CALL TO ORDER
A regular meeting of the Euless City Council was called to order by Mayor Mary Lib Saleh
at 4:10 p.m. on Thursday, March 12, 1998, in the downstairs Administration Building
Conference Room. Those present included Mayor Mary Lib Saleh, Mayor Pro Tern Charlie
Miller and Council Members Bobby Baker, Carl Tyson, Katie Edwards, Leon Hogg, and
Glenn Walker. Closed session was held for deliberation of real property action as
authorized by Section 551.072 of the Texas Government Code. Precouncil discussion was
held on agenda items and other scheduled items.
COUNCIL CONSIDERATION OF SCHEDULED ITEMS - COUNCIL CHAMBERS
The Euless City Council continued their meeting in the Council Chambers at 7:10 p.m. for
the consideration of scheduled items.

ITEM NO. 1 PRESENTATION OF PROCLAMATION
Mayor Saleh presented a proclamation proclaiming the month of March as "American Red
Cross Month" to American Red Cross Volunteer Barbara Cutter.
ITEM NO. 2 PRESENTATION OF CERTIFICATES OF APPRECIATION
Director of Community Services Rick Herold introduced the Texas Star Golf Pro staff and
the Golf Maintenance staff. Mayor Saleh presented Certificates of Appreciation to Head
Golf Pro Duff Cunningham, Assistant Golf Pro Adena Wallace, Assistant Golf Pro Randall
Carpenter, Assistant Golf Pro Val Gladden, Golf Superintendent Jon Snider and Assistant
Golf Superintendent Chris Barker. Mr. Herold noted that Assistant Golf Superintendent
Jessie Hunt could not be at the meeting because he has taken a position as Golf
Superintendent at the golf course in Sweetwater.
ITEM NO. 3 PRESENTATION OF EMPLOYEE OF THE MONTH FOR MARCH
Director of Community Services Rick Herold introduced Athletic Coordinator Andy Cedillo
and Mayor Saleh presented Mr. Cedillo with the Employee of the Month plaque for March.
CONSENT AGENDA
Nu.. Item Nos. 4, 5 and 6 were approved as follows:
ITEM NO. 4 APPROVAL OF RESOLUTION NO. 98-990
Approval of Resolution No. 98-990 supporting the Byrd-Gramm Amendment No. 1397 to
S. 1173, The Intermodal Surface Transportation Efficiency Act of 1997, to provide needed
increases in Federal Funding for Surface Transportation.
ITEM NO. 5 APPROVAL OF BID NO. 98-06
Approval of Bid No. 98-06 for repair of water well located at 2900 Crystal Springs, Bedford,
Texas, to Layne/Texas, in the amount of $22,767.00.
ITEM NO. 6 APPROVAL OF MINUTES
Approval of the minutes of the Special Called City Council Meeting of February 6, 1998,
and the Regular City Council Meeting of February 24, 1998.
Council Member Walker motioned to approve Item Nos 4, 5, and 6 on the Consent
Agenda.
Council Member Edwards seconded the motion.

ITEM NO. 7 APPROVAL OF ORDINANCE NO. 1318
Council Member Baker motioned to approve Ordinance No. 1318 amending Article IV of
Chapter 78 of the Code of Ordinances, levying a hotel occupancy tax to remove an
exemption therefrom for religious, charitable or educational purposes to conform with state
law.
Council Member Edwards seconded the motion.
Ayes: Mayor Saleh, Mayor Pro Tem Miller, Council Members Tyson, Hogg, Baker, Walker
and Edwards
Nays: None
Mayor Saleh declared the motion carried.
ITEM NO. 8 PUBLIC HEARING OF SPECIFIC USE PERMIT NO. 98-10-SUP
�., Mayor Saleh opened the public hearing at 7:27 p.m. regarding Specific Use Permit No. 98-
10-SUP regarding the request of Woody Seiter to allow a church located within the TX-10
Zoning District, Lot B1 R, Block 2, Oakwood Terrace Addition, 226 Martha Street.
City Planner Carol Griffith noted that the property was located at 226 Martha in a strip
center adjacent to Winn-Dixie in the TX-10 zoning district. She stated that Winn-Dixie
wrote a letter requesting that the church not oppose the sale of liquor. The Planning and
Zoning Commission recommended approval for one year with the condition that the church
will have no opposition to alcohol sales in the shopping center where it is located.
Mayor Saleh asked for any proponents.
Mr. Woody Seiter, 8009 Crazy Horse Lane, Fort Worth, stated that he is the pastor. He
noted that the church will be using the location at the off-time hours of the businesses in
the shopping center except for Winn-Dixie. He stated that he plans to lease the space for
three years.
There being no opponents, Mayor Saleh closed the public hearing at 7:30 p.m.
ITEM NO. 9 APPROVAL OF SPECIFIC USE PERMIT NO. 98-10-SUP
Council Member Tyson motioned to approve Specific Use Permit No. 98-10-SUP for the
request of Woody Seiter to allow a church located within the TX-10 Zoning District, Lot
B1 R, Block 2, Oakwood Terrace Addition, 226 Martha Street for one year with application
for extension of the SUP for two additional one year periods to be without fee.

Mayor Saleh declared the motion carried.
Council Member Tyson expressed to Mr. Seiter that he was concerned about the parking
and would be looking at the parking next year to see if there is congestion.
ITEM NO. 10 REPORTS
City Manager
Deputy City Manager Joe Hennig asked Rick Herold to give a quick overview of Arbor
Daze.
Director of Community Services Rick Herold reminded the Council of the Arbor Daze
Auction on Saturday, March 14, the annual Ultra Golf Classic on Friday, March 20, and the
Grand Opening of the Parks at Texas Star on Saturday, March 28, at 9:00 a.m. He noted
that Arbor Daze will be April 24 - 26.
City Attorney
City Attorney Bob McFarland stated he is continuing to work on the delinquent tax issues
of the Western Hills Inn. Substantial progress has been made with the underwriters on the
title problems. He stated he is comfortable with the title on the 8 acre tract. There may
be one exception that would not impede his recommendation to acquire the 1.2 acre tract.
He suggested to Police Chief McKamie that if the exception is there, that the 1.2 acres be
used for parking and not for a permanent facility. The reason for the exception is that tax
judgment on the 1.2 acres was taken by publication and not personal service on the prior
owner, whom no one has been able to find. He stated that he has an agreement from the
city's tax collection firm that in the event there is a legal challenge to that, they will defend
the city against any claim of automatic judgment without any cost to the city. He noted that
it looks good on the taxing units approval.

Council Member Tyson congratulated the Texas Star staff and Andy Cedillo. He stated he
attended the Police & Fire Awards Banquet.

Council Member Hogg congratulated Rick Herold and his staff at Texas Star and Andy
Cedillo as employee of the month. He mentioned he had occasion to be at Texas Star on
four different nights this last week and there was something going on each night. He
stated the Police & Fire Award Banquet was nice.
Council Member Baker stated the Texas Star staff has worked hard in the past 12 months
to get the course in the shape it needed to win this award. He congratulated Rick on his
staff. He stated it was nice having the Police & Fire work together on the awards banquet.
Mayor Pro Tem Miller stated he couldn't say enough about the employees. He mentioned
attending the National League of Cities Conference in Washington, D.C. and stated he
attended some very good seminars. He mentioned the artist on the Texas Ranger Pudge
Rodriquez painting donated for the Arbor Daze Auction is a TCU graduate.

,,� Council Member Glenn Walker stated he went to the same conference and that there were
some good sessions. He congratulated the Texas Star staff. He mentioned receiving a
complimentary letter from a bridge club that used the Treaty Room.
Council Member Edwards stated that the golf staff is definitely customer focused. She
thanked David Witcher for catching the exemption problem in the city's hotel occupancy
tax ordinance. She stated it was nice to have City Planner Carol Griffith presenting
development information at the meeting. She expressed that the phone attendant at the
golf course was a good idea.
Mayor Saleh stated that the NLC meeting in Washington, D. C. was good. She mentioned
she heard House Speaker Newt Gingrich and that he was an excellent speaker, and
Senator Trent Lott had some very positive things to say. She stated she met some elected
officials from Alabama who have heard about the Golf Course at Texas Star and they want
to come visit.
