EULESS CITY COUNCIL
March 13, 1997
CALL TO ORDER
A regular meeting of the Euless City Council was called to order by Mayor Mary Lib Saleh
at 4:15 p.m. on Thursday, March 13, 1997, in the Administration Building Conference
Room. Those present included Mayor Mary Lib Saleh, Mayor Pro Tem Bobby Baker and
Council Members Carl Tyson, Leon Hogg, Charles Miller, Glenn Walker, and Katie
Edwards. Precouncil discussion was held on agenda items and other scheduled items.
COUNCIL CONSIDERATION OF SCHEDULED ITEMS - COUNCIL CHAMBERS
The Euless City Council continued their meeting in the Council Chambers at 7:04 p.m.
for consideration of scheduled items.

ITEM NO. 1 PRESENTATION OF MARCH EMPLOYEE OF THE MONTH
Mayor Saleh presented a plaque and gift certificate to Police Captain Joey Ziemian for
Employee of the Month for March.
ITEM NO. 2 PRESENTATION OF PROCLAMATION DESIGNATING MARCH AS
AMERICAN RED CROSS MONTH
Mayor Saleh presented a proclamation to Nancy Craig Harper, a member of the Board
of Directors for the American Red Cross, designating March as American Red Cross
month. Mrs. Harper presented an American Red Cross flag to Mayor Saleh and
requested the city display the flag during the month of March.
CONSENT AGENDA
Council Member Miller motioned to add Item Number 11 to the consent agenda and
approve Items Number 3 through 8 and Item Number 11.
ITEM NO. 3 AWARD OF BID NO. 97-05
Award of Bid No. 97-05 for a four wheel drive sports utility vehicle to Southwest Ford,
Weatherford, Texas, in the amount of$21,436.40 for use in the Engineering Department.
ITEM NO. 4 AWARD OF BID NO. 97-06
Award of Bid No. 97-06 for a 12 passenger van to be utilized as a D.A.R.E. van to
Payton-Wright Ford, Grapevine, Texas, in the amount of $21,750.00.
ITEM NO. 5 AWARD OF BID NO. 97-07
Award of Bid No. 97-07 for a three-quarter ton pickup to be utilized by the Parks
Department to Payton-Wright Ford, Grapevine, Texas, in the amount of $17,668.00.
ITEM NO. 6 AWARD OF BID NO. 97-08
Award of Bid No. 97-08 for a four door crew cab pickup to be utilized by the Parks
Department to Payton-Wright Ford, Grapevine, Texas, in the amount of $21,623.00.
ITEM NO. 7 AWARD OF BID NO. 97-09
Award of Bid No. 97-09 for a mid-size half ton pickup to be utilized at the Golf Course to
Payton-Wright Ford, Grapevine, Texas, in the amount of $12,900.00.

ITEM NO. 8 AWARD OF BID
Award of Bid for a full size, four door sports utility vehicle to be purchased through the
HGAC purchasing program from Orange Ford, Orange, Texas, in the amount of
$26,566.76.
ITEM NO. 11 APPROVAL OF MINUTES
Approval of the minutes of the February 25, 1997 Regular City Council Meeting.
Council Member Walker seconded the motion.
Ayes: Mayor Saleh, Mayor Pro Tem Baker, Council Members Tyson, Hogg,
Miller, Walker, and Edwards.
Nays: None
Mayor Saleh declared the motion carried.
REGULAR AGENDA
ITEM NO. 9 AWARD OF PORTION OF BID NO. 96-48
Council Member Walker motioned to award Item #2 for two concession carts to EZ-Go
Textron for a total of$18,440 (two other bids did not meet specifications) and to deny all
bids for a Fire Vehicle (Item #6) and a Police Vehicle (Item #7).
Council Member Hogg seconded the motion
Ayes: Mayor Saleh, Mayor Pro Tern Baker, Council Members Tyson, Hogg,
Miller, Walker, and Edwards.
Nays: None
Mayor Saleh declared the motion carried.
ITEM NO. 10 AWARD OF BID NO. 97-01
Council Member Miller commended Assistant City Engineer Andrea Baxter for the good
work she did on this project.
Mayor Pro Tern Baker motioned to award Bid No. 97-01 as follows:

Mayor Pro Tern Baker motioned to award Bid No. 97-01 as follows:
1. Kisabeth Furniture in the amount of $32,148.40
2. Southern Aluminum in the amount of $12,472.78
3. Preferred Office Products in the amount of $11,664.00
4. Business Interiors in the amount of $41,096.72
5. Fabric in the amount of $28,750.00 for a total of
$126,131.90 for the purchase of the clubhouse/conference
center furniture.
Council Member Edwards seconded the motion.

Miller, Walker, and Edwards

Mayor Saleh declared the motion carried.
ITEM NO. 12 APPROVAL OF RESOLUTION NO. 97-970
�.. Council Member Edwards motioned to approve Resolution No. 97-970. The Vision
Statement and revised Mission Statement will provide an update to the Strategic Plan of
the City of Euless. The Vision Statement and Mission Statement will read as follows:
VISION STATEMENT
Our vision for Euless, Texas, is a progressive community of
50,000 to 60,000 people with economic diversity that is
recognized for its upscale shopping, cultural, educational and
recreational amenities, a revitalized Main Street, and
community planning that focuses on the quality of life with a
strong emphasis on public safety and a stable base of
dedicated employees. We envision becoming a National
Amateur Sports Centre. We foresee new job opportunities in
health care, industrial and technological commerce and hotel,
motel and retail trades. The City's proactive leadership will
maintain a sound fiscal policy, a balance between single and
multi-family housing and a compatible business relationship
with the D/FW Airport and our surrounding communities.

MISSION STATEMENT
The Mission of the City of Euless is: To provide our citizens
the most efficient services possible that protect and enhance
quality of life, through planning and visionary leadership.
Council Member Tyson seconded the motion.

Miller, Walker, and Edwards

ITEM NO. 13 REPORTS
City Manager
Assistant City Manager Joe Hennig commended Assistant City Engineer Andrea Baxter
on the outstanding job she has done with the Golf Course Clubhouse Project. Mr. Hennig
commented on the long hours and great job Director of Community Services Rick Herold,
Golf Course Superintendent Jon Snider, Golf Pro Duff Cunningham,Parks Superintendent
Johnny Green, and the entire group has done. Mr. Hennig stated the Athletic Complex
is progressing and the Golf Course is scheduled to open May 22, 1997. He said the
contract for the slope protection is under way and thanked City Engineer Paul
Kruckemeyer for the progress on this project. Mr. Hennig commented on the pavilion at
the golf course stating that it is completely open, with no gables, and added there would
be some additional cost to cover those openings on the north and south ends of the
pavilion.
Mr. Hennig reported that the proposed Infiniti Dealership still has options on land on both
sides of State Highway 183, one site being in Bedford and one site in Euless. Mr. Hennig
stated that the City of Euless is doing everything possible to obtain that dealership in
Euless.
Mr. Hennig stated they are continuing to search for someone to fill the Economic
Development position adding that he felt that they would not have someone to fill that
position by April 1 as they had originally intended.

Staff Reports
Director of Community Services Rick Herold discussed Arbor Daze and some changes
being implemented this year. Mr. Herold stated that they have been granted permission
to use the property across the street (east side of Ector) and the Main Stage will now be
at this location. He added that Ector Drive will not have to be closed as long as it was
last year. Mr. Herold stated the auction raised approximately $17,000 plus there was
approximately $2,000 secured in donations.
Council Member Miller requested Mr. Herold furnish a detailed report after the Arbor Daze
event that would give an overall look at costs and revenues and what departments were
affected. Mr. Herold stated that he believes all departments keep their own reports and
they would gather that information this year for one final report.
Mr. Herold added that he listened to K-Luv this weekend and heard that Euless and the
Arbor Daze event was mentioned 22 times during this one weekend and stated that this
was wonderful publicity for this event.
Council Member Tyson asked Mr. Herold about obtaining tickets for Arbor Daze. Mr.
Herold stated they are distributing a Grand Special Edition of Leisure Times to all
residents that will contain a family pass for Arbor Daze that will allow them to enter the
',tow event all weekend. Mr. Herold stated that if people come without a ticket there will be a
ticket purchasing window where people can purchase their tickets for the main stage for
$5.00. Mr. Herold stated there would be no seats in front of the main stage area. It will
all be ground seating or bring your own chair with the reserved seating behind the ground
seating.
Police Chief Gary McKamie discussed the Nascar race which will be held April 5 and 6.
Chief McKamie stated that his department is preparing for extra traffic if necessary and
that they will be posting signage on the freeway exits stating there is no access to the
race through Euless. Chief McKamie stated they would also stage barricades along the
freeway and if needed they will restrict some access off the freeway to the frontage road
to try to keep the frontage road open. Chief McKamie also stated they would have
officers at intersections and if necessary they have made arrangements with the City of
Fort Worth to barricade South Pipeline Road to keep give us east/west access available.
City Council
Council Member Tyson stated that he attended the Tarrant County Legislator's Day in
Austin adding that they met with Representative Todd Smith, Representative Nancy
Moffat, Senator Chris Harris and several other legislators from Tarrant County. Mr.
Tyson stated he also attended the Morris Farm open house sponsored by the Tarrant
County Historical Society, and he felt this would be an asset to the City of Euless.

Council Member Hogg congratulated Captain Joey Ziemian for being Employee of the
Month. Mr. Hogg stated that he is looking forward to Arbor Daze.
Mayor Pro Tern Baker stated that he recently attended the National League of Cities
Conference in Washington, D.C. adding that the worksessions were informative and
reported that the guest speaker for the main session was Vice President Al Gore. Mr.
Baker stated a main discussion of the NLC worksessions was the break up of the utility
companies. Mr. Baker said they had the opportunity to visit with Congresswoman Kay
Granger, who serves on the transportation committee, and discussed with her the funding
of highways in our area.
Council Member Miller stated that he also attended the National League of Cities. He
said a seminar called "Participatory Leadership" made you realize how aging would
impact our City and added that you have to get beyond 10 years in future planning. Mr.
Miller stated there is a bill in the legislature that would increase the amount of money we
receive from the Federal Government from gasoline sales tax.
Council Member Walker stated that he spent his time at the National League of Cities in
a Fair Policy Committee meeting stating that the areas of main concern were Social
Security, Medicare, Electric Utility Deregulation, and Indian Land Affairs.
Council Member Edwards congratulated Captain Joey Ziemian for receiving Employee of
the Month.
Mayor Saleh stated she attended a conference in Fort Worth on trustees for hospitals
across the United States and added that Medicare was one of the major concerns. Mayor
Saleh attended "Texas Toast", a fund raiser of the Northeast Tarrant Arts Council, adding
that it was a very nice event and that the City of Euless received a great deal of publicity
at the event. Mayor Saleh reminded everyone that the Texas Municipal League Region
8 will be meeting Monday night at Vance Godbey's restaurant.
CONTINUATION OF PRECOUNCIL DISCUSSION
Mayor Saleh recessed the regular meeting at 8:05 p.m. to resume discussion of
precouncil items not covered earlier.
CLOSED SESSION
Mayor Saleh convened a closed session at 8:50 p.m. to discuss pending litigation and
land acquisition as authorized by Sections 551.071 and 551.072 of the Texas Government
Code.
Mayor Saleh adjourned the closed session at 9:14 p.m.
