HomeMy WebLinkAbout1996-02-27 MINUTES OF A REGULAR MEETING OF THE EULESS CITY COUNCIL FEBRUARY 27, 1996 CALL TO ORDER A regular meeting of the Euless City Council was called to order by Mayor Mary Lib Saleh at 3:30 p.m. on Tuesday, February 27, 1996, in the downstairs Administration Building Conference Room. Those present included Mayor Mary Lib Saleh, Mayor Pro Tern Bobby Baker and Council Members Carl Tyson, Todd Smith, Charles Miller and Katie Edwards. Council Member Glenn Walker was absent. Precouncil discussion was held on agenda items and other scheduled items. A closed session was held to discuss land acquisition and personnel matters as authorized by Sections 551.072 and 551.074 of the Texas Government Code. COUNCIL CONSIDERATION OF SCHEDULED ITEMS - COUNCIL CHAMBERS The Euless City Council continued their meeting in the Council Chambers at 7:07 p.m. for the consideration of the scheduled items. Council Member Todd Smith was not present at the Regular Meeting. COUNCIL MINUTES FEBRUARY 27, 1996 PAGE 2 `"' ITEM NO. 1: PRESENTATION OF EMPLOYEE SERVICE PIN Mayor Saleh presented a 10-year service pin to Richard Dawson, Field Technician, Water Department. ITEM NO. 2: PRESENTATION OF AWARDS TO MAYOR AND COUNCIL Katherine Williams, Economic Development Administrative Assistant, presented two awards to Mayor Saleh and Council Members. The first award was a Grand Award from the "City Hall Public Information Awards Competition" for cities under 50,000 for the Arbor Daze publicity campaign. The second award in the same competition was an Award of Merit for finalists in cities under 50,000 for the "Center of It All," an economic development publication. ITEM NO. 3: PUBLIC HEARING FOR SPECIFIC USE PERMIT 95-29-SUP Mayor Saleh opened a public hearing at 7:16 p.m. to hear input on a request from Bob Welty, Rawls Welty, Inc., for Specific Use Permit 95-29-SUP for apartments within the CUD #754 (R-5) (Community Unit Development for multi-family dwellings at 20 units per acre maximum density) zoning district located on the southwest corner of Mid-Cities Boulevard and Bear Creek Parkway. Randy Byers, Director of Development and Planning, gave a brief overview of the proposed zoning and the planned apartment project. `• Bob Welty, Rawls Welty, Inc., architect for the proposed project, briefly described the number of units, range of square footage per unit and the site amenities. Mayor Saleh asked if there were any proponents or opponents who wished to speak and there being none closed the public hearing at 7:22 p.m. ITEM NO. 4: APPROVAL OF SPECIFIC USE PERMIT 95-29-SUP Council Member Miller moved to approve Specific Use Permit 95-29-SUP for apartments within the CUD #754 (R-5) (Community Unit Development for multi-family dwellings at 20 units per acre maximum density) zoning district located on the southwest corner of Mid-Cities Boulevard and Bear Creek Parkway. Council Member Edwards seconded the motion. Ayes: Council Members Tyson, Miller and Edwards, Mayor Pro Tem Baker and Mayor Saleh Nays: None Mayor Saleh declared the motion carried. COUNCIL MINUTES FEBRUARY 27, 1996 PAGE 3 ITEM NO. 5: APPROVAL OF SITE PLAN 95-30-SP Council Member Miller moved to approve Site Plan 95-30-SP, for construction of apartments within the CUD #754 (R-5) (Community Unit Development for multi-family dwellings at 20 units per acre minimum density) zoning district located on the southwest corner of Mid-Cities Boulevard and Bear Creek Parkway, subject to: 1) enclosed drainage system, both off-site and on-site, to be approved by City Engineer; 2) wood fence on southwest side of property to be replaced with wrought iron within two years of issuance of certificate of occupancy, in the event the proposed expansion does not occur within that time; 3) the management agreement and tenant lease agreement will require the tenant vehicles to be parked within the garage. ITEM NO. 6: AWARD OF BID NO. 95-33 - LIBRARY FURNITURE BID Mayor Pro Tern Baker moved to award Bid No. 95-33 for library furnishings to Cultural Surroundings in the amount of $78,803.58 and the Spencer Company in the amount of $184,868.17, for a total amount of $263,671.75. Council Member Edwards seconded the motion. Ayes: Council Members Tyson, Miller and Edwards, Mayor Pro Tern Baker and Mayor Saleh Nays: None Mayor Saleh declared the motion carried. Mayor Saleh reminded everyone that the library will be closed during the month of June to facilitate the move to the new building. ITEM NO . 7: AWARD OF BID NO. 95-34 - HALF TON PICKUP Mayor Pro Tern Baker moved to award Bid No. 95-34 for a mid-size half ton pickup for the new code enforcement officer to Payton-Wright Ford in the amount of $12,250. ITEM NO. 8: APPROVAL OF MINUTES OF FEBRUARY 13, 1996 REGULAR MEETING Council Member Edwards moved to approve the Minutes of the February 13, 1996 Regular Meeting as presented. Mayor Pro Tem Baker seconded the motion. Ayes: Council Members Tyson, Miller and Edwards, Mayor Pro Tern Baker and Mayor Saleh Nays: None Mayor Saleh declared the motion carried. ITEM NO. 9: REPORTS a) City Manager City Manager Torn Hart reported that the closing papers had been signed on February 22 for the purchase of Softball World. A press conference was held earlier on this day to announce the purchase. Softball World is adjacent to the Texas Star Athletic Complex and is expected to pay for itself. Renovations will begin immediately on the facility. The new name of the facility will be Softball World at the Texas Star. b) City Attorney City Attorney Bob McFarland had nothing to report. c) Staff David Allen, Geographic Information Services Manager, gave a brief report of the capabilities and utilization of the GIS computer. d) City Council Council Member Tyson congratulated Richard Dawson on his 10 years with the city. Mr. Tyson also congratulated Kim Althouse who was named Police Officer of the Year and Richard Whitten who was named Firefighter of the Year at the Police and Fire Awards Banquet. Freeman; FIRE DEPARTMENT-- Rookie of the Year-Chanc Bennett; EMT of the Year-R%usty Cade; Paramedic of the Year- Michael Christensen; Driver of the Year-Steve Mayo; Supervisor of the Year-Battalion Chief Gary Thompson; Distinguished Unit Award-Lt. James Smith, Driver/Engineer Zane Cruse; Firefighter II/Para Tom Tyre; Lt. Darrell Rutledge; Firefighter II/Para Keith Smith and Firefighter James Rowell. Mayor Pro Tern Baker congratulated staff who worked on the award-winning Arbor Daze and Economic Development publications. Council Member Miller reported that he attended the last two Town Hall meetings and commended staff for the excellent presentations they made. Mr. Miller also commended Rick Herold for his thoughtful gesture of asking all the police and fire department employees to stand and be recognized at the recent Police and Fire Awards Banquet. Council Member Edwards thanked the Girl Scouts who led the Pledge of Allegiance and recognized the Community Advisory Board for their efforts in getting citizens involved. Mayor Saleh announced that the next Council Meeting scheduled for March 12 would be held March 14 because some of the Council Members will be attending the National League of Cities conference in Washington, D.C. on March 12. Mayor Saleh noted several upcoming events including the Town Hall Meeting at Wilshire Elementary on March 7; an Open Forum to meet candidates for State Representative on February 28 sponsored by the League of Women Voters and the HEB Chamber of Commerce Governmental Affairs Committee at the Forrest E. Watson Center; and the Arbor Daze "Fabulous Fifties" Silent Auction to be held March 2 at Midway Recreation Center. Police Chief Gary McKamie reported that the new radio system has been installed and is partially operational at this time.
