MINUTES
CALL TO ORDER
Mayor Mary Lib Saleh called the worksession to order at 4:10 p.m. on Thursday,
November 11, 1993, in the downstairs conference room of Administration Building
A. Those present included: Mayor Mary Lib Saleh, Mayor Pro Tem Bobby Baker,
Council Members Frank Douglass, Todd Smith, Charles Miller and Henry Boatright;
Tom Hart, City Manager; Joe Hennig, Assistant City Manager, Susan Crim, City
Secretary; Modesto Mundo, Assistant to the City Manager; Tom Cox, Director of
Administrative Services/Economic Development; Rick Herold, Director of Community
Services; Bo Bass, Parks Planning and Operations Manager; Kevin Mercer, Assistant
Building Official; Betty Yarbrough, Library Manager; Julia Wakeley, Recreation
Manager; Andrea Baxter, Principal Engineer; Paul Kruckemeyer, City Engineer;
Randy Byers, Director of Development and Public Works; Leon Hogg, Chairman, Parks
and Leisure Services Board; Glenn Walker, Chairman, Civil Service Commission.
Bo Bass, Parks Planning and Operations Manager, reported on a study of existing
buildings in the municipal complex which was conducted to determine the
feasibility of converting any one of them to be a library. Mr. Bass outlined
parking options for the complex.
Kevin Mercer, Assistant Building Official, discussed the possibilities of
converting Building A to a partial two-story building.
Bo Bass reviewed the options that were presented in the last worksession of
possible locations of a library if a new building is built at the municipal
complex.
Tom Hart, City Manager, discussed the forecast of sales tax receipts and how they
are proposed to be used.
Tom Cox, Director of Administrative Services/Economic Development, presented
possible real estate improvements, projects and acquisitions for economic
development purposes.
Rick Herold, Director of Community Services, outlined the recommendations of the
Parks and Leisure Services Board for future development of the recreational
facilities in the city.
Tom Hart reviewed the proposed plan of budgeting the half cent sales tax revenues
and how it could be proportioned among the library, park improvements and
economic development projects. He discussed the plan for bond sales in
conjunction with the half cent sales tax and how the tax would be used for debt
service and operating expenses of the new facilities.

Paul Kruckemeyer, City Engineer, outlined the Capital Improvement Program Street
.•. and Highway Projects that are under consideration over the next five fiscal years
in conjunction with the State Highway Department.
Randy Byers, Director of Development and Public Works, presented the street
rehabilitation projects that are proposed over the next five years.
Paul Kruckemeyer detailed the Capital Improvement Program Drainage Utility
Projects that will be required during the next five fiscal years.
The meeting was adjourned at 9:30 p.m.
