EULESS CITY COUNCIL WORKSESSION MINUTES APRIL 19, 1995 Mayor Mary Lib Saleh called the worksession to order at 8:30 a.m. in the Administration Building Conference Room of the Municipal Complex, 201 North Ector Drive, Euless, Texas. Those present included: Mayor Mary Lib Saleh, Mayor Pro Tem Bobby Baker, Council Members Frank Douglass, Todd Smith, Glenn Walker and Henry Boatright; City Manager Tom Hart, Assistant City Manager Joe Hennig, Community Services Director Rick Herold, Recreation Manager Julia Wakeley, Deputy City Secretary Cathy DiMaggio; Billy Owens, Planning and Zoning Commission; Keith Foster, Keith Foster Design Group; Terry Cheek, Schrickel, Rollins & Associates. City Manager Tom Hart updated the Council on the proposed tax increment financing agreement (draft distributed at meeting) with Hurst-Euless-Bedford ISD prepared by Ed Esquivel, the city's bond attorney. The agreement will be amended for the other taxing entities. The separate agreements will be placed on the April 25, 1995 City Council agenda for consideration. A letter has been sent requesting all taxing entities to place the ,- agreements on their next meeting agenda. Mr. Hart distributed an April 18, 1995 letter from Lynn Moak, Moak Consulting, regarding an initial analysis of the impact of the reinvestment zone on the school district's finances. Staff will continue to meet with school board members and school officials to clarify the terms of the agreement. Assistant City Manager Joe Hennig reported that he had met with the Fort Worth Assistant City Manager and three department heads to discuss the proposed golf course site. The Fort Worth staff supported City of Euless annexing the property as well as serving the development with City of Euless water and sewer. The assessment for improvements to Trinity Boulevard would be prorated along the entire footage of the property. The city's portion would be estimated at $131,000 and can be paid over a period of time after the road is completed. There are no major improvements proposed for Mosier Valley Road. The City of Fort Worth would like to contract with Euless to tap a sewer line into 39 homes in Mosier Valley. Keith Foster, Keith Foster Design Group, presented the routing plan for the proposed golf course with three options for layout and placement of the clubhouse. Consensus was reached in favor of Option A, with placement of the clubhouse on Airport Drive, north of Pipeline Road, with four sets of tees instead of five. Terry Cheek, Schrickel, Rollins & Associates, presented sketches for layout of the athletic complex. One sketch placed parking along the perimeter of the complex and the second placed the parking in the interior of the complex. Parking on the interior was the general WORKSESSION MINUTES APRIL 19, 1995 PAGE 2 preference because of the green space which would be visible around the perimeter of the complex. Mr. Cheek indicated that if the city would be applying for grants, it may be advantageous to leave some significant areas to natural space.
