CALL TO ORDER
Mayor Saleh called the special joint meeting of the Euless City Council and the Planning
and Zoning Commission to order at 4:55 p.m. on Thursday, October 17, 1996, in the
Meeting Room of the Library.
Those present included Mayor Mary Lib Saleh, Mayor Pro Tem Bobby Baker, Council
Members Carl Tyson, Leon Hogg, Charles Miller, Glenn Walker and Katie Edwards;
Planning and Zoning Commissioners Joy Shuler, Billy Owens, Keith Eggers, George
Zahn, Nancy Bright, Robert McMillan and Ron Young; City Manager Tom Hart, Assistant
City Manager Joe Hennig, City Attorney Bob McFarland, City Secretary Susan Crim,
Director of Support Services Tom Cox, Director of Public Works Randy Byers, Director

Ziemian, Assistant City Engineer Andrea Baxter, Planning Services Manager Rod Tyler,

ECONOMIC DEVELOPMENT REPORT BY THE ECONOMIC DEVELOPMENT GROUP
Assistant City Manager Joe Hennig introduced Mike Skaggs and Roy Williams of the
Economic Development Group, who were hired to do a study to help the City Council and
staff understand the issues of economic development for the City of Euless and to look
at specific land sites and then develop a plan for the future economic development of the
City.
Roy Williams summarized the information the Economic Development Group learned and
addressed the need to look at total community development including social, political,
physical and economic environment. He defined the factors that determine where
businesses locate. He said the basic consensus of all of the people they interviewed in
the City of Euless was that an Economic Development Director needed to be hired.

Economic Development Group representative Mike Skaggs discussed the perception of
Euless from persons not living in Euless. His main emphasis was that Euless needs to
market itself in more detail by pre-packaging incentives that are pre-approved. He
explained the history of development in Northeast Tarrant County and explained that
Euless has had less development simply because it is too close to D/FW Airport for more
single family homes. He stated the positives for Euless are the large amount of
undeveloped land, the positive attitude of the community and staff and the half cent sales
tax.
PROPOSED UNIFIED DEVELOPMENT CODE AMENDMENTS
Director of Development Bo Bass stated the objectives of the worksession were to explore
the major problem areas of the Unified Development Code(UDC)and to reach concensus
of needed changes, to review and modify permitted uses in various zoning districts and
to review current masonry regulations.
Mr. Bass directed the participants' attention to the UDC Amendments Workbook which
Now was compiled to serve as an educational guide to key areas of the current EDC and to
be used as a tool for focusing concerns for UDC amendments.
The group discussed the pros and cons of establishing a new zoning district for a third
division of commercial development versus making additional Specific Use Permit
requirements for specified types of development. They reviewed the uses in C-1
(Neighborhood Business District), C-2 (Community Business District) and TX-10 (Texas
Highway 10 Multi-Use District).
It was the concensus of the participants that Mr. Bass would bring back recommendations
to the City Council on a few areas of the City one at a time.
City Manager Tom Hart requested the information be furnished in writing prior to the
group being called back together for discussion.
Planning Services Manager Rod Tyler explained the masonry requirements in the various
zoning districts and Development Services Manager Kevin Mercer explained the
differences in various masonry products. It was the concensus of the City Council that
they would like to require 90% masonry in all residential districts and 100% masonry in
all commercial, industrial and planned development districts.

CLOSED SESSION
A closed session was held to discuss pending litigation as authorized by Section 551.071
of the Texas Government Code.
ADJOURNMENT
Mayor Saleh adjourned the meeting at 9:45 p.m.
