MINUTES OF A REGULAR MEETING
OF THE
EULESS CITY COUNCIL
MAY 10, 1994
CALL TO ORDER
A regular meeting of the Euless City Council was called to order by Mayor Mary Lib Saleh at
4:15 p.m. on Tuesday, May 10, 1994, in the downstairs Administration Building Conference
Room. Those present included Mayor Mary Lib Saleh, Mayor Pro Tern Bobby Baker and Council
Members Frank Douglass, Todd Smith, Charles Miller, Glenn Walker and Henry Boatright.
Precouncil discussion was held on agenda items and other scheduled items. The City Council
met in Executive Session to discuss pending litigation and land acquisition as authorized by the
Texas Government Code, Sections 551.071 and 551.072.
COUNCIL CONSIDERATION OF SCHEDULED ITEMS - COUNCIL CHAMBERS
The Euless City Council continued their meeting in the Council Chambers at 7:00 p.m. for the
consideration of the scheduled items.

Councilman Walker moved to approve the Minutes of the April 26, 1994 meeting as presented.

ITEM NO. 2: WRITTEN FISCAL POLICIES
(NOTE: Item No. 2 was tabled from the April 26, 1994 Regular Meeting.)
Councilman Miller moved to table consideration of written fiscal policies.

ITEM NO. 3: APPROVAL OF RESOLUTION NO. 94-850
Councilman Boatright moved to approve Resolution No. 94-850, canvassing the results of the
May 7, 1994 General City Officer Election as follows:

ITEM NO. 4: OATHS OF OFFICE
City Attorney Bob McFarland administered the oath of office of City Council Member to Glenn D.
Walker, Place 5 and Henry Boatright, Place 6. Mayor Saleh congratulated Councilman Walker
and Councilman Boatright.
ITEM NO. 5: SELECTION OF MAYOR PRO TEM
Councilman Miller moved to appoint Bobby Baker as Mayor Pro Tern.
Councilman Boatright seconded the motion.

ITEM NO. 6: PRESENTATION OF EMPLOYEE OF THE MONTH FOR MAY
Julia Wakeley, Recreation Manager, introduced Ann Hajek and Mayor Saleh presented a plaque
and gift certificate to Ms. Hajek, Leisure Services Coordinator, as Employee of the Month for May.
ITEM NO. 7: PRESENTATION OF SERVICE PINS
Assistant City Manager Joe Hennig introduced Becky Null and Mayor Saleh presented a 20-year
service pin to Ms. Null, Administrative Secretary. The following employees were not present to
receive 10-year service pins:
Rusty Cade, Firefighter, 10-year
Allan Cavendar, Firefighter, 10-year pin
Jerry Sutton, Driver Engineer/Paramedic, 10-year pin
ITEM NO. 8: AUDIENCE REQUESTED BY K. B. FULLER
Former Police Chief K. B. Fuller read a statement to the City Council regarding issues
surrounding his termination of employment with the City of Euless.
ITEM NO. 9: PUBLIC HEARING - SPECIFIC USE PERMIT #94-01-SP
Mayor Saleh opened a public hearing at 7:30 p.m. to hear a request from Richard D. Blackard,
representing Saebit Baptist Church, for a Specific Use Permit for a church on a portion of the A.
J. Huitt Survey, A-709; generally located in the 100 block of East Euless Blvd. City Planner Rod
Tyler reviewed the site plan submitted by the church. Attorney Kenneth Broughton, Haynes and
Boone Law Firm, represented three individuals who own property to the east of the proposed
church site and expressed concerns regarding drainage and traffic flow problems and suggested
that the church should face Main Street rather than Highway 10. Mr. Richard Blackard,
representing Saebit Baptist Church, stated that the church had no problem with the stipulations
placed on the specific use permit by the Planning and Zoning Commission. Mr. Blackard felt that

the church would not have a negative impact on surrounding commercial property and that the
church needs the exposure of the frontage on Highway 10. Mr. Blackard indicated that access
would be provided off Main Street. Mr. Blackard commented that city staff had not seen a
problem with drainage on the site. The public hearing was closed at 7:40 p.m.
Council discussion took place on drainage problems, inadequate street access on Highway 10,
need for an access street entering Lot 1 to the parking area, and the possibility of the church
facing Main Street rather than Highway 10. Councilman Douglass asked that the large pecan
trees be saved. Mr. Blackard indicated that very few trees would be lost.
ITEM NO. 10: SPECIFIC USE PERMIT #94-01-SP
Councilman Boatright moved to refer Special Use Permit #94-01-SP back to the Planning and
Zoning Commission.
The motion died for lack of a second.
Councilman Smith moved to table Special Use Permit#94-01-SP and refer back to staff to review
the stipulations of the Planning and Zoning Commission in addition to drainage improvements,
a turn lane on Highway 10 access, the possibility of facing Main Street rather than Highway 10,
and preservation of trees.
Councilman Walker seconded the motion.

ITEM NO. 11: PUBLIC HEARING - ZONING CASE #94-02-ZC
Mayor Saleh opened a public hearing at 8:00 p.m. to hear a request for change of zoning on
5.0824 acres out of the B. Harrington Survey, A-808, Tract 1B01, from its present zoning of R-1
(Single Family Detached) to PD (Planned Development for Single Family Detached, Zero Lot Line
Units); located at the southwest corner of Baze and Glade Roads. City Planner Rod Tyler
reviewed the site plan. Eric Thomes, 799 Windemere Way, Keller, Texas, represented Norma
Shryack. Mr. Thomes discussed the details of the proposed development. Mayor Saleh closed
the public hearing at 8:05 p.m.
ITEM NO. 12: APPROVAL OF FIRST AND FINAL READING OF ORDINANCE NO. 1137
(ZONING CASE #94-02-ZC)
Discussion took place regarding possible drainage problems particularly in the southwest quadrant
of the property. Mr. Thomes responded that the drainage was designed in accordance with the
city engineer's specifications. City Engineer Paul Kruckemeyer indicated that the drainage plans
had been reviewed. Mr. Thomes' engineer has been requested to provide some additional
information on the capacity of the flume on the southwest corner of the property, however he has
not yet received that information but expects it within the next day or so. Approval of the drainage

plans is contingent upon this information. Mr. Thomes indicated that he will try to preserve all of
the trees on the property with the exception of one or two that are situated in the middle of lots.
Landscaping of the entrance was also discussed and concern was expressed about ensuring that
the entrance landscaping is of a high quality. The development will have private streets and a
homeowner's association will be established with monies held in escrow to maintain those streets.
Councilman Douglass moved to approve Ordinance No. 1137, rezoning 5.0824 acres out of the
B. Harrington Survey, A-808, Tract 1B01, from its present zoning of R-1 (Single Family Detached)
to PD (Planned Development for Single Family Detached, Zero Lot Line Units), subject to:
1. 6' masonry fence added along Glade Road.
2. 6' wood fence meeting city screening requirements located around the south and
west property boundaries.
3. approval of drainage plans by the City Engineer.
4. review and approval of landscaping plan by the Parks Department.
Councilman Smith seconded the motion.

ITEM NO. 13: APPROVAL OF RESOLUTION NO. 94-851

Mayor Pro Tern Baker moved to approve Resolution No. 94-851, granting Army Corps of
Engineers permission to enter in and upon certain lands, rights-of-way and easements for
construction of the Sulphur Branch channel improvement project.
Councilman Miller seconded the motion.

ITEM NO. 14: AWARD OF BID NO. 94-09
Mayor Pro Tern Baker moved to award Bid No. 94-09 for jail food to Scobee Foods, Inc. in the
amount of $22,266.40.
Councilman Douglass seconded the motion.

ITEM NO. 15: AWARD OF BID NO. 94-01
Councilman Boatright moved to award Bid No. 94-01 for a single-axle tilt bed truck for Parks
Department use to Nichols Ford, Fort Worth, Texas, in the amount of $31,482.

ITEM NO. 16: REPORTS
a) City Manager
City Manager Tom Hart reported that contrary to newspaper reports the rental car business at
D/FW Airport will be consolidated in Euless rather than Grapevine according to Jeff Fegan, D/FW
Airport Board Executive Director. Mr. Hart said he is "cautiously optimistic"about the mall project.
Negotiations are ongoing with anchor tenants and financing is still being worked out with the
possibility of public participation. The Texas Transportation Commission approved a $708,985
Transportation Enhancement Program grant for a multi-modal trail system from SH157 to SH360.
Mr. Hart indicated the city had received $34,000 in recycling grants and a traffic grant for
signalization. Sales tax for the past two months exceeded expectations. Mr. Hart extended his
compliments to Fire Chief Lee Koontz and Police Chief Gary McKamie for a successful 2-day new
employee orientation held last week.
b) City Attorney
City Attorney Bob McFarland had nothing to report.
c) Staff
Julia Wakeley, Recreation Manager, presented a balance sheet for Arbor Daze. Expenditures
for the 3-day event totaled $219,951.47; revenues totaled $258,864.72. The tree planting
program will receive $7,000 to keep in reserve and the Arbor Daze Reserve Fund will amount to
$31,913.25.
d) City Council
Councilman Douglass congratulated Ann Hajek for being named Employee of the Month and
Councilman Boatright on his reelection. Mr. Douglass thanked the citizens for"shopping at home"
which resulted in increased sales tax revenues for the city.

Councilman Smith congratulated Councilmen Boatright and Walker on their reelection. Mr. Smith
`'— commended Rick Herold, Director of Community Services and Andrea Baxter, Assistant City
Engineer, for their work on the successful trails grant.
Mayor Pro Tem Baker reported that he would be traveling to Las Vegas to confer with mall
developers.
Councilman Miller congratulated Councilmen Boatright and Walker and thanked Leon Hogg who
was a candidate for Place 6. Mr. Miller attended the Wilshire Homeowners meeting and
commented that his neighbors are forming a Neighborhood Crime Watch in his area. Mr. Miller
also noted that the seniors' Kitchen Band is retiring.
Councilman Walker commented that the postcards that the city had printed recently were very
nice and he would use them to promote Euless. Mr. Hart commented that they are being sold
at the Water Office and many people are buying them to use as change of address cards.
Councilman Boatright thanked the citizens for his reelection. Mr. Boatright commended City
Secretary Susan Crim for her presentation to the Wilshire Homeowner's Association.
Mayor Saleh stated that she was pleased to attend the Regional Transportation meeting at which
the trail grant as well as others for the City of Euless were announced. Mayor Saleh attended
the Arbor Day celebration in Nebraska City, Nebraska and added that Texas was well
represented. Mayor Saleh commended Chief McKamie for the police orientation meetings held
in schools and said they were very well done and well received by the community. Mayor Saleh
asked if anyone in the audience wished to address the Council. Mr. Leon Hogg, Chairman, Parks
and Leisure Services Board, stated that he also attended the Arbor Day celebration in Nebraska.
Mr. Hogg stressed that the City of Euless competed with cities as large as New York for the
national Arbor Day award.
Councilman Douglass congratulated Mayor Pro Tem Baker on being reappointed as Mayor Pro
Tem.
ADJOURNMENT
There being no further business before the City Council, Mayor Saleh adjourned the meeting at
8:45 p.m.
