MINUTES OF A REGULAR MEETING
OF THE
EULESS CITY COUNCIL
ON
NOVEMBER 24, 1981
CALL TO ORDER
A regular meeting of the Euless City Council was called to
order at 8:10 P.M. , November 24, 1981 , in the Council Chambers of
the Euless Municipal Building, by Mayor Harold D. Samuels . Council
members present were Mayor Pro Tem Willie Mae McCormick, and Council -
men Robert Pippin, Bob Eden, and Ron Sternfels . Councilman Glenn
Walker was absent.

ITEM I : PRESENTATION OF SERVICE PINS TO CITY EMPLOYEES
Mayor Samuels recognized Mrs . Julia Wakely, Supervisor of
Recreation, and presented her with a fifteen-year service pin.
Mrs. Wakely has been employed with the City of Euless since
September 1 , 1966.
Mayor Samuels recognized Mr. Lee Roy Smith, Light Equipment
Operator, Parks Department, and presented him with a ten-year service
pin. Mr. Smith has been employed with the City of Euless since
September 21 , 1971 .
ITEM II : SECOND AND FINAL READING OF ORDINANCE NO. 689
Mr. Pippin moved to approve second and final reading of
Ordinance No. 689, regarding Zoning Case No. 355, a request of
Bob Eden for a change of zoning from "R-1 " Single Family Dwelling
District to "C-2" Commercial Business District and "R-3" Multi-
Family Dwelling District, on a portion of the George Linney Survey,
located east of SH 157 and north of Ash Lane.
Mrs . McCormick seconded the motion.
Ayes : Mr. Pippin, Mrs. McCormick, and Mr. Sternfels
Nays : None
Abstentions : Mr. Eden
ITEM III : FIRST AND FINAL READING OF ORDINANCE NO. 690
Mr. Sternfels moved to approve first and final reading of
Ordinance No. 690, to amend Article V of the Euless Code of Ordinances ,
providing for inclusion of dealers in crafted precious metals, and pro-
viding for a time limitation for dispositions of such metals ; thereby
dispensing with the requirement for two separate readings and declaring
an emergency for the peace, health, and safety of the community.
Mr. Pippin seconded the motion.
Ayes : Messrs . Sternfels, Pippin , and Eden,
and Mrs . McCormick
Nays: None
Mayor Samuels declared the motion carried.

ITEM IV: CONSIDER FIRST READING OF AN ORDINANCE TO DEANNEX PROPERTY
City Attorney Bob McFarland explained that this ordinance was
the next step after the joint resolution recently agreed to by the
City of Euless and the City of Fort Worth, in an effort to clarify
boundary lines between the two cities . The property in question is
currently undeveloped and it would be advantageous to both cities
to define the boundary lines at this time. With this ordinance,
the City of Euless will deannex certain property in this area . The
City of Fort Worth will do the same. The next step will be to pass
an ordinance to annex the properties in the respective cities , and
thereby create definite city limits suitable for survey and development.
Mrs . McCormick moved to approve first reading of an ordinance
to deannex certain property from the City of Euless , releasing some
extraterritorial jurisdiction to the City of Fort Worth, and consenting
to the annexation of certain property by the City of Fort Worth.
Mr. Sternfels seconded the motion.
Ayes : Mrs . McCormick, Messrs . Pippin, Eden,
and Sternfels
Nays : None
Mayor Samuels declared the motion carried.
ITEM V : CONSIDERATION OF PLATTING - REPLATTING OF WOODCREEK ADDITION
Mr. Eden moved to approve the replatting of Woodcreek Addition,
Lot 27, Block E and Lot 1 , Block F, into Lots 27R, 28-35, Block E, and
Lots 1R, 2-7, Block F, of Woodcreek Addition, noting that this replat
was approved by the Planning and Zoning Commission.
Mrs . McCormick seconded the motion.
Ayes : Mr. Eden, Mrs . McCormick, and Mr. Pippin
Nays : Mr. Sternfels
Mayor Samuels declared the motion carried.
Mr. Sternfels remarked that he voted nay to this replat due to
his concern over the number of variances on the related zoning case which
is for the development of these lots .
Mr. Crim reiterated that the separate lots were needed to enable
the developer to sell the buildings to different owners .

ITEM VI : CONSIDERATION OF AUTHORIZING CITY MANAGER TO ADVERTISE FOR BIDS
FOR SIX COMPACT PICKUP TRUCKS
Mr. Pippin moved to authorize the City Manager to advertise for
bids for six compact pickup trucks .
Mr. Sternfels seconded the motion.
Ayes : Messrs . Pippin, Sternfels, and Eden,
and Mrs . McCormick
Nays : None
Mayor Samuels declared the motion carried.
Discussion was had concerning acquiring trucks with diesel engines .
It was decided to leave the decision to include this specification up to
the City Manager.
ITEM VII : CONSIDERATION OF PHASE II REVISIONS TO THE EULESS ZONING
ORDINANCE
Kent Flynn, Director of Planning and Development, presented
r.m a review of the Phase II Zoning Ordinance Revisions to the City Council ,
and added information for an "R-2A1 " Townhome District. He distributed
handouts to the Councilmembers for their review and information.
Mr. Pippin asked if the Planning and Zoning Commission had studied
the Townhome Dwelling District information. Mr. Flynn said they had,
and reiterated that the district was also reviewed at the Phase I portion
to the City Council earlier this year. Bob McFarland remarked that the
City Council had already approved the Townhome district, but it is shown
here again in an effort to place it in the current new format.
Mayor Samuels asked if the City Council had any questions about
the sections between "R-1A1 " and "R-1A4." There were no questions with
regard to these sections .
Mr. Sternfels stated that he felt the "R-1A5 was too small and
created a density too high. Mr. Eden said the City might be getting
enough of this type housing. Mr. Pippin asked if the "R-1A5" could
be deleted completely from the ordinance. Mr. Flynn confirmed that
this could be done. Mr. Pippin remarked this would be a wise considera-
tion. He did not want the City to have the crowded parking situations
that have been created by this type housing in other cities .

vow Mr. Pippin moved to approve Phase II of the Euless Zoning
Ordinance Revisions , Sections "R-1A1 " through "R-1A4," thereby
completely deleting the proposed "R-1A5" section, as presented,
and to approve the "R-2A1 " section, and to eliminate "CUD" and "PD"
in all but "R-3" or higher density residential districts .
Mr. Eden seconded the motion.
Ayes : Messrs . Pippin, Eden, and Sternfels ,
and Mrs . McCormick
Nays : None
Mayor Samuels declared the motion carried.
ITEM VIII : CONSIDERATION OF LONE STAR GAS COMPANY RATE INCREASE REQUEST
Gary L. Smith, HEB District Manager for Lone Star Gas Company,
informed the City Council that the Touche-Ross Survey was complete; however,
the City of Arlington had not yet made a decision regarding the survey. Due
to this development, Lone Star Gas Company did not yet know what their
Mid-Cities rate would be.
Mr. Eden moved to approve Resolution No. 515, thereby extending
w.w the rate increase request for an additional thirty days , from December 4,
1981 , until January 3, 1982; and to call a Public Hearing for public
input regarding the rate request for Tuesday, December 8, 1981 , at 8:00 P.M.
Mr. Sternfels seconded the motion.
Ayes : Messrs . Eden, Sternfels , and Pippin,
and Mrs . McCormick
Nays : None
Mayor Samuels declared the motion carried.
ITEM IX: CITY ENGINEER'S REPORT
Mr. Knight stated he had nothing to report.
ITEM X: CITY ATTORNEY'S REPORT
Bob McFarland stated he had nothing to report, but would speak
regarding the next item on the agenda, Item XI .

ITEM XI : CONSIDERATION OF AN ORDINANCE
Mr. McFarland stated this ordinance was for the purpose of
amending Ordinance No. 347, providing a more specific definition of
incidental and secondary uses pertaining to the sale of alcoholic
beverages .
He also stated he had talked with Larry Finney regarding
the duties outlined in the proposed ordinance concerning the Code
Enforcement Officer. Mr. Finney suggested deleting two sentences :
the last complete sentence on Page 2, and the last partial sentence
that begins on Page 2 and ends on Page 3.
Mr. Eden moved to approve first reading of the proposed
ordinance as provided by the City Attorney, deleting the two
sentences as explained by the City Attorney.
Mr. Pippin seconded the motion .
Ayes : Messrs . Eden, Pippin, and Sternfels ,
and Mrs . McCormick
Nays : None
W.. Mayor Samuels declared the motion carried.
COMMENTS
Mr. Sustaire made an announcement that the Senior Citizens
Christmas Dinner will be Thursday, December 17, 1981 , at 12 :00 noon,
at the Simmons Building located at Carr Park. This dinner is sponsored
by the City.
Mr. Sustaire also announced that the City Employees Christmas
Dinner will be Friday, December 18, 1981 , from 11 :30 A.M. to 1 :30 P.M.
The City offices will be closed for Thanksgiving from 5:00 P.M. Wednesday,
November 25, 1981 , through 8:00 A.M. , Monday, November 30, 1981 . All
departments except for the police and fire services will be closed.
Mr. Pippin asked the effective date for the ordinance recently
passed regarding overnight parking of trucks , busses, etc. He was
advised that December 2, 1981 , would be the first effective date.
Mr. Pippin advised that he had been contacted by residents in
North Euless, and they were wanting a four-way stop sign at Harwood
and North Main Street. Mr. Sustaire said he would check with the Traffic
Safety Office for the status .
