EULESS CITY COUNCIL
MARCH 24, 1992
CALL TO ORDER
A regular meeting of the Euless City Council was called to order by Mayor Harold
Samuels at 4:10 p.m. on Tuesday, March 24, 1992, in the downstairs
Administration Building Conference Room. Those present were Mayor Harold
Samuels, Mayor Pro Tem Mary Lib Saleh and Council Members Frank Douglass, Todd
Smith, Bobby Baker and Peter Staks. Precouncil discussion was held on agenda
items and other scheduled issues. An executive session was held to discuss
election personnel and pending litigation on DFW Airport expansion as authorized
by V.T.C.S. Article 6252-17, Sec. 2 (e) and (g).

The Euless City Council continued their meeting in the Council Chambers at 7:06
p.m. for consideration of scheduled items.

ITEM NO. 1: APPROVAL OF RESOLUTION NO. 92-784
Appointing Judges for the May 2, 1992 General Election
Mayor Pro Tem Saleh moved to approve Resolution No. 92-784 appointing judges for
the May 2, 1992 General Election:
Midway Park Recreation Center - Election Judge, Dorothy Wilkinson
Alternate Judge, Audrey Novotny
Bear Creek Elementary School - Election Judge, Della Ferris
Alternate Judge, Shirley Mercer
Early Voting Ballot Board - Judge, Martha Burleson.
Councilman Baker seconded the motion.
Ayes: Councilman Douglass, Smith, Baker, Staks
Mayor Pro Tem Saleh and Mayor Samuels
Nays: None
Mayor Samuels declared the motion carried.

ITEM NO. 2: MINUTES of the Regular Council Meeting of March 10, 1992
Councilman Douglass moved to approve the Minutes of the Regular Council Meeting
of March 10, 1992 as presented.
Councilman Staks seconded the motion.
Ayes: Councilman Douglass, Smith, Baker, Staks
Mayor Pro Tem Saleh and Mayor Samuels
Nays: None
Mayor Samuels declared the motion carried.
ITEM NO. 3: REPORTS
a) City Manager
Mr. Hart introduced Kathy Carlton, an intern from Desoto, who was making a
site visit to the City.
b) City Attorney
Mr. McFarland had no report.

c) Staff
Betty Yarbrough distributed to Council a graph which illustrated monthly
circulation from 1989 through 1992. Ms. Yarbrough pointed out that during
January and February circulation increased 30% from January and February of
last year. She pointed out that during times of a recession, people tend
to stay closer to home and take advantage of the no cost or low cost
services which the library offers, such as videos and books. The H-E-B ISD
has recently implemented a program to encourage reading which has also
increased circulation. Recently, the children's section was rearranged to
allow 36" aisles to accommodate wheel chairs.
Alice Ernest, Library Board Chairperson, and Library Board Members have
begun a long range planning project. Some of the Board Members attended a
workshop recently on the long range planning process. As part of this
process, a survey will be conducted by Friends of the Library to determine
if patrons are finding what they need and what they would like to add.
From the results of the survey, a mission statement will be formulated
along with goals and objectives, to be submitted to Council by fall.
A new PC has been donated by the Friends of the Library from proceeds of
Book Cottage book sales. A "Night of a Thousand Stars" will be held April
1, from 7:00 - 9:00 p.m. Readers from all H-E-B elementary schools and the
junior high will be reading aloud to patrons. Ms. Yarbrough also announced
that because of Community Betterment funds, the library will be able to
hire three part-time people to shelve books in the library this summer.
This will free staff to help patrons checking out books, etc. during a very
busy time of year.
Councilman Baker remarked that auditors had suggested the use of scanners
in the library and wondered if thought had been given to installing them.
Ms. Yarbrough replied that the initial expense would be approximately
$11-12,000 to relabel every book with bar codes. The scanner would
definitely be faster and more accurate. Present equipment is in need of
repair but is not worth the money it would take to get it in working order.
Mayor Pro Tem Saleh inquired if, as suggested during the Summer Sizzler
suggestion program, fans had been added to better circulate air. Ms.
Yarbrough indicated that the fans had not yet been installed.
d) City Council
Councilman Staks welcomed Nancy Smith to the meeting.
Mayor Pro Tem Saleh indicated she was pleased to be back after her absence
at the last Council Meeting.
Councilman Smith thanked Betty Yarbrough for her interesting report. He
thanked Council and staff for the support they have given him and his wife,

Councilman Douglass reported on the status of the severe weather conditions
in the area.
Mayor Samuels introduced the candidates for the May 2, 1992 General
Election. Place 1 - Councilman Frank Douglass; Place 3 - Councilman Bobby
Baker; Place 5 - Councilman Peter Staks; Place 6 - (in order of drawing)
Henry Boatright, Leon Hogg, Mike Medina, Jr. Steve Overton was not
present.
ADJOURNMENT
As there was no further business before the City Council, the meeting was
adjourned at 7:25 p.m.
