, Euless, expressed C0DCerD with the increased traffic flow such a development would Create. She stated that people now have a great deal of difficulty when leaving Glade Road and turning onto Highway 157, and that such a development would make the situation worse. Mr. Weldon Parkhill, Attorney at Law, 1205 Plattner Drive, Grand Prairie, Texas, was present t0 represent Mr. ZUl0n Wilkins, Sr., in opposition t0 the Z0D1ng request. ID speaking for Mr- Wilkins, Mr, Parkhill expressed C0nC8rM with traffic flow, parking problems, a strain on City resources, and that such D development would reduce City standards of living. Mr. Parkhill requested that if the zoning were approved, the City Council stipulate that the developer build d masonry divider wall between their tract and the land owned by Mr. Wilkins. Mr. Earl L. Heitman, Bdze Drive, Euless, stated he i5 not opposed to the development, but requests they build a screening fence along the new proposed road that is M9Xt t0 his property. He feels people will leave the road and drive across his five-acre tract. Euless City Council Regular Meeting - August 25, 1981 - Page Seven 174 Mr. Haynes again outlined the proposed fencing around the development. They will construct a screening fence where there are presently homes adjacent to the property, which at this time is five homes. He did agree to work with Mr. Heitman and fence the area between the Heitman residence and barn and the proposed road in the development, but they could not erect a fence completely around Mr. Heitman's five - acre tract. Mayor Samuels asked if there were any other questions or discussion. There being none, he declared the Public Hearing closed. Mr. Eden asked Mr. Haynes if he could work with Mr. Heitman to reach an agreement to fence the part of his property, the area which has the residence and barn, from the development. Mr. Haynes confirmed they would do this. Mrs. McCormick moved to approve the request for zoning change with the modifications as presented by the developer, as well as with the fence clarification relating to Mr. Heitman's property. Mr. Eden seconded the motion. Ayes: Mrs. McCormick, Messrs. Eden, Pippin, Walker, and Sternfels Nays: None The motion carried. ITEM IX. CONSIDER PLATTING OF HILLCREST ADDITION (ZONING CASE NO. 351) Mr. Ron Haynes, Crow Development, 2001 Bryan Tower, Dallas, Texas, requested approval of the preliminary plat for Hillcrest Addition, which was previously called Greenhill Addition. He stated the plat meets all City standards and complies with all City ordinances relating to development. He said he would be happy to answer any questions regarding the plat. Mr. Sternfels stated the density factor of seven units per acre is as close to an "R -1" density as we can get. Mr. Pippin moved to approve the preliminary plat of Hillcrest Addition, with the stipulation that the fencing as agreed upon tonight be shown on the final plat. Mr. Eden agreed with this stipulation. APPOINTMENT OF TRINITY RIVER AUTHORITY REPRESENTATIVE FOR THE CITY OF EULESS Mayor Samuels requested the City Council approve the appointment of Mrs, Willie Mae McCormick as the City Of Euless representative t0 the Trinity River Authority. She has served the City well in her previous terms in this capacity. Mr. Eden moved t0 appoint Mrs. McCormick as the TRA representative for the City of Euless. Mr. Pippin seconded the motion. Messrs. Eden, Pippin, Walker, and SterOfels Nays: None Abstentions: Mrs. McCormick The motion Carried. ITEM XI: CITY ATTORNEY'S REPORT Mr. McFarland stated he had nothing t0 report. ITEM XII: CITY ENGINEER'S REPORT Mr. Knight, City Engineer, stated that the Cinnamon Ridge Addition development i5 continuing all in one stage, instead of in two stages. COMMENTS Mrs. McCormick stated the Euless TQ#M Centre Shopping Center is opening several stores, and Urged everyone to shop in Euless. Mr. 3terMfel5 stated he has received a letter from Mr. Woods regarding the CETA program for 1981-82.
