HomeMy WebLinkAbout1992-01-14 MINUTES OF A REGULAR MEETING Nimly OF THE EULESS CITY COUNCIL JANUARY 14, 1992 CALL TO ORDER A regular meeting of the Euless City Council was called to order by Mayor Harold Samuels at 4:00 p.m. on Tuesday, January 14, 1992, in the downstairs Administration Building Conference Room. Those present were Mayor Harold Samuels, Mayor Pro Tem Mary Lib Saleh and Council Members Frank Douglass, Todd Smith, Bobby Baker and Peter Staks. Precouncil discussion was held on agenda items and other scheduled issues. COUNCIL CONSIDERATION OF SCHEDULED ITEMS - COUNCIL CHAMBERS The Euless City Council continued their meeting in the Council Chambers at 7:00 p.m. for the consideration of scheduled items. Fuller, Chief of Police Lee Koontz, Fire Chief Rick Herold, Director of Community Services Tom Cox, Director of Administrative Services John Craig, Director of Development Paul Kruckemeyer, City Engineer Rod Tyler, Assistant Director of Development Lisa Schwarz, Management Intern Visitors Nancy Smith Leon Hogg, Chairman, Parks and Leisure Services Board Charles Miller, Parks and Leisure Services Board Jack Hill, Chairman, Planning and Zoning Commission Billy Owens, Planning and Zoning Commission and other visitors as shown on register PLEDGE OF ALLEGIANCE Councilman Peter Staks led the Pledge of Allegiance. INVOCATION The invocation was given by Mayor Harold Samuels. REGULAR COUNCIL MEETING JANUARY 14, 1992 PAGE 2 Mayor Samuels welcomed a group of Cub Scouts who were visiting the Council Meeting. ITEM NO. 1: PRESENTATION OF EMPLOYEE SERVICE PINS Mayor Harold Samuels presented ten-year service pins to Meredith McMannis, Children's Librarian, George Buttler and Rick Clark, Driver Engineers, and Mike Christenson and Kipper Smith, Driver Engineer/Paramedics. Although not present, Troy Kerr and Tommy Rush, Driver Engineer/Paramedics and Doug Tyson, Driver Engineer, were also recognized for ten years of service to the City. The Mayor expressed appreciation for the eighty years of combined service represented by these employees. CONSENT AGENDA Councilman Douglass moved to approve the Consent Agenda as follows: ITEM NO. 2: BID AWARD NO. 91-42: Police Uniforms to Cannon Uniforms, Inc. , 507 State Street, P. 0. Box 460430, Garland, Texas, 75046-0430 in an estimated amount of $14,983.50 on an as-needed basis. ITEM NO. 3: BID AWARD NO. 91-44: Playground equipment for the Villages of Bear Creek Park to Modlin Recreation Equipment, Inc. , of Lewisville, Texas, at a price of $19,224. ITEM NO. 4: BID AWARD NO. 91-45: Police Department Doppler traffic radars to `r. Kustom Electronics, Rockwall, Texas, for six (6) Kustom KR1O-SP radars @ $1345 each for a total of $8,070. ITEM NO. 5: BID AWARD NO. 91-46: Fire Department Suburban to Jerry's Chevrolet, Weatherford, Texas, at a price of $19,199. ITEM NO. 6: MINUTES of the Regular Council Meeting of December 10, 1991. Councilman Baker seconded the motion. Ayes: Council Members Douglass, Smith, Baker and Staks Mayor Pro Tem Saleh and Mayor Samuels Nays: None Mayor Samuels declared the motion carried. REGULAR AGENDA ITEM NO. 7: CONSIDERATION OF ORDINANCE NO. 1072 PROHIBITING PARKING ON FRONT LAWNS Mayor SaiueLs asked if anyone was present who wished to address the ordinance being considered that would prohibit parking on front lawns. There were none. He explained that a residential survey was being sent to the citizens in the \r. next water bill. REGULAR COUNCIL MEETING JANUARY 14, 1992 PAGE 3 Councilman Smith moved to table Ordinance No. 1072 until the Council has had an opportunity to review the survey results. Mayor Pro Tem Saleh seconded the motion. Ayes: Council Members Douglass, Smith, Baker and Staks Mayor Pro Tem Saleh and Mayor Samuels Nays: None Mayor Samuels declared the motion carried. ITEM NO. 8: REVISION TO SMALL BUSINESS ASSOCIATION TREE GRANT Mayor Pro Tem Saleh moved to approve the revision to the Small Business Association Tree Grant which will allow trees to be planted this year at the Villages of Bear Creek Park and submit a grant application next year for trees along State Highway 360. The motion was seconded by Councilman Baker. Ayes: Council Members Douglass, Smith, Baker and Staks Mayor Pro Tem Saleh and Mayor Samuels Nays: None `r. Mayor Samuels declared the motion carried. ITEM NO. 9: APPROVAL OF RESOLUTION NO. 92-779 SETTING A DATE FOR THE CITY COUNCIL RUNOFF ELECTION Councilman Baker moved to approve Resolution No. 92-779 establishing Saturday, May 30, 1992, as the date for a runoff election, if required, for the May 2, 1992, City Officer Election. The motion was seconded by Councilman Douglass. Ayes: Council Members Douglass, Smith, Baker and Staks Mayor Pro Tem Saleh and Mayor Samuels Nays: None Mayor Samuels declared the motion carried. ITEM NO. 10: APPROVAL OF EXECUTION OF AN UPDATED LETTER OF INTENT ON THE SULPHUR BRANCH PROJECT Mayor Samuels explained that this letter is being requested by the U.S. Army Corps of Engineers in order for them to proceed in the construction of the Sulphur Branch Project in the Morrisdale Area. irr. REGULAR COUNCIL MEETING JANUARY 14, 1992 PAGE 4 Mayor Pro Tem Saleh moved to approve the authorization of the updated letter of intent to the U.S. Army Corps of Engineers. The motion was seconded by Councilman Staks. Ayes: Council Members Douglass, Smith and Staks Mayor Pro Tem Saleh and Mayor Samuels Nays: None Abstain: Council Member Baker Mayor Samuels declared the motion carried. ITEM NO. 11: REPORTS a) City Manager City Manager Tom Hart distributed a calendar of upcoming City events. Mr. Hart announced that Mayor Samuels has been selected to serve on the Texas Municipal League Legislative Policy Committee on Community and Economic Development. b) City Attorney City Attorney Bob McFarland had no report. c) Staff Police Chief K. B. Fuller introduced Sergeant Danny Neill, Head of Internal Investigations, Patrol Officers Marco Valladares and Joe Lowe, and Corporal Pam Byers. They gave a report on the gang activity in the City of Euless and showed slides of graffiti that has appeared on buildings recently. They stated that while gang activity has not accelerated in the City of Euless to the extent it has in other metropolitan areas, there are a number of young people who portray the initial signs of becoming involved in gang activity. Mayor Samuels expressed appreciation for the presentation and even more appreciation for the officers being out on the street. He stated the City Council will support them in any way possible. d) City Council City Council reports were not given.
