EULESS CITY COUNCIL
June 24, 1997
CALL TO ORDER
A regular meeting of the Euless City Council was called to order by Mayor Pro Tern
Charlie Miller at 4:05 p.m. on Tuesday, June 24, 1997, in the Administration Building
Conference Room. Those present included Mayor Pro Tern Charlie Miller and Council
Members Bobby Baker, Carl Tyson, Leon Hogg, Glenn Walker, and Katie Edwards.
Mayor Mary Lib Saleh arrived at 5:00 p.m. Precouncil discussion was held on agenda
items and other scheduled items.
COUNCIL CONSIDERATION OF SCHEDULED ITEMS - COUNCIL CHAMBERS
The Euless City Council continued their meeting in the Council Chambers at 7:08 p.m.
for consideration of scheduled items.

ITEM NO. 1 PRESENTATION OF EMPLOYEE SERVICE PINS
Mayor Saleh presented a 25 year service pin to Fire Inspector Ron Hyde and a 10 year
service pin to Police Dispatcher Cathy Moody. Mr. Hyde introduced his wife Mary and
his daughter Audrey. Mr. Hyde said it had been an honor to work for the City, that he
had enjoyed the challenge and that he planned to continue working for the City of Euless.
ITEM NO. 2 AUDIENCE REQUESTED BY ROBERT HUDIBURG
Robert Hudiburg addressed the City Council regarding a Unified Development Code
requirement allowing pawn shops only in an industrial district. Mr. Hudiburg stated that
he currently owns Mid Cities Pawn at 803 South Industrial Boulevard, which he would like
to move to 310 South Industrial. Mr. Hudiburg stated that when State Highway 157 is
widened, it will take a portion of the parking area of his existing property, causing it to not
be suitable for his business. Mr. Hudiburg pointed out that the property where he is
currently located is zoned Community Business District (C2) and the property at 310
South Industrial is also zoned C2. He said that although the Unified Development Code
allows pawn shops in only industrial districts, he does not believe his business is an
industrial type business. Mr. Hudiburg requested that the Unified Development Code be
amended to allow the pawn shop use to operate in the C2 district.
CONSENT AGENDA
Council Member Miller requested that item number 3 be removed from the consent
agenda to be considered with the regular agenda items.
Council Member Edwards motioned to approve items number 4 through 7 on the consent
agenda as follows:
ITEM NO. 4 AWARD OF BID NO. 97-27
Award of Bid No. 97-27 for the purchase of police uniforms in the amount of $27,108.00
to R&R Uniforms, 1272 Security Drive, Dallas, Texas 75247.
ITEM NO. 5 RENEWAL OF CONTRACT FOR PORTABLE TOILETS
Renewal of contract for the leasing of portable toilets for the third and final year in the
amount of $16,000.00 to BFI, P. O. Box 1390, Hutchins, Texas 75141 .

ITEM NO. 7 APPROVAL OF MINUTES
Approval of the June 10, 1997 City Council Minutes as presented.
Council Member Baker seconded the motion.

REGULAR AGENDA
ITEM NO. 3 RATIFICATION OF WINE SALES STUDY COMMITTEE
Mayor Pro Tem Miller motioned for ratification of appointments to the Wine Sales Study
Committee with the addition of Bill Byers as an alternate committee member.

ITEM NO. 8 PUBLIC HEARING - SPECIFIC USE PERMIT #97-16
Mayor Saleh opened the public hearing at 7:24 p.m. regarding a request of L. D. Gann
from Hondtune for a Specific Use Permit for an automotive repair facility located at 1511
West Euless Boulevard, Cresthaven Addition.
Director of Planning and Development Bo Bass stated that Mr. Gann requested to come
into voluntary compliance with the recent Unified Development Code amendments which
require auto related uses to obtain a Specific Use Permit in the Community Business
District (C-2), rather than continue as a legally existing - nonconforming use.
Mr. Gann stated the correct address of his business is 1511 West Euless Boulevard. He
said they have plans to enlarge their business and would like to postpone the screening
in the back because the office is located in the back and this allows them to see the
parking lot to oversee the vehicles there.
Mayor Saleh requested any other proponents or any opponents. There being none,
Mayor Saleh closed the public hearing at 7:27 p.m.
ITEM NO. 9 APPROVAL OF SPECIFIC USE PERMIT #97-16
Council Member Tyson asked Mr. Gann if he planned to install a gate on the fence facing
Highway 10 which would screen vehicles being stored. Mr. Gann stated that he would
and that overnight storage of vehicles would be behind the fence.
Mayor Pro Tem Miller motioned to approve Specific Use Permit #97-16, request of L. D.
Gann from Hondtune for an automotive repair facility located at 1511 West Euless
Boulevard in a C-2 Zoning District with the following requirements:
,,�, 1) A gate across the fence to allow screening for stored vehicles

2) The Specific Use Permit is issued only to L.D. Gann; future
property owners may not use this SUP.
Council Member Edwards seconded the motion.

ITEM NO. 10 PRESENTATION OF PROPOSED BUDGET FOR THE EULESS
CRIME CONTROL AND PREVENTION DISTRICT FY 97-98
Police Chief Gary McKamie presented the proposed Fiscal Year 1998 Euless Crime
v„ Control and Prevention District (CCPD) Budget and stated that the CCPD Board held a
public hearing on June 10 and approved the budget on June 24. State law requires that
the budget be presented to the Council within 10 days after approval by the Crime Control
and Prevention District Board.
ITEM NO. 11 APPROVAL OF FIRST AND FINAL READING OF ORDINANCE
NO. 1238
City Engineer Paul Kruckemeyer informed the Council that he had been in contact with
the Texas Department of Transportation in reference to moving the school zone signs
along State Highway 10, particularly at Martha and Vine Streets. Mr. Kruckemeyer stated
TXDOT is willing to consider relocation of these signs and the installation of a crosswalk,
but they will have to conduct traffic studies first. Mr. Kruckemeyer stated that once they
are ready to relocate the signs and establish the crosswalk, he will submit an ordinance
making those changes.
Council Member Hogg motioned to approve the first and final reading of Ordinance No.
1238 amending Chapter 82"Traffic and Motor Vehicles,"Article III "Operation of Vehicle,"
Section 82-63 "Same-School Zones,"to add the wording "When Flashing" to the general
paragraph, establish school zones for Euless Junior High School and an additional school
zone for Wilshire Elementary School, and extend school zones for North Euless
Elementary School, Trinity High School, and Wilshire Elementary School.

ITEM NO. 12 APPROVAL OF RESOLUTION NO. 97-976
Council Member Baker motioned to approve Resolution No. 97-976 opposing any actions
by the Federal Communications Commission (FCC) to limit or remove the authority of a
local government to regulate the placement, construction and modification of personal
wireless facilities.
Council Member Edwards seconded the motion.
This resolution adopts the recommendation of the National League of Cities and the
National Association of Telecommunications Officers and Advisors and encourages the
FCC to continue the practice of not intruding into matters of local concern.

ITEM NO. 13 REPORTS
City Manager
Assistant City Manger Joe Hennig reported that City Manager Tom Hart was attending
the U.S. Conference of Mayors conference in San Francisco. Mr. Hennig introduced the
new Economic Development Director David Witcher adding that David joined the City from
Borger, Texas. Mr. Hennig stated that David is married to Robin and has a 19 month old
daughter, Mary Caroline. Mr. Hennig commented that the City has received notification
from TXDOT that a left turn lane will be constructed at State Highway 360 and Midway
Drive, adding that it is being bid in June and should be under construction by August of

1997. Mr. Hennig stated that Schrickle Rollins has been awarded the contract for the
widening of State Highway 157 from Green Oaks Boulevard to State Highway 10. Mayor
Pro Tern Miller asked about the status of the paving project on State Highway 157 from
State Highway 183 to State Highway 121. City Engineer Paul Kruckemeyer answered
that it would be bid in July with actual construction to begin approximately October 1,
1997, and that funding is in place for this project.
City Attorney
City Attorney Bob McFarland gave a presentation on the activity of the 75th legislature.

City Council
Mayor Saleh welcomed Harriet Gibbon, TU Representative, to the City Council Meeting.
Mayor Saleh then introduced Mr. Frank Leonard, a Euless citizen who wrote a
complimentary letter to the editor of the Fort Worth Star Telegram about the City of
Euless. Mayor Saleh commented that President Clinton spoke at the U.S. Conference
of Mayors in San Francisco adding that he stated he is recommending that HUD houses
can be purchased by police officers at 50% of the cost of the home to serve as an
initiative for police officers to live in the cities where they work and help promote the
"neighborhood police" relationship with the citizens. Mayor Saleh reminded everyone of
the Fourth of July Parades in the City of Euless at McCormick Farms and the Morrisdale
subdivision.
Council Member Edwards congratulated Ron Hyde and Cathy Moody for receiving their
service pins. Ms. Edwards then welcomed David Witcher and his family.
Council Member Walker commented that the City of Euless was recognized this week in
the Fort Worth Star Telegram as having the best public library in Northeast Tarrant
County.
Mayor Pro Tern Miller stated he met a gentleman named Bill Muller who commented on
the great golf course and that the Euless Girls Athletic Association is an outstanding
organization. Mayor Pro Tern Miller congratulated Ron Hyde and Cathy Moody for
receiving their service pins. Mayor Pro Tem Miller stated that he attended a ribbon
,,� cutting and presented a certificate to Shields Awards and Trophies. He said three of the

employees had recently purchased the business.
Council Member Baker commented that remembering when Ron Hyde came to work for
the City of Euless brought back a great deal of memories.
Council Member Hogg congratulated Ron Hyde and Cathy Moody on receiving their
service pins. Mr. Hogg thank Pastor Ratliff for giving the invocation. Mr. Hogg reported
that his father has been moved to a nursing home in this area and that he has made
some improvement.
Council Member Tyson congratulated Ron Hyde and Cathy Moody and welcomed Director
of Economic Development David Witcher and his family. Mr. Tyson reported that he
attended Congressman Joe Barton's townhall meeting that was held in the council
chambers and thanked City Secretary Susan Crim for her assistance in organizing this
meeting at the City complex.
Mayor Saleh asked if there were any citizens that would like to comment. Planning and
Zoning Commissioner Billy Owens stated that the citizens of South Euless extended their
thanks to the Council for the safety measures they have taken on State Highway 10.

Mayor Saleh adjourned the meeting at 8:23 p.m.
