HomeMy WebLinkAbout1996-05-14 MINUTES OF A REGULAR MEETING OF THE '— EULESS CITY COUNCIL MAY 14, 1996 CALL TO ORDER A regular meeting of the Euless City Council was called to order by Mayor Mary Lib Saleh at 4:00 p.m. on Tuesday, May 14, 1996, in the downstairs Administration Building Conference Room. Those present included Mayor Mary Lib Saleh, Mayor Pro Tem Bobby Baker and Council Members Carl Tyson, Todd Smith, Charles Miller, Glenn Walker, Katie Edwards and Council Member-Elect Leon Hogg. Precouncil discussion was held on agenda items and other scheduled items. COUNCIL CONSIDERATION OF SCHEDULED ITEMS - COUNCIL CHAMBERS The Euless City Council continued their meeting in the Council Chambers at 7:05 p.m. for the consideration of the scheduled items. PLEDGE OF ALLEGIANCE Members of Girl Scout Troop #1500 led the Pledge of Allegiance. INVOCATION Council Member Todd Smith gave the invocation. ITEM NO. 1: PRESENTATION OF EMPLOYEE OF THE MONTH Mayor Saleh presented a plaque and gift certificate to Anniece McKanna, Secretary, Personnel Now Department, as Employee of the Month for May. Ms. McKanna introduced her husband, Jim McKanna, her children LeAnne and Alyssa McKanna, and her mother and father, John and Peggy Vandiver. COUNCIL MINUTES MAY 14, 1996 PAGE 2 ITEM NO. 2: PRESENTATION OF SERVICE PIN Mayor Saleh presented a 10-year service pin to Anniece McKanna, Secretary, Personnel Department. ITEM NO. 3: PRESENTATION OF PLAQUE - COUNCIL MEMBER TODD SMITH Mayor Saleh presented a plaque to outgoing Council Member Todd Smith in recognition of his years of service on the City Council. ITEM NO. 4: OATH OF OFFICE AND PRESENTATION OF CERTIFICATES OF ELECTION City Attorney Bob McFarland administered the oath of office and presented Certificates of Election to Council Member Leon Hogg, Place 2, Council Member Charlie Miller, Place 4 and Mayor Mary Lib Saleh. Council Member Hogg introduced his wife, Jan Hogg. Council Member Miller introduced his wife, Rose Miller, and daughter, Vanessa Miller. Mayor Saleh introduced her son and daughter-in-law, Randy and Carolina Saleh, her sister and brother-in-law, Hawkins and Jackie Eggerton from Orlando, Florida and her husband, Ray Saleh. ITEM NO. 5: AUDIENCE REQUESTED BY LAKEWOOD CITIZENS GROUP - Bicycle Helmets This item was postponed until the May 28, 1996 Council Meeting. ITEM NO. 6: AUDIENCE REQUESTED BY ELNA VANDERBERG, OPEN ARMS HOME, INC. Ms. Karen Bird, Open Arms Home, Inc., addressed Council regarding a request for abatement of 1996 property taxes on a HUD home at 201 Landover Drive in Euless. ITEM NO. 7: DENIAL OF AN ORDINANCE EXEMPTING PROPERTY FROM AD VALOREM TAXES Mayor Pro Tem Baker moved to deny an ordinance exempting residential property at 201 Landover Drive, owned by the United States and used to provide housing to homeless, abused women and children. Council Member Hogg seconded the motion. Ayes: Council Members Tyson, Hogg, Miller, Walker and Edwards, Mayor Pro Tem Baker and Mayor Saleh Nays: None Mayor Saleh declared the motion carried. ITEM NO . 8: AUDIENCE REQUESTED BY KATHLEEN DUNCAN, COMMUNITY ENRICHMENT CENTER Mr. Randy Clinton, Community Enrichment Center, addressed the Council regarding a request for ad valorem tax exemption of five HUD homes within the City of Euless. ITEM NO. 9: DENIAL OF AN ORDINANCE EXEMPTING PROPERTY FROM AD VALOREM TAXES Mayor Pro Tern Baker moved to deny an ordinance exempting five residential properties within the Euless, owned by the United States and used to provide transitional housing for the indigent. Council Member Walker seconded the motion. Ayes: Council Members Tyson, Hogg, Miller, Walker and Edwards, Mayor Pro Tern Baker and Mayor Saleh Nays: None Mayor Saleh declared the motion carried. ITEM NO. 10: PUBLIC HEARING ON PROPOSED OPERATING BUDGET FOR SOFTBALL WORLD AS A SUPPLEMENT TO THE 1995-96 FISCAL YEAR CITY BUDGET Now Mayor Saleh opened a public hearing at 7:35 p.m. to hear public input on the proposed operating budget for Softball World. City Manager Tom Hart explained that the budget amendment for Softball World is necessary because the facility was purchased after the fiscal year started. Mr. Hart stated that Softball World is a self-supported facility. There were no proponents or opponents who wished to address the Council. Mayor Saleh closed the public hearing at 7:37 p.m. ITEM NO. 11: APPROVAL OF FIRST AND FINAL READING OF ORDINANCE NO. 1206 Council Member Miller moved to approve the first and final reading of Ordinance No. 1206, amending Ordinance No. 1192 (which adopted the City of Euless budget for FY 1995-96), by adding the operating budget for Softball World with revenue of $641,608 and expenditures of $443,139. Council Member Edwards seconded the motion. Ayes: Council Members Tyson, Hogg, Miller, Walker and Edwards, Mayor Pro Tern Baker and Mayor Saleh New Nays: None Mayor Saleh declared the motion carried. COUNCIL MINUTES MAY 14, 1996 PAGE 4 `'gay ITEM NO. 12: APPROVAL OF FIRST AND FINAL READING OF ORDINANCE NO. 1207 Council Member Edwards moved to approve the first and final reading of Ordinance No. 1207, amending Chapter 14, "Buildings and Buildings' Regulations", and amending Chapter 34 "Fire Prevention and Protection"of the Code of Ordinances; amending provisions of said uniform codes governing instances in which automatic sprinkler systems are required in apartment houses, hotels and motels. Council Member Tyson seconded the motion. Ayes: Council Members Tyson, Hogg, Miller, Walker and Edwards, Mayor Pro Tern Baker and Mayor Saleh Nays: None Mayor Saleh declared the motion carried. ITEM NO. 13: AWARD PURCHASE OF LIBRARY MATERIALS SECURITY SYSTEM Council Member Edwards moved to award the purchase of a library materials security system including sensitizers/desensitizers, related peripherals and a book self-check system to 3M Library Systems in the amount of $41,456 including installation and training. Council Member Walker seconded the motion. Ayes: Council Members Tyson, Hogg, Miller, Walker and Edwards, Mayor Pro Tern Baker and Mayor Saleh Nays: None Mayor Saleh declared the motion carried. ITEM NO. 14: TABLE AMENDMENT TO THE "EULESS IMPLEMENTATION RECOMMENDATIONS"SECTION OF THE PARKS MASTER PLAN Council Member Miller moved to table consideration of amendments to the "Euless Implementation Recommendations" section of the Parks Master Plan. Council Member Walker seconded the motion. Ayes: Council Members Tyson, Hogg, Miller, Walker and Edwards, Mayor Pro Tern Baker and Mayor Saleh Nays: None Mayor Saleh declared the motion carried. COUNCIL MINUTES MAY 14, 1996 PAGE 5 ITEM NO. 15: TABLE PUBLIC HEARING ON PROPOSED TEXAS PARKS AND WILDLIFE DEPARTMENT GRANT FOR INDOOR RECREATION OPPORTUNITIES Council Member Miller moved to table the public hearing to hear public input on a grant application to the Texas Parks and Wildlife Department for an indoor recreation facility (proposed "Texas Star Activity Center") in the amount of $500,000. Council Member Walker seconded the motion. Ayes: Council Members Tyson, Hogg, Miller, Walker and Edwards, Mayor Pro Tern Baker and Mayor Saleh Nays: None Mayor Saleh declared the motion carried. ITEM NO. 16: TABLE RESOLUTION NO. 96-941 Council Member Miller moved to table Resolution No. 96-941, authorizing application to the Texas Parks & Wildlife Department for a grant for an indoor recreation center at Texas Star Park in the amount of $500,000, requiring matching funds. Council Member Walker seconded the motion. Ayes: Council Members Tyson, Hogg, Miller, Walker and Edwards, Mayor Pro Tern Baker and Mayor Saleh Nays: None Mayor Saleh declared the motion carried. ITEM NO. 17: MINUTES OF THE APRIL 23, 1996 REGULAR MEETING Mayor Pro Tern Baker moved to approve the Minutes of the April 23, 1996 Regular Meeting. Council Member Walker seconded the motion. Ayes: Council Members Tyson, Hogg, Miller, Walker and Edwards, Mayor Pro Tern Baker and Mayor Saleh Nays: None Mayor Saleh declared the motion carried. ITEM NO. 18: REPORTS a) City Manager City Manager Tom Hart had nothing to report. COUNCIL MINUTES MAY 14, 1996 PAGE 6 ''` b) City Attorney City Attorney Bob McFarland had nothing to report. c) Staff Randy Byers, Director of Development and Public Works, gave a report on the water system. Mr. Byers gave a brief recap of water system improvements over the last few years for the benefit of new council members. Mr. Byers stated that inefficiencies in the water system pointed out the need for a water audit. After completing an in-house audit, areas identified for improvement were operation maintenance costs and reducing unaccounted for water loss. The Supervisory Control and Data Acquisition system (SCADA) was implemented to run the city's water wells. This system was completed in 1994 and has reduced operation maintenance costs so dramatically that the system has already paid for itself. Unaccounted for water loss (16%) was determined by the audit as another area which needed improvement. The cost in 1992 to pay to produce 16% of the city's water was approximately $500,000. Random checks of water meters showed that some were registering as low as 37% accurate; many in the 70-80% range and very few fell in the 90 percentile. A water meter change-out program has resulted in the billing of 96% water used. As a result of hand held automatic meter readers, the number of meter readers has been reduced from four to one, leaving three employees to install new meters. Funding will be requested in the 1997 Fiscal Year budget for an ongoing calibration program for ``' all meters in excess of 1" in diameter. Mr. Byers recognized Clyde Cullum, Public Works Superintendent and Paul Wrzesinski, Water Utilities Superintendent, for the excellent work they do for the city. Mayor Saleh asked Mr. Byers to look into a water hydrant which has been running at Pipeline near Sulphur Branch. d) City Council Council Member Katie Edwards welcomed Council Member Hogg and congratulated Mayor Saleh and Council Member Miller on their reelection. Ms. Edwards thanked Randy Byers for his very informative report. Council Member Glenn Walker congratulated Anniece McKanna for being named Employee of the Month and receiving her 10 year service pin. Council Member Charlie Miller congratulated Council Member Hogg and Mayor Saleh. Mr. Miller thanked Randy Byers for his good report. Mayor Mary Lib Saleh welcomed Leon Hogg to the Council and extended best wishes to Todd Smith. Now Mayor Pro Tern Baker said that he will miss both Todd and Nancy Smith. Mr. Baker welcomed Council Member Hogg and congratulated Mayor Saleh and Council Member Miller on their reelection. COUNCIL MINUTES MAY 14, 1996 PAGE 7 Council Member Hogg said that he is happy to be serving on the Council and introduced his daughter, Janene Boyle. Council Member Tyson congratulated Anniece McKanna for the honors she received and thanked her for her commitment to the city. Mr. Tyson commended Randy Byers, Clyde Cullum and Paul Wrzesinski for using city funds more efficiently. Mr. Tyson thanked Todd Smith for his 5 years of service on the City Council and welcomed Leon Hogg. Mr. Tyson congratulated Mayor Saleh and Council Member Miller and noted that the citizens must feel they are doing a good job since no one chose to run against them. Mayor Saleh commented that the Council had to make a decision on a very difficult issue on the agenda of this meeting. Mayor Saleh said that the Council does a lot of studying of agenda items and always tries to do what is best for all Euless citizens.
