OCTOBER 30, 1995
CALL TO ORDER
A Special Called Meeting of the Euless City Council was called to order by Mayor Mary Lib
Saleh at 5:30 p.m. on Monday, October 30, 1995, in the Council Chambers. Those present
included Mayor Mary Lib Saleh, Mayor Pro Tern Bobby Baker and Council Members Carl
Tyson, Todd Smith, Charles Miller and Glenn Walker.
Staff Members Present
City Attorney Bob McFarland; City Manager Torn Hart, Assistant City Manager Joe Hennig,
Director of Development Randy Byers, Municipal Relations Coordinator Jenny Kratz and
Deputy City Secretary Cathy DiMaggio.
Visitors
Ray Saleh; Katie Edwards; and Dawn Travis, Mid-Cities News.
PUBLIC HEARING FOR PROPOSED ANNEXATION OF 158 ACRES
City Attorney Bob McFarland explained the purpose of the public hearing and also stated
that a public service plan, previously adopted by the City Council, must be present for the
citizens to review. (Copies of the Service Plan were available for review.) The plan
provides for basic municipal services within 60 days and full services within 4 1/2 years.
Mayor Saleh opened a public hearing at 5:32 p.m. to hear public input on the proposed
annexation of 158 acres south of S. Pipeline Road, currently in the City of Fort Worth.
Mayor Saleh asked if there were any proponents who wished to speak. Mr. Raymond
Saleh, 1400 Driftwood Drive, spoke in favor of the annexation, stating that he felt the
annexation would be beneficial to the City of Euless and the surrounding cities. There
were no further proponents who wished to speak.
Mayor Saleh asked if there were any opponents who wished to speak. There were no
opponents who wished to address the Council.
Mayor Saleh closed the public hearing at 5:33 p.m.

r.. Mayor Saleh announced that another public hearing on annexation would be held
Wednesday, November 1, at 6:00 p.m. in the Council Chambers, in order to meet the
requirements for annexation.
City Attorney McFarland reported that he has had continuing discussions with the Fort
Worth City Attorney's office and believes an agreement has been reached on the joint
resolution and agreement on annexation. A modification of the agreement includes the use
of the property in perpetuity so long as it is used for a public purpose, but not limited to a
golf course and athletic complex. The joint resolution and agreement between the City of
Euless and the City of Fort Worth will be sent in final form so it can be placed on the
November 14, 1995 Council agenda.
