Councilman Staks moved to change the starting time of the July 28, 1992 Council
Meeting from 7:00 p.m. to 6:00 p.m.
Councilman Douglass seconded the motion.
Ayes: Council Members Douglass, Smith, Staks, tright and Mayor Samuels
Nays: None
Mayor Samuels declared the -motion carried.

Mr. Tom Hart announced that the City had begun an "Employee of the monthf,
program. Each city employee received a nomination form with their
Paycheck. Mr. Hart will distribute copies of the form to the Council so
that they may nominate someone if they choose to do so.
b) City Attorney
Raydeane Ambrose, water office manager, presented a report to the council
regarding water billing, water meter touch read system, and a proposed
master deposit program.
Councilman Staks noted that because the touch read system only reads to thQ
thousands that between one and 999 gallons are not billed on the current
billing which leaves a substantial amount of outstanding revenue each
month. The city's software program for water reading/billing does not
allow for the reading of meters past the thousands.
Councilman Douglass congratulated Debra Forte', Tom Cox and Kyle McAdams
for their write-ups in various trade publications. Mr. Douglass added that
he would like to extend his best wishes to Beth Earle and her family on
their move to Ohio. Ms. Earle resigned her position as public relations
officer effective July 15, 1992.
Council-man Smith congratulated Tom Hart and Debra Forte' on the GFUA award
for the budget. Mr. Smith also thanked Tom Cox for his diligent and
professional efforts on the recycling proposal.
Councilman Staks, reiterated the conments Douglass and Mr. Smith.
