EULESS CITY COUNCIL
SEPTEMBER 23, 1997
CALL TO ORDER
A regular meeting of the Euless City Council was called to order by Mayor Mary Lib Saleh
at 4:15 p.m. on Tuesday, September 23, 1997, in the downstairs Administration Building
Conference Room. Those present included Mayor Mary Lib Saleh, Mayor Pro Tern
Charlie Miller and Council Members Bobby Baker, Carl Tyson, Katie Edwards, Leon
Hogg, and Glenn Walker. Precouncil discussion was held on agenda items and other
scheduled items. A closed session was held to discuss land acquisition as authorized by
Section 551.072 of the Texas Government Code.
COUNCIL CONSIDERATION OF SCHEDULED ITEMS - COUNCIL CHAMBERS
The Euless City Council continued their meeting in the Council Chambers at 7:07 p.m.
for the consideration of scheduled items.

Mayor Mary Lib Saleh gave the invocation.
ITEM NO. 1: PRESENTATION OF EMPLOYEE SERVICE PIN
City Manager Tom Hart introduced Assistant City Manager Joe Hennig and Mayor Saleh
presented Mr. Hennig a 5-year service pin.
ITEM NO. 2: WINE SALES STUDY COMMITTEE REPORT
Mr. Dwayne Wilcox, chairman of the Wine Sales Study Committee, introduced the
committee members and presented the committee's report recommending wine sales in
the City of Euless for off-premise wine sales and on-premise beer and wine only licenses.
The report recommended that a citizens group be formed to obtain signed petitions
needed for an election.
Mayor Pro Tem Miller noted that the committee took a lot of time to study the issue and
that they gave the Council a very good report. He stated he hoped the Council supports
the efforts of the people on the committee.
`,,. ITEM NO. 3: AWARD OF BID NO. 97-38
Council Member Hogg motioned to award Bid No. 97-38 to the Larry H. Jackson
Construction Company, 5112 Sun Valley, Fort Worth, Texas, 76119, in the amount of
$1 ,014,196.50 for water and sanitary sewer improvements in FM 157 - Segment I -
between SH 183 and SH 121.
Council Member Walker seconded the motion.
Ayes: Mayor Saleh, Mayor Pro Tern Miller, Council Members, Tyson, Baker, Walker and
Edwards (Council Member Hogg was out of the Council Chambers)
Nays: None
Mayor Saleh declared the motion carried.
ITEM NO. 4: AWARD OF BID NO. 97-39
Council Member Edwards motioned to award Bid No. 97-39 to the Bowles Construction
Company, 1637 Eastside Drive, Wichita Falls, Texas, 76303, in the amount of
$294,268.65 for water and sanitary sewer improvements in FM 157 - Segment II -
between SH 183 and SH 121 .

Council Member Baker seconded the motion.

Mayor Saleh declared the motion carried.
ITEM NO. 5: APPROVAL OF THE RENEWAL OF INTERLOCAL AGREEMENT
WITH CITY OF GRAPEVINE FOR ENVIRONMENTAL HEALTH
SERVICES
Council Member Walker motioned to approve the renewal of the Interlocal Agreement with
the City of Grapevine for environmental health services for a period of two years
beginning October 1 , 1997.
Mayor Pro Tem Miller seconded the motion.

Walker and Edwards

ITEM NO. 6: APPROVAL OF MINUTES
Council Member Edwards motioned to approve the minutes of the Regular City Council
Meeting of September 9, 1997, as written.
Council Member Walker seconded the motion.
Ayes: Mayor Saleh, Mayor Pro Tern Miller, Council Members Tyson, Hogg, Baker,
Walker and Edwards
Nays: None
Mayor Saleh declared the motion carried.
ITEM NO. 7: REPORTS
City Manager
City Manager Tom Hart pointed out that the council would meet Thursday evening to
discuss the Economic Development Strategic Plan. He noted that Euless was nominated

for two world-wide festival awards for Arbor Daze. He mentioned that Mayor Saleh was
nominated for Woman of the Year by the Fort Worth Star Telegram and that although she
did not receive the award, it was a great honor to be nominated. He introduced the City's
new Finance Director, Loretta Getchell.
City Attorney
City Attorney Bob McFarland had no report.
Staff
City Manager Tom Hart asked Director of Development Bo Bass to report on the
comprehensive rezoning of the city.
Mr. Bo Bass noted that the city will be broken into eight areas for rezoning purposes. He
stated that the first area is comprised of nine zoning cases with 64-69 separate pieces
of property involved. Area One will be heard by the City Council on October 14.
Mr. Bass reported that the Planning & Development Department, along with the Planning
& Zoning Commission, is preparing an ordinance to create a zoning district for the area
along SH 121. He said the ordinance will be ready to bring to the City Council at the first
.r„ meeting in November. He distributed a draft of the "SH 121 Corridor Permitted Uses"
along with a corresponding graphic and asked the Council Members to review it and give
him their comments.
City Council
Council Member Tyson welcomed Loretta Getchell as the new finance director.
Council Member Hogg also welcomed Loretta Getchell and congratulated Joe Hennig on
his five years of service to the city. He also thanked the Boy Scouts for leading the
Pledge of Allegiance.
Council Member Baker congratulated Joe Hennig on his service of five years and
welcomed Loretta Getchell.
Mayor Pro Tem Miller also acknowledged Loretta Getchell and Joe Hennig. He
commended Scott Campbell on his work with the Wine Sales Committee, noting that
Scott Campbell was staff liaison and that he was the City Council liaison to that
committee. He introduced his wife, Rose.
Council Member Edwards congratulated Joe Hennig and said that Scott Campbell did a
good job on the Wine Sales Study Committee. She also welcomed Loretta Getchell.

Mayor Saleh thanked Mayor Pro Tem Miller for his work with the Wine Sales Committee.
She commended Diane Smith, reporter with the Fort Worth Star Telegram, for the article
she wrote on the wine sales study. She noted that the music shop with Tish Hinohosa
was very good.
The meeting was recessed at 7:38 p.m. to reconvene into closed session.
