HomeMy WebLinkAbout1993-05-11 MINUTES OF A REGULAR MEETING ..� OF THE EULESS CITY COUNCIL MAY 11, 1993 CALL TO ORDER A regular meeting of the Euless City Council was called to order by Mayor Harold Samuels at 4:20 p.m. on Tuesday, May 11, 1993, in the downstairs Administration Building Conference Room. Those present included Mayor Harold Samuels, Mayor Pro Tem Mary Lib Saleh and Council Members Frank Douglass, Todd Smith, Bobby Baker, Peter Staks and Henry Boatright. Precouncil discussion was held on agenda items and other scheduled items. The City Council met in Executive Session to discuss pending litigation as authorized by V.T.C.S. Article 6252-17, Sec 2 (e). COUNCIL CONSIDERATION OF SCHEDULED ITEMS - COUNCIL CHAMBERS The Euless City Council continued their meeting in the Council Chambers at 7:10 p.m. for the consideration of scheduled items. PLEDGE OF ALLEGIANCE Councilman Henry Boatright led the Pledge of Allegiance. INVOCATION The invocation was given by Councilman Bobby Baker. REGULAR COUNCIL MEETING MAY 11, 1993 PAGE 2 ITEM NO. 1: OATH OF OFFICE Attorney James Cribbs administered the Oath of Office to Todd Smith, Council Member Place 2. Mayor Samuels presented a Certificate of Election to Councilman Smith. ITEM NO. 2: PRESENTATION OF EMPLOYEE SERVICE PINS Mayor Samuels presented service pins to the following employees: James Smith, Fire Lieutenant, 20 year pin Dewey Davidson, Fire Fighter, 10 year pin Larry James, Public Works Leadman, 10 year pin UNFINISHED BUSINESS ITEM NO. 3: MOTION TO RECONSIDER PRELIMINARY PLAT #P-92-15 BELL RANCH TERRACE, PHASE 3 Councilman Staks moved to reconsider Preliminary Plat #P-92-15, 9.75 acres out of Bell Ranch Terrace Addition, Phase 3, generally located south of Signet Street and west of Benbow Drive. Mayor Pro Tem Saleh seconded the motion. Ayes: Council Members Douglass, Smith, Baker, Staks and Boatright Mayor Pro Tem Saleh and Mayor Samuels Nays: None Mayor Samuels declared the motion carried. ITEM NO. 4: APPROVAL OF PRELIMINARY PLAT #P-92-15 Councilman Douglass moved to approve the revised plat for Preliminary Plat #P-92- 15, 9.75 acres out of Bell Ranch Terrace Addition, Phase 3, generally located south of Signet Street and west of Benbow Drive, for Brooks Builders, Inc. Councilman Staks seconded the motion. Ayes: Council Members Douglass, Smith, Baker, Staks and Boatright Mayor Pro Tem Saleh and Mayor Samuels Nays: None Mayor Samuels declared the motion carried. NEW BUSINESS ITEM NO. 5: APPROVAL OF RESOLUTION NO. 93-814 COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM Mayor Pro Tem Saleh moved to approve Resolution No. 93-814 authorizing the City of Euless' participation in the Community Development Block Grant Program for a REGULAR COUNCIL MEETING MAY 11, 1993 PAGE 3 three-year period, fiscal years 1994-1996. Councilman Smith seconded the motion. Ayes: Council Members Douglass, Smith, Baker, Staks and Boatright Mayor Pro Tem Saleh and Mayor Samuels Nays: None Mayor Samuels declared the motion carried. ITEM NO. 6: PUBLIC HEARING DATE SET FOR TU ELECTRIC PROPOSED RATE INCREASE Councilman Boatright moved to set a public hearing for May 25, 1993, at 7:00 p.m. to hear input on TU Electric proposed rate increase. Councilman Douglass seconded the motion. Ayes: Council Members Douglass, Smith, Baker, Staks and Boatright Mayor Pro Tem Saleh and Mayor Samuels Nays: None Mayor Samuels declared the motion carried. ITEM NO. 7: RENEWAL OF BID AWARD NO. 92-09 Mayor Pro Tem Saleh moved to renew for one year Bid No. 92-09 for jail food with Scobee Foods, Inc. using the same price structure. Councilman Baker seconded the motion. Ayes: Council Members Douglass, Smith, Baker, Staks and Boatright Mayor Pro Tem Saleh and Mayor Samuels Nays: None Mayor Samuels declared the motion carried. ITEM NO. 8: RENEWAL OF BID AWARD NO. 91-P-38 Councilman Douglass moved to renew for one year Bid No. 91-P-38 for street sweeping with BFI Services Group, Inc. at existing level of service. Councilman Staks seconded the motion. Ayes: Council Members Douglass, Smith, Baker, Staks and Boatright Mayor Pro Tem Saleh and Mayor Samuels Nays: None Mayor Samuels declared the motion carried. REGULAR COUNCIL MEETING MAY 11, 1993 PAGE 4 ITEM NO. 9: MINUTES OF REGULAR MEETING OF APRIL 27, 1993 �•— Mayor Pro Tem Saleh moved to approve the Minutes of the Regular Meeting of April 27, 1993 as presented. Councilman Baker seconded the motion. Ayes: Council Members Douglass, Smith, Baker, Staks and Boatright Mayor Pro Tem Saleh and Mayor Samuels Nays: None Mayor Samuels declared the motion carried. ITEM NO. 10: APPROVAL OF RESOLUTION NO. 93-816 Councilman Baker moved to approve Resolution No. 93-816 requesting the Texas Department of Transportation to authorize funding for the redesign and reconstruction of SH 157 to a 6-lane divided (or 7-lane undivided alternate) concrete facility from Green Oaks Boulevard to SH 10 in Euless with the following amendments: 1) Change caption to read: REQUESTING THE TEXAS DEPARTMENT OF TRANSPORTATION TO EXPEDITE THE AUTHORIZATION OF FLING FOR THE REDESIGN AND RECONSTRUCTION OF STATE HIGHWAY 157 TO A 6-LANE DIVIDED (OR 7-LANE UNDIVIDED ALTERNATE) CONCRETE FACILITY FROM GREEN OAKS BOULEVARD IN ARLINGTON NORTH TO STATE HIGHWAY 10 IN EULESS. 2) Change last paragraph to read: THAT THE CITY OF EULESS SUPPORTS THE REDESIGN AND EXPEDITED RECONSTRUCTION OF STATE HIGHWAY 157 FROM GREEN OAKS BOULEVARD IN ARLINGTON NORTH TO STATE HIGHWAY 10 IN EULESS. Councilman Douglass seconded the motion. Ayes: Council Members Douglass, Smith, Baker, Staks and Boatright Mayor Pro Tem Saleh and Mayor Samuels Nays: None Mayor Samuels declared the motion carried. Mayor Pro Tem Saleh requested that a copy of the resolution be sent to the City of Arlington. REGULAR COUNCIL MEETING MAY 11, 1993 PAGE 5 ITEM NO. 11: APPROVAL OF AGREEMENT WITH TARRANT COUNTY TO HOLD JOINT RUNOFF ELECTION ON JUNE 5, 1993 Councilman Smith moved to approve an agreement with Tarrant County to hold a joint runoff election on June 5, 1993, for the offices of Mayor and Council Member, Place 4. Mayor Pro Tem Saleh seconded the motion. Ayes: Council Members Douglass, Smith, Baker, Staks and Boatright Mayor Pro Tem Saleh and Mayor Samuels Nays: None Mayor Samuels declared the motion carried. REPORTS ITEM NO. 12: REPORTS a) City Manager City Manager Tom Hart had nothing to report. b) City Attorney City Attorney James Cribbs had nothing to report. c) Staff Michelle Wyman, Recycling Coordinator, updated the Council on the curbside recycling program and apartment complex recycling program. Ms. Wyman briefed Council Members on the "Don't Bag It Program. " The program prohibits grass clippings from being taken to the landfill . Some local cities, including Arlington, have already banned grass clippings. Ms. Wyman indicated that a proposal would be drawn up for the City of Euless "Don't Bag It Program." d) City Council Mayor Samuels thanked the City Council and staff for their efforts in his farewell dinner on May 8, 1993. Councilman Douglass congratulated James Smith, Dewey Davidson and Larry James on receiving service pins. Mr. Douglass thanked Michelle Wyman for her very informative report. Mayor Pro Tem Saleh thanked Michelle Wyman for her great presentation and for the recycling t-shirts which were distributed to Council Members. Mrs. Saleh expressed appreciation to the Parks and Police Departments for their help directing traffic on election day. Mrs. Saleh stated that early voting for the June 5 runoff election would be held May 19, 20 and 21 from 8:00 a.m. to 5:00 p.m. , May 22 from 7:00 a.m. to 7:00 p.m. , May 23 from 11:00 a.m. to 4:00 p.m. , - May 24-28 from 8:00 a.m. to 5:00 p.m. , May 29-31 the polls will be closed, and REGULAR COUNCIL MEETING MAY 11, 1993 PAGE 6 on June 1 from 7:00 a.m. to 7:00 p.m. The polls will be open on election day, June 5, from 7:00 a.m. to 7:00 p.m. Councilman Staks noted that it will be a pleasure to have Mayor Samuels for two more council meetings as a result of the runoff election. Mr. Staks commended the staff for their work on the Mayor's appreciation dinner. Mr. Staks inquired as to when a report would be given on Arbor Daze. City Manager Tom Hart indicated that Mr. Herold was finishing up the report and it should be ready for the next council meeting. Councilman Boatright thanked Michelle Wyman for her informative report. Mr. Boatright commented that the Mayor's appreciation dinner was one of the most organized events of this nature that he had attended and also one of the most enjoyable. Councilman Smith commented that on the night of his first council meeting recycling had been a topic of discussion and it was ironic that the night he was sworn in for his second term that recycling was again on the agenda. Mr. Smith commended the candidates in the mayoral race and council member place 4 race for the positive tone of their campaigns. Councilman Baker commended Michelle Wyman for the efficient and quick response she provides to citizens who experience problems with curbside recycling. Mr. Baker commented that Mayor Samuels' farewell dinner was a very enjoyable and emotional event. The regular meeting was recessed into executive session at 8:35 p.m. to discuss AIM land acquisition.
