EULESS CITY COUNCIL
MAY 27, 1997
CALL TO ORDER
A regular meeting of the Euless City Council was called to order by Mayor Mary Lib Saleh
at 5:30 p.m. on Tuesday, May 27, 1997, in the downstairs Administration Building
Conference Room. Those present included Mayor Mary Lib Saleh, Mayor Pro Tem
Charlie Miller and Council Members Carl Tyson, Katie Edwards, Bobby Baker, Leon
Hogg, and Glenn Walker. Precouncil discussion was held on agenda items and other
scheduled items. A closed session was held to discuss pending litigation as authorized
by Section 551.071 of the Texas Government Code.
COUNCIL CONSIDERATION OF SCHEDULED ITEMS - COUNCIL CHAMBERS
The Euless City Council continued their meeting in the Council Chambers at 7:07 p.m.
for the consideration of scheduled items.

ITEM NO. 1 PRESENTATION OF 5-YEAR SERVICE PIN
Mayor Saleh presented a five year service pin to Development Office Supervisor Barbara
Chambers. Mrs. Chambers introduced her husband, Dwayne.
CONSENT AGENDA
Council Member Hogg motioned to remove item number 4 from the Consent Agenda to
be considered on the regular agenda and approve items number 2, 3 and 5 on the
consent agenda as follows:
ITEM NO. 2 REJECTION OF BID NO. 97-24
Rejection of Bid No. 97-24 for a used motor home to be used as a mobile command
post/mobile storefront for the Police Department.
ITEM NO. 3 RENEWAL OF BID NO. 96-12
Renewal of Bid No. 96-12 for a one year extension of the contract for jail food to Scobee
Foods, Inc., in the amount of $55,000.00.
• ITEM NO. 5 APPROVAL OF MAY 13, 1997 CITY COUNCIL MINUTES
Approval of the minutes of the May 13, 1997 Regular City Council Meeting with the
change in the Pledge of Allegiance to reflect that Junior Girl Scout Troop #1500 led the
Pledge of Allegiance for this meeting. Troop Leader is Lela Roberts.
Council Member Walker seconded the motion.
Ayes: Mayor Saleh, Mayor Pro Tern Miller, Council Members Tyson, Hogg,
Baker, Walker, and Edwards
Nays: None
Mayor Saleh declared the motion carried.
REGULAR AGENDA
ITEM NO. 4 APPROVAL TO SELL REMAINING GOLF MEMBERSHIPS
Mayor Pro Tern Miller asked City Manager Tom Hart how many individual memberships
and how many corporate memberships had been sold to date. Mr. Hart replied that
approximately 125-130 individual memberships have been sold and approximately 40
corporate memberships have been sold.

Mayor Pro Tern Miller motioned to sell the remaining of the originally approved 200
individual golf memberships at $250.00 each and to sell the remaining of the originally
approved 100 corporate memberships at $500.00 each.
Council Member Walker seconded the motion.
Ayes: Mayor Pro Tern Miller, Council Members Hogg, Baker, and Walker
Nays: Mayor Saleh, Council Members Tyson and Edwards
Mayor Saleh declared the motion carried.
ITEM NO. 6 PUBLIC HEARING REGARDING CONTINUING TEEN CURFEW
Mayor Saleh opened the public hearing regarding continuing the Teen Curfew Ordinance
at 7:27 p.m.
Lieutenant Bob Freeman explained that Texas Local Government Code, Section 370.001,
requires a public hearing be held and an ordinance be approved every three years to
keep in effect the Teen Curfew Ordinance. Lt. Freeman further discussed the teen
activity in the City of Euless since the original ordinance was adopted three years ago
�•- which indicated the need to continue in effect the Teen Curfew Ordinance.
Mayor Saleh requested any proponents or opponents for the public hearing. There being
none, Mayor Saleh closed the public hearing at 7:32 p.m.
ITEM NO. 7 APPROVAL OF FIRST AND FINAL READING OF ORDINANCE
NO. 1229
Council Member Walker motioned to approve the first and final reading of Ordinance No.
1229 continuing in effect Ordinance No. 1144 adopting curfew hours for minors, as
required by the Texas Local Government Code.
Council Member Edwards seconded the motion.
Ayes: Mayor Saleh, Mayor Pro Tern Miller, Council Members Tyson, Hogg,
Baker, Walker, and Edwards

Mayor Saleh declared the motion carried.

ITEM NO. 8 APPROVAL OF FIRST AND FINAL READING OF ORDINANCE
NO. 1234
Council Member Hogg motioned to approve the first and final reading of Ordinance No.
1234 repealing subsection (c) "Termination of Escrow" of Section 84 - 504 "Escrow
Policies and Procedures" of Article 12 "Participation and Escrow Requirements" of
Chapter 84 "Unified Development Code" of the Code of Ordinances of the City of Euless,
Texas in its entirety.
Council Member Edwards seconded the motion.
Ayes: Mayor Saleh, Mayor Pro Tem Miller, Council Members Tyson, Hogg,
Baker, Walker, and Edwards
Nays: None
Mayor Saleh declared the motion carried.
ITEM NO. 9 TABLE OF ORDINANCE NO. 1236
Council Member Edwards motioned to table consideration of Ordinance No. 1236
amending Subsection (n) "Home Occupations" of Section 84-85 "Special Conditions by
Use Type" of Chapter 84, "Unified Development Code" of the Code of Ordinances until
the May 29, 1997 worksession or the June 10, 1997 precouncil meeting.
Mayor Pro Tern Miller seconded the motion.
Ayes: Mayor Saleh, Mayor Pro Tern Miller, Council Members Tyson, Hogg,
Baker, Walker, and Edwards
Nays: None
Mayor Saleh declared the motion carried.
ITEM NO. 10 APPROVAL OF FINAL PAYMENT OF $16,400 FOR THE BRONZE
SCULPTURE FOR THE LIBRARY
Council Member Edwards motioned to approve the final payment of$16,400, from Hotel
Occupancy Tax Funds, for the "Rapture of the Human Spirit" bronze sculpture for the
library.
Council Member Baker seconded the motion.

ITEM NO. 11 REPORTS
City Manager
City Manager Tom Hart had nothing to report.
City Attorney
City Attorney Paul Wieneskie had nothing to report.
Staff Reports
There were no staff reports.
.• Council Members
Council Member Tyson congratulated Development Office Supervisor Barbara Chambers
on receiving her five year pin. Mr. Tyson commented on the success of the opening of
the golf course and the positive comments he has heard about the facility.
Council Member Hogg thanked Reverend Thomas for giving the invocation this evening
and congratulated Development Officer Supervisor Barbara Chambers on receiving her
five year pin. Mr. Hogg also commented on the success of the opening of the golf course
and the positive comments he has heard about the facility, adding there were 280 rounds
of golf on Memorial Day. Mr. Hogg stated the staff has done and is continuing to do a
great job.
Council Member Baker stated he agreed with the comments Mr. Tyson and Mr. Hogg had
already made and added that the clubhouse at the golf course looks great.
Mayor Pro Tern Miller said he agreed with the comments of Mr. Tyson and Mr. Hogg,
adding that the athletic complex is looking great and progressing well.
Council Member Walker stated he agreed with all that was previously stated, adding that
he had heard a comment that the greens at the Texas Star Golf Course were better than
the greens at the Colonial.

Council Member Edwards thanked the Library Foundation for all the hard work they have
done to raise the money for the sculpture. Ms. Edwards asked Library Foundation Board
Member Laurie Kunke if she was aware of the cost of the second sculpture. Ms. Kunke
stated she did not know the cost at this time.
Mayor Saleh stated that the golf course has received great press, as has the Library
facility. Mayor Saleh reported that the Alliance for Children Organization met at the new
Library and toured the facility while they were there and commented on what a great
facility it is.
Mayor Saleh requested any speakers from the audience.
Planning and Zoning Commissioner Billy Owens thanked the staff and Council for the
engineering that took place to create such a magnificent golf course.
CLOSED SESSION
Mayor Saleh convened a closed session to discuss pending litigation as authorized by
Section 551.071 of the Texas Government Code.

Mayor Saleh adjourned the meeting at 9:40 p.m.
