HomeMy WebLinkAbout1993-11-23 MINUTES OF A REGULAR MEETING OF THE EULESS CITY COUNCIL NOVEMBER 23, 1993 CALL TO ORDER A regular meeting of the Euless City Council was called to order by Mayor Mary Lib Saleh at 4:10 p.m. on Tuesday, November 23, 1993, in the downstairs Administration Building Conference Room. Those present included Mayor Mary Lib Saleh, Mayor Pro Tem Baker and Council Members Frank Douglass, Todd Smith, Charles Miller, and Henry Boatright. Precouncil discussion was held on agenda items and other scheduled items. The City Council met in Executive Session to discuss pending litigation as authorized by the Texas Government Code, Section 551.071 . COUNCIL CONSIDERATION OF SCHEDULED ITEMS - COUNCIL CHAMBERS The Euless City Council continued their meeting in the Council Chambers at 7:00 p.m. for the consideration of scheduled items. REGULAR COUNCIL MINUTES NOVEMBER 23, 1993 PAGE 2 REGULAR AGENDA ITEM NO. 1: PRESENTATION OF 10-YEAR SERVICE PINS Mayor Saleh presented 10-year service pins to the following employees: Pam Byers, Police Corporal (Anniversary Date: 11-28-93) Scott Stamps, Driver Engineer, Fire Department (Anniversary Date: 11-28-93) Scott Stamps introduced his wife, Lisa, and his son, Justin. ITEM NO. 2: PRESENTATION OF EMPLOYEE OF THE MONTH FOR NOVEMBER Mayor Saleh presented a plaque and gift certificate to Jim Moy, Building Inspector, Employee of the Month for November 1993. REGULAR AGENDA ITEM NO. 3: PUBLIC HEARING FOR COMPREHENSIVE LAND DEVELOPMENT PLAN Mayor Saleh opened a public hearing for the comprehensive land development plan. Mayor Saleh explained that approximately one year ago, the City Council, city staff and the Planning and Zoning Commission members, as well as several city residents, discussed the future development of land in the city. This group worked for several weeks to determine goals and objectives to be included in the city's comprehensive land development plan. Mr. Dan Boutwell , Planning Resources �... Group, presented the land development plan, which describes the proposed land use in the city for the next several years. Mr. Boutwell pointed out that although the plan is meant to be a guideline for development over the next several years, the plan will be reviewed every three to five years to determine if adjustments should be made. Mr. Boutwell reviewed details of the plan which will be used as the basis for future zoning and development decisions. Discussion took place regarding specific areas on the proposed land use map, including the commercial area in the southeast corner of the city, buffers between commercial and single-family residential areas and proposed mall development sites. Mr. Boutwell advised that the map would be used as a guideline rather than a steadfast document. Mayor Saleh read the following excerpt from the acknowledgements in the proposed plan: "It is important to note that it is only a plan. It does not represent law or imply legal restrictions upon the property, not in itself. However, the comprehensive land development plan does provide the governing body and the policy advisory bodies of the City of Euless with guidelines, policies and standards from which to base decisions regarding zoning, platting and the establishment of capital improvement programs. The authority of this document lies in the fact that it is a foundation upon which development decisions should be made. Texas law states in Section 211.004 of the Local Government Code, that zoning regulations must be adopted in accordance with a comprehensive plan. " REGULAR COUNCIL MINUTES NOVEMBER 23, 1993 PAGE 3 Mayor Saleh thanked Mr. Boutwell, city staff, and the Chairman and members of the Planning and Zoning Commission for their time and efforts in the development of -•- the plan. Mayor Saleh asked for further comments and hearing none, closed the public hearing at 7:30 p.m. ITEM NO. 4: APPROVAL OF RESOLUTION NO. 93-833 Councilman Douglass moved to concur with the Planning and Zoning Commission recommendation of the approval of the Comprehensive Land Development Plan and Resolution No. 93-833 with changes in the map and text as previously discussed. Councilman Boatright seconded the motion. Ayes: Council Members Douglass, Smith, Miller and Boatright, Mayor Pro Tem Baker and Mayor Saleh Nays: None Mayor Saleh declared the motion carried. ITEM NO. 5: APPROVAL OF RESOLUTION NO. 93-832 Mr. Rick Herold, Community Services Director, reported that the city has applied for and has been granted funding through the Urban and Community Forestry Program and the Texas Forest Service. In the past, funds have been used to provide free trees at Arbor Daze and to plant trees throughout the city's park system. The emphasis this year would be to hire an Urban Forester to work on the street tree — program. Councilman Miller moved to approve Resolution No. 93-832 supporting the acceptance of an Urban and Community Forestry Program grant from the Texas Forest Service to receive funding assistance to provide a one year urban forester staff position. Mayor Pro Tem Baker seconded the motion. Ayes: Council Members Douglass, Smith, Miller and Boatright, Mayor Pro Tem Baker and Mayor Saleh Nays: None Mayor Saleh declared the motion carried. ITEM NO. 6: AWARD OF BID NO. 93-25 Mayor Pro Tem Baker moved to award Bid No. 93-25 to SUI Communications, 2401 Dallas Street, Grand Prairie, Texas, as the city's main supplier for radio repairs and installations for the next calendar year retroactive October 1, 1993 to September 30, 1994, with up to two (2) one-year extensions with approval from both parties. Councilman Douglass seconded the motion. ITEM NO. 7: APPROVAL OF MINUTES OF THE SPECIAL MEETING OF NOVEMBER 8, 1993 AND THE REGULAR MEETING OF NOVEMBER 9, 1993 Councilman Smith moved to approve the Minutes of the Special Meeting of November 8, 1993 and the Regular Meeting of November 9, 1993 as presented. Mayor Pro Tem Baker seconded the motion. Ayes: Council Members Douglass, Smith, Miller and Boatright, Mayor Pro Tem Baker and Mayor Saleh Nays: None Mayor Saleh declared the motion carried. ITEM NO. 8: REPORTS a) City Manager City Manager Tom Hart had no report. b) City Attorney City Attorney Bob McFarland had no report. c) Staff Mayor Saleh announced the Christmas Tree Lighting program would be held at City Hall on Tuesday, November 30, 1993, at 6:30 p.m. Mayor Pro Tem Baker reminded everyone that Trinity High School would be playing against Lubbock Coronado in the playoffs at 2:00 p.m. on Saturday, November 27, at Pennington Field. David Allen, GIS Manager, discussed the Drug Free Zone Map and the process he used to draw the map on the computer. The map was drawn as a result of recent legislation which authorized cities to establish zones within a certain distance from schools, parks, arcades and other areas and to designate them as drug free zones in which minimum terms of confinement or imprisonment and maximum fines for certain drug-related offenses can be doubled. Mr. Allen also discussed the planemetric project. The aerial photographs taken in February 1993 provide information which can be put on the GIS system to be used for analysis. Some information gathered from the aerial photographs includes building outlines, sidewalks, driveways, parking lots, retaining walls, "— fences, etc. REGULAR COUNCIL MINUTES NOVEMBER 23. 1993 PAGE 5 Mayor Saleh noted that the city had passed an ordinance designating drug free zones and asked staff to contact the Cities of Hurst and Bedford to see if they ONO had also passed such an ordinance and, if not, encourage them to do so. Mr. Hennig replied that the Northeast Leadership Forum has encouraged each of the cities to pass the drug free zone ordinance. Mayor Saleh requested that a copy of our drug free zone map be sent to the school district. d) City Council Councilman Boatright congratulated Pam Byers and Scott Stamps on receiving their 10 year service pin and Jim Moy as Employee of the Month. Mr. Boatright thanked the staff who organized the board and commission appreciation dinner and complimented the guest speaker. Councilman Miller congratulated the employees who were honored earlier in the meeting. Mr. Miller thanked everyone who worked to put the Comprehensive Land Development Plan together. Mayor Pro Tem Bobby Baker extended his best wishes to the Trinity Trojans in their upcoming game. Councilman Smith thanked the Planning and Zoning Commission for their efforts on the Comprehensive Land Development Plan. Mr. Smith regretted that he would be unable to attend the Trinity playoff game, but cheered the team on. Councilman Douglass thanked David Allen for his report. Mr. Douglass attended the senior citizens Thanksgiving dinner. WINN Mayor Saleh thanked Susan Crim, City Secretary and her staff, for the outstanding job they did in organizing the Board and Commission appreciation dinner and commented that it was the largest turnout ever for this event. Mayor Saleh attended the Hispanic Chamber meeting in Fort Worth to encourage their business in our area. Randy Byers, Director of Public Works and Development commended David Allen. Mr. Byers stated that Mr. Allen is a leader in the GIS area; he's had several articles published and has been a regular speaker at GIS professional conferences. David Allen noted that a desk top mapping system had been installed in the Library with Euless data on it for citizens to use. He said that he is currently working with the school district to get a mapping system like the one used in the Library. The manufacturer of the software has a program whereby if a local entity is a user of their software and will provide the school with data, the manufacturer will provide the school with free software. Mayor Saleh thanked City Attorney Bob McFarland for drafting a resolution regarding unfunded mandates to be considered at the NLC conference in Orlando.
