MINUTES OF A REGULAR MEETING
OF THE
EULESS CITY COUNCIL
AUGUST 11, 1992
CALL TO ( DER
A regular meeting of the Euless City Council was called to order by Mayor Pro
Tem Mary Lib Saleh at 4:18 p.m. on Tuesday, August 11, 1992, in the downstairs
Administration Building Conference Room. Those present were Mayor Pro Tem Mary
Lib Saleh and Council Members Bobby Baker, Henry Boatright, Frank Douglass, Todd
Smith and Peter Staks. Mayor Samuels arrived at 4:55 p.m. Precouncil
discussion was held on agenda items and other scheduled items.
COUNCIL CONSIDERATION OF SCHEDULED ITEMS - COUNCIL CHAMBERS
The Euless City Council continued their meeting in the Council Chambers at 7:00
p.m. for consideration of scheduled items.

ITEM NO. 8: ACCEPTANCE OF INVESTMENT POLICY AMENDMENT
Councilman Smith moved to approve the amendment to the Investment Policy
allowing for purchase of Treasury Notes up to five years with nonoperating funds
only.
Councilman Baker seconded the motion.

c) Staff Report
Police Captain Joey Ziemian presented a report on the Public Safety Officer
Program. Captain Ziemian outlined the responsibilities of the PSO's which
include: booking, preparing meals, release of prisoners, monitoring DWI
arrests, fingerprinting, photographing and transferring prisoners to the
county jail. At present, there are eleven PSO's in the program.
Mr. Hart announced that City officials had been invited to attend a Tongan
demonstration on August 12, 1992 at noon at the Millican Center.
Susan Weaver, Assistant City Engineer, reported that Midway Drive improvements
from SH360 to Minters-Chapel had been delayed because of rain during the month
of May and that the contractor had been granted an extension of 37 days. The
contractor estimated completion of the project by the end of August. Ms. Weaver
stated that staff estimated completion closer to mid-September.
d) City Council
Councilman Boatright commended Chief Koontz for his updates on the bids for
emergency vehicle equipment. Mr. Boatright thanked Captain Ziemian for his
presentation.
Councilman Staks noted that he had observed the Public Safety Officers and that
they do a very good job. Mr. Staks announced a public hearing scheduled for
August 26, 1992 at 7:00 p.m. at the Midway Recreation Center with the Highway
Department. The hearing will be held to discuss Highway 161 in Irving and SH360
in Euless. The freeway section will be built north of SH183 in line with
Harwood Road. The State Highway Department has concluded that the Highway 161
and 183 intersection is already at capacity even though it is not even finished.
He urged everyone to attend the public hearing. Euless is being asked to
consider a six-lane divided road rather than five lanes for Harwood between
SH360 and Euless Main Street because of the increased traffic as a result of
this connection. Councilman Baker inquired whether State funds might be
available for the Harwood Road project because of the anticipated increase of
traffic accessing Harwood. Mr. Staks responded that this would be a good
question to bring up at the public hearing. Assistant City Manager Kay Godbey
said that Harwood Road was included on the the highway funding request submitted
recently. Mr. Hart commented that building this connection could result in
economic development gains at the Harwood Road/SH360 corridor and at Highway
161/SH360.
Mayor Pro Tem Saleh thanked Chief Koontz for his explanation of the fire
equipment requests which were on the agenda. She noted that the explanations
will help with decisions to be made at the budget worksession. Mrs. Saleh
thanked Captain Ziemian for his interesting report. Mrs. Saleh thanked the
staff for the outstanding budget book and commented that it was very readable.
Councilman Baker said he thought Captain Ziemian's presentation was outstanding
and a great explanation of the Public Safety Officer program. Mr. Baker also
noted that Chief Koontz had answered all the questions regarding the fire
equipment requests very well and the information provided will be beneficial

during the budget worksession. He added that he hoped the items could be funded
at the next Council meeting.
Councilman Smith thanked Captain Ziemian for his presentation. Mr. Smith said
he recently had an opportunity to ride with a police officer who had detained a
person and brought them into jail. While at the jail, it was brought to the
police officer's attention that perhaps one of the immigration detainees might
have something concealed on his person. A decision was made to search this
person and a fight ensued. Mr. Smith stated that from that experience he gained
an appreciation of what police officers have to deal with on a daily basis. Mr.
Smith noted that he hoped to be able to attend the 'Tongan demonstration, since
he had seen a segment regarding the Tongan on "20/20" last week. Mr. Smith
thanked Debra Forte' for meeting with him and Councilman Boatright to go over
some budget fundamentals with them prior to the budget worksession. He also
expressed appreciation for getting the budget book a few weeks in advance. Mr.
Smith thanked Laura Lee Bachman who represented NETS (Northeast Transportation
System) at the pre-council meeting. He noted that the program was 87%
subsidized by State and federal dollars and expressed the hope that the City
could find the funds to participate in the program.
Councilman Douglass reiterated the positive comments regarding Captain Ziemian's
presentation on the PSO program.
Mayor Samuels reminded Council that the budget worksession would begin at 3:00
p.m. Friday, August 14, 1992.
ADJOURNMENT
There being no further business before the City Council, the meeting was
adjourned at 8:15 p.m.
