HomeMy WebLinkAbout1994-08-17 MINUTES OF A SPECIAL CALLED MEETING OF THE �•• EULESS CITY COUNCIL AUGUST 17, 1994 ITEM NO. 1: CALL TO ORDER A special called meeting of the Euless City Council was called to order by Mayor Mary Lib Saleh at 7:30 p.m. on Wednesday, August 17, 1994, in the Midway Recreation Center. Council Members present were Mayor Mary Lib Saleh, Mayor Pro Tern Bobby Baker, Council Members Frank Douglass, Todd Smith, Charles Miller, Glenn Walker and Henry Boatright. STAFF MEMBERS PRESENT City Manager Tom Hart, Assistant City Manager Joe Hennig, City Secretary Susan Crim, Police Chief Gary McKamie, Fire Chief Lee Koontz, Director of Administrative Services and Economic Development Tom Cox, Director of Fiscal and Human Resources Debra Forte', Director of Public Works and Development Randy Byers, Director of Community Services Rick Herold; Cathy DiMaggio, Assistant to the City Secretary; Barbara Chambers, Office Supervisor, Planning and Development. VISITORS Visitors are noted on the Visitor's Register. ITEM NO. 2: PLEDGE OF ALLEGIANCE Council Member Frank Douglass led the Pledge of Allegiance. ITEM NO. 3: INVOCATION Council Member Henry Boatright gave the invocation. ITEM NO. 4: CITY ATTORNEY BOB McFARLAND City Attorney Bob McFarland reviewed procedures for the public hearing, the recall petition, Mayoral duties, City Council duties and City Manager duties as contained in State law and the Euless City Charter. ITEM NO. 5: OPEN PUBLIC HEARING Mayor Saleh opened the public hearing at 7:50 p.m. Council Member Todd Smith reviewed his investigation into allegations made by former Police Chief K. B. Fuller at the May 10, 1994 City Council Meeting. SPECIAL CALLED MEETING AUGUST 17, 1994 PAGE 2 Mayor Saleh read the allegations made in the recall petition as follows: VOW "The people of the City of Euless whose signatures appear below demand the removal of Mary Lib Saleh as Mayor of the City of Euless based on the grounds that Mary Lib Saleh has failed to provide proper leadership for the City of Euless and has failed to provide proper supervision of the City Manager of the City of Euless." The following speakers spoke at the request of Mayor Saleh: Harold Samuels, former Mayor; Jimmy Payton, former Mayor; Katie Matzke, Chairperson, Community Advisory Board; Larry Glover, President, Police Association; David Byers, President, Fireman's Association; Bruce Ebert, former City Judge; Mike Daniel, President, Euless Athletic Association; Gary Green, Economic Development Advisory Board; Patricia Beaver, HEB Chamber of Commerce; Dwayne Wilcox, former City Council Member; Rev. Dan Williams, Pastor, First United Methodist Church; Tom and Jackie Neugent, Sunday School class members; Glen Whitley, Chairman, Harris HEB Hospital Board and HEB ISD Board Member; Bill Byers, former City Council Member; Diana Crawford, Chairperson, Historical Preservation Committee; Bob Bouse, Board of Governors, Northeast Tarrant Arts Council; Ron Young, Chairperson, Planning and Zoning Commission; Leon Hogg, Chairperson, Parks and Leisure Services Board; Ed Denari, Euless Development Corporation; Brenda Staab, citizen. ITEM NO. 6: CLOSE PUBUC HEARING Mayor Saleh closed the public hearing at 10:20 p.m. ITEM NO. 7: REPORTS City Manager Tom Hart and all City Council Members spoke against the recall of Mayor Mary Lib Saleh.
