C0unCil0emberS present were Mayor Pro Tem Willie Mae McCormick, and Councilmen Glenn Walker, Robert Pippin, Bob Eden, and Ron SterDfelS. Staff Members Present W. APPROVAL OF MINUTES The minutes of the regular meeting of August 25, 1981, were approved as written. Euless City Council Regular Meeting - September 8, 1981 - Page Six ITEM VII: PUBLIC HEARING ON PROPOSED CITY BUDGET FOR 1981-82 Mayor Samuels opened the Public Hearing on the proposed City of Euless Budget for Fiscal Year 1981-82, and recognized Mr. James R. HiCkers0n, Finance Director, City of Euless, to present the proposal. Mr. MjCkersnD outlined the proposed 1981-82 Budget after distributing handouts t0 the audience: ESTIMATED REVENUES Mixed Beverage Q Sales Tax 8.3% $ 580,000 Franchise Tax 5.9% 559.200 Ad Valorem Tax 25.3% 2,055,816 Fines & Forfeitures 2.9% 232,000 Licenses & Permits 1.3% 103`650 Revenue from Other Agencies 0.1% 7,510 Interest, Inspections & Other Revenues 5.8% 469,500 Revenue Sharing 2,6% 219,674 Beginning Balance 7.0% 568,116 Water & Sewer 39.8% 3,245,308 Total 100.0% $8,141,774 ESTIMATED EXPENSES General & Administrative 16.0% 51,301,957 Public Safety 26.0% 2,113,838 Public Works 8.4% 684,414 Parks & Recreation 7.2% 583,712 Revenue Sharing 2.5%, 2I9,674 Water & Sewer 39.8� 3,238,181 Total 100.0% $8,141,774 Mr. H1Ckers0n stated this budget 1s about 9-3/4% more than ]DSt year's budget. Mayor Samuels asked if there were any opponents t0 this budget proposal. There being none, he asked if there were any questions or discussion from the Council or from the audience. There being none, he declared the Public Hearing closed. 182 Euless City Council Regular Meeting - September 8, 1981 - Page Seven ITEM VIII: FIRST READING OF AN ORDINANCE TO ADOPT THE PROPOSED BUDGET FOR THE CITY OF EULE33 FOR FISCAL YEAR 1981-82 Mrs. McCormick moved t0 adopt the first reading Of an ordinance to approve the City Of Euless Budget for Fiscal Year 1981-82, as presented in Public Hearing at this meeting. Mr. Pippin seconded the motion. Ayes: Mrs, McCormick and Messrs. Pippin, Walker, Eden, and 3ternfels Nays: None The 00ti0O Carried, ITEM IX: CONSIDERATION OF A CONSORTIUM AGREEMENT REGARDING THE COMPREHENSIVE EMPLOYMENT AND TRAINING ACT (CETA) FOR FISCAL YEAR 7981-82 Mr. Sternfels recommended that the City Council approve the 1901-82 OW-1, agreement for the CETA program, Comprehensive Employment and Training Act. He stated that he had met with Mr. Jim Wood and Mr, 3tUrns, from the City of Fort Worth, and they had discussed the benefits of the program. Mr- 3ternfelS felt the CETA effort W0UlU continue t0 be an asset t0 the City of Euless. Mr. McFarland outlined the Act to the audience, explaining the voting powers Of the Cities involved in the program. The CETA representatives from each participating Cjtv form a Board which in turn establishes and formulates policies for administration Of the Act. Mr. SternfelS moved t0 accept the CETA program for the City of Euless during 1981-82, Mr. Pippin seconded the motion. Ayes: Messrs. SternfelS, Pippin, Eden, and Walker, and Mrs. McCormick Nays: None The motion Carried. The Euless City Council recognized the resignation of Mrs. Sandi ShrdDg from the COUnCj] for 30Cidl Concerns. Euless City Council Regular Meeting - September 8, 1981 - Page Eight 184 ITEM XI: CONSIDERATION OF APPOINTMENTS TO THE COUNCIL FOR SOCIAL CONCERNS Mrs. McCormick moved t0 accept the appoint of two Student members t0 the Council for Social Concerns: Ms. Kim GraZetti Of Euless Junior High School, and Ms. Karen Tyson of Harwood Junior High School. Mr. Pippin seconded the motion. Ayes: Mrs. McCormick, Messrs. Pippin, Walker, St2rnfels" and Eden N�s: None The motion carried. ITEM XII: CONSIDERATION TO CALL A PUBLIC HEARING T0 ESTABLISH A TAX RATE AND EXCEED THE PRESENT TAX RATE BY 5% Mayor Samuels explained to the audience that the City Council must hold a Public Hearing to establish a tax rate for 1981-82° and that this tax rate will be an increase of 5%. He further explained that the City of Euless is not increasing the actual tax rate, but the gross anticipated tax revenue for 1981-82 fiscal year 1s 5% more than the previous year; therefore, the State law requires the Dot10n be treated just as if the City were actually raising the taxes. Mr. Bill Brown, Tux Assessor and Collector, was in the audience and also offered an explanation t0 the audience, reiterating what Mayor Samuels had Said. Mr. Walker moved t0 call a Public Hearing on September 22, 1981, at 7:30 P.M., t0 establish a tax rate and exceed the present tax rate by 5%. Mr. 3ternfelS seconded the motion. AYes: Messrs. Walker, Sternfe|S, Eden, and Pippin, and Mrs. McCormick Nays: None The motion CDrrf2d, ITEM XIII: CITY ATTORNEY/3 REPORT Mr' McFarland stated that he had nothing t0 report. Euless City Council Regular Meeting - September 8, 1981 - Page Nine ITEM XlV: CITY ENGINEER'S REPORT Mr, Knight reminded the City Council and informed the audience about the bid opening on Thursday, September lU, 1981, at 2:00 P.M., for reconstruction of Dickey Drive. ITEM XV: APPOINTMENT OF A CETA REPRESENTATIVE FOR THE CITY OF EULE3S Mr. Walker moved t0 reappoint Councilman Ron Sternfe]S as the representative for the City of Euless t0 the CETA program for the upC00fOg year, Mr. Pippin seconded the 00ti0O, Messrs. Walker, Pippin, Eden, and Mrs. McCormick Nays: None Abstentions: Mr. Sternfels Mr. SterDfels stated that he does not like t0 abstain from voting, but did not want t0 just assume this duty. He said he will be pleased t0 serve in this CDp0Citv if the Council wishes him t0 do s0, COMMENTS Mr. L. B. Holmes, 805 Oakwood Drive, Euless, Texas, complimented the City Council on holding the budget dnND as well DS they have. He also asked about the hours of the Animal Control Department, and explained a problem he has been having in his neighborhood with dogs running ]0OS8. Mr. SuStaire explained the hours the Animal Wardens work, and suggested Mr. Holmes give them D call, outlining his problem, and they will be happy t0 work with him on it.
