EULESS CITY COUNCIL
TUESDAY, APRIL 12, 2011
A regular meeting of the Euless City Council was called to order by Mayor Mary Lib Saleh at
4:00 p.m. on Tuesday, April 12, 2011, in the Precouncil Conference Room of City Hall, 201
North Ector Drive. Those present included Mayor Mary Lib Saleh, Mayor Pro Tern Linda
Martin, Council Members, Leon Hogg, Donna Mickan, Glenn Porterfield and Perry Bynum.
Council Member Tim Stinneford was out of the state attending his mother's funeral.
During the Precouncil meeting:
r Mayor Pro Tern Linda Martin reported that over 60 guests attended the Three Fools
on Three Stools concert held at the library on Monday, April 11, 2011.
r City Manager Gary McKamie welcomed Wes Rhodes as the new City of Euless Fire
Chief.
City Manager McKamie introduced Harmony Science Academy representatives,
Hakan Simsek, Principal of the Euless campus, and Don Strickland, Principal of the
Fort Worth campus.
Mr. Simsek and Mr. Strickland addressed the City Council regarding the upcoming
Harmony Science Academy 10th anniversary event to be held on May 2, 2011, in
Dallas and extended an invitation to the City Council to attend. Additionally, they
invited the City Council to attend a luncheon at the Euless campus in May.
Texas Star General Manager Glenda Hartsell - Shelton announced that the Texas Star
Golf Course was rated #69 of the top 100 courses by the Dallas Moming News'
Texas Golf panel. Additionally, the Course was ranked #3 in the area and the #7
public course.
City Manager McKamie provided an update regarding the construction of the pavilion
at Texas Star, and also reminded everyone that Crud Day is scheduled for Saturday,
April 16, 2011, 9 to 11 a.m.
y Director of Parks and Community Services Ray McDonald addressed the City Council
regarding a proposal to modify the pool hours to accommodate requests for rentals of
the South Euless and Wilshire aquatic facilities.
Communications and Marketing Manager Betsy Deck presented an update, including
pictures of the recent Community Powered Revitalization (CPR) blitz held April 8 and
9, 2011.
City Manager McKamie recognized project Chair and Fire Inspector I Ken Rawlinson
and Marketing and Communications Manager Betsy Deck for their leadership put
toward the project.

City Manager McKamie and Assistant City Manager Chris Barker provided an update
related to the extension of the existing reclaimed water system, and explained that
future extensions of the system would be considered by the City Council as a part of
the capital improvement program.
Deputy City Manager Loretta Getchell discussed the financial feasibility of the
reclaimed water system.
v Deputy City Manager Loretta Getchell addressed the City Council regarding the
Glade Parks Public Improvement District. She advised that, in accordance with the
Code, an item will be presented to the City Council at the next meeting to consider
the levy of a special assessment and approve a five year service and assessment
plan. The proposed assessment for the first year is $0.00 per $100 value of real
property in the District.
Finance Director Vicki Rodriquez presented the financial update, and stated that
sales tax collections were up by 12 percent and car rental sales tax was up by 17
percent for February 2011.
Police Chief Mike Brown advised the City Council that an item will be presented at the
next meeting to amend the speed limit on East Ash Lane from Fuller Wiser Road east
to the State Highway 360 frontage road.
y City Manager McKamie reviewed the regular agenda items.
r Police Captain Gary Landers presented the code compliance update.
City Manager McKamie advised the City Council that an item will be included on the
next agenda designating the Zoning Board of Adjustment as the authority to hear
cases and rule on inhabitable structures.
CLOSED SESSION
The City Council convened into closed session at 6:07 p.m. for deliberation regarding the
following:
Real property as authorized by Section 551.072 of the Texas Government
Code related to:
a Lease of City property north of Harwood Road
o Real Estate Acquisition Discussion (North Sheppard Drive)
Personnel matters as authorized by Section 551.074 related to:
o City Secretary Retirement
The City Council reconvened into open session at 6:45 p.m.

ITEM NO. 1. PRESENTATION OF EMPLOYEE SERVICE PIN
Communications and Marketing Manager Betsy Deck introduced Web Designer Adam
Eakins. Adam was accompanied by his wife, Bridget, son, Randal, daughter, Katie, and his
parents, Rick and Barbara Eakins.
Mayor Saleh presented Adam with a service pin commemorating his 5 years of service with
the City.
ITEM NO. 2. ADMINISTER OATH OF OFFICE
City Manager Gary McKamie administered the Oath of Office to Fire Chief Wes Rhodes.
Chief Rhodes was accompanied by his wife, Mary Beth, and his daughter, Peyton, as well
as a number of members of the Euless Fire Department.
City Manager McKamie expresses his appreciation to Fire Marshall Paul Smith for
performing the duties as the interim fire chief.
ITEM NO. 3. PRESENTATION OF PROCLAMATION
Council Member Glenn Porterfield presented a proclamation to Library Administrator Kate
Lyon proclaiming April 10 - 16, 2011, as National Library Week. Joining Kate for the
presentation were Library Board members Allan Gibbs, Beverly Leake, and Barney Snitz, as
well as Senior Librarians Rachel Feltenberger and Susan Neal and Librarian Donna Gooch.

ITEM NO. 4. PRESENTATION OF AWARD
Mayor Saleh presented the 2010 Excellence in Libraries Award to the Library Administrator
Kate Lyon. Joining Kate for the presentation were Library Board members Allan Gibbs,
Beverly Leake, and Barney Snitz, as well as Senior Librarians Rachel Feltenberger and
Susan Neal and Librarian Donna Gooch.
ITEM NO. 5. PRESENTATION OF QUARTERLY WASTEWATER REPORT
Director of Public Works Ron Young presented the wastewater report for the January to
March 2011 quarter. He presented a graph of wastewater calls by month for the quarter as
well as maps delineating the geographic distribution of calls across the city. In summary, a
total of 55 calls were received in the quarter with 12 being city initiated calls.

Council Member Bynum motioned to approve Consent Agenda items number 6 and 7.
Council Member Hogg seconded the motion.

ITEM NO. 6. AUTHORIZED THE PURCHASE OF FLEET VEHICLES
Authorized the purchase of four (4) Chevrolet Tahoe police patrol units from Caldwell County
Chevrolet in the amount of $101,552, utilizing the Buy Board Purchasing Cooperative.
ITEM NO. 7. APPROVED OF CITY COUNCIL MINUTES
Approved City Council minutes of regular meeting of March 22, 2011.
REGULAR AGENDA
ITEM NO. 8. AUTHORIZED THE CITY MANAGER TO NEGOTIATE AND
EXECUTE AN AGREEMENT WITH THE CITY OF FORT WORTH
Council Member Mickan motioned to authorize the City Manager to negotiate and execute
an agreement with the City of Fort Worth for the extension of Reclaimed Water Service,
implementing the extension of the current Village Creek Reclaimed Water Delivery System
from a point located along American Boulevard, passing under S.H. 183 and terminating at a
point located at the northeast corner of Bear Creek Parkway and the Airport Freeway
westbound service lane.
Mayor Pro Tem Martin seconded the motion.

ITEM NO. 9. APPROVED ORDER
Council Member Hogg motioned to approve the Order canceling the May 14, 2011, general
city officer election and declaring unopposed candidates for the Offices of Mayor, City
Council Place 2 and City Council Place 4 be elected to the office in accordance with
provisions of Subchapter C of Chapter 2, Texas Election Code.
Council Member Bynum seconded the motion.
Ayes: Mayor Saleh, Mayor Pro Tern Martin, Council Members Hogg, Mickan, Porterfield,
and Bynum

Mayor Saleh declared the motion carried.
ITEM NO. 10. APPROVED SITE PLAN NO. 11 -01 -SP
Director of Planning and Economic Development Mike Collins presented the request to the
City Council, and stated that the property is located at 101 S. Industrial Boulevard and the
structure will be a 3,745 square foot restaurant with a drive thru with access provided from
F.M. 157 and the S.H. 183 service road. He added that the Planning and Zoning
Commission recommended approval of the request.
Mark Cramer, Senior Director of Construction and Development, Taco Cabana, was present
to address any questions related the request.
Mayor Pro Tern Martin motioned to approve Site Plan No. 11 -01 -SP for Commercial
Development (Taco Cabana) proposed to be located on Bavarian Village, Lot A, 101 S.
Industrial Boulevard.
Council Member Mickan seconded the motion.

ITEM NO. 11. PUBLIC COMMENTS
Ron Coleman, 1155 Vista Canyon Drive, Bluff Dale, Texas 76433, addressed the City
Council regarding what he described as a safety issue at the northbound State Highway 121
and Glade Road exit and suggested a safety study be performed.
ITEM NO. 12. REPORTS
Staff Report
Library Administrator Kate Lyon reviewed the process and programs related to applying for
and winning the Excellence in Libraries award for 2010. She added that this is the sixth
consecutive year the Euless Public Library has received the honor.

City Manager
On behalf of the city staff, City Manager McKamie congratulated Mayor Saleh and Council
Members Hogg and Mickan as they approach another term in their respective positions on
the City Council.
City Council
Council Member Hogg recognized the members of the HEB Chamber of Commerce
Leadership class in attendance at the meeting.
Mayor Saleh expressed her appreciation to everyone that volunteered to assist with the
recent Community Powered Revitalization (CPR) blitz.
Mayor Saleh recognized Boy Scout members and leaders from Troops 273 and 387 who
were present at the meeting.
