HomeMy WebLinkAbout1994-01-17 MINUTES OF A RESCHEDULED REGULAR MEETING OF THE EULESS CITY COUNCIL JANUARY 17, 1994 CALL TO ORDER A rescheduled regular meeting of the Euless City Council was called to order by Mayor Mary Lib Saleh at 5:45 p.m. on Monday, January 17, 1994, in the Council Chambers. Those present included Mayor Mary Lib Saleh, Mayor Pro Tem Bobby Baker and Council Members Frank Douglass, Todd Smith, and Charles Miller. Council Members Henry Boatright and Glenn Walker were absent. Staff Members Present Tom Hart, City Manager; Bob McFarland, City Attorney; Susan Crim, City Secretary; Joe Hennig, Assistant City Manager; Randy Byers, Director of Development and Public Works; Paul Kruckemeyer, City Engineer; Rod Tyler, City Planner; Modesto Mundo, Assistant to the City Manager; Cathy DiMaggio, Assistant to the City Secretary Visitors Joe Jordan; Nathan Maier, Nathan D. Maier Consulting Engineers, Inc. ; Brad Meyer, Carter and Burgess; Steve Gee, G Development PLEDGE OF ALLEGIANCE Mayor Pro Tem Bobby Baker led the Pledge of Allegiance. INVOCATION Councilman Todd Smith gave the invocation. REGULAR AGENDA ITEM NO. 1: PUBLIC HEARING FOR ZONING CASE #93-12-ZC Mayor Saleh opened a public hearing at 5:50 p.m. to hear input on a request of Nathan D. Maier Consulting Engineers, Inc. for a change of zoning on 11.8 acres out of the S. Huitt Survey, A-705, Tracts 6A and 6D from its present zoning of C-1 to PD. After hearing input from City Planner Rod Tyler and Mr. Nathan Maier, the public hearing was closed at 6:17 p.m. City Engineer Paul Kruckemeyer reported that the Trinity River Authority has plans to make some drainage improvements at the north side of this property. TRA authorities and the developer will be working together on this project. COUNCIL MINUTES JANUARY 17, 1994 PAGE 2 ITEM NO. 2: APPROVAL OF FIRST AND FINAL READING OF ORDINANCE NO. 1125 AND ZONING CASE 93-12-ZC Councilman Douglass moved to approve the first and final reading of Ordinance No. 1125 concurring with the Planning and Zoning Commission's approval of Zoning Case 93-12-ZC with the following stipulation: - The brick wall on the northwest corner of the property is to be extended eastbound on the north side of Lot 57 to improve aesthetics along North Main Street, taking into consideration the zero lot line configuration of that lot, as agreed upon by the developer and city staff. Mayor Pro Tem Baker seconded the motion. Ayes: Council Members Douglass, Smith and Miller, Mayor Pro Tem Baker and Mayor Saleh Nays: None Mayor Saleh declared the motion carried. ITEM NO. 3: PUBLIC HEARING FOR ZONING CASE 93-13-ZC Mayor Saleh opened a public hearing at 6:27 p.m. to hear input on a request of Steve Gee, G Development, for a change of zoning on 11.383 acres out of a portion of the Levi Franklin Survey, A-513, from its present zoning of C-2 to R-1 . After hearing comments from City Planner Rod Tyler and Brad Meyer, Carter and Burgess, Mayor Saleh closed the public hearing at 6:45 p.m. ITEM NO. 4: APPROVAL OF FIRST AND FINAL READING OF ORDINANCE NO. 1126 AND ZONING CASE 93-13-ZC Mayor Pro Tem Baker moved to approve the first and final reading of Ordinance No. 1126 concurring with the Planning and Zoning Commission's recommendation of Zoning Case 93-13-ZC with the following conditions: 1) masonry fence to be added along Main Street the full length of the property subject to ingress and egress. 2) wood fence with 10' fence setback along Bear Creek Drive. Ayes: Council Members Douglass, Smith and Miller, Mayor Pro Tem Baker and Mayor Saleh Nays: None Mayor Saleh declared the motion carried. COUNCIL MINUTES JANUARY 17, 1994 PAGE 3 `` ITEM NO. 5: PUBLIC HEARING AND CONSIDER PROJECT FOR 20TH YEAR COMMUNITY DEVELOPMENT BLOCK GRANT FOR FISCAL YEAR 1994-95 Mayor Saleh opened a public hearing at 6:55 p.m. to hear input and suggestions for a Community Development Block Grant project for fiscal year 1994-95. City Planner Rod Tyler stated that the City's Development Review Committee had suggested 14 proposed projects for the 20th year CDBG application. Staff recommended that the application be prepared for installation of 50 wheelchair ramps at a cost of $2,000 each.
