HomeMy WebLinkAbout1996-07-22 (Special Called Mtg) MINUTES OF A SPECIAL CALLED MEETING OF THE EULESS CITY COUNCIL JULY 22, 1996 CALL TO ORDER A Special Called Meeting of the Euless City Council was called to order by Mayor Mary Lib Saleh at 8:05 a.m. on Monday, July 22 1996, in the downstairs Conference Room, Administration Building. Those present included Mayor Mary Lib Saleh, Mayor Pro Tern Bobby Baker and Council Members Carl Tyson, Charles Miller, Leon Hogg and Glenn Walker. Council Member Katie Edwards was absent. Staff Members Present City Manager Torn Hart, Assistant City Manager Joe Hennig, Community Services Director Rick Herold, Deputy City Secretary Cathy DiMaggio AWARD OF BID NO. 96-19 - CONSTRUCTION OF THE PARKS AT TEXAS STAR RECREATION FACILITIES Terry Cheek and Victor Baxter reviewed the facilities to be built in the Parks at Texas Star 'tar complex. City Manager Tom Hart reviewed revenue sources for the project including: Initial 1/2 cent bond sale $1,000,000 Additional 1/2 cent bond sale (96/97) 1,500,000 Budget Transfers (95/96) 500,000 Budget Transfers (96/97) 515,000 GO Bonds (95/96) 1,000,000 Softball World Transfers 400,000 State Grant 500,000 $5,415,000 Council Member Glenn Walker suggested that up to $100,000 could be saved on this project by awarding the bid to Dean Construction at $3,614,922 and deleting the shade shelters from their bid ($254,000). Terry Cheek, Schrickel, Rollins & Associates, commented that an independent bid of the shade shelters may not necessarily come in at close to the amount bid by Architectural Utilities, Inc. (AUI) ($130,000). Assistant City Manager Joe Hennig went through each of the alternates bid by both AUI and Dean Construction and explained that there was really very little difference in the two bids when taking into consideration the alternate deductions and additions. Council Member Tyson expressed concerns about the budget transfers that Mr. Hart included in his funding proposal and the impact they would have on the tax rate. Mr. y,,., Tyson commented that although he may vote to approve award of this bid, he was not COUNCIL MINUTES JULY 22, 1996 PAGE 2 Now necessarily approving the funding sources. Assistant City Manager Joe Hennig replied that the budget transfers would be discussed at the upcoming budget retreat. Council Member Charlie Miller moved to award Bid No. 96-19 to Architectural Utilities, Inc. (AUI), for construction of the Parks at Texas Star recreation facilities in the amount of $3,478,000, less $38,000 (Alt. 2 - Concrete Light Poles); plus $370,000 (Alt. 3 - Batting Cages); plus $76,000 (Alt. 11 - Irrigation of Non-Athletic Areas), for a total amount of $3,886,000. Council Member Hogg seconded the motion. Ayes: Council Members Tyson, Hogg, Miller and Walker, Mayor Pro Tem Baker and Mayor Saleh Nays: None Mayor Saleh declared the motion carried.
